I. ORGANIZAÇÃO
Um Filme em Cada Esquina - UFECE International Film Festival é um projeto da RUGAS Associação Cultural, em parceria com a Cidades Irrequietas Filmes, com o financiamento da Câmara Municipal de Sintra.
II. OBJETIVOS
a) Desenvolver um Festival, com uma perspectiva de mostra e festa de cinema que perdura no tempo e se realiza ao longo de todo o ano, de forma descentralizada, estendendo-se a toda a geografia do concelho de Sintra, desde o meio urbano até ao meio rural, chegando a “todas as esquinas” do concelho.
b) Estimular a aproximação do público ao cinema de diversas geografias e culturas e proporcionar, de forma continuada, a diversidade de experiências estéticas e artísticas, reforçando a abertura à comunidade e ao mundo.
c) Promover literacia cinematográfica, círculos de reflexão e discussão, a partir da realidade de quem assiste, para obras de outras realidades geográficas e culturais.
d) Potenciar uma experiência de natureza diferente da sala convencional de cinema ou do cinema visto em casa, proporcionando um encontro com esta arte para todos os públicos, através da difusão de obras cinematográficas portuguesas e internacionais, na metragem de curta.
e) Captar novos e diversos públicos, da comunidade em geral e escolar.
f) Contribuir para a educação artística ao favorecer o encontro e a interação entre estudantes, professores e profissionais do cinema - possibilitando o estímulo de novos criadores e eventuais futuros profissionais desta área.
III. SECÇÕES
a) Cinema Português: integração de curtas-metragens de ficção, documentário, animação e experimental, produzidas em território nacional e com uma equipa portuguesa.
b) Cinema do Mundo: integração de curtas-metragens realizadas fora de Portugal, em qualquer ponto geográfico do mundo, por criadores estrangeiros.
c) Estudante: filmes realizados em contexto escolar ou de formação.
d) Artista-Convidado: apresentação de obras de cineastas portugueses/as ou internacionais relevantes no panorama cinematográfico mundial.
IV. ELEGIBILIDADE
a) São elegíveis filmes de ficção, documentário, animação ou experimentais na metragem de curtas;
b) As curtas metragens a submeter deverão ser projetos originais e ter duração inferior a 30 minutos;
c) A produção das curtas metragens inscritas deverá ser posterior a Janeiro de 2023;
d) Não há limite ao número de obras que cada participante pode inscrever;
e) A idade mínima de participação é 18 anos.
f) Não serão aceites filmes de carácter institucional, publicitário ou corporativo.
g) Os/as candidatos/as deverão ser detentores de todos os direitos, relativos ao filme, para poderem ser exibidos publicamente (ver ponto VII), em caso de seleção deverão emitir a autorização de cedência de direitos devidamente assinada para a exibição pública do seu filme no âmbito do evento.
h) Cada inscrição tem de ser acompanhada da biografia e fotografia de cada realizador/a, stills do filme, sinopse, link para visualização do filme e, opcional na fase de submissão, trailer e cartaz.
V. SUBMISSÕES / OPEN CALL
A submissão de filmes decorre de 2 de maio de 2025 a 3 de abril de 2026, com seleções e sessões de projeção mensais.
A submissão deverá ser efectuada exclusivamente por via electrónica, através da plataforma Filmfreeway.
Para efeitos de pré-visionamento, deverá ser disponibilizado um link com password ativo até ao fim do Festival.
As cópias de pré-visionamento submetidas deverão estar obrigatoriamente legendadas em inglês.
VI. SELEÇÃO
a) A seleção oficial será anunciada até um mês após o fecho de cada submissão mensal. Os filmes selecionados não poderão ser retirados depois de ter sido anunciada oficialmente a sua participação no UFECE IFF.
b) A seleção mensal será anunciada através da plataforma FilmFreeway, por e-mail e nas redes sociais oficiais do Festival.
c) Após o anúncio da seleção mensal, os filmes selecionados devem ser enviados no formato digital (ficheiro .MOV ou .MP4, resolução full HD e ficheiro DCP sem legendas, no caso de obras faladas em língua portuguesa), juntamente com o EPK e todos os materiais de promoção da obra. Deverão ser disponibilizados e enviados os materiais solicitados, no prazo indicado na comunicação/convite.
d) A seleção será realizada por meio de curadoria definida pela organização do Festival.
e) Cada filme seleccionado terá uma ou mais exibições no decorrer do Festival. O agendamento de dia e hora para as apresentações públicas dos filmes é definido segundo critério da organização em articulação com as instituições parceiras.
f) Em caso de seleção, o Festival poderá utilizar e publicar excertos (até 3 minutos) do filme, bem como quaisquer elementos do material enviado (sinopses, stills do filme, cartazes, trailers, entrevistas, e outros), para efeitos de promoção e divulgação em qualquer formato e meio de divulgação.
g) Os filmes selecionados poderão ser objeto de propostas de aquisição para o mercado português.
VII. DIREITOS DE EXIBIÇÃO E CONSIDERAÇÕES FINAIS
a) O/a candidato/a assegura que é titular dos direitos de exibição do filme em festivais e/ou que está legalmente autorizado a submetê-lo. Garante, em caso de seleção, a legitimidade e legalidade da sua exibição pública no UFECE IFF.
b) O/a candidato/a enquanto detentor dos direitos do filme é responsável por garantir que a sua obra cumpra todos os requisitos legais quando inclui propriedade intelectual de terceiros.
c) A organização do festival não se responsabiliza pelos direitos autorais de quaisquer imagens, áudio, diálogos ou banda sonora de cada obra, sendo estas da total responsabilidade dos/as candidatos/as inscritos/as no momento de submissão.
d) A organização reserva o direito de excluir qualquer obra previamente selecionada caso entenda que possa interferir no normal funcionamento do evento ou detecte que o/a candidato/a não tenha assegurado os requisitos legais exigidos ou que não cumpra o presente regulamento.
e) Cada inscrição no Festival tem o custo de 5€ a ser paga na submissão de filmes na plataforma Filmfreeway, sem lugar à devolução deste valor.
f) A exibição das obras inscritas não prevê o pagamento de qualquer custo de aluguer ou fee de exibição.
g) As traduções dos filmes encomendadas pelo Festival destinam-se exclusivamente à exibição durante o mesmo e não serão disponibilizadas posteriormente. A submissão de filmes ao Festival e a respectiva participação (em caso de seleção) pressupõe a leitura e aceitação do conteúdo do presente regulamento.
h) A organização do Festival decidirá sobre todas as matérias não constantes do regulamento.

I. ORGANIZATION
Um Filme em Cada Esquina - UFECE International Film Festival is a project created by RUGAS Associação Cultural, in partnership with Cidades Irrequietas Filmes, with funding from the Sintra City Council.
II. OBJECTIVES
a) To develop a Festival, with the aim of being a long-lasting film festival and exhibition that takes place throughout the year, in a decentralized manner, extending to the entire geography of the municipality of Sintra, from urban to rural areas, reaching “every corner” of the municipality.
b) Encourage audiences to get closer to cinema from different geographies and cultures and continually provide a diversity of aesthetic and artistic experiences, reinforcing openness to the community and the world.
c) Promote cinematographic literacy, reflection and discussion circles, based on the reality of those who watch, for works from other geographical and cultural realities.
d) To promote an experience that is different from the conventional cinema or the cinema watched at home, providing an encounter with this art for all audiences, through the dissemination of Portuguese and international cinematographic works, in short films.
e) Capture new and diverse audiences, from the general community and schools.
f) Contribute to artistic education by encouraging meetings and interactions between students, teachers and film professionals - enabling the stimulation of new creators and potential future professionals in this area.
III. SECTIONS
a) Portuguese Cinema: integration of short fiction, documentary, animation and experimental films, produced in national territory and with a Portuguese team.
b) World Cinema: integration of short films made outside Portugal, anywhere in the world, by foreign creators.
c) Student: films made in a school or training context.
d) Guest Artist: presentation of works by Portuguese or international filmmakers relevant to the world cinema scene.
IV. ELIGIBILITY
a) Fiction, documentary, animation or experimental short films are eligible.
b) Short films to be submitted must be original projects and be less than 30 minutes long.
c) The production of the short films entered must be after January 2023.
d) There is no limit to the number of works that each participant can register.
e) The minimum age for participation is 18 years.
f) Institutional, advertising or corporate films will not be accepted.
g) Candidates must hold all rights to the film in order for it to be shown publicly (see point VII). If selected, they must issue a duly signed authorization for the transfer of rights for the public showing of their film within the scope of the event.
h) Each entry must be accompanied by the biography and photograph of each director, stills from the film, synopsis, link to view the film and, optionally at the submission stage, a trailer and poster.
V. SUBMISSIONS / OPEN CALL
Film submissions will take place from May 9, 2025 to April 3, 2026, with monthly selections and screening sessions.
Submissions must be made exclusively electronically, through Filmfreeway platform.
For preview purposes, an active password link must be made available by the end of the Festival.

Submitted preview copies must be subtitled in English.
VI. SELECTION
a) The official selection will be announced up to one month after the closing of each monthly submission. The selected films cannot be withdrawn after their participation in UFECE IFF has been officially announced.
b) The monthly selection will be announced through the Filmfreeway platform, by email and on the Festival's official social media channels.
c) After the announcement of the monthly selection, the selected films must be sent in digital format (.MOV or .MP4 file, full HD resolution and DCP file without subtitles, in the case of works spoken in Portuguese), together with the EPK and all promotional materials for the work. The requested materials must be made available and sent within the deadline indicated in the communication/invitation.
d) The selection will be carried out by means of a curatorship defined by the Festival organization.
e) Each selected film will have one or more screenings during the Festival. The scheduling of the day and time for the public screenings of the films is defined according to the organization's criteria in conjunction with the partner institutions.
f) If selected, the Festival may use and publish excerpts (up to 3 minutes) of the film, as well as any elements of the material submitted (synopsis, film stills, posters, trailers, interviews, and others), for the purposes of promotion and dissemination in any format and media.
g) The selected films may be subject to acquisition proposals for the Portuguese market.
VII. EXHIBITION RIGHTS AND FINAL CONSIDERATIONS
a) The candidate ensures that he/she holds the rights to exhibit the film at festivals and/or is legally authorized to submit it. He/she guarantees, in the event of selection, the legitimacy and legality of its public exhibition at UFECE IFF.
b) The candidate, as the holder of the film's rights, is responsible for ensuring that his/her work complies with all legal requirements when it includes third-party intellectual property.
c) The festival organization is not responsible for the copyright of any images, audio, dialogues or soundtrack of each work, which are the sole responsibility of the registered candidates at the time of submission.
d) The organization reserves the right to exclude any previously selected work if it believes that it may interfere with the normal functioning of the event or detects that the candidate has not ensured the required legal requirements or does not comply with these regulations.
e) Each registration for the Festival has a cost of 5,00 € to be paid when submitting films on the Filmfreeway platform, with no right to a refund.
f) The screening of the registered works does not involve the payment of any rental or screening fee.
g) The translations of the films commissioned by the Festival are intended exclusively for screening during the Festival and will not be made available afterwards. Submission of films to the Festival and respective participation (in case of selection) presupposes reading and acceptance of the content of these regulations.
h) The Festival organizers will decide on all matters not included in the regulations.
