Introduction
The Panda Vision International Film Festival (PVIFF) was founded in 2025 at Cogdel School Chengdu, Sichuan, China. Born out of a passion for storytelling, creativity, and cultural exchange, the festival was designed to give middle and high school filmmakers a global platform to showcase their cinematic vision. The name “Panda Vision” pays tribute to Sichuan’s most iconic symbol, the giant panda - representing curiosity, creativity, and global connection.

Mission
Since its founding, PVIFF has focused on nurturing the next generation of storytellers by:
• Providing an international stage for student films.
• Encouraging cross-cultural dialogue through cinema.
• Supporting young filmmakers with workshops, panel discussions, and professional feedback
• Celebrating innovation across diverse film categories: Narrative, Documentary, Experimental, and Animation

The period and location of the film festival are determined annually and are indicated in the rules section of the official website. Please note that there is no separate appendix; all relevant information can be found in the rules on the website.

Eligibility
To be eligible for the competition, filmmakers must meet the following requirements:
1. Be 19 years of age or younger at the time of their film's production.
2. Be enrolled in middle school or high school at the time of production.
Please note: College and university students are not permitted to participate.

Festival Structure

Categories
All films (national and international) may be submitted into only one of the following categories:
- Narrative Film: Any narrative live-action film. Fictional works (drama, comedy, etc.) between 3 and 12 minutes in length.
- Documentary Film: Short-form documentaries (5–15 minutes) addressing local or global issues.
- Experimental Film: Non-traditional storytelling that pushes the boundaries of form and content. Any film under 10 minutes that does not fit the mold of typical filmmaking.
- Animation film: Original animated short films with a maximum duration of 10 minutes. Films created by artificial intelligence (AI) are not permitted.
Note: public service announcements, commercials, and film trailers are not eligible for consideration in any category.

Content Guidelines
All content must be suitable for a school audience.
The following are not allowed in any form:
• Tobacco or vaping
• Drugs or drug paraphernalia
• Alcohol consumption or promotion
• Pornographic or sexually explicit material
Films that do not follow these rules may be disqualified. The committee may also request edits before approval.

Preferred Methods:
For films: use any cloud storage drive (ex. Google Cloud, Baidu Disk, Dropbox)
Important Notice: The film must be available starting from the date of application submission and remain accessible for at least one year following the festival's closing date.
Applications: Complete the online application provided by the Festival Organizing Committee.

Synopsis:
The 3-line synopsis submitted with your online application will be used in the festival guide and promotional materials. Please write an engaging and compelling description of your film. The PVIFF reserves the right to edit synopses for length and grammar.

Notification:
If your film is selected for PVIFF 2027, you will be notified via email on February 7, 2027. Applicants whose films are not selected will not be notified. Please inform us if your email address changes and add info.gpff@cogdel.com to your safe sender list. Note that we often encounter issues with emails sent to school domains (e.g., .edu, .gov). Whenever possible, please use a personal email address for your submission.

Screening Requirements:
Films selected for PVIFF 2027 must provide an exhibition copy in Full-Resolution QuickTime format (ProRes 422 preferred). The exhibition copy must be received no later than February 14, 2027. Please note that exhibition copies will not be returned. We apologize for any inconvenience this may cause.

Filmmaker/Guardian/Representative Release
I acknowledge and agree that, to the best of my knowledge, I am duly authorized to submit this film to PVIFF and to grant permissions related to its use and distribution.
I grant permission to PVIFF to use film clips and stills for promotional purposes. I allow PVIFF and any third parties at PVIFF the right to film, videotape, and photograph my appearance and voice for any and all marketing and promotion of the festival.
I understand that I will be added to the PVIFF email newsletter list and will receive email updates from PVIFF. My name and email may also be shared with third-party partners. In both cases, I can unsubscribe at any time via the email footer.
Submitting a film to PVIFF constitutes an agreement between the filmmaker/representative and/or applicable parent/guardian of a minor-aged filmmaker, and PVIFF. By submitting, I agree to all of these rules, terms, and conditions. I also acknowledge that I will not receive any compensation for the use of my film by PVIFF in accordance with these rules, terms, and conditions.
If I am under 18 years of age, I understand and acknowledge that my parent or guardian must agree to the terms of this Filmmaker/Guardian/Representative Release on my behalf. As a parent or guardian of a minor filmmaker, I understand and acknowledge that I am agreeing to the terms of this Release on behalf of my child or the child for whom I am a legally designated guardian.
