2024

PURPOSE OF THE CONTEST
Ensuring our country’s presence among the respected festivals in the field of culture and art.
To promote Safranbolu, a World Heritage City, on national and international platforms, contributing to the development of “Cultural Tourism” by showcasing our country’s existing cultural riches.
By leading the creation of information, documents, and document archives through documentary film, transfer them from generation to generation.
Making the audience meet documentary films ensures that the documentary as an art form receives the value it deserves.

ORGANIZATION
Safranbolu 25th International Golden Saffron Documentary Film Contest is organized and managed by Safranbolu Municipality. The Secretariat of the Festival is carried out by the Directorate of Cultural and Social Affairs.

CATEGORIES
The Contest is organized in 3 (three) main categories.
1. INTERNATIONAL DOCUMENTARY FEATURE FILM COMPETITION
There is no limitation of themes in this category
2. INTERNATIONAL DOCUMENTARY SHORT FILM COMPETITION
There is no limitation of themes in this category
3. CULTURAL HERITAGE AND CONSERVATION THEMED NATIONAL DOCUMENTARY FILM COMPETITION
Only documentary films with the theme of Cultural Heritage and Conservation can apply to this category.

TERMS OF PARTICIPATION
1) Documentaries produced after January 1, 2023 can participate in the contest. Films that have participated in the International Golden Saffron Documentary Film Competition previously are ineligible to participate. Except for the Golden Saffron Awards, having previously participated in and/or received awards from national or international competitions does not preclude participation in this competition.

2) The contest is held for amateur or professional documentary lovers over 18; however, members of the Festival Committee, Selective Committee, Festival Secretariat and Safranbolu Municipality cannot participate.

3) Participation is free.

4) The participants should indicate in which category they will participate in the application.

5) Competitors can participate in the contest with more than one work separately or in the same category.

6) Participants in the National Category of the competition must be citizen of the Republic of the Türkiye. Participants who are citizens of the Turkish Republic of Northern Cyprus (TRNC) may also compete in this category.

7) The works must be submitted by the director or the producer of the film. If the film is directed by more than one director, the applicant must obtain the written permission of the others and attach it to the application. In this case, the award is given to the applicant. The Festival Committee, the Festival Secretariat and the selective committee are not responsible for the problems arising from the sharing of the award.

8) The productions which have been taken in full HD format and higher resolutions (with file formats mxf, mov, mp4, etc.) can be participated in the contest.

9) Documentary films applying for the competition must not have been broadcast on TV and digital platforms (satellite, website, IPTV, digital platform, etc.) before. Hidden links or unlisted uploads to websites for contest applications are excluded from this rule.

10) The duration of the works to be included in the contest, including credits, must be;

APPLICATIONS

Participants can apply to the contest at www.filmfreeway.com directly and They can also reach detailed information via www.altinsafran.org.
Specified in the application criteria:

• Director's CV (Turkish and English)
• Brief summary of the film (Turkish and English)
• At least five frames (High Resolution) from the film
• 1 minute trailer of the movie
• If the film is in any language other than Turkish or English, both Turkish and English subtitles must be used. If the language of the film is in Turkish, only English subtitles are sufficient.
• Applicants of the films produced in other languages than Turkish, which made it to the finals, must submit the English (.srt) subtitle file.
• If deemed necessary, the Festival Secretariat may request documents / information about the director and the work.
• Films that pass the qualifiers and become finalists cannot be withdrawn from the competition in any way.
• The documents requested during the application are not returned to their owners. It is stored in the festival archive.
• Promotional films shot for commercial or touristic purposes are not considered documentaries by the festival.
Films which do not match these criteria will not be evaluated by the selection committee

EVALUATION
1) The members of the Pre-Selective Committee and the Selective Committee are determined by the Festival Executive Committee and the Festival Secretariat. The festival is approved by the Chairman of the Committee.
2) The Pre-Selective Committee and the Selective Committee consist of experts in their respective fields such as directors, professionals in the cinema sector, critics, producers, actors, artists, academicians, members of the press, cinema-related organizations, representatives from TRT (Turkish Radio and Television Corporation) and representatives from the Ministry of Culture and Tourism. Each member of the Committee, including the Chairman of Selective Committee, has only one voting right. On behalf of the Committee, the General Coordinator of the Festival takes part in the selective Committee as a natural member, but does not have the right to vote.
3) The Pre-Selective Committee presents up to 7 (seven) documentary films that meet the criteria and have passed the evaluation process in each category to the Selective Committee. The Pre-Selective Committee evaluates and selects the entries submitted for the competition based on compliance with the specifications, technical, aspects, aesthetics, creativity and category selections.
4) The Selective Committee determines the winners among the films that have made it to the final in each category, considering their creativity and artistic qualities.
5) The Selective Committees submit their decisions to the Festival Secretiat in writing, with reasons provided and signed, before the date of announcement of results. The decisions of the Pre-Selective Committee and the Selective Committee are final. Participants have no rihgt to appeal the results.
6) The qualifying results for the festival will be published on the websites www.altınsafran.org.tr and www.safranbolu.bel.tr The Finalists are informed about results by the secretariat via e-mail and phone.
7) In cases where the participating Works are deemed insufficient or do not meet the application requirements, the Selective Committee has the right not to award the award to anyone.

DISCLOSURE OF RESULTS
1) The awards will be announced at the awards ceremony on Saturday, June 01, 2024.
2) Finalists must attend the award ceremony to be held on June 01, 2024. If finalists do not participate, they are obliged to send a representative from the film production team.

CULTURAL HERITAGE AND CONSERVATION THEMED NATIONAL DOCUMENTARY FILM COMPETITION
Süha Arın Best Documentary Award 50.000 TL + Golden Saffron Award Statuette

1) The committee can give a special award on behalf of the institutions and organizations that contribute to the festival.
2) The Selective Committee may award special prizes without any monetary prize, except for the determined prize.
3) The cash prizes won are paid by the Safranbolu Municipality within 3 (three) months from the date of the Festival, by making legal deductions after the required documents are completed.

GENERAL CONDITIONS
1) Cargo, customs, freight and insurance costs arising from participation in the competition belong to the participant.
2) Safranbolu Municipality will send the prizes specified in the terms and conditions to the personal bank account/IBAN numbers that the beneficiaries will notify in writing. Suppose the beneficiaries do not send their Personal bank account/IBAN number and the documents and information requested by the organizing committee. In that case, the award time expires at the end of 1 (one) year from the result notification date. In the event of a statute of limitations, the right holder cannot claim any awards, royalties or similar.
3) With the participation in the contest, all regulations and conditions mentioned in this specification are deemed to have been accepted. The Festival Committee has the authority to decide on all matters not covered by this specification. The Festival Committee reserves the right to amend all of the issues specified in this specification.

SPECIAL CONDITIONS
1) Even if some of the productions that applied for the competition are not selected for the contest, they can be included in a special screening program by the Festival Secretariat with the producer's or the director's permission.
2) The films of the names who received the honorary and the labor award at the International Golden Saffron Documentary Film Festival are evaluated by the Festival Committee within the scope of the out-of-competition screening program.
3) The crews of the films competing in the festival are invited to the festival in the number and dates determined by the Festival Secretariat.

COPYRIGHT (USE) RIGHTS

In any display of the works awarded in the contest, the right to use belongs to the Festival Committee and Safranbolu Municipality, which runs the organization. Within the framework of these rights, Safranbolu Municipality will be able to use the awarded works in national and international cultural and artistic platforms, visual and written media, social media and wherever deemed appropriate non-commercially and indefinitely.

YARIŞMANIN AMACI

 Ülkemizin kültür sanat alanında saygın festivaller arasında olmasını sağlamak

 Dünya Miras Şehri Safranbolu’nun ulusal ve uluslararası platformlarda tanıtılmasını, ülkemizin var olan kültürel zenginliklerinin işlenmesini sağlayarak “Kültür Turizminin” gelişmesine katkıda bulunmak

 Belgesel film aracılığı ile bilgi, belge ve doküman arşivinin oluşturulmasına önderlik ederek nesilden nesile aktarılmasını sağlamak

 Belgesel filmleri seyirciyle buluşturarak, belgeselin hak ettiği değeri almasını sağlamak

ORGANİZASYON

Safranbolu 25. Uluslararası Altın Safran Belgesel Film Festivali bünyesinde düzenlenen Belgesel Film Yarışması’nın organizasyonunu, Festival Sekretaryasını yürüten Safranbolu Belediyesi Kültür ve Sosyal İşler Müdürlüğü tarafından yapılmaktadır.

KATEGORİLER

Yarışma 3 (üç) ana kategoride düzenlenmektedir.

1. ULUSLARARASI UZUN METRAJ BELGESEL FİLM YARIŞMASI:
Bu yarışma kategorisinde herhangi bir tema sınırlaması yoktur.

2. ULUSLARARASI KISA METRAJ BELGESEL FİLM YARIŞMASI:
Bu yarışma kategorisinde herhangi bir tema sınırlaması yoktur.

3. KÜLTÜREL MİRAS VE KORUMACILIK TEMALI ULUSAL BELGESEL FİLM YARIŞMASI:
Bu yarışma kategorisine sadece Kültürel Miras ve Korumacılık temalı belgesel filmler başvurabilir.

KATILIM KOŞULLARI

1) Yarışmaya, yapımı 1 Ocak 2023 tarihinden sonra gerçekleştirilen belgeseller katılabilir. Daha önce Uluslararası Altın Safran Belgesel Film Yarışmasına katılan filmler katılamazlar. Altın Safran Ödülleri hariç olmak üzere; daha önce ulusal ya da uluslararası yarışmalara katılmış ve/veya yarışmalardan ödül almış olmak bu yarışmaya katılmaya engel değildir.

2) Yarışma; Festival Komitesi, Seçici Kurul Üyeleri, Festival Sekretaryası ve Safranbolu Belediyesi personeli dışındaki, başvuru tarihi itibariyle 18 yaşını doldurmuş amatör, profesyonel ve tüm belgesel severlere açıktır.

3) Yarışmaya katılım ücretsizdir.

4) Yarışmacılar hangi kategoride ve dalda katılacaklarını başvuruda belirtirler.

5) Yarışmacılar, birden fazla eserle ayrı ya da aynı kategoride yarışmaya katılabilir.

6) Yarışmaya Ulusal Kategoride katılacak belgesel katılımcılarının T.C. vatandaşı olması şarttır. KKTC vatandaşı katılımcılar da bu kategoride yarışabilirler.

7) Eserlerin başvurusu yönetmen veya yapımcı tarafından yapılır. Eserde yönetmenliğin birden fazla kişi tarafından yapılması durumunda müracaatı yapan, diğerlerinin yazılı iznini almak ve başvuruya eklemek zorundadır. Bu durumda ödül, müracaatı yapan kişiye verilir. Ödülün paylaşımından doğacak uyuşmazlıklardan Festival Komitesi, Festival Sekretaryası ve Seçici Kurul sorumlu değildir.

8) Yarışmaya, TV yayına uygun teknik formatta (mxf, mov, mp4 vb. uzantılı full HD ve üzeri çözünürlükte) çekilmiş yapımlar katılabilir.

9) Yarışmaya başvuran belgesel filmlerin daha önce TV ve dijital platformlarda (uydu, web sitesi, iptv vb.) yayınlanmamış olması gerekir. Yarışma başvuruları için gizli link veya liste dışı olarak internet sitelerine yapılan yüklemeler bu kuralın dışındadır.

10) Yarışmaya katılacak eserlerin süresi başlangıç ve bitiş jenerikleri dahil olacak şekilde;

1. Uluslararası Uzun Metraj Belgesel Film Yarışması
En az 30’ dakika, en fazla 100’dakika olmalıdır.

2. Uluslararası Kısa Metraj Belgesel Film Yarışması
En fazla 30’ dakika olmalıdır.

3. Kültürel Miras ve Korumacılık Temalı Ulusal Belgesel Film Yarışması
En fazla 90’ dakika olmalıdır.

BAŞVURULAR

Yarışmacılar; www.filmfreeway.com web adresinden yarışmaya direkt başvuru yapabilirler. Ayrıca www.altinsafran.org üzerinden detaylı bilgiye ulaşabilirler.
Başvuru kriterlerinde bulunan:

• Yönetmenin özgeçmişi (Türkçe ve İngilizce),
• Filmin Türkçe ve İngilizce kısa özeti,
• Filmden en az beş kare ( yüksek çözünürlükte) görüntü,
• Filmin en fazla bir dakikalık fragmanı olmalıdır.
• Film, Türkçe ve İngilizce dışındaki herhangi bir dilde ise Türkçe ve İngilizce altyazı kullanılmalıdır. Türkçe ise sadece İngilizce altyazı kullanılmalıdır.
• Finale kalan Türkçe dışında üretilmiş filmlerin başvuru sahipleri, İngilizce (.srt) altyazı dosyasını teslim etmekle yükümlüdür.
• Gerekli görüldüğü takdirde yarışma Sekretaryası, yönetmen ve eser hakkında doküman/bilgi talep edebilir.
• Ön elemeyi geçip finalist olan filmler hiçbir şekilde yarışmadan çekilemez.
• Başvuru sırasında istenen belgeler sahiplerine iade edilmez. Festival arşivinde saklanır.
• Ticari ya da turistik amaçlarla çekilen tanıtım filmleri belgesel olarak değerlendirilmez.

 Kriterleri sağlamayan filmler Ön Seçici Kurul tarafından değerlendirmeye alınmayacaktır.

DEĞERLENDİRME

1) Ön Seçici Kurul ve Seçici Kurul üyeleri; Festival İcra Komitesi ve Festival Sekretaryası tarafından belirlenir. Festival Komite Başkanı tarafından onaylanır.

2) Ön Seçici Kurul ve Seçici Kurul; yönetmen, sinema sektörü çalışanı, eleştirmen, yapımcı, oyuncu, sanatçı, akademisyen, basın mensubu, sinema ile ilgili kuruluşlar, TRT temsilcisi ve Kültür ve Turizm Bakanlığı temsilcisi üyeleri gibi kendi alanında uzman kişilerden oluşur. Seçici Kurul Başkanı dahil, Kurul üyelerinin yalnızca bir oy hakkı vardır. Komite adına da Festival Sekretaryasından bir temsilci doğal üye olarak Seçici Kurulda yer alır ancak oy hakkına sahip değildir.

3) Ön Seçici Kurul, her kategoride kriterlere uyan ve değerlendirmeden geçen en fazla 7 (yedi) adet belgesel filmi, Seçici Kurula sunar. Ön Seçici Kurul, yarışma için başvuruda bulunan eserlerin; şartnameye uygunluk, teknik, estetik, yaratıcılık ve kategori seçimleri yönünden değerlendirmesini ve elemesini yapar.

4) Seçici Kurul; her kategoride finale kalan filmler arasından filmlerin yaratıcılık ve sanatsal niteliklerini gözeterek dereceye girenleri belirler.

5) Seçici Kurullar, kararlarını; yazılı, gerekçeli ve imzalı olarak sonuçların açıklanacağı tarihten önce Festival Sekretaryasına sunarlar. Ön Seçici Kurul ve Seçici Kurulun kararları kesindir. Katılımcıların sonuçlara itiraz etme hakkı yoktur.

6) Ön değerlendirme sonuçları www.altinsafran.org ve www.safranbolu.bel.tr web sitelerinde yayınlanacak olup, sonuçlar ön elemeyi geçen eser sahiplerinin mail adreslerine doğrudan ve telefonla bildirilir.

7) Katılan eserlerin yetersiz görülmesi, başvuru şartlarına haiz olmaması gibi durumlarda Seçici Kurul ödülü kimseye vermeme hakkına sahiptir.

SONUÇLARIN AÇIKLANMASI

1) Derece alan filmler, 01 Haziran 2024 Cumartesi günü yapılacak ödül töreninde açıklanacaktır.

2) Finale kalan eser sahiplerinin, ödül törenine katılması zorunludur. Katılmaması halinde film yapım ekibinden temsilci göndermekle yükümlüdür.

 Festivale katkı sağlayan kurum ve kuruluşların talepleri halinde özel ödül verilebilir.
 Seçici Kurul, belirlenen ödüller haricinde para ödülü verilmeksizin özel ödül verebilir.
 Kazanılan para ödülleri, Festival tarihinden itibaren 3 (üç) ay içerisinde Safranbolu Belediyesi tarafından, istenen evraklar tamamlandıktan sonra yasal kesintiler yapılarak ödenir.

GENEL KOŞULLAR

1) Yarışmaya katılımdan kaynaklanan, kargo, gümrük, navlun ve sigorta bedelleri gibi giderler katılımcıya aittir.
2) Şartnamede belirtilen ödüller hak sahiplerinin yazılı olarak bildirecekleri kişisel banka hesap/IBAN numaralarına Safranbolu Belediyesi tarafından gönderilecektir. Hak sahiplerinin Kişisel banka hesap/IBAN numarasını ve Festival Sekretaryasının istediği belge ve bilgileri göndermemesi durumunda ödül bedeli, sonuç bildirim tarihinden itibaren 1 (bir) yılın sonunda zaman aşımına uğrar. Zaman aşımı durumunda hak sahibinin ödül, telif ve benzeri herhangi bir talebi olamaz.

3) Yarışmaya katılım ile bu şartnamede bahsedilen tüm düzenlemeler ve şartlar kabul edilmiş sayılır. Bu şartname kapsamında yer almayan tüm konularda karar verme yetkisi Festival İcra Komitesine aittir. Festival İcra Komitesi bu şartnamede belirtilen tüm hususlarda değişiklik yapma hakkını saklı tutar.

ÖZEL KOŞULLAR:

1) Yarışmaya başvuran yapımlardan bazıları yarışmaya seçilmeseler bile, filmin yapımcısının izniyle Festival Sekretaryasınca özel gösterim programına alınabilir.
2) Uluslararası Altın Safran Belgesel Film Festivalinde onur ödülü ve emek ödülü alan isimlerin filmleri, Festival Komitesi tarafından yarışma dışı gösterim programı kapsamında değerlendirilir.
3) Festivalde finale kalan filmlerin sahipleri, Festival Sekretaryasının belirlediği sayıda ve tarihlerde festivale davet edilir. Davet edilen kişilerin konaklama, yemek ve ulaşım (özel araç hariç) giderleri Festival Komitesi tarafından karşılanır.

TELİF (KULLANIM) HAKLARI

Yarışmada ödül alan eserlerin her türlü gösteriminde kullanım hakkı Festival Komitesi’ne ve Organizasyonu yürüten Safranbolu Belediyesine aittir. Safranbolu Belediyesi bu haklar çerçevesinde eseri süresiz ve ticari olmayan; ulusal ve uluslararası kültürel ve sanatsal platformlarda, görsel ve yazılı basında, sosyal medyada ve uygun görülen yerlerde kullanabilecektir.
