Kısa-ca Uluslararası Film Festivali, 2001 yılında Selçuk Üniversitesi İletişim Fakültesi tarafından başlatılmış ve zaman içinde Türk sinema dünyasının önemli etkinliklerinden biri haline gelmiştir. 2025 yılında 21. kez düzenlenecek olan festival, 6-8 Mayıs 2025 tarihleri arasında Konya’da, Selçuk Üniversitesi Sultan Alparslan Kültür Merkezi’nde gerçekleşecektir. Bu etkinlik, Türk sinemasını desteklemeyi ve uluslararası düzeyde kısa film alanında bir platform oluşturmayı amaçlamaktadır.

Geçtiğimiz yıllarda, festival Türk sinemasının unutulmaz isimlerini ağırlamıştır. Türk sinemasının dört yapraklı yoncası olarak bilinen Türkan Şoray, Hülya Koçyiğit, Fatma Girik ve Filiz Akın, festivale katılarak genç sinemacılarla bir araya gelmiştir. Bunun yanı sıra, birçok ünlü yönetmen, senarist, yapımcı ve oyuncu festivalin onur konukları arasında yer almıştır. Festival, ulusal düzeyde kazandığı itibarı uluslararası alana da taşımış ve önemli isimleri ağırlamıştır. Örneğin, Polonya Film Okulu’ndan ünlü yönetmenler ve İran’dan tanınmış sinemacılar festivale katılarak hem eserlerini sergilemiş hem de tecrübelerini paylaşmışlardır. Bu çeşitlilik, festivalin sadece bir yarışma değil aynı zamanda kültürel bir paylaşım platformu olduğunun altını çizmektedir.

The Kısa-ca International Film Festival was initiated in 2001 by the Selçuk University Faculty of Communication and has become one of the important events of the Turkish cinema world over time. The festival, which will be organized for the 21st time in 2025, will take place in Konya, Selçuk University Sultan Alparslan Cultural Center between May 6-8, 2025. This event aims to support Turkish cinema and create a platform in the field of short films at an international level.

In previous years, the festival has hosted unforgettable names of Turkish cinema. Known as the four-leaf clover of Turkish cinema, Türkan Şoray, Hülya Koçyiğit, Fatma Girik and Filiz Akın participated in the festival and met with young filmmakers. In addition, many famous directors, screenwriters, producers and actors were among the guests of honor of the festival. The festival has carried the reputation it has gained at the national level to the international arena and hosted important names. For example, famous directors from the Polish Film School and well-known filmmakers from Iran participated in the festival, both exhibited their works and shared their experiences. This diversity underlines that the festival is not only a competition but also a cultural sharing platform.

Rules & Terms

1. Yarışmaya kurmaca, belgesel, deneysel ve animasyon türlerindeki yapımlar katılabilir. Filmlerin türü, katılımcı tarafından başvuru esnasında açık bir şekilde belirtilmelidir. Filmler, türlerine uygun olarak değerlendirilmek üzere ilgili kategoriye ayrılacaktır. Birden fazla tür içeren hibrit yapımlar, başvuru formunda açıklanarak değerlendirme için en uygun kategoriye yerleştirilecektir.

2. Yarışmaya başvuracak filmlerin süresi, jenerik dahil olmak üzere 20 dakikayı aşmamalıdır. Bu süre sınırı, yarışmanın değerlendirme sürecinde adil bir ortam sağlamak amacıyla kesin olarak uygulanacaktır. Süre kısıtını aşan başvurular, ön elemeye alınmadan yarışma dışı bırakılacaktır. Bu nedenle başvuruların süresini net bir şekilde kontrol etmeniz önerilir.

3. Filmlerin daha önce Uluslararası Kısaca Öğrenci Filmleri Festivali dışındaki ulusal veya uluslararası yarışmalara katılmış olması, başvuru için engel teşkil etmemektedir.

4. Festivale katılım için https://bit.ly/KISACA adresinde yer alan online başvuru formunun eksiksiz bir şekilde doldurulması zorunludur. Başvuru sırasında aşağıdaki belgelerin sisteme yüklenmesi gerekmektedir:
o Yönetmenin kısa özgeçmişi (en fazla 150 kelime),
o Filmin özeti (en fazla 250 kelime),
o Film afişi (yüksek çözünürlükte JPEG veya PNG formatında),
o Teknik bilgiler (filmin süresi, yapım yılı, kullanılan format vb.),
o Filmden iki adet sahne fotoğrafı.
Eksik veya yanlış bilgilerle yapılan başvurular, değerlendirme sürecine alınmayacaktır.

5. Katılımcılar, birden fazla filmle yarışmaya katılma hakkına sahiptir. Her film için ayrı bir başvuru formu doldurulmalı ve gerekli belgeler yüklenmelidir.

6. Festivale gönderilen filmlerin, yönetmen adı belirtilerek ticari amaç̧ gözetmeksizin Selçuk Üniversitesi İletişim Fakültesi etkinliklerinde yer alması ve “Uluslararası Kısaca Öğrenci Filmleri Festivali” etkinliğinde gösterilmesi yarışmacı tarafından kabul edilmiş̧ sayılır. Buna ek olarak, festivalin tanıtımı amacıyla filmlerden küçük kesitler veya fragmanlar farklı mecralarda (televizyon, radyo ve internet) gösterilebilir.

7. Ön seçici kurul ve jürinin yargısı kesindir. Ön seçici kurul, yarışmaya başvuran filmlerden uygun bulduklarını ön elemeyi geçirmiş olarak belirler ve bir filmi yarışma dışı bırakma hakkını saklı tutar. Jüri üyeleri, teknik yeterlilik, sanatsal özgünlük ve içerik bütünlüğü gibi kriterlere göre değerlendirme yapar. Değerlendirme sonuçlarına itiraz kabul edilmez.

8. Ön elemeyi geçmiş filmler, festival kapsamında oluşturulacak programda izleyiciyle buluşacaktır. Gösterim tarihleri ve saatleri, festivalin resmî web sitesi ve sosyal medya hesaplarından duyurulacaktır.

9. Festival gösterimleri, Selçuk Üniversitesi bina/salonlarında veya "Uluslararası Kısaca Öğrenci Filmleri Festivali" tarafından belirlenen diğer mekânlarda gerçekleştirilecektir. Gösterimlerin fiziksel olarak yapılması planlanmakla birlikte, gerektiğinde çevrim içi gösterimler de düzenlenebilir.

10. Festivalin son başvuru tarihi 31 Mart 2025 olarak belirlenmiştir. Bu tarihten sonra yapılan başvurular değerlendirmeye alınmayacaktır.

11. Belgesel, kurmaca, deneysel ve animasyon kategorilerinin her birinde şu ödüller verilecektir:
o Birinci: 30.000 TL
o İkinci: 20.000 TL
o Üçüncü: 10.000 TL

12. Ödüller, kazananların festival ödül törenine katılımıyla teslim edilecektir

13. Filmler (MOV, QuickTime, Apple ProRes veya HD H264) formatında hazırlanmalı ve başvuru platformuna yüklenmelidir. Tüm teknik gerekliliklerin sağlanması başvuru sahibinin sorumluluğundadır.

14. Katılan filmler festival sonrası iade edilmez.

15. Katılımcılar, gönderdikleri filmlerle ilgili tüm telif haklarının kendilerine ait olduğunu beyan eder. Üçüncü taraflarla ilgili herhangi bir telif hakkı talebinde Selçuk Üniversitesi, Selçuk Üniversitesi İletişim Fakültesi ve Uluslararası Kısaca Öğrenci Filmleri Festivali hiçbir şekilde sorumluluk kabul etmez. Bu konuyla ilgili tüm yasal yükümlülük eser sahibine aittir.

16. Yarışma sonuçları, ana jüri toplantısında belirlenerek festival ödül töreninde açıklanacaktır. Katılımcılar, sonuçların açıklanmasından sonra herhangi bir itiraz hakkına sahip değildir.

17. Yarışma katılım koşulları, bu madde dahil olmak üzere on yedi (17) maddeden oluşmaktadır. Eser gönderen kişi, bu maddeleri eksiksiz olarak kabul etmiş sayılır.

1. Fiction, documentary, experimental and animation productions can participate in the competition. The type of the film must be clearly stated by the participant during the application. Films will be divided into the relevant category to be evaluated according to their type. Hybrid productions that include more than one genre will be explained in the application form and placed in the most appropriate category for evaluation.

2. The duration of the films to be applied to the competition must not exceed 30 minutes, including the credits. This time limit will be strictly applied in order to ensure a fair environment during the evaluation process of the competition. Applications exceeding the time limit will be excluded from the competition without being included in the pre-selection. Therefore, it is recommended that you check the duration of the applications clearly.

3. The fact that the films have previously participated in national or international competitions other than the International Kısaca Student Film Festival does not constitute an obstacle to application.

4. In order to participate in the festival, it is mandatory to fill out the online application form at https://bit.ly/KISACA completely. The following documents must be uploaded to the system during the application process:
o Short biography of the director (maximum 150 words),
o Summary of the film (maximum 250 words),
o Film poster (high resolution JPEG or PNG format),
o Technical information (duration of the film, year of production, format used, etc.),
o Two scene photos from the film.
Applications with incomplete or incorrect information will not be considered for evaluation.

5. Participants have the right to participate in the competition with more than one film. A separate application form must be filled out for each film and the necessary documents must be uploaded.

6. The films sent to the festival will be deemed to have been accepted by the competitor to be included in the activities of Selçuk University Faculty of Communication and to be shown at the “International Short Student Films Festival” event without any commercial purpose, by stating the director’s name. In addition, small sections or trailers from the films may be shown on different media (television, radio and internet) for the purpose of promoting the festival.

7. The judgment of the pre-selection committee and jury is final. The pre-selection committee determines the films that apply to the competition as having passed the pre-selection and reserves the right to exclude a film from the competition. The jury members evaluate according to criteria such as technical adequacy, artistic originality and content integrity. No objection to the evaluation results will be accepted.

8. Films that have passed the pre-selection will meet the audience in the program to be created within the scope of the festival. Screening dates and times will be announced on the festival's official website and social media accounts.

9. Festival screenings will be held in Selçuk University buildings/halls or other venues determined by the "International Short Student Films Festival". Although the screenings are planned to be held physically, online screenings can also be organized if necessary.

10. The festival's application deadline has been determined as March 31, 2025. Applications made after this date will not be evaluated.

11. The following awards will be given in each of the documentary, fiction, experimental and animation categories:
o First: 30,000 TL
o Second: 20,000 TL
o Third: 10,000 TL

12. The awards will be delivered upon the winners' participation in the festival award ceremony

13. Films must be prepared in (MOV, QuickTime, Apple ProRes or HD H264) format and uploaded to the application platform. It is the applicant's responsibility to ensure that all technical requirements are met.

14. The participating films will not be returned after the festival.

15. Participants declare that all copyrights related to the films they submit belong to them. Selçuk University, Selçuk University Faculty of Communication and the International Brief Student Films Festival accept no responsibility in any way for any copyright claims related to third parties. All legal liabilities regarding this matter belong to the author.

16. The competition results will be determined at the main jury meeting and announced at the festival award ceremony. Participants do not have any right to object after the results are announced.

17. The conditions of participation in the competition consist of seventeen (17) articles, including this article. The person who sends the work is deemed to have accepted these articles in full.

    Unfortunately, the festival’s cash prize was not paid, and our emails remained unanswered. Moreover, no valid or official certificate confirming that the film had won an award was ever issued to the filmmaker. Such conduct is neither befitting of an artist nor worthy of the dignity of art itself.

    Bizi festival ekibi karşıladıktan sonra bir daha bizimle iletişime geçilmedi ve festival programı hakkında bilgi alabilmek için hep birilerinin peşinden koşuşturmak zorunda kaldık. Kimse bizimle konuşmadı, filmimiz hakkında röportaj yapmadı ve geri dönüş olarak bunları bildirdiğimde ise çözüm odaklı çalışmadı aynen her şey kaldığı yerden devam etti. Tek iyi tarafı yapılan kültürel gezi idi. Festival dahilinde yalnızca Sena hanıma ilgisi için teşekkür edebilirim.

    21. Kısa-ca Öğrenci Filmleri Festivali'ne bu sene finalist olarak katıldım. Festival süreciyle ilgili paylaşmak istediğim bazı olumlu ve olumsuz gözlemlerim var. Bahsettiğim bazı tecrübelerim değerlendirilirse belki bir sonraki sene için katkısı olabilecek yenilikler yapılabilir.

    Kısa-ca, seçkisine; dört kategoride yaklaşık 60 kısa film bulunduruyor. Yani festivalin ana odağı biz finalistlerin kısa filmleri. Buna rağmen programlamalarındaki ciddi aksaklıklar nedeniyle, festival boyunca finalist filmler izlenirken 150-200 kişilik salonlarda yaklaşık 15-20 kişi bulunuyordu. Bu sayının neredeyse tamamı da diğer finalistler ve görevli öğrencilerden oluşuyordu. Çünkü finalist filmlerin gösterim saatleri, ünlü oyuncuların katıldığı workshoplarla ve söyleşilerle çakışacak şekilde düzenlenmişti. Festival için toplanan tüm kalabalık bu etkinliklerin olduğu salonlardaydı ve yarışma filmlerinin gösterildiği salon boştu.

    Festival, Selçuk Üniversitesi içinde yeterince tanıtılmamıştı; üniversitedeki öğrencilerin çoğu (iletişim fakültesinde okuyanlar bile) film festivalinden habersizdi. Bu durum, finalist filmlerin yeterli izleyiciyle buluşmasını zorlaştırdı ve sinema deneyimini gölgede bıraktı. Gösterim sonrasında soru cevap, eleştiri, yorum gibi interaktif kısımların verimsizleşmesine sebep oldu.

    Ayrıca, yine gösterimler esnasında, dışarıda finalistlerle sosyal medya çekimleri yapılıyordu, bu da yine içerideki film izlenme sayısını düşürdü. Finalist yönetmenlere, jüri üyeleriyle tanışma ya da filmleri hakkında geri bildirim alma fırsatı sunulacak bir alan sağlanmadı.

    Organizasyonda iletişim ve dikkat eksiklikleri de mevcuttu. Finalistler açıklandığında yüklenen dijital katalogda benim filmimin adının yanlış yazıldığını gördükten sonra katalogda bazı sorunları fark ettim. Bir filmin pek çok yerde geçen orijinal isminin, festivaldeki izleyicinin bakacağı katalogda yanlış yazıyor olması, benim için çok ciddi bir problem. Katalogda, bazı finalist filmlerde de isim ve süre hataları vardı, hatta bazı seçilen filmler kataloğa hiç eklenmemişti. Bu hataları e-posta ve Instagram mesajıyla bildirdim; dijital katalog 4-5 gün sonra düzeltildi. Ama festivale gittiğimizde bize verilen basılı versiyon hala aynı hataları içeriyordu. Festival yönetiminden bir hocayla konuştuğumuzda, “Dijitali düzelttik, siz kendinize bastırırsınız” gibi beklenmedik ve ilginç bir yanıt aldık. Bize ya da diğer bilgileri hatalı yazılmış film sahiplerine bu konu hakkında herhangi bir özür dilenmedi. Ödül töreninde bile, ödül alan bir filmin adı sahnede yanlış anons edildi.

    Buna karşın, festival misafirperverlik açısından güçlüydü. Yönetmenlerin, konaklama ve ulaşım masrafları karşılandı. Kaldığımız misafir evi temiz, konforlu ve düzenliydi, ancak başka biriyle kalacağımız bilgisi giriş yapana kadar paylaşılmadı. Biz bir 1 gün 2 gece kaldık. Tüm finalistlere kaldıkları süre boyunca kahvaltı, öğle ve akşam yemekleri sağlandı; bu konuda her şey sorunsuzdu. Özellikle akşam yemekleri için gidilen restorant güzeldi ve yemekler oldukça lezzetliydi. İlk gün konyanın geleneksel bütün tatlarını deneme fırsatı sunacak bir menü vardı.

    Karşılama komitesindeki öğrenciler son derece nazik, ilgili ve çalışkandı. Çok tatlı çocuklardı, bizi rahat ettirdiler ve çok ilgilendiler. Konuklarla ve ulaşımımızla ilgilenen hocamız ise misafirperver, çözüm odaklı ve destekleyiciydi. Her sorunumuza bizzat özen gösterip, bizi rahat ettirdi. Kendilerine içtenlikle teşekkür ederiz.

    Objektif bir değerlendirmeyle, Kısa-ca’nın organizasyon yapısının ve iletişim süreçlerinin, finalistlere daha verimli bir ortam sunabilmek için geliştirilmesi gerektiği kanısındayım. Seçilen kısa filmlerin bu festivalin ana programı olduğu hatırlanmalı ve bir öncelik haline getirilmeli. Bununla birlikte, öğrenci ekibinin emeği ve konukseverlik takdire şayan ve eksiksiz. Festivalin bu objektif geri bildirimimi alıp değerlendirmesini umuyorum.

    This year, I had the chance to participate as a finalist in the 21st Kısa-ca Student Film Festival. I would like to share some positive and negative observations about the festival process. I believe some of the experiences I mention could contribute to improvements in future editions of the festival.

    Kısa-ca’s official selection features around 60 short films in four categories, making the competing films the festival’s main focus. However, due to major scheduling issues, during the screenings there were only about 15-20 people in the 150-200 seat auditoriums. Most of these were other finalists or student staff. This was largely because the screenings of finalist films overlapped with workshops and talks featuring well-known actors, which attracted the majority of the audience. As a result, the main screenings were left nearly empty.

    The festival was not sufficiently promoted within Selçuk University. Most students (even those from the faculty of communication) were unaware that a film festival was taking place. This situation made it difficult for the finalist films to reach a proper audience and greatly diminished the value of the cinema experience. Post-screening Q&As and interactive discussions were rendered ineffective due to the lack of viewers.

    Additionally, while the screenings were ongoing, social media content was being filmed with the finalists outside, which further decreased the number of viewers in the screening rooms. There was no opportunity or space provided for the finalist directors to meet the jury members or receive feedback about their films.

    There were also issues with communication and attention to detail in the organization. When the finalists were announced, I noticed that the title of my film was misspelled in the digital catalog. Upon further inspection, I found several more issues. In some cases, the original titles of selected films were misspelled, and some selected films were not included in the catalog at all. I reported these issues via email and Instagram. The digital catalog was corrected 4-5 days later, but when we arrived at the festival, the printed versions still contained the same errors. When I spoke with a professor from the festival team, I was surprised to hear, “We fixed the digital version; you can print it out for yourself.” No apology was offered to me or to the filmmakers whose information was incorrectly listed. Even during the award ceremony, one of the winning films was announced with the wrong name.

    On the positive side, the festival was very strong in terms of hospitality. Accommodation and transportation expenses were covered for the directors. The guesthouse we stayed in was clean, comfortable, and well-organized — though we were only informed that we’d be sharing a room upon arrival. We stayed for two nights and one full day. Throughout our stay, we were provided with breakfast, lunch, and dinner without any issues. The restaurant chosen for the evening meals was excellent, and the food was delicious. On the first night, we were even served a special menu featuring Konya’s traditional dishes, which was a thoughtful touch.

    The student welcoming team was incredibly kind, attentive, and hardworking. They did their best to make us feel comfortable and supported. Our main contact professor was also welcoming, solution-oriented, and helpful. She took great care to ensure everything ran smoothly. We are sincerely grateful to all of them.

    In conclusion, I believe the organizational structure and communication processes of Kısa-ca need to be improved to provide a more effective environment for the finalists. It should be remembered that the selected short films are the core of this festival and must be prioritized accordingly. That said, the student team's effort and warm hospitality were outstanding and flawless. I sincerely hope that this constructive feedback will be taken into consideration for the future.
