MSHINI TV is a corruption of the isiZulu phrase "mshiniwamahlaya" with "mshini" meaning "machine (gun)" and "wamahlaya" meaning "joke". Combined, "mshiniwamahlaya" is a pun which means both "machine (gun) jokes" and "joke machine/factory".

The African Animation Network has partnered with DISCOP Markets (the premiere content markets in Africa) and Annecy Festival (the biggest, most prestigious animation festival in the world) to present a special screening of African-produced animated content for mature audiences under the MSHINI TV banner.

1. Support and patronage
The 1st annual MSHINI TV programme is made possible through the support and partnership of the African Animation Network, DISCOP Markets and Annecy Festival

2. Which works can be entered?
Any African produced short audiovisual animation aimed at adults created frame by frame whatever the technique (where animation is the highest percentage of the technique used), made for the cinema, television and any other screening platform may be entered.

To compete, the short films should be submitted before 28th Febuary 2020 to one of the following categories:
a) Short Films (with running time no longer than 5 mins)
b) TV Short Films, Episodes and Webisodes (with running time no longer than 5mins)
- TV Specials/Short Films
- TV Episodes and Webisodes
c) Commissioned Short Films (with running time no longer than 5mins)
- Educational or Scientific Short Films
- Advertising or Promotional Films
- Music Videos
d) Graduation Short Films (with running time no longer than 5mins)

3. Technical specifications
a) For selection
Videos must be uploaded directly to FilmFreeway or a web address (URL) must be embedded when submitting for all forms of films submitted to the Festival.
Suitable URLs include YouTube, Vimeo or Dropbox.
Only films in video streaming will be considered.
URL links protected by a password should be downloadable and active up to 20th June 2020.
b) For screenings in the official selection
Directors, producers or distributors undertake to provide the presentation copy and a poster before 30th March 2020.
Selected films must be supplied using Prores 422 (HQ) 1080 or High Quality H.264 codec.
They can be submitted digitally via an embedded URL.
Suitable URLs include YouTube, Vimeo or Dropbox.
URL links protected by a password should be downloadable and active up to 20th June 2020.

4. Online submissions
There is no entry fee required.
Only correctly completed MSHINI TV FilmFreeway submissions will be considered and must be received before 28th Febuary 2020.

5. Selection
The selection is led by the African Animation Network Content Curation Team and Festival Director. The chosen films will make up the Festival Official Selection.
The Festival will inform the person submitting the film by email if it has been selected, at the same time requesting material necessary for the publications and screenings. After being notified entrants have till 30th March 2020 to withdraw from the programme. No film can be withdrawn after this date.
If a film has not been selected, the Festival will inform the person submitting the film by email before 13th March 2020.

6. Subtitling
MSHINI TV will not subtitle any short films presented in festival. All short films will be exhibited in their original language. Short Films which have English subtitles or have been dubbed into English are preferred for screening purposes.

7. TV and internet broadcasts
By accepting the present regulations, the entrant authorizes MSHINI TV, the African Animation Network, DISCOP Markets and Annecy to reproduce and broadcast an extract of the films selected for the MSHINI TV free of charge and for a period of one year (starting from the date of the selection announcement). These extracts will not exceed 10% of the total running time of the film and will be limited to 3 minutes. They will only be used for the promotion of MSHINI TV, the African Animation Network, DISCOP Market and Annecy in cinema, TV and web programmes, interviews and reports.

8. Rights
Each entrant declares to be the author or rights owner of the submitted film(s) and to own all the literary, dramatic and musical rights guaranteeing MSHINI TV, the African Animation Network against any claims, conflicts and legal action concerning the presentation of the film.
Information supplied at the time of registration will be used in various bilingual publications and may be translated or modified.
The participation of each entrant in the official selection confers on the organisers the right to present the work in full at a public screening for non-commercial purposes, i.e. screenings during Annecy, DISCOP and other uses granted under the present regulations.

9. Additional screenings.
After MSHINI TV 2020 screening at Annecy there will be additional screenings at DISCOP Markets, comic conventions and animation festivals as part of an African tour in 2020/21. Furthermore, the selected films will be part of a Best of MSHINI TV screening on the DreamGalaxy App (screenings for the global African diaspora) and the African Animation Network SVOD Mobile Channel on MTN Shortz in South Africa.

10. Best of MSHINI TV
The African Animation Network will obtain a distribution licence of MSHINI TV for cultural and non-commercial screenings in Africa and commercial screenings on the DreamGalaxy App and African Animation Network SVOD Mobile Channel. A contract for distribution and broadcast will be proposed to the rights holders of the films to be used for this programme.

11. Advertising and original material
The organisers would like to receive any available advertising materials (posters, brochures, etc.), as well as a selection of original material used for the making of the film (storyboard, sketches, backgrounds, cels, puppets, etc.).
12. Choice of jurisdiction
Participation in MSHINI TV implies unreserved acceptance of the terms of the present regulations. In case of any claims, the court based near MSHINI TV organisers, Johannesburg, has sole jurisdiction and the South African version alone has legal value.

13. Non specified cases
MSHINI TV and African Animation Network management will settle any cases that fall outside the terms of the present regulations.

14. Data Protection
The information requested, including photos, is required for electronic or paper media linked to MSHINI TV and African Animation Network. This information will also be used on the Internet and African Animation Network’s database.
