A. Genel Katılım Koşulları
A.1. Yarışmaya, Türkiye Cumhuriyeti vatandaşları ve yabancı uyruklu katılımcılar başvurabilir.
A.2. Yarışmaya başvuracak filmin yönetmeni veya yapımcısı başvuru yapabilir. Birden fazla yönetmen olması durumunda, tüm yönetmenlerin yazılı onayı aranır.
A.3. Senarist, müzik ve özgün müzik izinlerinin alınmış olması.
A.4. Yarışma, bireysel ve kurumsal başvurulara açıktır.
A.5. Her katılımcı yarışmaya en fazla 1 (bir) film ile başvurabilir.
A.6. Yarışmaya 18 yaşını doldurmuş bireyler katılabilir.
B. Film Üretim Tarihi ve Durumu
B.1. Yarışmaya başvuracak filmler, bu yarışmanın temasına uygun olmalıdır. Yarışmaya gönderilen tüm filmler, görme engellilik ve bu konuda farkındalık temasıyla doğrudan veya dolaylı olarak ilişkili olmalıdır. Tema ile örtüşmeyen filmler değerlendirmeye alınmayacaktır.
C. Tür, Tema ve Süre
C.1. Yarışma, kısa film formatında düzenlenmektedir.
C.2. Filmlerin süresi jenerik dahil en fazla 20 dakika olmalıdır.
C.3. Filmler;
Görme engelli bireylerin yaşam deneyimlerini veya sorunlarını,
Toplumsal farkındalık ve empatiyi,
Erişilebilirlik ve birlikte yaşam kültürünü doğrudan ya da metaforlar aracılığıyla ele almalıdır.
Filimde görme engelli bir bireyin yer alması değerlendirme de artı puan ile teşvik edilir.
D. Dil ve Altyazı
D.1. Filmlerin dili Türkçe olmalıdır.
D.2. Sahne gereği film içinde geçecek olan yabancı cümleler alt yazı ile Türkçe betimlenecektir.
D.3. Arzu edenler İşitme engelli izleyiciler için alt yazı erişebilinirliğini kullanabilir.
E. Teknik Koşullar
E.1. Filmler dijital formatta teslim edilir.
E.2. Gösterime uygun tema,görüntü ve ses kalitesine sahip olmayan filmler, jüri değerlendirmesine alınmadan yarışma dışı bırakılabilir.
E.3. Jüri değerlendirilmesine alınmayan filmlerin gerekçeleri muhattaplarına iletilecektir.
F. Telif Hakları ve Yasal Sorumluluk
F.1. Yarışmaya gönderilen filmlerin tüm telif, müzik, arşiv görüntüsü ve üçüncü kişi hakları ile ilgili sorumluluk film sahibine aittir.
F.2. Bu haklarla ilgili doğabilecek her türlü hukuki sorumluluk katılımcıya aittir.
F.3. Festival Yönetimi, bu konularda doğabilecek ihtilaflardan sorumlu tutulamaz.
G. Gösterim ve Kullanım Hakları
G.1. Yarışmaya başvuran filmler arasından finale kalanlar;
*Festival gösterimlerinde,
*Parla Sosyal Sorumluluk Platformu’nun farkındalık ve eğitim etkinliklerinde,
*Sosyal sorumluluk projeleri kapsamında Parla Sosyal Sorumluluk web sitesinde ve sosyal medya gibi görsel mecralarında ,
Film sahiplerinin isimleri belirtilerek ve ticari amaç güdülmeden gösterilebilir.
G.2. Bu gösterimler için film sahiplerine ayrıca bir ücret ödenmez.
G.3. Filmlerin tüm telif hakları film sahiplerinde kalır.

H. Değerlendirme ve Son Karar
H.1. Yarışma değerlendirmesi ön jüri ve ana jüri olmak üzere iki aşamalı yapılır.
H.2. Ön jüri, başvuruları teknik uygunluk ve tema çerçevesinde değerlendirir. Ön Jüri Parla Sosyal Sorumluluk Platformu üyelerinden oluşacaktır.
H.3. Ana jüri, finale kalan filmleri değerlendirerek ödül alan yapımları belirler.
H.4. Jüri kararları kesindir ve itiraz edilemez.
I. Genel Hükümler
I.1. Festival Yönetimi, gerekli gördüğü durumlarda yarışma takviminde ve koşullarında değişiklik yapma hakkını saklı tutar.
I.2. Yarışmaya başvuran katılımcılar, bu şartnamede yer alan tüm hükümleri kabul etmiş sayılır.
I.3. Şartnamede yer almayan hususlarda son karar yetkisi Festival Direktörlüğü’ne aittir.
I.4. Parla Kısa Film Yarışmasına katılacak olan tüm yönetmen ve yapıncılar Freefilmway üzerinden yapmış oldukları başvuru ile bu yönetmeliği ve Başvuru Formunda bulunan tüm hükümleri kabul ve taahüt eder.
I.5. Bu yönetmelik dışında kalan tüm hususlarda ve doğabilecek anlaşmazlıkların çözüme bağlanmasında Yarışma Yürütme Kurulu yetkilidir.
A. General Participation Conditions
A.1. Turkish citizens and foreign nationals may apply to the competition.
A.2. The director or producer of the film may submit the application. In cases where there is more than one director, written consent from all directors is required.
A.3. All screenplay, music, and original music permissions must have been obtained.
A.4. The competition is open to both individual and institutional applications.
A.5. Each participant may apply with a maximum of one (1) film.
A.6. Individuals who are 18 years of age or older may participate in the competition.
B. Film Production Date and Status
B.1. Films submitted to the competition must comply with the theme of this competition. All submitted films must be directly or indirectly related to the theme of visual impairment and awareness. Films that do not align with the festival’s central theme will not be considered for evaluation..
C. Genre, Theme, and Duration
C.1. The competition is organized in the short film format.
C.2. The duration of the films, including credits, must not exceed 20 minutes.
C.3. Films should address, either directly or through metaphors:
The life experiences or challenges of visually impaired individuals,
Social awareness and empathy,
Accessibility and a culture of living together.
Including a visually impaired individual in the film is encouraged and will be awarded additional points during evaluation.
D. Language and Subtitles
D.1. The language of the films must be Turkish.
D.2. Foreign-language sentences used within the film due to scene requirements must be subtitled in Turkish.
D.3. Participants may optionally include accessible subtitles for hearing-impaired audiences.
E. Technical Requirements
E.1. Films must be submitted in digital format.
E.2. Films that do not meet screening standards in terms of theme, image, or sound quality may be disqualified without being evaluated by the jury.
E.3. The reasons for disqualification of such films will be communicated to the applicants.
F. Copyright and Legal Responsibility
F.1. All responsibility regarding copyright, music, archival footage, and third-party rights of the submitted films belongs to the film owner.
F.2. Any legal liability arising from these rights rests solely with the participant.
F.3. The Festival Management cannot be held responsible for any disputes arising from these matters.
G. Screening and Usage Rights
G.1. Films selected as finalists may be screened, without commercial purpose and with credit given to the film owners, in the following contexts:
Festival screenings,
Awareness and educational events organized by the Parla Social Responsibility Platform,
Social responsibility projects on the Parla Social Responsibility website and visual media platforms such as social media.
G.2. No additional fee will be paid to film owners for these screenings.
G.3. All copyrights of the films remain with their respective owners.
G.4. Evaluation Criteria
Relevance to the theme and awareness-raising impact
Narrative style and creativity
Ethical approach and sensitivity
Technical competence
Ability to evoke empathy and intellectual impact on the audience
Inclusion of visually impaired individuals in the films
H. Evaluation and Final Decision
H.1. The competition evaluation will be conducted in two stages: a preliminary jury and a main jury.
H.2. The preliminary jury will evaluate submissions in terms of technical eligibility and thematic relevance. The preliminary jury will consist of members of the Parla Social Responsibility Platform.
H.3. The main jury will evaluate the finalist films and determine the award-winning productions.
H.4. Jury decisions are final and not subject to appeal.
I. General Provisions
I.1. The Festival Management reserves the right to make changes to the competition schedule and conditions if deemed necessary.
I.2. Participants who apply to the competition are deemed to have accepted all provisions of this regulation.
I.3. For matters not specified in this regulation, the final authority rests with the Festival Directorate.
I.4. All directors and producers participating in the Parla Short Film Competition accept and undertake this regulation and all provisions stated in the Application Form by submitting their application via Freefilmway.
I.5. For all matters not covered by this regulation and for the resolution of any disputes that may arise, the Competition Executive Committee is authorized.
