Eligibility:
Open to filmmakers worldwide.
All genres are accepted (narrative, documentary, experimental, animation, etc.).
Short films should be 30 minutes and under in length.
Films must be in English or subtitled in English.
All submitted films must be completed after January 1, 2020.
Submission Guidelines:
Films must be submitted through FilmFreeway.
Films previously submitted to other festivals are eligible.
Films must be original works, with all necessary rights and permissions for submission.
Local Filmmaker and Student Discounst (Highschool/College)– Residency Verification
Guidelines:
Filmmakers who reside in Escondido, CA are eligible for a discounted submission fee as part of our commitment to supporting local talent. To verify residency, please provide one of the following:
A driver’s license or state ID (you may blur out your ID number and date of birth—only your name and Escondido address should be visible).
A utility bill (gas, water, electric, internet, or rent statement) from the past 60 days with your name and Escondido address.
A student ID from a school in Escondido.
A pay stub or employment verification letter from an Escondido-based employer.
How to Submit Residency Verification:
Email a clear photo or scan of one of the accepted documents to jgonzalez@artcenter.org and rechols@artcenter.org with the subject line: [Your Name] - Student/Residency Discount Verification.
For your privacy, you may blur out sensitive details like ID numbers or account numbers. Only your name and Escondido address should be visible.
Once verified, we will confirm your discount and provide instructions for completing your discounted submission.
Data Privacy & Security:
Residency documents are only used for verification purposes and will not be stored after confirmation.

Selection Process:
Films will be selected by the Hidden City Film Festival’s programming committee.
Filmmakers will be notified of their submission status via email.
Screening Format:
Accepted films must be submitted in digital format (ProRes, MP4, MOV, etc.).
Filmmakers must provide a high-quality copy for screening purposes by the deadline provided.
