FILM SELECTION REGULATIONS FOR THE
COMPETITIVE FILM SECTIONS OF THE
27th INTERNATIONAL ENVIRONMENTAL FILM AND VIDEO FESTIVAL — FICA 2026

I. PRESENTATION
The Government of the State of Goiás, through the State Secretariat of Culture (Secult Goiás), and the Federal University of Goiás (UFG), with the intervening participation of the Educational and Cultural Radio and Television Foundation (Fundação RTVE), through mutual cooperation established under Agreement 01/2023 (Secult Goiás), hereby make public the Film Sections Regulations for the 27th FICA — International Environmental Film and Video Festival.

II. DATE, VENUE, AND ORGANIZATION

Art. 1. The 27th FICA, International Environmental Film and Video Festival, will take place from June 16 to 21, 2026, with both online and in-person activities in the City of Goiás/GO.
III. PURPOSE

Art. 2. The 27th FICA aims to screen, award, and promote short films (up to 30 minutes), medium-length films (more than 30 minutes and less than 70 minutes), and feature films (70 minutes or more), of all genres, produced in Brazil or abroad, as well as to foster outreach, production, and capacity-building activities in the audiovisual and environmental fields.

Art. 3. The 27th FICA will host the following film sections:
Washington Novaes International Competitive Section for Films with Environmental Themes;
Films Made in Goiás Competitive Section (open theme);
Becos da Minha Terra Competitive Section for Shorts Films Made in the City of Goiás (open theme);
International Section of Indigenous and Traditional Peoples' Cinema;
Special Screenings and Parallel Sections.

IV. SUBMISSION
Art. 4. Submissions will be open from 03/12/2026 until 5:00 PM on 04/12/2026, according to official Brasília/DF time, through an electronic submission form on the FICA official website and/or on submission platforms designated by the festival organization.

Art. 5. At the time of submission, a link to the film with a password (if applicable) must be provided in a file storage format that allows both online viewing and downloading, if necessary.

Art. 6. Films of any length, produced in Brazil or any other country, released on or after January 1, 2024, and not previously selected for any competitive section at past editions of FICA are eligible to submit to the Washington Novaes International Competitive Section.

Art. 7. For the purposes of fulfilling programming quotas and selection for the competitive sections of the 27th FICA, the following criteria will be used to determine the nationality of submitted audiovisual works:

I. A film will be considered Brazilian if:
a) its economic rights are wholly held by Brazilian natural or legal persons;
b) it was produced as an international co-production with the participation of a Brazilian production company, provided that:
1. the Brazilian participation is majority, corresponding to a percentage equal to or greater than 51% of the economic rights of the work;
2. the work holds a Brazilian Product Certificate (CPB) issued by the National Cinema Agency (ANCINE); or
3. the Brazilian participation is majority, corresponding to a percentage equal to or greater than 51% of the economic rights of the work.
II. A film will be considered foreign if:
a) its economic rights are wholly held by foreign natural or legal persons;
b) it was produced as an international co-production with minority Brazilian participation, corresponding to less than 50% of the economic rights of the work, and does not hold a Brazilian Product Certificate (CPB) issued by ANCINE.

Sole Paragraph. The festival organization may at any time request from those responsible for the work's submission documentary evidence of the conditions set forth in this article, including co-production agreements, corporate documents of the production company, and ANCINE-issued certificates, where applicable.

Art. 8. Short films (up to 30 minutes) and feature films (over 70 minutes) produced in the state of Goiás of any theme and genre, released on or after January 1, 2024, and not previously selected for any competitive section at past editions of FICA are eligible to submit to the Films Made in Goiás Cinema Section.

§ 1. A film made in Goiás is understood as one whose economic rights are held, in the majority, by a natural person residing in the state of Goiás or a legal person headquartered in Goiás, in either case for a minimum of two years.
§ 2. At the time of submission, the producer or director responsible for the film must identify the cinematographic work as a production from the state of Goiás, taking full legal responsibility for the accuracy of the information.
§ 3. The festival organization may at any time request documents from those responsible for the submission that prove the identification of the film as Goiano, under the terms established in these regulations.

Art. 9. Short films (up to 30 minutes) made in the City of Goiás, of any date, theme, and genre, and not previously selected for any competitive section at past editions of FICA are eligible to submit to the Becos da Minha Terra Section.

§ 1. A short film made in the City of Goiás is understood as a film of up to 30 (thirty) minutes whose director was a resident of the City of Goiás in the year it was made.
§ 2. At the time of submission, the producer or director responsible for the film must identify the work as a production from the City of Goiás, taking full legal responsibility for the accuracy of the information.
§ 3. The festival organization may at any time request documents from those responsible for the submission of a work identified as a production from the City of Goiás that prove this condition under the terms established in these regulations.

Art. 10. Films of any nationality, length, and genre, released on or after January 1, 2024, whose director, screenwriter, or one of its producers is a member of an indigenous or traditional community, and which have not been previously selected for any competitive section at past editions of FICA, are eligible to submit to the Section of Indigenous and Traditional Peoples' Cinema.

Sole Paragraph. The festival organization may at any time request from those responsible for the submission to the Section of Indigenous and Traditional Peoples' Cinema documents that prove the requirements set out in the main provision and/or, if deemed necessary, appoint a heteroidentification committee to ensure compliance.

Art. 11. Parallel sections and special screenings will have no competitive status; their themes will be defined by the 27th FICA organization and their participating films will be invited by the organization or by curators appointed by it.

Art. 12. The same film may be submitted to more than one competitive section, provided it meets the conditions of these regulations, and must therefore make separate submissions for each section in which it wishes to participate.

Art. 13. For submission purposes, films not spoken in Portuguese must include subtitles in Portuguese or English.

Art. 13-A. The use of artificial intelligence tools in the creative process of submitted works is not prohibited, provided that such use is declared by the person responsible for the submission.

Sole paragraph. The declaration must appear in the credits of the audiovisual work or be sent by email to the festival's organizing team at contato.fica@ufg.br, specifying the stages of the creative process in which the tool was employed, such as pre-production, production, or post-production. The selection and curatorial committees may take this information into account when evaluating submitted works, particularly with regard to human authorship and the consistency of the work with the festival's principles and values.

V. CLARIFICATIONS
Art. 14. Interested parties may request clarifications by sending an email to contato.fica@ufg.br containing the requester's identification, reasons, and request.
§ 1. Requests for clarification must be submitted by 5:00 PM on 04/05/2026.
§ 2. Requests for clarification submitted after the deadline will not be considered.

Art. 15. Requests for clarification will be answered directly to the interested party before the final deadline for receiving submissions.

Art. 16. The 27th FICA organization reserves the right to publish responses to the most common questions from applicants in the Frequently Asked Questions section of the festival website.

VI. SELECTION
Art. 17. A selection committee composed of 8 (eight) members will select, from among the submitted works, those that will participate in the Washington Novaes International Competitive Section, with full authority to disqualify works that do not meet the criteria of the 27th FICA or do not comply with the requirements of these regulations.

§ 1. The Selection Committee for the Washington Novaes International Competitive Section will be composed of professionals with proven experience and knowledge in the audiovisual field, as follows:
1 (one) member appointed by the State University of Goiás (UEG);
1 (one) member appointed by the State Council of Culture;
1 (one) member appointed by the Federal Institute of Goiás (IFG);
5 (five) members selected through Public Call No. 01/2026.

§ 2. For the Washington Novaes International Competitive Section, 6 (six) feature films and 8 (eight) short or medium-length films will be selected, with at least 3 (three) feature films and 3 (three) short or medium-length films required to be non-Brazilian.

§ 3. Among the films selected for the Washington Novaes International Competitive Section, there must be at least 3 (three) films made in the state of Goiás, regardless of their length, to compete for the João Bennio Prize for best production made in Goiás.

§ 4. The FICA 2026 organization will designate one of the committee members as president, who will be responsible for conducting proceedings and preparing the decision minutes, and will also have a casting vote in the event of a tie.

Art. 18. A selection committee composed of 3 (three) members, selected through Public Call No. 01/2026, will choose, from among the submitted works, those that will participate in the Films Made in Goiás Cinema Section and the Becos da Minha Terra Section with full authority to disqualify works that do not meet the criteria of the 27th FICA or do not comply with the requirements of these regulations.

§ 1. 3 (three) feature films and 6 (six) short films will be selected for the Films Made in Goiás Cinema Section.

§ 2. At least 5 (five) and at most 10 (ten) short films will be selected for the Becos da Minha Terra Section for Vilaboense Films.

§ 3. The FICA 2026 organization will designate one of the committee members as president, who will be responsible for conducting proceedings and preparing the decision minutes.

Art. 19. The selection of films for the Section of Indigenous and Traditional Peoples' Cinema will be carried out by a curatorial team invited by the 27th FICA organization.

§ 1. The curatorial team referred to in the main provision must be Indigenous or belong to traditional peoples.

§ 2. 3 (three) feature films and 6 (six) short or medium-length films will be selected for the Section of Indigenous and Traditional Peoples' Cinema.

Art. 20. The same film may not be selected for more than one competitive section of the 27th FICA.

Sole Paragraph. If the same film is selected by the committees or the curatorial team for more than one competitive section of the 27th FICA, the festival coordination will determine in which section it will be placed, and the selection committee or curatorial team of the section from which the film was removed must indicate a substitute.

Art. 21. The participation in any competitive section of the FICA is prohibited for films that have, among their credited professionals or shareholders of their production or co-production companies, except for acknowledgment credits:
members of the organization, selection committees, and curatorial teams of the festival's competitive sections, as well as their spouses and relatives up to the second degree;
members of the award juries, as well as their spouses and relatives up to the second degree;
employees, outsourced staff, commissioned officers, civil servants, interns, and similar staff of the Educational and Cultural Radio and Television Foundation (Fundação RTVE) and/or the Office of Extension and Culture (Proec) of UFG, as well as their spouses and relatives up to the second degree;
employees, outsourced staff, commissioned officers, civil servants, interns, and similar staff of the State Secretariat of Culture of Goiás (Secult Goiás), as well as their spouses and relatives up to the second degree;
members of the State Council of Culture of Goiás, as well as their spouses and relatives up to the second degree;
members appointed to the Qualification and Selection Committees of Public Call No. 01/2026, as well as their spouses and relatives up to the second degree.

Art. 22. The decisions of the selection committees and curatorial teams of the 27th FICA are final, irrevocable, and sovereign.

Art. 23. The list of works selected for the competitive sections of the 27th FICA will be published on the festival website by April 18, 2026, with this deadline subject to extension at the organization's discretion.

VII. SELECTED WORKS
Art. 24. Exhibition copies of selected films must, without exception, be submitted by May 25, 2026 via a download link, complying with the following technical specifications:

I. Copy in DCP format without KDM with the following specifications:
a) Resolution: 2K
b) Aspect ratio: 16x9 or 2.35
c) Encoding: JPEG 2000 (preferably with variable bitrate)
d) Bitrate: 200 Mbit/s or less
e) Frame Rate: 24fps, 25fps, 30fps, or 48fps
f) Audio Format: 2.0 or 5.1
g) Channel Distribution: as recommended by ISCDF;
h) Subtitle Format: preferably burned directly into the image or in SRT, XML, or PNG formats.

II. For selected films that do not have a copy in this format, the festival will produce a DCP copy at no cost from a copy that meets the following specifications:
a) Codec: ProRes, ProRes 444, or ProRes HQ
b) Resolution: HD (1920 x 1080) or 2K
c) Scan: Progressive
d) Color Sampling: 4:2:2 or 4:4:4
e) Frame rate: 23.98fps, 24fps, 25fps, 29.97fps
f) Sound: Stereo 2.0 or PCM Linear 5.1
g) Channel Distribution: L-R or L-R-C-Sub-LS-RS

Art. 25. For selected films not spoken in Portuguese, a subtitled copy in Portuguese must be submitted or, if unavailable, a dialogue list in English or Portuguese and a copy without subtitles.

Sole Paragraph. The festival will be responsible for the translation and production of Portuguese subtitles for films not spoken in Portuguese that do not have this resource.

Art. 26. For selected films spoken in Portuguese, a subtitled copy in English should preferably be submitted or, if unavailable, a dialogue list in English or Portuguese and a copy without subtitles.

Sole Paragraph. The festival will be responsible for the translation and production of English subtitles for films spoken in Portuguese that do not have this resource, in order to make them accessible to non-Portuguese-speaking audiences.

VIII. EXHIBITION
Art. 27. Films selected for the sections of the 27th FICA will be screened in in-person sessions in the City of Goiás and in online sessions on the festival's web platform, which will have geoblocking for viewing films only within Brazilian territory.

§ 1. Exhibition sessions, both in the City of Goiás and on the online platform, will be scheduled at the organization's discretion during the period from June 16 to 21, 2026.

§ 2. Filmmakers who do not wish to have their film shown on the online platform must indicate this option in the appropriate field on the submission form.

Art. 28. All films selected for the competitive sections of the 27th FICA will receive a licensing fee for their exhibition:
Each feature film selected for the festival will receive BRL 4,000.00 (four thousand reais);
Each short film or medium-length film selected for the festival will receive BRL 3,000.00 (three thousand reais).

§ 1. The above amounts are cumulative with any prizes the production may receive during the festival.

§ 2. All legally applicable taxes and fees will be deducted from the amounts listed above.
IX. AWARDS

Art. 29. The Official Jury of the Washington Novaes International Competitive Section of the 27th FICA will be composed of 7 (seven) members of distinguished standing in the audiovisual or environmental field, one of whom will be designated as president and will be responsible for the meeting minutes.

Art. 30. The Official Jury of the Washington Novaes International Competitive Section will grant the following prizes:
Cora Coralina Prize of BRL 35,000.00 (thirty-five thousand reais) and certificate for best feature film;
Acari Passos Prize of BRL 15,000.00 (fifteen thousand reais) and certificate for best short film or medium-length film;
Carmo Bernardes Prize of BRL 10,000.00 (ten thousand reais) and certificate for best direction;
João Bennio Prize of BRL 20,000.00 (twenty thousand reais) and certificate for best Goiano film;
The Official Jury of the 27th FICA may, at its discretion, grant up to 1 (one) honorable mention to films of its choice, which will receive a festival certificate.

Art. 31. The Washington Novaes International Competitive Section of the 27th FICA will also have a Youth Jury, composed of 3 (three) undergraduate students, aged up to 29 (twenty-nine) years, preferably from the City of Goiás, enrolled in cinema, environmental studies, or related fields, appointed by public educational institutions in the state of Goiás. The Youth Jury will grant the Jesco Von Putkammer Prize of BRL 10,000.00 (ten thousand reais) and a certificate for the best film chosen by the Youth Jury.

§ 1. One of the jury members will be designated as president and will be responsible for the meeting minutes.

§ 2. The Youth Jury may not grant honorable mentions.

Art. 32. The Washington Novaes International Competitive Section will also have a Press Jury, composed of 3 (three) professionals appointed by Brazilian media outlets, which will grant the José Petrillo Prize of BRL 10,000.00 (ten thousand reais) and a certificate for the best film chosen by the Press Jury.

§ 1. One of the jury members will be designated as president and will be responsible for the meeting minutes.

§ 2. The Press Jury may not grant honorable mentions.

Art. 33. Through a public vote at the 27th FICA, conducted via the festival's online platform, the Luiz Gonzaga Soares Prize of BRL 10,000.00 (ten thousand reais) and a certificate will be granted for the best film chosen by the Audience Jury.

Art. 34. The Films Made in Goiás Cinema Section and the Becos da Minha Terra Section for Vilaboense Films will be judged by the same jury, composed of 3 (three) members of distinguished standing in the audiovisual field, one of whom will be designated as president and will be responsible for the meeting minutes.

Art. 35. The jury will grant the following prizes for the Films Made in Goiás Cinema Section:
Best feature film: BRL 35,000.00 (thirty-five thousand reais);
Best short film: BRL 15,000.00 (fifteen thousand reais);
Best direction of a feature film: BRL 10,000.00 (ten thousand reais);
Best direction of a short film: BRL 10,000.00 (ten thousand reais);
Best cinematography: BRL 10,000.00 (ten thousand reais);
Best screenplay: BRL 10,000.00 (ten thousand reais);
Best editing: BRL 10,000.00 (ten thousand reais);
Best performance: BRL 10,000.00 (ten thousand reais);
Best sound: BRL 10,000.00 (ten thousand reais);
Best musical score: BRL 10,000.00 (ten thousand reais);
Best production design: BRL 10,000.00 (ten thousand reais).

§ 1. The jury of the Goiano Cinema Section may not grant honorable mentions.

Art. 36. The jury will grant the following prizes for the Becos da Minha Terra Section for Vilaboense Films:
Best film: BRL 15,000.00 (fifteen thousand reais);
Best editing: BRL 10,000.00 (ten thousand reais);
Best direction: BRL 10,000.00 (ten thousand reais);
Best sound: BRL 10,000.00 (ten thousand reais);
Best screenplay: BRL 10,000.00 (ten thousand reais).

§ 1. The jury of the Becos da Minha Terra Section may not grant honorable mentions.

Art. 37. The Section of Indigenous and Traditional Peoples' Cinema will be judged by a jury composed of 3 (three) members of distinguished standing in the audiovisual field, composed mainly of Indigenous people and/or members of traditional peoples, one of whom will be designated as president and will be responsible for the meeting minutes.

Art. 38. The jury will grant the following prizes for the Section of Indigenous and Traditional Peoples' Cinema:
Best feature film: BRL 35,000.00 (thirty-five thousand reais);
Best short or medium-length film: BRL 15,000.00 (fifteen thousand reais).

§ 1. The jury may grant up to 1 (one) honorable mention to a film of its choice, which will receive a FICA 2026 certificate.

Art. 39. The decisions of the award juries of the 27th FICA are sovereign and final.

Art. 40. Other prizes offered by national or international institutions will be accepted, provided they are previously approved by the festival organization, with the selection, delivery, payment of taxes, duties, and other charges being the responsibility of the proposing institutions.

Art. 41. Prize payments will be made upon submission of an invoice by the director or the responsible company.

Sole Paragraph. All prize amounts described above are gross values, from which all legally applicable taxes will be deducted.

Art. 42. Films awarded at the 27th FICA, upon authorization by the filmmaker at the time of submission, will remain available on the festival platform for exhibition until July 31, 2026.

Art. 43. Selected films, upon authorization by the producers or directors at the time of submission, may be screened, free of charge, for a period of 365 (three hundred and sixty-five) days, in the traveling sections and special programming of the State Secretariat of Culture (Secult Goiás) of the Government of Goiás and the Federal University of Goiás (UFG), including screenings on TV UFG, on the Canal Saúde of the Oswaldo Cruz Foundation, on TV Brasil Central (TBC), and on TV Alego.

X. SCHEDULE

Art. 44. The schedule for these regulations is as follows:
Publication of the Regulations: 03/12/2026
Receipt of clarification requests: by 5:00 PM on 04/05/2026
Submission Period: 03/12/2026 until 5:00 PM on 04/12/2026
Film selection period: 04/09/2026 to 05/15/2026
Publication of selected films list: 05/18/2026
Deadline for submission of exhibition copies for selected films: 05/25/2026

XI. GENERAL AND FINAL PROVISIONS

Art. 45. The 27th FICA organization reserves the right to screen, free of charge, in cinemas, on television, and on the internet, up to 3 (three) minutes of selected works for festival promotion purposes.

Art. 46. The submission of the registration form by the producer or director of the audiovisual work implies full acceptance of these regulations.
Sole Paragraph. These regulations are written in Portuguese and English; in case of doubt, the Portuguese interpretation prevails.

Art. 47. The person responsible for the submission declares to hold all rights necessary for the exhibition of the work at the festival, taking full responsibility for any claims by third parties relating to copyright, neighboring rights, or image rights.

Art. 48. Personal data provided at the time of submission will be processed by the festival organization exclusively for purposes of managing the selection process and executing the event, pursuant to Law No. 13,709/2018 (General Personal Data Protection Law — LGPD).

Art. 49. Cases not covered by these regulations will be resolved by the 27th FICA organization and the State Secretariat of Culture of Goiás, and their decisions will be final.

REGULAMENTO DE SELEÇÃO DE FILMES PARA AS MOSTRAS COMPETITIVAS DE CINEMA DO
27º FESTIVAL INTERNACIONAL DE CINEMA E VÍDEO AMBIENTAL - FICA 2026

I. APRESENTAÇÃO
O Governo do Estado de Goiás, por meio da Secretaria de Estado da Cultura (Secult Goiás), e a Universidade Federal de Goiás (UFG), tendo como interveniente a Fundação Rádio e Televisão Educativa e Cultural (Fundação RTVE), mediante cooperação mútua estabelecida no Convênio 01/2023 (Secult Goiás), tornam público o Regulamento das Mostras de Cinema do 27º Fica - Festival Internacional de Cinema e Vídeo Ambiental.

II. DA DATA, DO LOCAL E DA ORGANIZAÇÃO
Art. 1º O 27º Fica, Festival Internacional de Cinema e Vídeo Ambiental, ocorrerá no período de 16 a 21 de junho de 2026, com atividades online e atividades presenciais na Cidade de Goiás/GO.

III. DA FINALIDADE
Art. 2º O 27º Fica tem como finalidade exibir, premiar e divulgar filmes de curta-metragem (aqueles com até 30 minutos de duração), de média-metragem (mais de 30 minutos e menos de 70 minutos de duração) e de longa-metragem (70 minutos ou mais de duração), de todos os gêneros, produzidos no Brasil ou no exterior, além de promover ações de difusão, produção e capacitação nas áreas audiovisual e ambiental.

Art. 3º O 27º Fica realizará as seguintes mostras de filmes:
I. Mostra Competitiva Internacional Washington Novaes de Filmes com Temática Ambiental;
II. Mostra Competitiva do Cinema Goiano (temática livre);
III. Mostra Competitiva Becos da Minha Terra de Filmes Vilaboenses (temática livre);
IV. Mostra Internacional de Cinema Indígena e de Povos Tradicionais;
V. Sessões Especiais e Mostras Paralelas.

IV. DA INSCRIÇÃO
Art. 4º As inscrições estarão abertas no período de 12/03/2026 até às 17h00 do dia 12/04/2026, conforme horário oficial de Brasília/DF, por meio do preenchimento de ficha de inscrição eletrônica no site oficial do Fica e/ou em plataformas de inscrições definidas pela organização do festival.

Art. 5º No ato da inscrição, deverá ser fornecido o link do filme com senha (se houver) em formato de arquivo e armazenamento que permita tanto a visualização online, quanto o download, se necessário.

Art. 6º Estão aptos a se inscrever na Mostra Competitiva Internacional Washington Novaes filmes de qualquer duração, produzidos no Brasil ou em qualquer país, lançados a partir de 1º de janeiro de 2024 e que não tenham sido selecionados para qualquer das mostras competitivas em edições anteriores do Fica - Festival Internacional de Cinema e Vídeo Ambiental.

Art. 7º Para fins de cumprimento das cotas de programação e seleção das mostras competitivas do 27º Fica – Festival Internacional de Cinema e Vídeo Ambiental, serão adotados os seguintes critérios para definição da nacionalidade das obras audiovisuais inscritas.

I. Será considerado filme brasileiro:
a) aquele cujos direitos patrimoniais sejam integralmente detidos por pessoas físicas ou jurídicas brasileiras;
b) aquele realizado em regime de coprodução internacional com participação de empresa produtora brasileira, desde que:

1. a participação brasileira seja majoritária, correspondendo a percentual igual ou superior a 51% dos direitos patrimoniais da obra.
2. a obra possua Certificado de Produto Brasileiro (CPB) emitido pela Agência Nacional do Cinema – ANCINE, ou
3. a participação brasileira seja majoritária, correspondendo a percentual igual ou superior a 51% dos direitos patrimoniais da obra.

II. Será considerado filme estrangeiro:
a) aquele cujos direitos patrimoniais sejam integralmente detidos por pessoas físicas ou jurídicas estrangeiras;
b) aquele realizado em regime de coprodução internacional com participação brasileira minoritária, correspondente a percentual inferior a 50% dos direitos patrimoniais da obra, e que não possua Certificado de Produto Brasileiro (CPB) emitido pela Agência Nacional do Cinema – ANCINE.

Parágrafo único. A organização do festival poderá, a qualquer tempo, solicitar aos responsáveis pela inscrição da obra documentos comprobatórios das condições previstas neste artigo, incluindo contrato de coprodução, documentação societária da produtora e certificado emitido pela ANCINE, quando aplicável.

Art. 8º Estão aptos a se inscrever para a Mostra do Cinema Goiano curtas-metragens (até 30 minutos de duração) e longas-metragens (acima de 70 minutos de duração) goianos, de qualquer temática e gênero, lançados a partir de 1º de janeiro de 2024, desde que não tenham sido selecionados para qualquer das mostras competitivas em edições anteriores do Fica - Festival Internacional de Cinema e Vídeo Ambiental.

§ 1º Entende-se como filme goiano aqueles cujos direitos patrimoniais sejam, em sua maior parte, detidos por pessoa física residente no estado de Goiás ou por pessoa jurídica sediada em Goiás, em qualquer desses casos, por no mínimo dois anos.

§ 2º No ato da inscrição, o produtor ou o realizador responsável pelo filme deverá identificar a obra cinematográfica como produção do estado de Goiás, responsabilizando-se legalmente pela veracidade da informação.

§ 3º A organização do festival poderá, a qualquer tempo, solicitar dos responsáveis pela inscrição documentos que comprovem a identificação do filme como goiano, nos termos estabelecidos neste regulamento.

Art. 9º Estão aptos a se inscrever na Mostra Becos da Minha Terra de Filmes Vilaboenses curtas-metragens (até 30 minutos de duração) realizados na Cidade de Goiás, sem limite de data, de qualquer temática e gênero, desde que não tenham sido selecionados para qualquer das mostras competitivas em edições anteriores do Fica - Festival Internacional de Cinema e Vídeo Ambiental.

§ 1º Entende-se como curta-metragem realizado na Cidade de Goiás filme com duração de até 30 (trinta) minutos, cujo diretor tenha sido residente na Cidade de Goiás no ano de sua realização.

§ 2º No ato da inscrição, o produtor ou o realizador responsável pelo filme deverá identificar a obra cinematográfica como produção da Cidade de Goiás, responsabilizando-se legalmente pela veracidade da informação.

§ 3º A organização do festival poderá, a qualquer tempo, solicitar dos responsáveis pela inscrição da obra identificada como produção da Cidade de Goiás documentos que comprovem essa condição nos termos estabelecidos neste regulamento.

Art. 10º Estão aptos a se inscrever, na Mostra de Cinema Indígena e de Povos Tradicionais, filmes de qualquer nacionalidade e de qualquer duração e gênero, lançados a partir de 1o de janeiro de 2024, que tenham como diretor(a), roteirista ou como um de seus(suas) produtores(as) pessoa pertencente a comunidade indígena ou tradicional, desde que não tenham sido selecionados para qualquer das mostras competitivas em edições anteriores do Fica - Festival Internacional de Cinema e Vídeo Ambiental.

Parágrafo Único. A organização do festival poderá, a qualquer tempo, solicitar dos responsáveis pela inscrição de obra na Mostra de Cinema Indígena e de Povos Tradicionais, documentos que comprovem as exigências do caput e/ou, se julgar necessário, designar comissão de heteroidentificação para assegurar seu cumprimento.

Art. 11º As mostras paralelas e sessões especiais não terão status competitivo, sua temática será definida pela organização do 27o Fica e seus filmes participantes serão convidados pela organização ou por curadores por ela designados.

Art. 12º Um mesmo filme poderá ser inscrito para mais de uma mostra competitiva, desde que atenda às condições deste regulamento, devendo, para tanto, realizar inscrições separadas para cada mostra de que deseje participar.

Art. 13º Para a inscrição, o filme não falado em língua portuguesa deverá ter legendas em português ou em inglês.

Art.13-A. O uso de ferramentas de inteligência artificial no processo criativo das obras inscritas não é vedado, devendo, entretanto, ser declarado pelo responsável pela inscrição.

Parágrafo único. A declaração deverá constar nos créditos da obra audiovisual ou ser enviada por correio eletrônico à organização do festival, por meio do endereço contato.fica@ufg.br, especificando as etapas do processo criativo em que a ferramenta foi empregada, tais como pré-produção, produção ou pós-produção. As comissões de seleção e curadoria poderão considerar essa informação no processo de avaliação das obras, especialmente no que se refere à autoria humana e à coerência da obra com os princípios e valores do festival.”

V. ESCLARECIMENTOS

Art. 14º Interessados poderão pedir esclarecimentos por meio de correio eletrônico enviado ao endereço contato.fica@ufg.br contendo identificação do requerente, razões e pedido.

§ 1º Os pedidos de esclarecimento devem ser apresentados até as 17h00 do dia 05/04/2026.

§ 2º Não serão conhecidos os pedidos de esclarecimento apresentados intempestivamente.

Art. 15º Os pedidos de esclarecimento serão respondidos diretamente ao interessado antes do prazo final para o recebimento das inscrições.

Art. 16º A organização do 27o Fica reserva-se o direito de publicar as respostas das dúvidas mais comuns dos proponentes na seção Perguntas Frequentes do site do festival.

VI. DA SELEÇÃO

Art. 17º Uma comissão de seleção composta por 8 (oito) membros selecionará, entre as obras inscritas, aquelas que participarão da Mostra Competitiva Internacional Washington Novaes, tendo total autonomia para desclassificar as obras que não se enquadrarem nos critérios do 27º Fica – Festival Internacional de Cinema e Vídeo Ambiental, ou que não atendam às exigências do presente regulamento.

§ 1º A Comissão de Seleção da Mostra Competitiva Internacional Washington Novaes será formada por profissionais com comprovada atuação e conhecimento na área audiovisual, sendo:

I. 1 (um) membro indicado pela Universidade Estadual de Goiás (UEG);
II. 1 (um) membro indicado pelo Conselho Estadual de Cultura;
III. 1 (um) membro indicado pelo Instituto Federal de Goiás (IFG);
IV. 5 (cinco) membros selecionados por meio da chamada pública no 01/2026.

§ 2º Serão selecionados, para a Mostra Competitiva Internacional Washington Novaes, 6 (seis) longas-metragens e 8 (oito) curtas ou médias-metragens, devendo no mínimo 3 (três) longas-metragens e 3 (três) curtas ou médias-metragens obrigatoriamente serem não-brasileiros.

§ 3º Entre os filmes selecionados para a Mostra Competitiva Internacional Washington Novaes deverá haver pelo menos 3 (três) filmes goianos, independentemente de sua duração, para participarem da Mostra concorrendo ao Prêmio João Bennio de melhor produção goiana.

§ 4º A organização do Fica 2026 designará, entre os membros da comissão, um presidente, que ficará responsável pela condução dos trabalhos e elaboração da ata de decisão, tendo também o voto de qualidade em caso de decisões por votação que terminem em empate.

Art. 18º Uma comissão de seleção composta por 3 (três) membros selecionados, por meio da chamada pública no 01/2026, escolherá, entre as obras inscritas, aquelas que participarão das Mostras do Cinema Goiano e Becos da Minha Terra de Filmes Vilaboenses, tendo total autonomia para desclassificar as obras que não se enquadrarem nos critérios do 27º Fica ou que não atendam às exigências do presente regulamento.

§ 1º Serão selecionados para a Mostra do Cinema Goiano 3 (três) longas-metragens e 6 (seis) curtas-metragens.

§ 2º Serão selecionados para a Mostra Becos da Minha Terra de Filmes Vilaboenses pelo menos 5 (cinco) e no máximo 10 (dez) curtas-metragens.

§ 3º A organização do Fica 2026 designará, entre os membros da comissão, um presidente, que ficará responsável pela condução dos trabalhos e elaboração da ata de decisão.

Art. 19º A seleção dos filmes para a Mostra de Cinema Indígena e de Povos Tradicionais será realizada por curadoria convidada pela organização do 27º Fica.

§ 1º A curadoria prevista no caput deverá obrigatoriamente ser indígena ou pertencer a povos tradicionais.

§ 2º Serão selecionados para a Mostra de Cinema Indígena e Povos Tradicionais 3 (três) longas-metragens e 6 (seis) curtas ou médias-metragens.

Art. 20º Um mesmo filme não poderá ser selecionado para mais de uma das mostras competitivas do 27º Fica.

Parágrafo Único. No caso de um mesmo filme ser selecionado pelas comissões ou pela curadoria para mais de uma mostra competitiva do 27o Fica, caberá à coordenação do festival definir em que mostra ele será alocado, cumprindo à comissão de seleção ou à curadoria da mostra da qual o filme foi retirado indicar um substituto.

Art. 21º É vedada a participação, em qualquer das mostras competitivas do Fica, de filmes que tenham, entre seus profissionais creditados ou sócios de suas empresas produtoras ou co-produtoras, excetuando-se créditos de agradecimento:

I. membros da organização, das comissões de seleção e das curadorias das mostras competitivas do festival, bem como cônjuges e familiares até segundo grau;
II. membros dos júris de premiação, bem como cônjuges e familiares até segundo grau;
III. empregados, funcionários terceirizados, ocupantes de cargos comissionados, servidores, estagiários e afins da Fundação Rádio e Televisão Educativa e Cultural (Fundação RTVE) e/ou da Pró-Reitoria de Extensão e Cultura (Proec) da UFG, bem como cônjuges e familiares até segundo grau;
IV. empregados, funcionários terceirizados, ocupantes de cargos comissionados, servidores, estagiários e afins da Secretaria de Estado da Cultura de Goiás (Secult Goiás), bem como seus cônjuges e familiares até segundo grau;
V. membros do Conselho Estadual de Cultura de Goiás, bem como seus cônjuges e familiares até segundo grau;
VI. membros nomeados para as Comissões de Habilitação e de Seleção da chamada pública nº 01/2026, bem como seus cônjuges e familiares até segundo grau.

Art. 22º As decisões das comissões de seleção e curadorias do 27o Fica são definitivas, irrevogáveis e soberanas.

Art. 23º A lista das obras selecionadas para as mostras competitivas do 27o Fica será publicada no site
do festival até 18 de abril de 2026, sendo esse prazo prorrogável a critério da organização.

VII. DAS OBRAS SELECIONADAS

Art. 24º As cópias para exibição dos filmes selecionados deverão, impreterivelmente, ser enviadas até o dia 25 de maio de 2026 por meio de link para download, obedecendo às seguintes especificações técnicas:

I. Cópia em formato DCP sem KDM com as seguintes especificações:
a) Resolução: 2K
b) Janela: 16x9 ou 2.35
c) Encoding: JPEG 2000 (preferencialmente com bitrate variável)
d) Bitrate: menor ou igual a 200 Mbit/s
e) Frame Rate: 24fps, 25 fps, 30 fps ou 48 fps
f) Formato de Áudio: 2.0 ou 5.1
g) Distribuição dos Canais: conforme recomendação da ISCDF;
h) Formato das legendas: preferencialmente queimadas diretamente na imagem ou em formatos SRT, XML ou PNG.

II. Para filmes selecionados que não disponham de cópia nesse formato, o festival produzirá sem custos uma cópia DCP a partir de uma cópia que obedeça às seguintes especificações:
a) Codec ProRes, ProRes 444 ou ProRes HQ
b) Resolução: HD (1920 x 1080) ou 2K
c) Escaneamento: Progressivo
d) Amostragem de cor: 4:2:2 ou 4:4:4
e) Frame rate: 23.98 fps 24 fps, 25fps, 29.97 fps
f) Som: Stereo 2.0 ou PCM Linear 5.1
g) Distribuição dos canais: L-R ou L-R-C-Sub-LS-RS

Art. 25º Para filmes selecionados que não sejam falados em português deverá ser enviada cópia legendada em português ou, caso não se disponha desse recurso, lista de diálogos em inglês ou em português e cópia sem legendas.

Parágrafo Único. O festival responsabilizar-se-á pela tradução e pela produção de legendas em português para os filmes não falados em português que não disponham desse recurso.

Art. 26º Para filmes selecionados que sejam falados em português deverá ser enviada, preferencialmente cópia legendada em inglês ou, caso não se disponha desse recurso, lista de diálogos em inglês ou em português e cópia sem legendas.

Parágrafo Único. O festival responsabilizar-se-á pela tradução e pela produção de legendas em inglês para os filmes falados em português que não disponham desse recurso, de forma a torná-los acessíveis ao público não falante de português.

VIII. DA EXIBIÇÃO

Art. 27º Os filmes selecionados para as mostras do 27o Fica serão exibidos em sessões presenciais na Cidade de Goiás e em sessões online na plataforma web do festival, que terá geobloqueio para visualização dos filmes apenas em território brasileiro.

§ 1º As sessões de exibição, tanto na Cidade de Goiás, quanto na plataforma online, serão programadas a critério da organização no período entre 16 e 21 de junho de 2026.

§ 2º O realizador que não desejar ter seu filme exibido na plataforma online deverá manifestar essa opção no campo apropriado na ficha de inscrição.

Art. 28º Todos os filmes selecionados para as mostras competitivas do 27o Fica receberão um valor a título de licenciamento pela sua exibição:

I. Cada longa-metragem selecionado para o festival receberá o valor de R$ 4.000,00 (quatro mil reais);
II. Cada curta-metragem ou média-metragem selecionado para o festival receberá o valor de R$ 3.000,00 (três mil reais).

§ 1º Os valores acima são acumuláveis com prêmios que a produção venha a receber durante o festival.

§ 2º Todos os impostos e taxas legalmente aplicáveis serão deduzidos dos valores listados acima.

IX. DA PREMIAÇÃO

Art. 29º O Júri Oficial da Mostra Competitiva Internacional Washington Novaes do 27º Fica será constituído por 7 (sete) membros de destacada atuação audiovisual ou ambiental, sendo que um deles será designado como presidente e ficará responsável pelas atas de reuniões.

Art. 30º O Júri Oficial da Mostra Competitiva Internacional Washington Novaes concederá os seguintes prêmios:

I. Prêmio Cora Coralina de R$ 35.000,00 (trinta e cinco mil reais) e certificado para o melhor longa-metragem;
II. Prêmio Acari Passos de R$ 15.000,00 (quinze mil reais) e certificado para o melhor filme de curta-metragem ou média-metragem;
III. Prêmio Carmo Bernardes de R$ 10.000,00 (dez mil reais) e certificado para a melhor direção;
IV. Prêmio João Bennio de R$ 20.000,00 (vinte mil reais) e certificado para o melhor filme goiano;
V. O Júri Oficial do 27º Fica poderá, a seu critério, conceder até 1 (uma) menção honrosa a filmes de sua escolha, que receberão um certificado do festival.

Art. 31º A Mostra Competitiva Internacional Washington Novaes do 27o Fica também terá um Júri Jovem, composto por 3 (três) alunos(as) de cursos de graduação, com idade de até 29 (vinte e nove) anos, preferencialmente da Cidade de Goiás, em cinema, meio ambiente ou áreas afins, indicados por instituições públicas de ensino do estado de Goiás, que concederá o Prêmio Jesco Von Putkammer de R$ 10.000,00 (dez mil reais) e certificado para o melhor filme escolhido pelo Júri Jovem.

§ 1º Um dos membros do júri será designado como presidente e ficará responsável pelas atas de reuniões.

§ 2º O Júri Jovem não poderá conceder menções honrosas.

Art. 32º A Mostra Competitiva Internacional Washington Novaes também terá o Júri da Imprensa, composto por 3 (três) profissionais indicados(as) por veículos brasileiros de imprensa, que concederá o Prêmio José Petrillo, de R$ 10.000,00 (dez mil reais), e certificado para o melhor filme escolhido pelo Júri da Imprensa.

§ 1º Um dos membros do júri será designado como presidente e ficará responsável pelas atas de reuniões.

§ 2º O Júri da Imprensa não poderá conceder menções honrosas.

Art. 33º Por meio de votação do público do 27º Fica, realizada por meio da plataforma online do festival, será concedido o Prêmio Luiz Gonzaga Soares de R$ 10.000,00 (dez mil reais) e certificado para o melhor filme escolhido pelo Júri Popular.

Art. 34º A Mostra de Cinema Goiano e a Mostra Becos da Minha Terra de Filmes Vilaboenses serão julgadas por um mesmo júri composto por 3 (três) membros de destacada atuação audiovisual, sendo que um deles será designado como presidente e ficará responsável pelas atas de reuniões.

Art. 35º O júri concederá os seguintes prêmios para a Mostra de Cinema Goiano:
I. Melhor filme de longa-metragem: R$ 35.000,00 (trinta e cinco mil reais);
II. Melhor filme de curta-metragem: R$ 15.000,00 (quinze mil reais);
III. Melhor direção de longa-metragem: R$ 10.000,00 (dez mil reais);
IV. Melhor direção de curta-metragem: R$ 10.000,00 (dez mil reais);
V. Melhor direção de fotografia: R$ 10.000,00 (dez mil reais);
VI. Melhor roteiro: R$ 10.000,00 (dez mil reais);
VII. Melhor montagem: R$ 10.000,00 (dez mil reais);
VIII. Melhor atuação: R$ 10.000,00 (dez mil reais);
IX. Melhor som: R$ 10.000,00 (dez mil reais);
X. Melhor trilha musical: R$ 10.000,00 (dez mil reais);
XI. Melhor direção de arte: R$ 10.000,00 (dez mil reais).

§ 1º O júri da Mostra do Cinema Goiano não poderá conceder menções honrosas.

Art. 36º O júri concederá os seguintes prêmios para a Mostra Becos da Minha Terra de Filmes Vilaboenses:
I. Melhor filme: R$ 15.000,00 (quinze mil reais);
II. Melhor montagem: R$ 10.000,00 (dez mil reais);
III. Melhor direção: R$ 10.000,00 (dez mil reais);
IV. Melhor som: R$ 10.000,00 (dez mil reais);
V. Melhor roteiro: R$ 10.000,00 (dez mil reais).

§ 1º O júri da Mostra Becos da Minha Terra não poderá conceder menções honrosas

Art. 37º A Mostra de Cinema Indígena e de Povos Tradicionais será julgada por júri composto por 3 (três) membros de destacada atuação audiovisual, majoritariamente, composto por indígenas e/ou membros de povos tradicionais, sendo que um deles será designado como presidente e ficará responsável pelas atas de reuniões.

Art. 38º O júri concederá os seguintes prêmios para a Mostra de Cinema Indígena e Povos Tradicionais:

I. Melhor longa-metragem: R$ 35.000,00 (trinta e cinco mil reais);
II. Melhor curta ou média-metragem: R$ 15.000,00 (quinze mil reais).

§ 1º O júri poderá conceder até 1 (uma) menção honrosa para um filme de sua escolha, que receberá um certificado do Fica 2026.

Art. 39º As decisões dos júris de premiação do 27o Fica são soberanas e irrecorríveis.

Art. 40º Serão admitidos outros prêmios oferecidos por instituições nacionais ou internacionais, desde que previamente aprovados pela organização do festival, sendo a escolha, a entrega, o pagamento de impostos, os tributos e os demais encargos de responsabilidade das instituições que os propuserem.

Art. 41º O pagamento dos prêmios será feito mediante apresentação de nota fiscal pelo realizador ou pela empresa responsável.

Parágrafo Único. Todos os valores das premiações descritos acima são brutos e serão descontados todos os impostos legalmente incidentes.

Art. 42º Os filmes premiados no 27o Fica, mediante autorização do(a) realizador(a) no momento da inscrição, ficarão disponíveis na plataforma do festival para exibição até 31 de julho de 2026.

Art. 43º Os filmes selecionados, mediante autorização dos produtores ou dos realizadores no momento da inscrição, poderão ser exibidos, sem ônus, por um prazo de 365 (trezentos e sessenta e cinco) dias, nas mostras itinerantes e nas programações especiais da Secretaria de Estado da Cultura (Secult Goiás) do Governo de Goiás e da Universidade Federal de Goiás (UFG), incluindo exibições na TV UFG, no Canal Saúde da Fundação Oswaldo Cruz, na TV Brasil Central (TBC) e na TV Alego.

X. DO CRONOGRAMA

Art. 44º O cronograma deste regulamento está previsto a seguir:
Publicação do Regulamento: 12/03/2026
Recebimento dos pedidos de esclarecimento: até 17h00 do dia 05/04/2026
Período de Inscrições:12/03/2026 até 17h00 de 12/04/2026
Período de seleção dos filmes: 09/04/2026 a 15/05/2026
Publicação da lista de filmes selecionados: 18/05/2026
Prazo para envio da cópia para exibição para os filmes selecionados: 25/05/2026

XI. DAS DISPOSIÇÕES GERAIS E FINAIS

Art. 45º A organização do 27o Fica reserva-se o direito de exibição, sem ônus, em cinema, televisão e internet, de até 3 (três) minutos das obras selecionadas para efeito de divulgação do Festival.

Art. 46º O envio da inscrição pelo produtor (a) ou pelo (a) realizador (a) da obra audiovisual implica na aceitação plena deste regulamento.

Parágrafo Único. O presente regulamento está redigido em português e em inglês, prevalecendo, em caso de dúvida, a interpretação em português.

Art. 47º O responsável pela inscrição declara possuir todos os direitos necessários para a exibição da obra no festival, responsabilizando-se integralmente por eventuais reivindicações de terceiros relativas a direitos autorais, conexos ou de imagem.

Art. 48º. Os dados pessoais fornecidos no ato da inscrição serão tratados pela organização do festival exclusivamente para fins de gestão do processo seletivo e execução do evento, nos termos da Lei nº 13.709/2018 (Lei Geral de Proteção de Dados Pessoais – LGPD).

Art. 49º Os casos omissos neste regulamento serão dirimidos pela organização do 27º Fica e pela Secretaria de Estado da Cultura de Goiás, sendo suas decisões irrecorríveis.
