2nd CINE RO – RONDÔNIA FILM FESTIVAL

1. INITIAL PROVISIONS
1.1. The 2nd edition of CINE RO – RONDÔNIA FILM FESTIVAL will be held from March 1st to 9th, 2024.
1.2. The festival will be held in a hybrid format, both in-person and virtually, through the website www.festcinero.com and the event's social networks.

2. ABOUT THE FILMS
2.1. Eligible to participate in CINE RO are:
2.1.1. Works produced in Brazil or abroad, as long as the film is in Portuguese or has Portuguese subtitles.
2.1.2. Works that fit into one of the categories: Fiction Short, Documentary Short, Animation Short, Experimental Short, Student Short, Music Video, and National Feature Film.
2.1.3. Short films must have a minimum duration of 2 (two) minutes and a maximum of 25 (twenty five) minutes (including credits).
2.1.4. Feature films must have a minimum duration of 70 (seventy) minutes.
2.1.5. Music videos must be at least 90 seconds long.
2.1.4. Productions must have been completed from January 2021 onwards.
2.1.5. Productions must have a minimum resolution of 1920 x 1080p (Full HD).

3. REGISTRATION
3.1. Registrations will take place from 01/12/2023 to 15/01/2024 until 23:59h.
3.2. Registrations must be made through the website www.festcinero.com in a specific form, or through the platforms www.Festhome.com and www.FilmFreeway.com.
3.4. The link provided in the registration form for viewing the film must be on YouTube or Vimeo. If the film is hosted on another platform, the registration will be disqualified.
3.4.1. If the link has a password and the person responsible for the registration does not provide it, the registration will be disqualified.
3.5. All fields marked as mandatory must be filled.
3.5.1. At the time of registration, it is not mandatory to upload images of the film (thumbnail 1920x1080, vertical poster, horizontal banner, still photos, frames, and director's photo), but if the film is selected, these images will be mandatory for the work to be shown during the festival.
3.6. Each director/producer may register up to 2 (two) works. It will not be possible to register 2 films on the same form.
3.7. Registrations made after the deadline or with incomplete information will not be accepted.
3.8. The short films registered will become part of the CINE RO collection, but will not be publicly shown without authorization, in any physical or digital space.

4. SELECTION
4.1. The films registered will undergo a specialized curation to choose the works that will be shown at the Festival.
4.2. The selection committee will be composed of professionals directly linked to production, criticism, or audiovisual production.
4.3. The selection result will be sent to the email of the responsible for the short films. The result will also be announced on the website and on the Festival's Facebook Fanpage and Instagram.
4.4. The act of registration does not imply the obligation of selection/exhibition of the work.
4.5. All short films selected for the 2nd CINE RO will be grouped into the following parallel virtual showcases:
• Women's Showcase: Films produced, directed, written, starred by women, or that present discussions about women.
• Blackness Showcase: Films produced, directed, written, starred by black people, or that present discussions about blackness.
• Indigenous Showcase: Films produced, directed, written, starred by black people, or that present discussions about indigenous people.
• Diversity Showcase: Films produced, directed, written, starred by LGBTQIA+, or that contain discussions about the LGBTQIA+ universe.
• Student Showcase: Films produced by students, or by professionals when they were students at some educational institution.
• Environmental Showcase: Films that discuss problems and solutions for the harm caused by humans to our planet.
• International Showcase: Films produced outside Brazil that have Portuguese subtitles.
• Children's Showcase: Films with themes and language aimed at the audience from 0 to 12 years old.
• Future Showcase: Films that make conjectures about what awaits us beyond time.
• Horror Showcase: Films that explore the horror genre, including suspense and horror, through fictional narratives, documentaries, or artistic approaches.
• Animation Showcase: Films that use the technique of animation in its various forms, including traditional animation, digital, stop-motion, among others.
• Experimental Showcase: Films that challenge the traditional conventions of cinema, experimenting with narrative, visual style, sound, and editing approaches.
• Cinema and Literature Showcase: Films based on literary works or that explore themes related to literature and the writing process.
• Accessibility Showcase: Films that contain descriptive captioning, audio description, and/or LIBRAS.
• Rondônia Showcase: Films produced in the state of Rondônia.
• Amazônia Showcase: Films produced by creators from Amazônia.
4.5.1. The same film may be selected to be part of more than one parallel showcase.
4.5.2. The parallel showcase will last 30 days. Each film will be available for 10 days virtually in the parallel showcase.
4.5.3. The films of the parallel showcase will be hosted on an encrypted host to prevent piracy.
4.5.4. Cine RO may hold parallel in-person showcases.
4.5.5. Among the films selected for the parallel showcases of the festival, which will take place on the official website, the films for the competitive showcase will be chosen, to be shown in-person.
4.6. The short films of the competitive showcase will compete for the following awards:
• Best Fiction Short (R$ 1,000.00 + trophy);
• Best Animation Short (R$ 1,000.00 + trophy);
• Best Documentary Short (R$ 1,000.00 + trophy);

5. SELECTED WORKS
51. The EXHIBITION of works selected for the 2nd CINE RO – Rondônia Film Festival will occur upon signing the authorization term for exhibition and sending the film file in digital format through sharing platforms (Google Drive, One Drive, DropBox or WeTransfer).
5.2 The works, except feature films, will be available for access and viewing by spectators within a restricted area on the site www.festcinero.com.
5.3. All entrants authorize the organization of CINE RO, from the submission of the registration, to present the short films in free screenings held by CINE RO (between 01/03/2024 and 28/02/2024) – If the work is shown, the filmmaker will receive a certificate of exhibition.
5.4. The responsible for films that fit in the Student category, once selected, must send a copy of the Enrollment Declaration of the director, screenwriter, or producer, whether from a high school, technical or higher education institution, with the possibility of disqualification if they do not comply with this requirement.

6. COMPETITIVE SHOWCASE
6.1. The shorts selected for the competitive showcase will undergo evaluation by a specialized jury that will choose the winners.
6.2. The winners will be announced at the end of the festival.
6.3. The selection committee for the winners will be composed of professionals directly linked to production, criticism, or audiovisual production.
6.4. During the festival, there will be open voting by the public to choose the best films selected by the popular jury.

7. GENERAL PROVISIONS
7.1. The director or responsible for submitting the audiovisual work, by sending the Application, tacitly declares to be authorized and responsible for the rights of sound and image and for the copyright and related rights arising from the realization and exhibition of the short film, as well as declares the assignment of copyright and related rights to the organization of CINE RO for its exhibition in the Showcases and its possible itinerancies within the period established in this regulation.
7.2. Works that do not meet the requirements of this regulation will be disqualified;
7.3. The submission of the duly completed Registration Form binds the director or responsible for the short film to the unrestricted acceptance of the clauses of this regulation;
7.4. Cases not foreseen here will be settled by the Organization of the 2nd CINE RO with jurisdiction in the district of Porto Velho/RO.

2º CINE RO – FESTIVAL DE CINEMA DE RONDÔNIA

1 – DISPOSIÇÕES INICIAIS
1.1. CINE RO – FESTIVAL DE CINEMA DE RONDÔNIA em sua segunda edição será realizado entre os dias 01 e 09 de março de 2024
1.2. O festival será realizado de forma híbrida de modo presencial e virtual, por meio do site www.festcinero.com e das redes sociais do evento.

2 – DOS FILMES
2.1. São elegíveis a participar do CINE RO:
2.1.1. Trabalhos que foram produzidos no Brasil, ou no exterior, desde que o filme seja falado em língua portuguesa, ou tenha legendas em português;
2.1.2. Trabalhos que se encaixem em uma das categorias: Curta de Ficção, Curta Documental, Curta de Animação, Curta Experimental, Curta Estudantil, Clipe Musical e Longa Metragem Nacional.
2.1.3. Os curtas metragens devem ter duração mínima de 2 (dois) minutos e máxima de 25 (vinte e cinco) minutos (considerando os créditos).
2.1.4. Os longas metragens devem ter duração mínima de 70 (setenta) minutos.
2.1.5. Os clipes musicais deverão ter no mínimo 90 segundos.
2.1.4. As produções devem ter sido finalizadas a partir de janeiro de 2021.
2.1.5. As produções devem possuir resolução mínima de 1920 x 1080p (Full HD).

3 – DA INSCRIÇÃO
3.1. As inscrições acontecerão do dia 01/12/2023 a 15/01/2024 até as 23:59h.
3.2. As inscrições deverão ser realizadas através do site www.festcinero.com em formulário específico, ou pelas plataformas www.Festhome.com e www.FilmFreeway.com.
3.3. O link fornecido na ficha de inscrição para visualização do filme deverá ser obrigatóriamente em uma das seguintes plataformas: YouTube ou Vimeo. Caso o filme esteja hospedado em outra plataforma, a inscrição será desclassificada.
3.3.1. Caso o link possua senha e o responsável pela inscrição não a fornecer, a inscrição será desclassificada.
3.4. Todos os campos assinalados como obrigatórios deverão serem preenchidos.
3.4.1. No ato da inscrição não é obrigatório o upload de imagens do filme (thumbnail 1920x1080, cartaz vertical, banner horizontal, fotos still, frames e foto do diretor), mas, caso o filme seja selecionado, essas imagens serão obrigatórias para que a obra seja exibida durante o festival.
3.5. Cada diretor/produtor poderá inscrever até 2 (dois) trabalhos. Não será possível inscrever 2 filmes em um mesmo formulário;
3.6. Inscrições realizadas fora do prazo ou com informações incompletas não serão aceitas.
3.7. Os curtas-metragens inscritos passarão a compor o acervo do CINE RO, mas não serão exibidos publicamente sem autorização, em nenhum espaço físico ou digital.

4 – DA SELEÇÃO
4.1. Os filmes inscritos passarão por uma curadoria especializada para escolha das obras que serão exibidas no Festival;
4.2. A comissão de seleção será composta por profissionais diretamente ligados à realização, à crítica ou à produção audiovisual.
4.3. O resultado da seleção será enviado para o e-mail dos responsáveis pelos curtas-metragens. O resultado será ainda divulgado no site e na Fanpage do Festival no Facebook e no Instagram;
4.4. O ato de inscrição não implica na obrigatoriedade de seleção/exibição da obra.
4.5. Todos os curtas metragens selecionados para o 2º CINE RO serão agrupados nas seguintes mostras virtuais paralelas:

• Mostra Feminina: Filmes produzidos, dirigidos, escritos, protagonizados por mulheres ou que apresente discussões sobre as mulheres;
• Mostra Negritude: Filmes produzidos, dirigidos, escritos, protagonizados por pessoas pretas, ou que apresente discussões sobre a pretitude;
• Mostra Indígena: Filmes produzidos, dirigidos, escritos, protagonizados por pessoas pretas, ou que apresente discussões sobre os indígenas;
• Mostra Diversidade: Filmes produzidos, dirigidos, escritos, protagonizados por LGBTQIA+, ou que contenha discussões acerca do universo LGBTQIA+;
• Mostra Estudantil: Filmes produzidos por estudantes, ou por profissionais quando estavam alunos em alguma instituição de ensino;
• Mostra Ambiental: Filmes que discutam sobre problemas e soluções para os males provocados pelos humanos ao nosso planeta;
• Mostra Internacional: Filmes produzidos fora do Brasil que tenham legenda em língua portuguesa;
• Mostra Infantil: Filmes com temática e linguagem voltadas para o público de 0 a 12 anos;
• Mostra Futuro: Filmes que façam conjecturas sobre o que nos espera no além tempo;
• Mostra Terror: Filmes que explorem o gênero do terror, incluindo suspense e horror, seja através de narrativas ficcionais, documentários ou abordagens artísticas.
• Mostra Animação: Filmes que utilizem a técnica de animação em suas diversas formas, incluindo animação tradicional, digital, stop-motion, entre outras.
• Mostra experimental: Filmes que desafiem as convenções tradicionais do cinema, experimentando com narrativa, estilo visual, sonoridade e abordagens de edição.
• Mostra de Cinema e Literatura: Filmes baseados em obras literárias ou que exploram temas relacionados à literatura e ao processo de escrita.
• Mostra Acessibilidade: Filmes que contenham legendagem descritiva, audiodescrição e/ou LIBRAS;
• Mostra Rondônia: Filmes produzidos no estado de Rondônia;
• Mostra Rondônia: Filmes produzidos na Amazônia;
4.5.1. Um mesmo filme poderá ser selecionado para integrar mais de uma mostra paralela.
4.5.2. A mostra paralela durará 30 dias. Cada filme ficará disponível por 10 dias virtualmente na mostra paralela.
4.5.3. Os filmes da mostra paralela ficarão hospedados em host encriptografado para que não sejam pirateados.
4.6. O Cine RO poderá realizar mostras paralelas presenciais.
4.6.1. Dentre os filmes selecionados para as mostras paralelas do festival, que ocorrerá dentro do site oficial, serão escolhidos os filmes para a mostra competitiva, que serão exibidos presencialmente.
4.7. Os curtas metragens da mostra competitiva estarão concorrendo aos seguintes prêmios:
• Melhor curta de ficção (R$ 1.000,00 + troféu);
• Melhor curta de animação (R$ 1.000,00 + troféu);

5 – DAS SELECIONADAS

5.1. A EXIBIÇÃO das obras selecionadas para no 2º CINE RO – Festival de Cinema de Rondônia, ocorrerá mediante assinatura do termo de autorização de exibição e o envio do arquivo do filme em formato digital através de plataformas de compartilhamento (Google Drive, One Drive, DropBox ou WeTransfer);
5.2 As obras, exceto longas metragens, ficarão disponíveis para acesso e visualização dos espectadores dentro de área restrita no site www.festcinero.com.
5.3 Todos os inscritos autorizam a organização do CINE RO, a partir do envio da inscrição, a apresentar os curtas metragens em exibições gratuitas realizadas pelo CINE RO (entre 01/03/2024 e 28/02/2024) – Caso a obra seja exibida o realizador receberá um certificado de exibição.
5.4 Os responsáveis pelos filmes que se encaixarem na categoria Estudantil, ao serem selecionados, deverão enviar cópia da declaração de Matrícula do diretor, roteirista ou produtor, seja de instituição de nível médio, técnico ou superior, com possibilidade de desclassificação caso não cumpram este requisito.

6 – MOSTRA COMPETITIVA
6.1. Os curtas selecionados para a mostra competitiva passará pela avaliação de um júri especializado que escolherá os vencedores.
6.2. Os vencedores serão anunciados ao fim do festival.
6.3. A comissão de escolha dos vencedores será composta por profissionais diretamente ligados à realização, à crítica ou à produção audiovisual.
6.4. Durante o festival haverá votação aberta ao público, para escolha dos melhores filmes escolhidos pelo júri popular.

7 – DISPOSIÇÕES GERAIS
7.1. O diretor ou responsável pela inscrição da obra audiovisual, ao enviar a Inscrição, tacitamente declara-se estar autorizado e ser responsável pelos direitos de som e imagem e pelos direitos autorais e conexos advindos da realização e exibição do curta-metragem, bem como declara a cessão de direitos autorais e conexos à organização do CINE RO para sua exibição nas Mostras e nas suas possíveis itinerâncias no prazo estabelecido neste regulamento.
7.2. Os trabalhos que não atenderem às exigências deste regulamento serão desclassificados;
7.3. O envio da Ficha de Inscrição devidamente preenchida vincula o diretor ou responsável pelo curta-metragem à aceitação irrestrita das cláusulas deste regulamento;
7.4. Os casos aqui não previstos serão dirimidos pela Organização do 2º CINE RO com foro na comarca de Porto Velho/RO.
