1. PRESENTATION
Mostra de València-Cinema del Mediterrani is an international film festival promoted
by Valencia City Council (Ajuntament de València) in Spain. It aims to show and promote
cinema from the Mediterranean basin as a geographical and cultural point of reference.

2. PURPOSE
The purpose of this call for candidates’ entries is to open up registration for films intended to compete in the Official Section of the 39th Mostra de València-Cinema del Mediterrani, which will take place from October 24th to November 3rd 2024 in the city of València. The candidates must meet the requirements and rules stipulated in this call for entries.

3. POTENTIAL CANDIDATES
Films that may be included in the Official Section are feature-length fiction movies
produced or co-produced in any of the countries within the scope of the festival (*),
created after 1st January 2023 and which have not yet been premièred in public, on DVD, video, television or on-demand video platforms in Spain and which have not participated in any Spanish film festival before or during the 39th Mostra de València-Cinema del Mediterrani film festival. In other words, they must be shown for the first time in Spain in the festival.

The organizers will select the films to enter the competition in the Official Section from all of the films registered. There can be no appeal against this selection. The only films that may take part in the Official Section of the 39th Mostra de València-Cinema del Mediterrani film festival must be from producers that are not involved in any cases of prohibition from benefiting from Article 13 of General Subsidies Law 38/2003 of 17th November and Additional Provision 2 of the General Ordinance for Subsidies of Valencia City Council and its public bodies.

4. REGISTRATION
Registration to opt to take part in the Official Section must be done online via FilmFreeway as of the day after the extract of the call for entries is published in the Official Provincial Gazette (BOP) sent through the National Subsidies Database until 15th September 2024. In the registration process, one must take into account that in order to be shown the films must be submitted in the original version with English subtitles, except for those whose original versions in Spanish, Valencian, Catalan or English, which will not require additional subtitles.

Each film needs to be registered. Registration does not imply that the film will participate in the Official Section of the festival, since it still has to pass the selection process.

5. INVITED FILMS
The organizers reserve the right to invite other films of interest to them to take part directly in the Official Section via other channels, through a formal invitation that may take place at any time before the celebration of the festival. The invited films must make an express act of acceptance of the invitation through an application to that effect.

6. AWARDS WITH ECONOMIC ENDOWMENT
Films that are chosen through this call for entries to take part in the Official Section may
compete for these awards:

Golden Palm Tree award, worth €30.000 (+15.000€ for the Spanish distribution company).
Silver Palm Tree award-Special Jury Award, worth €20.000.

The prize money will be paid to the company that produced the awarded film. If various
companies took part in financing the film, the prize will be paid to the one with the biggest stake, following authorisation for this from the other producers involved. The amount of the award is subject to deductions applicable in the law in force when it is paid and in any case shall be deemed to be included in the prize’s allotted economic amount. The prize is compatible with other subsidies, aid, income or resources for the same purpose from any other Administration or public or private entities, whether they are Spanish, from the European Union or international organisations.

7. APPLICABLE LEGAL REGULATIONS
Prizes with economic endowment have the legal status of a subsidy since they are a monetary provision. They are therefore regulated by Additional Provision Two of the General Subsidies Ordinance of Valencia City Council and its public bodies, approved by plenary agreement on 28th July 2016 and published in the Official Provincial Gazette (BOP) on 2nd November 2016, which regulates the granting of prizes and which represents the general rules. For matters not covered by Additional Provision Two, the provisions in the rest of said Ordinance shall prevail, except those which are not applicable due to their special nature according to General Subsidies Law 38/2003 of 17th November and Royal Decree 887/2006 of 21st July, which approves the Regulations for the Subventions Law.

8. OTHER AWARDS
Other prizes are awarded from among the films taking part in the Official Section of the 39th Mostra de València-Cinema del Mediterrani film festival, but with no economic endowment. These are:

9. REQUIREMENTS FOR THE FILMS SELECTED
The films chosen to take part in the Official Section must be screened in 35 mm or Digital Cinema Package (DCP) format. Films that do not meet the necessary technical guarantees for good public screening will be rejected. The producers and/or distributors of the films selected must send, before the celebration of the festival, the following materials to the organizers:

A copy of the original version of the film in 35 mm or DCP. (The copies will
remain in the organizers’ possession until the film has been screened for the last time as scheduled in the main programme of the festival.)
A separate file with the subtitles (.srt) in English for films whose original version is not in
Spanish, Valencian, Catalan or English.
A list of the film’s dialogues in the original language and also in English for films whose original version is not in Spanish, Valencian, Catalan or English.

Promotional materials:
A trailer for the film in Full HD.
Three stills from the film in high resolution digital format (300 ppp).
A poster for the film in high resolution digital format (300 ppp).

10. OBLIGATIONS FOR THE SELECTED FILMS
The choice of films for the Official Section of the 39th Mostra de València-Cinema del
Mediterrani film festival will remain confidential until the organizers make the official
announcement, regardless of the communications between the interested parties.
Once a film has been registered and selected, it may not be withdrawn and must
maintain the requisites demanded until its participation in the festival ends.
The makers of the films participating give the organizers their permission to use the materials provided to promote the festival. The companies that produce and distribute the films participating authorise the use of one or several fragments of their work for dissemination and information in the media.

11. THE WINNING FILMS’ OBLIGATIONS
The companies producing and/or distributing the films that win an award with economic endowment at the 39th Mostra de València-Cinema del Mediterrani film festival agree to include a written reference to the award at the beginning of copies distributed for public screenings, other film contests, DVD, BluRay, on-demand TV or video, as well as in all printed promotional and informative material. This mention shall include a written text with the award received and a corporate image of the Mostra de València-Cinema del Mediterrani film festival, which will be provided from the organizers, together with the rules for using it. To be able to collect the prizes with economic endowment, the companies of the winning films must be up to date with its tax and social security obligations, as well as with the Municipal Tax Office (Hacienda Municipal). To this end, before the prize is payed it must submit a declaration of responsibility authorising Valencia City Council to verify the aforementioned claims.

12. JURY
In order to award prizes for the films selected, the organizers will designate the members of the Official Section’s jury, which will be made up of five prestigious professionals from the fields of cinema and culture. This jury’s decisions shall be final, with no recourse possible. People with stakes or interests in producing, showing or any other kind of exploitation, participation or stake in the films selected for the contest may not take part in the jury. No prize will be considered void or awarded ex aequo (jointly).

13. ACCEPTANCE OF THIS CALL FOR ENTRIES’ PROVISIONS AND ITS RULES
Participation in the 39th Mostra de València-Cinema del Mediterrani implies acceptance and compliance with this call for entries and its rules, interpretation of which is decided by the organizers.

14. PUBLISHING THE CALL FOR ENTRIES
The full call for entries for the 38th Mostra de València-Cinema del Mediterrani film festival will be published in the National Subsidies Database, with no detriment to the advertising made by the organizers for greater dissemination, if the organizers consider it appropriate.

15. DATA PROTECTION
The data registered by the participants shall be collected and processed according to the Organic Law 3/2018, of December 5, Protection of Personal Data and Guarantee of Digital Rights, and they will have the right to access, rectify, delete or oppose this by lodging a claim.

16. APPEALS
In accordance with the provisions of Point 4, Article 19 of the Statutes of the Mostra de
València i Inciatives Audiovisuals Public Business Entity, published in the Official Provincial Gazette (BOP) as number 201 on 25th August 2011, interested parties may lodge a reconsideration appeal against this call for entries (which terminates the administrative process) with the body that issued the call for entries, via the administrative channel within one month, according to the provisions of Articles 123 and 124 of Law 39/2015 of 1st October on the common administrative procedure of the Public Administrations, or else directly via an administrative appeal within two months with the Disputes Courts in accordance with the provisions of Law 29/1998 of 13th July, regulating the administrative jurisdiction.
