Eligibility:

The festival is open to students and emerging filmmakers from educational institutions in Rwanda and international .
Submissions must align with the festival's theme of Human Rights.
2. Submission Guidelines:

Films must be submitted electronically through the official festival submission platform.
Submissions should be in digital format and must include English subtitles if the language is not English.
Each filmmaker or group can submit a maximum of two entries.
3. Content Restrictions:

Submissions must not contain explicit content, hate speech, or promote discrimination.
Films should adhere to ethical standards and respect human rights principles.
4. Originality and Copyright:

Filmmakers must ensure that their submissions are original works and do not infringe on the intellectual property rights of others.
The festival organizers will not be held responsible for any copyright violations committed by filmmakers.
5. Selection Process:

Entries will be reviewed by a panel of judges appointed by the festival organizers.
The decision of the judges is final, and no correspondence will be entered into regarding the selection process.
6. Awards and Prizes:

Winners will be announced at the awards ceremony during the festival.
The Luminary Prism Awards include a cash prize of 100,000 Rwandan Francs for each winning category.
Award recipients may be required to provide additional information for prize distribution.
7. Festival Screening:

Selected films will be screened during the festival, and filmmakers are encouraged to attend the screening of their work.
The festival reserves the right to use excerpts from selected films for promotional purposes.
8. Permissions and Releases:

Filmmakers are responsible for obtaining all necessary permissions, licenses, and releases for their submissions.
By submitting a film, filmmakers grant RISFF the right to use their work for promotional and screening purposes.
9. Festival Changes:

The organizers reserve the right to make changes to the festival schedule, venue, or any other aspect of the event.
Any changes will be communicated to participants through official channels.
10. Agreement:

Submission to the festival implies acceptance of these terms and conditions.
The festival organizers have the right to disqualify any submission that violates these terms.
