Film3 Fest is a hyper-local, seasonal film gathering built for a new era of independent cinema—one rooted in creative sovereignty, regional grit, and the refusal to wait for permission.

Hosted at Hangar 13 in Portland, Oregon, this two-day, in-real-life experience brings together filmmakers, artists, technologists, and audiences from across the Pacific Northwest to screen, share, and shape what’s next.

We give priority to filmworks with a strong local thread—either stories that carry a clear sense of place within Portland or the surrounding region, or international narratives made by filmmakers with a personal or creative connection to the Pacific Northwest. Whether it’s your setting, your crew, or your roots that tie you here—make it count. We're not just showcasing talent—we're mapping the creative DNA of this region, one story at a time.

We’re showcasing bold, decentralized filmworks—shorts, sizzles, proof-of-concepts, and AI-integrated experiments—all crafted by creators who live in, work in, or orbit the region.

Film3 Fest isn’t just about what’s on the screen—it’s about who’s in the room. It’s a signal flare from Portland’s creative underground—a cinematic call to community, experimentation, and the future of local-first storytelling.

The top audience favorites will split 60% of all screen attendance ticket sales—equally. Choice filmworks, one shared pot, straight from the crowd to the creators.

FILM3 FEST: TERMS & RULES FOR THE IRL SCREENING EXPERIENCE

Show Up or Shut Out
We prioritize in-person participation. If your film is selected, we expect at least one team member to attend. No ghost submissions.

Local First, Always
Portland and regional creators take precedence. Out-of-area entries are welcome—but this festival is for the neighborhood.

Run Time Rules

Short Films: 11 min or less

Sizzle Reels: 6 min max

Proof of Concept: 21 min max

AI x Live Action (No Slop Shorts): 11 min max.

No Red Carpet, No VIP Rope
Everyone’s a peer. We don't do status games. If you're here, you’re part of it.

Bring Your Crew
We want the writers, editors, actors, and DPs in the room. This is a space to connect, not just screen.

Stay for the Work
Don’t bounce after your screening. The community only works if you’re part of it from first frame to last.

Audience-Driven Rewards
The top 3 audience picks equally split 50% of ticket sales. Show up, show out, and let the people decide.

Talk Back, Not Over
Post-screening conversations are encouraged. Ask questions. Share takeaways. Just don’t hijack the mic.

Zero Tolerance for Bad Vibes
No hate. No harassment. No snobbery. If you can’t show respect, don’t show up.

Celebrate the Work, Not Just the Win
This isn’t Sundance—it’s a launchpad. Whether your film kills or crashes, if you brought it with heart, you’re one of us.

All selected works will have the option to be featured on our virtual platform, showcased alongside a curated lineup of standout films from the fest. You may choose to opt in or out of this.
