REGULATION
I – THE PURPOSE
1.1 – The purpose of this CALL FOR PROPOSALS is to select and disseminate audiovisual
productions made by Black Women to participate in the VI Competitive Exhibition of Black
Cinema Adelia Sampaio, to be held from November 3rd to 9th, 2024. This edition will be in a
hybrid format, with the films screened online and in a live event. Its goal is to promote the
interchange among black female directors of world cinema. The VI Competitive Exhibition of
Black Cinema Adelia Sampaio will select short, medium, and feature films and telefilms that
have been made by black female directors (cis and trans), starting in January 2022 in digital
format. In the case of productions whose audio has not been captured in Portuguese,
the film must be subtitled in Portuguese.
II – THE ORGANIZATION
2.1 – The VI Competitive Exhibition of Black Cinema Adelia Sampaio is a production of
Sebastiana Mídias e Produções.
III – COMPETITIVE EXHIBITION
3.1 – - The VI Black Film Festival Adelia Sampaio - will consist of a competitive screening of
films in the following categories:
3.2 – Short Film - For this notice, short films are considered to be cinematographic works in
the genres: fiction, documentary, animation, experimental and videoclip, with a maximum
length of up to 29 (twenty nine) minutes, finalized in .MOV or MP4 digital format, Codec
h264 (content and credits);
3.3 – Medium-length or Telefilm - For this notice, medium-length films are considered
cinematographic works in the genres: fiction, documentary, animation, experimental, with a
minimum running time of 30 (thirty) to 69 (sixty-nine minutes), finalized in .MOV or MP4
digital format, Codec h264 (content and credits);
3.4 – Feature Film - For this notice, feature films are cinematographic works in the genres:
fiction, documentary, animation, experimental, with a running time exceeding 70 minutes,
finalized in digital format .MOV or .MP4, Codec h264.
IV – APPLICATION PROCEDURES
4.1 – The application will be made through the FilmFreeway platform or form available on the
website (only for Brazilian films).

4.2 – The data required for registration are:
a) Completion of the registration form;
b) 03 (three) photos / frames of the film in .jpg, 300 dpi resolution.
c) 01 frontal photo of the director's face in .jpg, resolution 300 dpi.
d) Digital poster of the film in .jpg, high resolution, if any.
e) Declaration of copyrights
f) Copy of the film for viewing, if in a foreign language, it must be subtitled in
Portuguese.
g) Teaser or trailer of the film, if any.
§ 1 - if links such as googledrive or similar are inserted, they must be open for
consultation until the date of the final result of the selection of the exhibition.
4.3 – It is forbidden the participation - in the VI Competitive Exhibition of Black Cinema
Adelia Sampaio - of works that may characterize any kind of institutional or corporate
promotion and contents of any kind of prejudice and discrimination.
4.4 – Films made in other languages will only be accepted if subtitled in Portuguese.
4.5 – The films selected for the 2024 edition of the VI Competitive Exhibition of Black
Cinema Adelia Sampaio will be screened online in a platform to be announced later and in
the face-to-face event to be held in Brasília, Federal District.
4.6 – The selected films will be part of the collection of Exhibition Adelia Sampaio and may
be shown in itinerant exhibitions in schools and other educational institutions. The
production of the Competitive Exhibition of Black Cinema Adelia Sampaio undertakes to
inform the directors of the participation of their works in these events, under the commitment
that they will never be used for exhibitions for commercial purposes.
4.7 – The registration of the work will only be validated if the film (whose link must be
informed on the registration form) can be viewed during the selection period.
4.8 - Entries to the Mostra will cost R$20 (twenty reais) for Brazilian films entered via
the online form. Payment for national films must be made via pix and the receipt
attached to the entry form.
4.9 For films submitted via the FilmFreeway platform, a registration fee of U$4 (four
dollars) will be charged. For films submitted through the FilmFreeway platform,
payment must be made through the platform itself at the time of submission.
§ 1 - The money raised will go towards the event itself.
V – THE SELECTION PROCESS
5.1 – The selection of films for the VI Competitive Exhibition of Black Cinema Adelia
Sampaio will be conducted by a Curator, appointed by the organizing team of the event.
5.2 – The coordination of the VI Black Cinema Competitive Exhibition Adélia Sampaio will
disclose the selected productions through email, its official website and social media.
§ 1o – The email through which the inscription was done will be the communication channel
of the Exhibition’s organization with the selected productions. Therefore, the coordination of
the VI Competitive Exhibition of Black Cinema Adelia Sampaio is exempt from any
responsibility for failure to receive.
5.3 – The selection of films for the VI Competitive Exhibition of Black Cinema Adelia
Sampaio implies the exhibition of the same during the event. Being forbidden to the
proponent the possibility of withdrawing it from the competition.
5.4 – - Will be accepted productions completed from January 2022.
5.5 - Will be accepted entries of films that have not been selected in previous editions
5.6 – After being selected, the director should send an email, identified with the name of the
work to the address cineastaseprodutorasnegras@gmail.com, with the link to download
the film, as well as other information requested.
VI – CALENDAR
Online registration: from May 13 to June 16, 2024.
Notification of selected applicants until August 16, 2024.
Deadline for sending the e-mail with a link to download the film until September 15,
2024.
Exhibition's Date: November 3rd to 9th, 2024.
VII – GENERAL DESCRIPTIONS
7.1 – The organization of the VI Competitive Black Film Festival Adelia Sampaio - reserves
the right to display on any media excerpts of the films - up to 1 minute of each and / or trailer
- of the participating films for the purpose of disclosure of the Exhibition.
7.2 – It is up to the Director and the Coordination of the VI Competitive Black Film Festival
Adélia the solution of any case omitted in this call.
7.3 – The participation in the VI Competitive Exhibition of Black Cinema Adelia Sampaio
implies full acceptance of these regulations.
VIII – ABOUT THE AWARDS
8.1- The directors of the VI Black Cinema Competitive Exhibition Adelia Sampaio will be
responsible for appointing the members of the Award Jury.
8.2 - The selected films will compete in the following categories:
Best Feature Film
Best Medium Length Film or Telefilm
Best Short Film
Best Film Popular Jury
Best Direction
Best Art Direction
Best Cinematography
Best Editing
Best Soundtrack
Best Screenplay
Best Actress
8.3 – The Award Jury may, separately, grant honorable mentions, as long as it is in
agreement with the direction of the VI Black Film Festival Adélia Sampaio Adelia Sampaio,
and may also refrain from granting any award or trophy when it considers it necessary.
8.4 – The Award Jury may grant trophies to guests, people, or institutions connected to the
event.
8.5 – The trophies will be sent by mail to the winners who are unable to attend the face-toface event.
8.6 - The Competitive Exhibition of Black Cinema Adelia Sampaio is responsible for one
attempt of sending the trophy. In case of return by the post office, the re-sending will be the
responsibility of the person responsible for the film.
8.7 – In case of works where the responsibility is of a team, in any competing categories of
this announcement, the trophy will be unique, being up to the team to decide about its
ownership.
8.8 - The jury will not necessarily award all the categories listed.
8.9 – The list with the winning films in each category, chosen by the Award Juries, will be
homologated and announced at the closing ceremony of the VI Competitive Black Film
Festival Adelia Sampaio and then published to the community at large, the official website
and social networks.
IX – APPEALS
9.1 – The selection and award jury is sovereign, there being no appeal from its decision.

REGULACIÓN
I - OBJETIVO
1.1 - La presente CONVOCATORIA tiene por objetivo seleccionar y difundir producciones
audiovisuales realizada por Mujeres Negras con el objetivo de participar en la VI
Muestra Competitiva de Cine Negro Adelia Sampaio, a realizarse del 03 al 09 de
Noviembre de 2024.
1.2 La edición tendrá un formato híbrido, con las películas exhibidas en línea y en el evento
presencial.
1.3 El evento tiene como objetivo promover el intercambio entre cineastas negras de Brasil
y del mundo.
1.4 La VI Muestra Competitiva de Cine Negro Adelia Sampaio seleccionará películas
cortometrajes, medios, largometrajes y telefilmes que han sido dirigidos por directoras
negras (cis y trans), a partir de enero de 2022 en formato digital. En el caso de
producciones cuyo audio no haya sido capturado en portugués, la película deberá estar
subtitulada em Portugués, obligatorio.
II - ORGANIZACIÓN
2.1 – La VI Muestra Competitiva de Cine Negro Adelia Sampaio, es una realización de la
productora Sebastiana Mídias e Produções.
III - EXPOSICIÓN COMPETITIVA
3.1 - La VI Muestra Competitiva de Cine Negro Adelia Sampaio - estará compuesta por
una proyección competitiva de películas en las siguientes categorías:
3.2 – Cortometraje - Para los efectos de este aviso público, los cortometrajes se consideran
obras películas en los géneros: ficción, documental, animación, experimental y videoclip,
con una duración máxima de hasta 29 (veintinueve) minutos, terminado en formato digital
.MOV o MP4, Codec h264 (contenido y créditos);
3.3 - Mediometraje o Telefilme - A los efectos de este aviso público, mediometraje obras
cinematográficas en los géneros: ficción, documental, animación, experimental, com
duración mínima de 30 (treinta) a 69 (sesenta y nueve minutos), terminado en .MOV o MP4
digital, Codec h264 (contenido y créditos);
3.4 - Largometraje - Para los efectos de este aviso público, se consideran largometrajes
películas en los géneros: ficción, documental, animación, experimental, con duración más
de 70 minutos, finalizado en formato digital .MOV o .MP4, Codec h264.
IV - PROCEDIMIENTOS DE REGISTRO
4.1 – La inscripción se realizará a través de la plataforma o formulario FilmFreeway
disponible: https://filmfreeway.com/mostraadeliasampaio (películas Internacionales)
en la página:

4.2 – Los datos requeridos para el registro son:
a) Completar el formulario de registro;
b) 03 (tres) fotos/fotogramas de la película en .jpg, resolución 300 dpi.
c) 01 foto frontal del rostro del director en .jpg, resolución 300 dpi.
d) Afiche digital de la película en alta resolución .jpg, si lo hubiere.
e) Declaración de derechos de autor.
f) Copia de la película para su visionado, si es en idioma extranjero, deberá estar
subtitulada en Portugués.
g) Teaser o tráiler de la película, en caso de tener.
§ 1 - si se insertan enlaces como googledrive o similares, deberán estar abiertos a
consulta hasta la fecha del resultado final de la selección de la exposición.
4.3 – No esta permitido la participación en la VI Muestra Competitiva de Cine Negro
Adelia Sampaio - obras que, tienes caractericen cualquier tipo de promoción institucional o
empresarial, publicidad y contenidos de cualquier naturaleza prejuiciada y discriminatoria.
4.4 – Solo se aceptarán películas realizadas en otros idiomas si están subtituladas em
Portugués.
4.5 – Las películas seleccionadas para la edición 2024 del VI Muestra de Cine Negro
Competitivo Adelia Sampaio se mostrará en línea en una plataforma que se anunciará
más adelante y em evento presencial a realizarse en el Distrito Federal- Brasil.
4.6 – Las obras seleccionadas formarán parte de la colección de la Exposición Adelia
Sampaio y podrán ser exhibidas en exposiciones itinerantes en escuelas y otras
instituciones educativas. La producción de Muestra Competitiva de Cine Negro Adelia
Sampaio, se compromete a informar al directores de la participación de sus obras en estos
eventos, bajo el compromiso de nunca utilizarse para exposiciones con fines comerciales.
4.7 – Sólo se validará la presentación de la obra si la película (cuyo enlace debe ser
informado en el formulario de aplicación) se puede ver durante el período de selección.
4.8 - La inscripción en la Mostra costará R$20 (veinte reales) para las películas brasileñas
inscritas a través del formulario online. En el caso de películas nacionales, el pago deberá
ser efectuado a través de píxel y el recibo deberá ser adjuntado al formulario de inscripción.
4.9 Para películas inscritas a través de la plataforma FilmFreeway, se cobrará una tasa de
inscripción de U$4 (cuatro dólares). Para las películas presentadas a través de la plataforma
FilmFreeway, el pago deberá realizarse a través de la propia plataforma en el momento de la
presentación.
El dinero recaudado se destinará a la organización del evento.
V - PROCESO DE SELECCIÓN
5.1 – La selección de películas para la VI Muestra Competitiva de Cine Negro Adelia
Sampaio estará a cargo de un Curador, designado por el equipo organizador del evento.
5.2 – La Coordinación de la VI Muestra Competitiva de Cine Negro Adelia Sampaio dará
a conocer las producciones seleccionadas a través de correo electrónico, su página oficial y
sus redes sociales.
§ 1º - El correo electrónico a través del cual se realizó el registro será el canal de
comunicación de la organización de la Muestra con los inscritos. Por lo tanto, la
coordinacion de la VI Mostra de Cine Negro Adelia Sampaio queda exenta de cualquier
responsabiliada por algun inconveniente con el recibo de confirmacion.
5.3 – La selección de películas para la VI Muestra Competitiva de Cine Negro Adelia
Sampaio da a entender que se mostrarán durante el evento. Estando prohibido al
Postulante la posibilidad de retirarlo del concurso.
5.4 – Se aceptarán producciones terminadas después de enero de 2022.
5.5 - Se aceptarán postulaciones de películas que no hayan sido seleccionadas en las
ediciones anterior.
5.6 – Los directores seleccionados recibirán una comunicación de la producción de la
Muestra. A quien deberá responder con un correo electrónico, identificado con el nombre de
la obra a la dirección cineastasseprodutorasnegras@gmail.com, con el enlace para
descargar la película, así como, otras informaciones solicitadas.
VI - CALENDARIO
Inscripción online: del 13 de mayo al 20 de junio de 2024.
Publicación de los seleccionados hasta el 16 de agosto de 2024.
Fecha límite para enviar el correo electrónico con un enlace para descargar la película hasta
el 15 de septiembre de 2024.
Exposición: 03 al 09 de Noviembre de 2024..
VII - DISPOSICIONES GENERALES
7.1 – La organización de la VI Muestra Competitiva de Cine Negro Adélia Sampaio – se
reserva el derecho de mostrar extractos de las películas en cualquier medio - dentro de 1
minuto de cada y/o tráiler – de las películas participantes con el fin de promocionar la
Muestra.
7.2 - Corresponde a la Dirección y Coordinación de la VI Muestra Competitiva de Cine
Negro Adelia Sampaio la solución de cualquier caso omitido en esta convocatoria.
7.3 – La participación en la VI Muestra Competitiva de Cine Negro Adelia Sampaio
implica la plena aceptación de este reglamento.
VIII - PREMIO
8.1- Corresponderá a la Dirección de la VI Muestra Competitiva de Cine Negro Adelia
Sampaio indicar las personas que compondrán el Jurado del Premio.
8.2 - Las películas seleccionadas competirán en las siguientes categorías:

● Mejor Mediometraje o Telefilme
● Mejor Cortometraje
● Mejor Película del Jurado Popular
● Mejor dirección
● Mejor dirección de arte
● Mejor fotografía
● Mejor banda sonora
● Mejor montaje
● Mejor guión
● Mejor Actriz
8.3 – La Muestra Competitiva de Cine Negro Adelia Sampaio podrá, separadamente,
otorgar mención honorífica a trabajos que sean relevantes para el evento.
8.4 – El Jurado del Premio podrá otorgar un trofeo a invitados, personas o instituciones
vinculados al evento, siempre que sea de común acuerdo con la organización del
espectáculo.
8.5 – Los trofeos se enviarán por correo postal a los ganadores que no puedan asistir al
evento en persona.
8.6 – La Muestra es responsable de cualquier intento de envío del trofeo. En caso de
devolución de correos, el reenvío estará a cargo del responsable de la película.
8.7 - En caso de trabajo donde la responsabilidad sea de un equipo, en cualquiera de las
categorias competidoras en esta convocatoria, el trofeo será único, y sera decision del
equipo decidir a quien pertenece.
8.8 – No necesariamente el jurado premiará todas las categorías enumeradas.
8.9 – La lista, con las películas ganadoras en cada categoría, elegida por el Jurado de Los
premios serán aprobados y anunciados en la clausura de la VI Muestra Competitiva de
Cine Negro Adelia Sampaio y luego publicado para el comunidad en general, en la página
oficial y en sus redes sociales.
IX - APELACIÓN
9.1 – El Jurado de selección y premiación es soberano y su decisión es inapelable.
