25th INTERNATIONAL ENVIRONMENTAL FILM FESTIVAL - Fica 2024

Regulations

I - DATE AND PLACE

The 25th International Environmental Film Festival - Fica 2024 will take place from June 11th to June 16th, 2024, in the City of Goiás, Goiás state, Brazil, as well as through online activities.

II - ORGANIZATION

The 25th International Environmental Film Festival - Fica 2024 will be organized and carried out through an agreement between the Culture Secretariat of the State of Goiás (Secult) and the Federal University of Goiás (UFG).

III - PURPOSE

The 25th International Environmental Film Festival - Fica 2024 aims to disseminate, screen and award short (up to 30 minutes long), medium (more than 30 minutes and less than 70 minutes in length) and feature films (70 minutes or more in length), in fiction, documentary, animation and experimental genres, produced in Brazil and abroad, in addition to fostering film production and promoting educational activities in film and environmental issues.

Fica 2024 will hold the following film and video screenings:

I - Washington Novaes International Competitive Screening for Environmental Films;
II - Competitive Screening for Films made in Goiás State on any topic;
III - Competitive Screening for Films made in the City of Goiás on any topic;
IV - Competitive Screening for Indigenous and Traditional Peoples Films on any topic;
IV - Special and Parallel non-competitive screenings.

IV - SUBMISSIONS

Films with an environmental theme, of any duration, produced in Brazil or in any other country, released from January 1st , 2022 onwards that have not been selected for any of the competitive sessions in previous editions of Fica, are eligible to be submitted for the Washington Novaes International Competitive Screening.

Short films from Goiás state, of any theme and genre, made from 2021 onwards, that have not been selected for any of the competitive sessions in previous editions of Fica, are eligible to be submitted for the Competitive Screening for Films made in Goiás State.

6.1. A film will be considered as a short film made in Goiás state if it has up to 30 (thirty) minutes in length and its economic rights are predominantly held by an individual residing in the state of Goiás or by a legally constituted company or institution headquartered in Goiás, in any of these cases for at least two years.

6.2. Upon submission, the producer or director responsible for the film must identify the film as a production from Goiás state, taking full responsibility for the veracity of the information.

6.3. The organization of the festival may, at any time, request, from those responsible for the submission of the film identified as a production made in Goiás state, documents that prove this condition in the terms established herein.

Short films produced in the City of Goiás, with no date limit, of any theme and genre, are eligible to be submitted for the Competitive Screening for Films made in the City of Goiás, as long as they have not been selected for any other competition in previous editions of Fica.

7.1. A film will be considered a short film made in the City of if it has up to 30 (thirty) minutes in length and if its director was a resident of the City of Goiás in the year of its production.

7.2. Upon submission, the producer or director responsible for the film must identify the film as a production made in the City of Goiás, taking full responsibility for the veracity of the information.

7.3. The organization of the festival may, at any time, request from those responsible for the registration of the film identified as a production made in the City of Goiás, documents that prove this condition in the terms established herein.

The special screenings will not have a competitive status, their theme will be defined by the organization of Fica 2024 and the participating films will be invited by the organization or by curators designated by it.

Submissions will be open from February 8, 2024 up to 11:59:59 P.M, on March 8, 2024, official Brasília time (GMT -3), by filling out the online entry form at the official website of the Festival or through other online platforms indicated by the festival.

Upon submission of the film, a link and password (if needed) for an online downloadable screener must be provided.

The same film may be submitted for more than one competitive screening, as long as it meets the conditions of this regulation, but can only be selected for 1 (one) competitive session.

The online screener for films not spoken in Portuguese must have either Portuguese or English subtitles.

V. CLARIFICATIONS

Interested parties may request clarifications via email sent to contato.fica@ufg.br containing the applicant's identification, reasons and request.

13.1. Requests for clarifications must be submitted by 11:59 pm. on March 7, 2024.

13.2. Requests for clarification untimely submitted will not be acknowledged.

Requests for clarifications will be responded directly to the interested party before the deadline for receiving registrations.

The organization of Fica 2024 reserves itself the right to publish the answers to the most common questions raised by applicants in the Frequently Asked Questions section of the festival website.

VI - SELECTION

A selection committee composed of 7 (seven) members will choose, among the submitted films, those that will participate in the Washington Novaes International Competitive Screening, having full autonomy to disqualify those that do not fit the criteria of the Fica 2024 or that do not meet the requirements of this regulation.

16. 1. The Selection Committee for the Washington Novaes International Competitive Screening will be formed by professionals with proven experience and knowledge in the film field, being:

16.1.1. 1 (one) member appointed by the State University of Goiás (UEG);
16.1.2. 1 (one) member appointed by the State Council of Culture;
16.1.3. 5 (five) members selected through public call no. 01/2024.

For the Washington Novaes International Competitive Screening, 6 (six) feature films and 8 (eight) short or medium-length films will be selected, including at least 3 (three) films from Goiás, regardless of their length, to participate in this session competing for the João Bennio Award for best production in Goiás.

A selection committee composed by 3 (three) members selected through Public Call no. 01/2024 will choose, among the submitted films, those that will participate in the Competitive Screening for Films Made in Goiás State and Made in Goiás City, holding complete autonomy to disqualify works that do not fit the criteria of the Fica 2024 or that do not meet the requirements of this regulation.

3 (three) feature films and 6 (six) short films will be selected for the Competitive Screening for Films Made in Goiás State

10 (ten) short films will be selected for the Competitive Screening for Films Made in Goiás City.

The selection of films for the Indigenous and Traditional Peoples Competitive Film Screening will be carried out by a curator invited by the organization of the 25th Fica.

21.1. The curator provided for above must be indigenous or belong to a traditional people.

3 (three) feature films and 6 (six) short films will be selected for Indigenous and Traditional Peoples Competitive Film Screening.

The same film cannot be selected for more than one of the competitive screenings at 25th Fica.

23.1. If the same film is selected by the committees or curators for more than one competitive screening at the 25th Fica, it will be up to the festival coordination to define which exhibition it will be allocated to, and up to the selection committee or the curatorship of the screening from which the film was withdrawn to appoint a replacement.

Fica will not accept submissions of films that have, among its listed cast and crew or partners of their production or co-producing companies, except for acknowledgement credits, any of the following:

24.1. Members of the organization, selection committees and curators of the festival's competitive screenings, as well as their spouses and family members up to the third degree;
24.2. Members of the official juries, as well as their spouses and family members up to the third degree;
24.3. Employees, outsourced employees, occupants of commissioned positions, civil servants, interns and the like of the Educational and Cultural Radio and Television Foundation (RTVE Foundation) and/or the Pro-Rectory of Extension and Culture (Proec) of UFG, as well as their spouses and family members up to third degree;
24.4. Employees, outsourced employees, holders of commissioned positions, civil servants, interns and the like of the Goiás State Culture Secretariat (Secult), as well as their spouses and family members up to the third degree;
24.4. Members of the State Council of Culture of Goiás, as well as their spouses and family members up to the third degree;
24.5. Members appointed for the Evaluation and Selection Committees of public call no. 01/2024, as well as their spouses and family members up to the third degree.

The decisions of the selection committees and curators are final, irrevocable and sovereign.

The list of selected films for the competitive screenings of Fica 2024 will be published at the festival's website until April 8, 2024.

26.1. This deadline can be extended at the discretion of the organization of the 25th Fica.

VII- SELECTED FILMS

Screening copies of the selected films must be sent by April 22, 2024 through a download link, complying with the following technical specifications:

I – DCP format without KDM within the following specifications:

a) Resolution: 2K
b) Window: 16x9 or 2.35
c) Encoding: JPEG 2000 (preferably with a variable bitrate)
d) Bitrate: <= 250 Mbit/s
e) Frame Rate: 24fps, 25 fps, 30 fps or 48 fps
f) Audio Format: 2.0 or 5.1
g) Distribution of Channels: as recommended by ISCDF.
h) Subtitles format: preferably burned directly onto the image, or in SRT, XML or PNG formats.

II – For the films selected that do not have a DCP copy available, the festival will provide a DCP copy free of charge from a master that meets the following specifications:

a) ProRes, ProRes 444 or ProRes HQ codec
b) Resolution: HD (1920 x 1080) or 2K
c) Scanning: Progressive
d) Color sampling: 4:2:2 or 4:4:4
e) Frame rate: 23.98 fps 24 fps, 25fps, 29.97 fps
f) Sound: Stereo 2.0 or Linear PCM 5.1
g) Channel distribution: L-R or L-R-C-Sub-LS-RS

Films selected for the Washington Novaes International Competitive Screening that are not spoken in Portuguese must send copies with Portuguese subtitles or, if this resource is not available, must provide a dialogue list in English or Portuguese and a copy without any subtitles.

28.1. The Festival will provide the translation and production of subtitles in Portuguese for selected foreign films that do not have this resource.

VIII - SCREENINGS

The films selected for Fica 2024 will be screened in sessions in the City of Goiás and on the festival’s online platform, which will be geoblocked for access only in Brazilian territory, to be scheduled at the discretion of the organization, in the period between June 11 and June 16, 2024.

29.1. Selected films that do not wish to be screened at the online platform must indicate this option at the appropriate field on the online entry form.

All films selected for Fica 2024 competitive screenings will receive a licensing fee for their screening:

I- Each feature film selected for the festival will receive a fee of R$ 4,000.00 (four thousand reais);

II- Each short or medium-length film selected for the festival will receive a fee of R$ 3,000.00 (three thousand reais).

The values above can be accumulated with other prizes that the production may receive during the festival.

IX - AWARDS

The Official Jury of the Washington Novaes International Competitive Screening of the 25th Fica will be composed of 7 (seven) members of high recognition in the film or environmental fields, and one of them will be designated as its president and will be responsible for the proceedings and documents of the jury.

The Official Jury of the Washington Novaes International Competitive Screening will award the following prizes:

I. Cora Coralina Award of R$ 35,000.00 (thirty five thousand reais) for best feature film;

II. Acari Passos Award of R$ 15,000.00 (fifteen thousand reais) for best short or medium-length film;

III. Carmo Bernardes Award of R$ 10,000.00 (ten thousand reais) for best director;

IV. João Bennio Award of R$ 20,000.00 (twenty thousand reais) for the best film made in Goiás State;

V. The Official Jury of Washington Novaes International Competitive Screening may, at its discretion, grant up to two honorable mentions to films of its choice, which will receive a certificate from the Festival.

The Fica 2024 Washington Novaes Competitive Screening will also have a Youth Jury, composed of 3 (three) undergraduate students up to 29 (twenty nine) years in age, preferably from the City of Goiás, in cinema, environment or similar areas, nominated by public educational institutions in the State of Goiás, which will grant the Jesco Von Putkammer Award of R$ 10,000.00 (ten thousand reais) for the best film chosen by the Youth Jury.

The Washington Novaes International Competitive Screening will also have a Press Jury, composed of 3 (three) press professionals nominated by Brazilian press vehicles, who will grant the José Petrillo Award of R$ 10,000.00 (ten thousand reais) for the best film chosen by the Press Jury.

Through public voting through the festival's website during the 25th Fica, the festival will also grant the Luiz Gonzaga Soares Audience Award of R$ 10,000.00 (ten thousand reais) for the best film chosen by the audience.

The Films Made in Goiás State Competitive Screening and the Films Made in the City of Goiás Competitive Screening will be judged by the same jury composed of 3 (three) members of high recognition in the film field, one of which will be designated as its president and will be responsible for the proceedings and documents.

The Jury will grant the following prizes for the Films Made in Goiás Competitive Screening:

I. Best feature film: R$ 11,000.00 (eleven thousand reais);
II. Best short film: R$ 8,000.00 (eight thousand reais);
III. Best feature film direction: R$8,000.00 (eight thousand reais);
IV. Best short film direction: R$7,000.00 (seven thousand reais);
V. Best cinematography: R$6,000.00 (six thousand reais);
VI. Best screenplay: R$6,000.00 (six thousand reais);
VII. Best edition: R$6,000.00 (six thousand reais);
VIII. Best acting: R$6,000.00 (six thousand reais);
IX. Best sound: R$6,000.00 (six thousand reais);
X. Best soundtrack: R$6,000.00 (six thousand reais);
XI. Best production design: R$6,000.00 (six thousand reais).

The Jury will grant the following awards for the Films Made in the City of Goiás Competitive Screening:

I. Best film: R$ 5,000.00 (five thousand reais);
II. Best direction: R$ 5,000.00 (five thousand reais);
III. Best edition: R$ 3,000.00 (three thousand reais)
IV. Best sound: R$ 3,000.00 (three thousand reais);
V. Best screenplay: R$ 3,000.00 (three thousand reais).

The Indigenous and Traditional Peoples Competitive Film Screening will be judged by a jury composed of 3 (three) members of high recognition in the film field, being predominantly composed of indigenous individuals and/or members of traditional peoples, one of whom will be designated as its president and will be responsible for the proceedings and documents.

The jury will award the following prizes for the Indigenous and Traditional Peoples Competitive Film Screening:

I. Best feature film: R$ 10,000.00 (ten thousand reais);
II. Best short film: R$ 5,000.00 (five thousand reais).

Other awards offered by national or international institutions can be admitted, provided that they are previously approved by the organization of the festival, with their judgment, granting, and the payment of any taxes, duties and other charges being a responsibility of the institutions that propose them.

The decisions of the official juries of Fica 2024 are final, irrevocable and sovereign.

The payment of the awards will be made upon presentation of an invoice by the director or responsible company.

44.1. All legally applicable taxes will be deducted from the award values.

Films awarded at Fica 2024, with the authorization of the director, will remain available at the festival online platform for viewing until July 31, 2024.

X. SCHEDULE

The schedule of Fica 2024 shall follow the dates foreseen bellow:

X - FINAL DISPOSITIONS

The Festival organization reserves itself the right to display, free of charge, in theaters, television and the internet, an extract of up to 3 (three) minutes of the films selected for the purpose of promoting the Festival.

The selected films, with the authorization of the producers or directors at the time of registration, may be screened, free of charge, for a period of 365 (three hundred and sixty-five) days, in traveling circuits and in special programs of the State Secretariat for Culture (Secult) from the Government of Goiás and the Federal University of Goiás (UFG), including exhibitions at TV UFG, Canal Saúde of the Oswaldo Cruz Foundation, TV Brasil Central (TBC) and TV Alego.

The submission of the film for Fica 2024 implies full acceptance of this regulation.

The present regulation is written in Portuguese and English, prevailing, in case of any doubt, the interpretation in Portuguese.

Cases not covered by this regulation will be solved by the organization of the 25th Fica and by SECULT-GO, whose decisions shall be irrevocable.

REGULAMENTO DE SELEÇÃO DE FILMES PARA
AS MOSTRAS COMPETITIVAS DE CINEMA DO
25º FESTIVAL INTERNACIONAL DE CINEMA E VÍDEO AMBIENTAL - FICA 2024

I. APRESENTAÇÃO
O Governo do Estado de Goiás, por meio da Secretaria de Estado da Cultura (Secult), e a Universidade Federal de Goiás (UFG), tendo como interveniente a Fundação Rádio e Televisão Educativa e Cultural (Fundação RTVE), mediante cooperação mútua estabelecida no Convênio 01/2023 (Secult), tornam público o Regulamento das Mostras de Cinema do 25º Fica - Festival Internacional de Cinema e Vídeo Ambiental.

II. DA DATA, DO LOCAL E DA ORGANIZAÇÃO

Art. 1º O 25º Fica, Festival Internacional de Cinema e Vídeo Ambiental, ocorrerá no período de 11 a 16 de junho de 2024, com atividades online e atividades presenciais, na Cidade de Goiás/GO.

III. DA FINALIDADE

Art. 2º O 25º Fica tem como finalidade exibir, premiar e divulgar filmes de curta-metragem (aqueles com até 30 minutos de duração), de média-metragem (mais de 30 minutos e menos de 70 minutos de duração) e de longa-metragem (70 minutos ou mais de duração), de todos os gêneros, produzidos no Brasil ou no exterior, além de promover ações de difusão, produção e capacitação nas áreas audiovisual e ambiental.

Art. 3º O 25o Fica realizará as seguintes mostras de filmes:

Mostra Competitiva Internacional Washington Novaes de Filmes com Temática Ambiental;
Mostra Competitiva do Cinema Goiano (temática livre);
Mostra Competitiva Becos da Minha Terra de Filmes Vilaboenses (temática livre);
Mostra de Cinema Indígena e de Povos Tradicionais;
Sessões Especiais e Mostras Paralelas.

IV. DA INSCRIÇÃO

Art. 4º As inscrições estarão abertas no período de 09/02/2024 até as 23h59min do dia 08/03/2024, conforme horário oficial de Brasília/DF, por meio do preenchimento de ficha de inscrição eletrônica no site oficial do Fica e/ou em plataformas de inscrições definidas pela organização do festival.

Art. 5o No ato da inscrição, deverá ser fornecido o link do filme com senha (se houver) em formato de arquivo e armazenamento que permita tanto a visualização online, quanto o download, se necessário.

Art. 6º Estão aptos a se inscrever na Mostra Competitiva Internacional Washington Novaes filmes de qualquer duração, produzidos no Brasil ou em qualquer país, lançados a partir de 1º de janeiro de 2022 e que não tenham sido selecionados para qualquer das mostras competitivas em edições anteriores do Fica - Festival Internacional de Cinema e Vídeo Ambiental.

Art. 7º Estão aptos a se inscrever para a Mostra do Cinema Goiano curtas-metragens (até 30 minutos de duração) e longas-metragens (acima de 70 minutos de duração) goianos, de qualquer temática e gênero, lançados a partir de 1º de janeiro de 2022, desde que não tenham sido selecionados para qualquer das mostras competitivas em edições anteriores do Fica - Festival Internacional de Cinema e Vídeo Ambiental.

§ 1º Entende-se como filme goiano aqueles cujos direitos patrimoniais sejam, em sua maior parte, detidos por pessoa física residente no estado de Goiás ou por pessoa jurídica sediada em Goiás, em qualquer desses casos, por no mínimo dois anos.

§ 2º No ato da inscrição, o produtor ou o realizador responsável pelo filme deverá identificar a obra cinematográfica como produção do estado de Goiás, responsabilizando-se legalmente pela veracidade da informação.

§ 3º A organização do festival poderá, a qualquer tempo, solicitar dos responsáveis pela inscrição documentos que comprovem a identificação do filme como goiano, nos termos estabelecidos neste regulamento.

Art. 8º Estão aptos a se inscrever na Mostra Becos da Minha Terra de Filmes Vilaboenses curtas-metragens (até 30 minutos de duração) realizados na Cidade de Goiás, sem limite de data, de qualquer temática e gênero, desde que não tenham sido selecionados para qualquer das mostras competitivas em edições anteriores do Fica - Festival Internacional de Cinema e Vídeo Ambiental.

§ 1º Entende-se como curta-metragem realizado na Cidade de Goiás filme com duração de até 30 (trinta) minutos, cujo diretor tenha sido residente na Cidade de Goiás no ano de sua realização.

§ 2º No ato da inscrição, o produtor ou o realizador responsável pelo filme deverá identificar a obra cinematográfica como produção da Cidade de Goiás, responsabilizando-se legalmente pela veracidade da informação.

§ 3º A organização do festival poderá, a qualquer tempo, solicitar dos responsáveis pela inscrição da obra identificada como produção da Cidade de Goiás documentos que comprovem essa condição nos termos estabelecidos neste regulamento.

Art. 9º Estão aptos a se inscrever, na Mostra de Cinema Indígena e de Povos Tradicionais, filmes brasileiros de qualquer duração e gênero, lançados a partir de 1o de janeiro de 2022, que tenham como diretor(a) ou como um de seus(suas) produtores(as) pessoa pertencente a comunidade indígena ou tradicional, desde que não tenham sido selecionados para qualquer das mostras competitivas em edições anteriores do Fica - Festival Internacional de Cinema e Vídeo Ambiental.

Parágrafo Único. A organização do festival poderá, a qualquer tempo, solicitar dos responsáveis pela inscrição de obra na Mostra de Cinema Indígena e de Povos Tradicionais, documentos que comprovem as exigências do caput e/ou, se julgar necessário, designar comissão de heteroidentificação para assegurar seu cumprimento.

Art. 10º As mostras paralelas e sessões especiais não terão status competitivo, sua temática será definida pela organização do 25o Fica e seus filmes participantes serão convidados pela organização ou por curadores por ela designados.

Art. 11 Um mesmo filme poderá ser inscrito para mais de uma mostra competitiva, desde que atenda às condições deste regulamento, devendo, para tanto, realizar inscrições separadas para cada mostra de que deseje participar.

Art. 12 Para a inscrição, o filme não falado em língua portuguesa deverá ter legendas em português ou em inglês.

V. ESCLARECIMENTOS
Art. 13 Interessados poderão pedir esclarecimentos por meio de correio eletrônico enviado ao endereço contato.fica@ufg.br contendo identificação do requerente, razões e pedido.
§ 1º Os pedidos de esclarecimento devem ser apresentados até 23h59min do dia 08/03/2024.
§ 2º Não serão conhecidos os pedidos de esclarecimento apresentados intempestivamente.
Art. 14 Os pedidos de esclarecimento serão respondidos diretamente ao interessado antes do prazo final para o recebimento das inscrições.
Art. 15 A organização do 25o Fica reserva‐se o direito de publicar as respostas das dúvidas mais comuns dos proponentes na seção Perguntas Frequentes do site do festival.

VI. DA SELEÇÃO

Art. 16 Uma comissão de seleção composta por 7 (sete) membros selecionará, entre as obras inscritas, aquelas que participarão da Mostra Competitiva Internacional Washington Novaes, tendo total autonomia para desclassificar as obras que não se enquadrarem nos critérios do 25º Fica ou que não atendam às exigências do presente regulamento.

§ 1º A Comissão de Seleção da Mostra Competitiva Internacional Washington Novaes será formada por profissionais com comprovada atuação e conhecimento na área audiovisual, sendo:

1 (um) membro indicado pela Universidade Estadual de Goiás (UEG);
1 (um) membro indicado pelo Conselho Estadual de Cultura;
5 (cinco) membros selecionados por meio da chamada pública no 01/2024.

§ 2º Serão selecionados, para a Mostra Competitiva Internacional Washington Novaes, 6 (seis) longas-metragens e 8 (oito) curtas ou médias-metragens, incluindo pelo menos 3 (três) filmes goianos, independentemente de sua duração, para participarem da Mostra concorrendo ao Prêmio João Bennio de melhor produção goiana.

Art. 17 Uma comissão de seleção composta por 3 (três) membros selecionados, por meio da chamada pública no 01/2024, escolherá, entre as obras inscritas, aquelas que participarão das Mostras do Cinema Goiano e Becos da Minha Terra de Filmes Vilaboenses, tendo total autonomia para desclassificar as obras que não se enquadrarem nos critérios do 25º Fica ou que não atendam às exigências do presente regulamento.

§ 1º Serão selecionados para a Mostra do Cinema Goiano 3 (três) longas-metragens e 6 (seis) curtas-metragens.

§ 2º Serão selecionados para a Mostra Becos da Minha Terra de Filmes Vilaboenses 10 (dez) curtas-metragens.

Art. 18 A seleção dos filmes para a Mostra de Cinema Indígena e de Povos Tradicionais será realizada por um curador convidado pela organização do 25o Fica.

§ 1º O curador previsto no caput deverá obrigatoriamente ser indígena ou pertencer a povos tradicionais.

§ 2º Serão selecionados para a Mostra de Cinema Indígena e Povos Tradicionais 3 (três) longas-metragens e 6 (seis) curtas metragens.

Art. 19 Um mesmo filme não poderá ser selecionado para mais de uma das mostras competitivas do 25o Fica.

Parágrafo Único. No caso de um mesmo filme ser selecionado pelas comissões ou pela curadoria para mais de uma mostra competitiva do 25o Fica, caberá à coordenação do festival definir em que mostra ele será alocado, cumprindo à comissão de seleção ou à curadoria da mostra da qual o filme foi retirado indicar um substituto.

Art. 20 É vedada a participação, em qualquer das mostras competitivas do Fica, de filmes que tenham, entre seus profissionais creditados ou sócios de suas empresas produtoras ou co-produtoras, excetuando-se créditos de agradecimento:

membros da organização, das comissões de seleção e das curadorias das mostras competitivas do festival, bem como cônjuges e familiares até terceiro grau;
membros dos júris de premiação, bem como cônjuges e familiares até terceiro grau;
empregados, funcionários terceirizados, ocupantes de cargos comissionados, servidores, estagiários e afins da Fundação Rádio e Televisão Educativa e Cultural (Fundação RTVE) e/ou da Pró-Reitoria de Extensão e Cultura (Proec) da UFG , bem como cônjuges e familiares até terceiro grau;
empregados, funcionários terceirizados, ocupantes de cargos comissionados, servidores, estagiários e afins da Secretaria de Estado da Cultura de Goiás (Secult) , bem como seus cônjuges e familiares até terceiro grau;
membros do Conselho Estadual de Cultura de Goiás, bem como seus cônjuges e familiares até terceiro grau;
membros nomeados para as Comissões de Habilitação e de Seleção da chamada pública nº 01/2024, bem como seus cônjuges e familiares até terceiro grau.

Art. 21 As decisões das comissões de seleção e curadorias do 25o Fica são definitivas, irrevogáveis e soberanas.

Art. 22 A lista das obras selecionadas para as mostras competitivas do 25o Fica será publicada no site do festival até 8 de abril de 2024, sendo esse prazo prorrogável a critério da organização do 25º Fica.

VII. DAS OBRAS SELECIONADAS

Art. 23 As cópias para exibição dos filmes selecionados deverão, impreterivelmente, ser enviadas até o dia 22 de abril de 2024 por meio de link para download, obedecendo às seguintes especificações técnicas:

Cópia em formato DCP sem KDM com as seguintes especificações:

Resolução: 2K
Janela: 16x9 ou 2.35
Encoding: JPEG 2000 (preferencialmente com bitrate variável)
Bitrate: <= 250 Mbit/s
Frame Rate: 24fps, 25 fps, 30 fps ou 48 fps
Formato de Áudio: 2.0 ou 5.1
Distribuição dos Canais: conforme recomendação da ISCDF;
Formato das legendas: preferencialmente queimadas diretamente na imagem ou em formatos SRT, XML ou PNG.

Para filmes selecionados que não disponham de cópia nesse formato, o festival produzirá sem custos uma cópia DCP a partir de uma cópia que obedeça às seguintes especificações:

Codec ProRes, ProRes 444 ou ProRes HQ
Resolução: HD (1920 x 1080) ou 2K
Escaneamento: Progressivo
Amostragem de cor: 4:2:2 ou 4:4:4
Frame rate: 23.98 fps 24 fps, 25fps, 29.97 fps
Som: Stereo 2.0 ou PCM Linear 5.1
Distribuição dos canais: L-R ou L-R-C-Sub-LS-RS

Art. 24 Para filmes selecionados que não sejam falados em português deverá ser enviada cópia legendada em português ou, caso não se disponha desse recurso, lista de diálogos em inglês ou em português e cópia sem legendas.

Parágrafo Único. O festival responsabilizar-se-á pela tradução e pela produção de legendas em português para os filmes não falados em português que não disponham desse recurso.

Art. 25 Para filmes selecionados que sejam falados em português deverá ser enviada, preferencialmente cópia legendada em inglês ou, caso não se disponha desse recurso, lista de diálogos em inglês ou em português e cópia sem legendas.

Parágrafo Único. O festival responsabilizar-se-á pela tradução e pela produção de legendas em inglês para os filmes falados em português que não disponham desse recurso, de forma a torná-los acessíveis ao público não falante de português.

VIII. DA EXIBIÇÃO

Art. 26 Os filmes selecionados para as mostras do 25o Fica serão exibidos em sessões presenciais na Cidade de Goiás e em sessões online na plataforma web do festival, que terá geobloqueio para visualização dos filmes apenas em território brasileiro.

§ 1º As sessões de exibição, tanto na Cidade de Goiás, quanto na plataforma online, serão programadas a critério da organização no período entre 6 e 11 de junho de 2024.

§ 2º O realizador que não desejar ter seu filme exibido na plataforma online deverá manifestar essa opção no campo apropriado na ficha de inscrição.

Art. 27 Todos os filmes selecionados para as mostras competitivas do 25o Fica receberão um valor a título de licenciamento pela sua exibição:

Cada longa-metragem selecionado para o festival receberá o valor de R$ 4.000,00 (quatro mil reais);
Cada curta-metragem ou média-metragem selecionado para o festival receberá o valor de R$ 3.000,00 (três mil reais).

Parágrafo único. Os valores acima são acumuláveis com prêmios que a produção venha a receber durante o festival.

IX. DA PREMIAÇÃO

Art. 28 O Júri Oficial da Mostra Competitiva Internacional Washington Novaes do 25º Fica será constituído por 7 (sete) membros de destacada atuação audiovisual ou ambiental, sendo que um deles será designado como presidente e ficará responsável pelas atas de reuniões.

Art. 29 O Júri Oficial da Mostra Competitiva Internacional Washington Novaes concederá os seguintes prêmios:

Prêmio Cora Coralina de R$ 35.000,00 (trinta e cinco mil reais) e certificado para o melhor longa-metragem;
Prêmio Acari Passos de R$ 15.000,00 (quinze mil reais) e certificado para o melhor filme de curta-metragem ou média-metragem;
Prêmio Carmo Bernardes de R$ 10.000,00 (dez mil reais) e certificado para a melhor direção;
Prêmio João Bennio de R$ 20.000,00 (vinte mil reais) e certificado para o melhor filme goiano;
O Júri Oficial do 25º Fica poderá, a seu critério, conceder até 2 (duas) menções honrosas a filmes de sua escolha, que receberão um certificado do festival.

Art. 30 A Mostra Competitiva Internacional Washington Novaes do 25o Fica 2024 também terá um Júri Jovem, composto por 3 (três) alunos(as) de cursos de graduação, com idade de até 29 (vinte e nove) anos, preferencialmente, da Cidade de Goiás, em cinema, meio ambiente ou áreas afins, indicados por instituições públicas de ensino do estado de Goiás, que concederá o Prêmio Jesco Von Putkammer de R$ 10.000,00 (dez mil reais) e certificado para o melhor filme escolhido pelo Júri Jovem.

Parágrafo Único. Um dos membros do júri será designado como presidente e ficará responsável pelas atas de reuniões.

Art. 31 A Mostra Competitiva Internacional Washington Novaes também terá o Júri da Imprensa, composto por 3 (três) profissionais indicados(as) por veículos brasileiros de imprensa, que concederá o Prêmio José Petrillo, de R$ 10.000,00 (dez mil reais), e certificado para o melhor filme escolhido pelo Júri da Imprensa.

Parágrafo Único. Um dos membros do júri será designado como presidente e ficará responsável pelas atas de reuniões.

Art. 32 Por meio de votação do público do 25º Fica, realizada por meio da plataforma online do festival, será concedido o Prêmio Luiz Gonzaga Soares de R$10.000,00 (dez mil reais) e certificado para o melhor filme escolhido pelo Júri Popular.

Art. 33 A Mostra de Cinema Goiano e a Mostra Becos da Minha Terra de Filmes Vilaboenses serão julgadas por um mesmo júri composto por 3 (três) membros de destacada atuação audiovisual, sendo que um deles será designado como presidente e ficará responsável pelas atas de reuniões.

Art. 34 O júri concederá os seguintes prêmios para a Mostra de Cinema Goiano:

Melhor filme de longa-metragem: R$ 11.000,00 (onze mil reais);
Melhor filme de curta-metragem: R$ 8.000,00 (oito mil reais);
Melhor direção de longa-metragem: R$ 8.000,00 (oito mil reais);
Melhor direção de curta-metragem: R$ 7.000,00 (sete mil reais);
Melhor direção de fotografia: R$ 6.000,00 (seis mil reais);
Melhor roteiro: R$ 6.000,00 (seis mil reais);
Melhor montagem: R$ 6.000,00 (seis mil reais);
Melhor atuação: R$ 6.000,00 (seis mil reais);
Melhor som: R$ 6.000,00 (seis mil reais);
Melhor trilha musical: R$ 6.000,00 (seis mil reais);
Melhor direção de arte: R$ 6.000,00 (seis mil reais).

Art. 35 O júri concederá os seguintes prêmios para a Mostra Becos da Minha Terra de Filmes Vilaboenses:

Melhor filme: R$ 5.000,00 (cinco mil reais);
Melhor direção: R$ 5.000,00 (cinco mil reais);
Melhor montagem: R$ 3.000,00 (três mil reais);
Melhor som: R$ 3.000,00 (três mil reais);
Melhor roteiro: R$ 3.000,00 (três mil reais).

Art. 36 A Mostra de Cinema Indígena e de Povos Tradicionais será julgada por júri composto por 3 (três) membros de destacada atuação audiovisual, majoritariamente, composto por indígenas e/ou membros de povos tradicionais, sendo que um deles será designado como presidente e ficará responsável pelas atas de reuniões.

Art. 37 O júri concederá os seguintes prêmios para a Mostra de Cinema Indígena e Povos Tradicionais:

Melhor longa-metragem: R$ 10.000,00 (dez mil reais);
Melhor curta-metragem: R$ 5.000,00 (cinco mil reais).

Art. 38 As decisões dos júris de premiação do 25o Fica 2024 são soberanas e irrecorríveis.

Art. 39 Serão admitidos outros prêmios oferecidos por instituições nacionais ou internacionais, desde que previamente aprovados pela organização do festival, sendo a escolha, a entrega, o pagamento de impostos, os tributos e os demais encargos de responsabilidade das instituições que os propuserem.

Art. 40 O pagamento dos prêmios será feito mediante apresentação de nota fiscal pelo realizador ou pela empresa responsável.

Parágrafo Único. Todos os valores das premiações descritos acima são brutos e serão descontados todos os impostos legalmente incidentes.

Art. 41 Os filmes premiados no 25o Fica, mediante autorização do(a) realizador(a) no momento da inscrição, ficarão disponíveis na plataforma do festival para exibição até 31 de julho de 2024.

Art. 42 Os filmes selecionados, mediante autorização dos produtores ou dos realizadores no momento da inscrição, poderão ser exibidos, sem ônus, por um prazo de 365 (trezentos e sessenta e cinco) dias, nas mostras itinerantes e nas programações especiais da Secretaria de Estado da Cultura (Secult) do Governo de Goiás e da Universidade Federal de Goiás (UFG), incluindo exibições na TV UFG, no Canal Saúde da Fundação Oswaldo Cruz, na TV Brasil Central (TBC) e na TV Alego.

Art. 43 O cronograma deste regulamento está previsto a seguir:

XI. DAS DISPOSIÇÕES GERAIS E FINAIS

Art. 44 A organização do 25o Fica reserva-se o direito de exibição, sem ônus, em cinema, televisão e internet, de até 3 (três) minutos das obras selecionadas para efeito de divulgação do Festival.

Art. 45 O envio da inscrição pelo produtor (a) ou pelo (a) realizador (a) da obra audiovisual implica na aceitação plena deste regulamento.

Parágrafo Único. O presente regulamento está redigido em português e em inglês, prevalecendo, em caso de dúvida, a interpretação em português.

Art. 46 Os casos omissos neste regulamento serão dirimidos pela organização do 25º Fica e pela Secretaria de Estado da Cultura de Goiás, sendo suas decisões irrecorríveis.
