GENERAL
CineMangga; The Guimaras Film Festival was derived from the words “Cinema” and “Mangga”(Mango) that best represents the mango-province of Guimaras in the Philippines. Our goals are: 1)Promote tourism industry by showcasing the spots in Guimaras that serve as a location of films; 2) Discover and promote the culture, heritage, tradition, and arts of Guimaras through films; 3) Discover new filmmakers that will become ambassadors of the province of Guimaras; 4) Drive the people of Guimaras to support their own story through films.

The 1st CineMangga : The Guimaras Film Festival will be held on May 13 to 16, 2017.

FILMS
We are looking for films relating to tourism, cultural places, heritage sites, traditions, arts, and events in the Province of Guimaras from amateurs and professionals. We will also showcase international films that discuss the "sweetness" of love and life.

Through films, we hope to build a network of filmmakers and a wide audience exploring, understanding, and appreciating the value of our culture, the beauty of our sites, and the various traditions in the province of Guimaras. We welcome professionals, professional amateur, amateurs, students, and travelers to submit their films pertaining to our tourism and their unique adventures and discoveries in the island.

The festival will showcase 5 film categories and will be chosen by the CineMangga committee:
1) Films in Competition – Open Category
2) Films in Competition – Student Category
3) Featured Films – Films selected by the CineMangga committee to be highlighted on the festival
4) Films in Exhibit – Documentaries, non-nominated films, or other films that do not belong to other categories stated above but is related to the province of Guimaras.
5) Sweet Films – International short films that showcase “sweetness” may it be romance, family or children-oriented that are inspiring or heartbreaking. Films must be in narrative form.

FILMS IN COMPETITION (OPEN CATEGORY):
Award for the Best Film - Php15,000 in cash, trophy, and certificate
Award for the Best Director - Cash prize, trophy, and certificate
Award for the Best Screenplay - Cash prize, trophy, and certificate
Award for the Best Actor/Actress - Cash prize, trophy, and certificate
Award for the Best Cinematography - Cash prize, trophy, and certificate
4 Consolation Prizes

FILMS IN COMPETITION (STUDENT CATEGORY):
Award for the Best Film - Php5,000 in cash, trophy, and certificate
2 Awards for the Runners-up - Cash prize and certificate
2 Consolation Prizes

FILMS IN EXHIBIT / FEATURED FILMS / SWEET FILMS
Each film invited to be part of the Official Selection by the CineMangga Committee will receive a Letter of Invitation and a Certificate of Participation. They may also use the "Official Selection" laurel of the festival.

RULES AND TERMS
This agreement pertains to all Work submitted to the CineMangga: The Guimaras Film Festival (the Festival).

Be it known to any filmmaker or submitter, by submitting your film to the Festival, you are agreeing to all TERMS AND CONDITIONS below in full.

Only films that meet the following guidelines will be part of the Official Selection for Competitive Films:
FOR OPEN CATEGORY:
Director must be a Filipino of legal age.
Only one film per director is accepted.
Films that do not exceed 15 minutes and less than 3 minutes in length, including credits.
Films must be in Hiligaynon or Kinaray-a and subtitled in English.
Films must must have been shot in at least one(1) location in Guimaras (may be a tourist spot, landmark, heritage sites, activities, events, festivals, and all other tourism circuits in the province of Guimaras).
Films must be in narrative form.
Films that have been produced in 2017 preceding CineMangga Film Festival.
Films that have not been released anywhere.
Films that have not been exhibited on the Internet.

FOR STUDENT CATEGORY:
Director must be a student officially enrolled in the province of Guimaras.
Only one film per director is accepted.
Films that do not exceed 15 minutes and less than 3 minutes in length, including credits.
Films must be in Hiligaynon or Kinaray-a and subtitled in English.
Films must be in narrative form.
Films that have been produced 8 months preceding CineMangga Film Festival.
Films that have not been exhibited on the Internet.

GENERAL GUIDELINES FOR FILMS IN COMPETITION
1. The filmmaker guarantee that all rights and releases has been legally secured, including music rights, songs, etc and the submitter releases CineMangga and all its member from any legal action whatsoever.
2. Filmmakers must submit their films in .mp4 format together with a duly filled-up application form placed in a USB/Flash Drive and must be sent/given to the Guimaras Provincial Tourism Office, San Miguel, Jordan, Guimaras 5045, and must be received by a CineMangga Representative on April 7, 2017 for Open Category and April 21, 2017 for Student Category.
3. Films not able to reach the deadline will not be screened during the festival.
4. We will not return your screening and exhibition copies.
5. Once a film has been selected it cannot be withdrawn from CineMangga.
6. It is for the CineMangga Committee to decide whether or not a film that does not exactly meet these criteria may participate in the Festival.
7. The CineMangga Committee decides the nominated films for Open and Student Category.
8. Each Jury Member will vote using a rank system to determine the Best Film and other special awards. In case of a tie, the Head of the Board of Jury will break the tie.
9. The decision of the Board of Jury is final and irrevocable.
10. Only producers or directors can receive the physical awards at the award ceremony on May 13, 2017.
11. The festival has the right to disqualify a winning film for any reasons, without having to explain the reasons to the submitter.
12. Submission of an entry gives the festival permission to have accepted work exhibited, photographed, locally telecast, and reproduced either in part or whole, for educational or publicity purposes. Filmmakers can request in writing that their material not be used for such purposes after the Festival.
13. Films chosen to be part of the Official Selection agree to use the "Official Selection" logotype of CineMangga on all publicity.
14. The CineMangga committee may deny participation to any film unable to meet the technical requirements for a public screening of good quality.
15. The Festival committee reserves the right to make changes in the profile of the Festival, if it becomes necessary to do so due to circumstances beyond his/her control.
16. All filmmakers/submitters are expected to keep communications with the Festival professional and in good taste. Failure to do so may result in disqualification at any point in the adjudication process, including the nullification of Official Selection status or nominations. That stated, the Festival will only communicate with the person who submitted his/her film to the Festival, and that Festival should not be expected to communicate with any other persons.
17. The Festival has the right to work with any institution and partner festivals for all kind of cooperation, including joint events or promotions.
18. The Festival reserves the right to make any necessary changes in regulations or scheduling.

By submitting to our Festival, submitter/filmmaker:
1. Indicates that they have read, understand, agree with, and will comply all of the Terms and Condition above, and accept all of the terms and conditions herein, in their entirety, without modification.
2. Agree to indemnify us and hold us and our employees, owners, affiliates, and partners harmless from all claims and liability associated with your participation or entry to the Festival.
