Expanding on the recently-launched Downtown Film Festival, the WCTE-PBS Student Film Festival, January 13-15, 2020 is a look into real life through the youthful and insightful lens of local, regional, national, and international student filmmakers, a celebration of nonfiction film and genuine storytelling of America's students. The WCTE-PBS Student Film Festival will feature workshops, panels, and festival award-winning film screenings, all from the comfort and safety of a digital platform. The festival celebrates the best in student filmmaking, including fiction, non-fiction, and commercial work, as well as two special categories honoring local (to Tennessee's Upper Cumberland area) works and American Portrait: Ages Apart short films. ***All submissions of filmmakers over 17 will require proof of student status***

STUDENTS Ages 13-17
- Best Fiction (2-100 minutes) - $50
- Best Non-Fiction (2-100 minutes) - $50
- Best Short (under 2 minutes) - $50
- Best Class Project - (any length) - $100 - awarded to teacher who leads this class project to spend on resources for the class

STUDENTS Ages 18+:
- Best Fiction (2-100 minutes) - $50
- Best Non-Fiction (2-100 minutes) - $50
- Best Short (under 2 minutes) - $50

Open to STUDENTS Ages 13+:
- Best Tennessee Local (any length) - open to students who live or go to school in Tennessee - $100 - student projects completed by recent graduates will be accepted - must show proof of student status within the 2019-2020 school year - Submissions are accepted for this award through Friday, December 18th.

- PBS American Portrait: Ages Apart - A Conversation Between Generations - $500 Award ($250 for student filmmaker, $250 for student's teacher for classroom needs

This should be a conversation between two people of different generations, with each taking turns asking each other to respond to the following six prompts:

1. I was raised to believe...
2. When I step outside my door...
3. I took a risk when...
4. My Saturday looks like...
5. My American story started...
6. The tradition I carry on...

Ideally, these would be recorded following the format of:
Interviewer: “What were you raised to believe?”
Interviewee: “I was raised to believe…”

Submissions will be accepted with and without cuts between the above prompts. Smartphone videos encouraged! Good lighting and clean sound appreciated!

- Video length - 6 Minutes --- Each collection of six videos (which can be filmed and submitted without cuts) should have a TRT of at least 6 minutes, with each of the six prompt videos TRT of at least one minute each.
- Landscape orientation only, please.

**PROOF OF CURRENT STUDENT STATUS REQUIRED**

- All submissions must be submitted, with all required documentation and necessary file share, no later than Thursday, December 10th at 11:59PM, unless submitting for the Tennessee Local category, which offers a waiver period through Thursday, December 17th.

-Competition is open to all students, ages 13+. Proof of current student status will be required for all submissions of filmmakers over 17. Proof of 2019-2020 student status will be required for recent graduates for all Tennessee Local category submissions.

-Films not in the English language must be subtitled in English. Any films not in the English language submitted without subtitles will be disqualified.

-Each filmmaker may submit up to two entries in different categories.

-WCTE employees, including seasonal staff, board members, sponsors, and their immediate families, may submit films for screening consideration, but are not eligible for competition in any category at this festival.

-By submitting your work, you are giving permission for the WCTE-PBS Student Film Festival to showcase your work at the festival and for promotional purposes.

FESTIVAL SCREENING
The individual or corporation submitting the film warrants that he/she/they is authorized to commit the film to screening at any time during the WCTE-PBS Student Film Festival, including online and live screenings at any time during the future. Films must be submitted in MP4 format without any need for editing.

LIABILITY
Every possible care will be taken with entries while in our possession, however, we cannot accept responsibility for loss, damage or additional charges incurred en route, or due to normal wear and tear, or due to equipment failure. Do NOT send original prints or master copies. Additionally, WCTE is held harmless from any and all claims, liabilities, losses, damages, and expenses which may be incurred by reason of any claim involving copyright, trademark, credits, publicity or screening of any film.

ALL OF THE FOLLOWING MUST ACCOMPANY YOUR ENTRY:
- A 3-Line Synopsis (may be used for Festival Program and website)

- A 200 Word Synopsis (may be used for Festival Program and website)

- Accepted entries must submit at least one digital, horizontal 300dpi still photo from the film and at least one web-ready still at 72dpi and 560x315 pixels.

- Notification of Festival acceptance status is scheduled to be given to all entrants by December 18, 2020.

All submissions must be submitted digitally through FilmFreeway. If released, all experiences must have download link submitted to WCTE-PBS Downtown Film Festival AND a submission form filled out on FilmFreeway for submission to be considered complete.

American Portrait Submissions: PBS American Portrait films should be submitted to https://www.pbs.org/american-portrait/create. Please select WCTE as home station when submitting. Each entry must contain a unique email address. When selecting a prompt for entry, keep in mind that the categories for competition at the Student Film Festival include:

Original Content: All entries submitted to the WCTE-PBS Downtown Film Festival must be original works by the applicant. By submitting to this competition, you are attesting that this work is yours and that you have the authority to submit this work to the WCTE-PBS Downtown Film Festival and agree to all of the rules of the competition and the festival as a whole.

Revisions: WCTE-PBS Downtown Film Festival considers all entries to be complete. You may send in revisions after an initial or work-in-progress has been submitted, but the revised copy will only be used going forward. Any scoring already complete will remain the same, based on the initial submission.

By submitting this documentary, I understand that I am agreeing to the following:
I am currently the copyright owner of this work. Should ownership or rights to my film change, this agreement to screen at the 2020 WCTE-PBS Student Film Festival, if accepted, will be upheld and not be infringed. I own or control the copyright in and to, and am duly authorized to submit this documentary film to the WCTE-PBS Student Film Festival and to the best of my knowledge, all statements on this document are true; This documentary contains no material which could result in tort claims, royalty claims, claims for breach of contract, or claims of any sort whatsoever; If this documentary is selected for screening at WCTE-PBS Downtown Film Festival, I grant WCTE the right to screen this film online January 13-15, 2021; I understand and agree that this film entry, if selected for the Festival, may be used for promotional purposes for the Festival, WCTE and/or its partners and I grant WCTE and its partners the rights to use up to two minutes of footage, photographic stills and/or titles and information from the film for promotional purposes; I fully indemnify and hold WCTE and its partners harmless from: a) damage to or loss of the film print or videotapes en route to or from WCTE or during the course of festival possession of the entry; and b) from any claims which may arise in connection with this documentary film.
