The 12th Oruro International Film Festival (OFF) will take place from November 16 to 21, 2026, in the city of Oruro, Plurinational State of Bolivia.
REQUIREMENTS AND ELIGIBILITY
The Festival's call for entries is open to short and feature-length fiction, animation, documentary, and experimental films from around the world.
All productions must have been completed after January 1, 2024.
Films must be submitted through the FilmFreeway platform.
Deadline: The rights holder must register the film with the Festival before September 24, 2026.
Registration through the Festival's official platforms constitutes a sworn statement, declaring that the applicant knows and accepts these regulations.
No film will be officially registered until the Festival receives the online pre-selection copy.
For films in languages other than Spanish, pre-selection copies with Spanish (preferably) or English subtitles will be accepted.
Once selected, a film cannot be withdrawn from the Festival program, nor can it be screened anywhere else in Bolivia before its official presentation at our Festival.
Premiere Status
For feature films in competition, the Festival only accepts films that are premieres in the Plurinational State of Bolivia.
Any foreign film that has been publicly screened in cinemas, on television, via streaming, or at festivals in Bolivia before the start of the Oruro International Film Festival is ineligible to participate in the feature film competitions.
The Festival requires premiere status in Bolivia, even for short films.
SECTIONS
The Festival program will include competitive and non-competitive sections. Films will be placed in the section that the selection committee deems appropriate.
Film length will be considered for selection: The festival defines a feature film as having a minimum duration of 41 minutes and a short film as having a maximum duration of 40 minutes.
The Festival will include three competitive sections:
- International Short Film Competition: National and international fiction, animation, documentary, and experimental films of 40 minutes or less are accepted.
- International Feature Film Competition: National and international fiction, animation, documentary, and experimental films of 41 minutes or more are accepted.
- Bolivian Feature Film Competition: Fiction, animation, documentary, and experimental films made by Bolivian filmmakers and/or producers with a duration of 41 minutes or more are accepted.
*The selection committee may modify the Festival structure, but the three main awards will always be presented: Best International Feature Film, Best Bolivian Feature Film, and Best International Short Film.

SELECTION
The Selection Committee will be comprised of OFF members, who will carry out their work according to the quality and creativity parameters previously established by the Festival Management.
Screening copies will be submitted via the internet. The deadline for receiving these copies is October 16, 2026.
If the film is selected, the person who registered will be notified and provided with instructions for submitting the screening copy through the Festival's official platforms.
Along with the screener, selected participants must upload the following materials to our official platforms:
- Two (2) stills from the film, 300 DPI. Size: 10cm high x 15cm wide, color. JPG format.
- One (1) photo of the director(s), 300 DPI. Size: 10cm high x 10cm wide, color. JPG format.
- A bio-filmography of the director, maximum 450 characters including spaces. In the following format: NAME, + 450 characters

SUBTITLES
For selected films in languages other than Spanish, producers are responsible for providing the organization with a copy with embedded Spanish subtitles or an .srt file containing Spanish subtitles with their respective timecode matching the film's projection copy.
FINAL CLAUSES
The festival organizers assume that the producers or filmmakers who register through this call for entries hold the exhibition rights for their works, thereby exempting OFF from any civil or criminal liability.
Those associated with the selected films agree not to publicize their participation until the Festival program is announced by the organizers at a press conference.
Participation in the Festival implies acceptance of these regulations. Any conflict (organizational or operational) not foreseen in these regulations will be resolved by the Festival organizers.
Submission of films implies full acceptance of these rules. Their interpretation and application are the responsibility of the OFF organizers.

REGLAMENTO
El 12° Festival Internacional de Cine de Oruro (OFF) se llevará a cabo del 16 al 21 de noviembre de 2026 de 2026 en la ciudad de Oruro, Estado Plurinacional de Bolivia.
REQUISITOS Y ELEGIBILIDAD
Las convocatorias del Festival están abiertas para cortometrajes y largometrajes de ficción, animación, documental y experimental de todo el mundo.
Todas las producciones deben haber finalizado después del 1 de enero de 2024.
Las películas deben enviarse a través de la plataforma FilmFreeway
Plazo: El productor titular de los derechos deberá inscribir la película en el Festival, antes del 24 de septiembre de 2026.
La inscripción a través de las plataformas oficiales del Festival tendrá el carácter de declaración jurada y en ella declara conocer y aceptar el presente reglamento.
Ninguna película será registrada oficialmente hasta que el Festival reciba la copia de preselección en línea.
En el caso de películas habladas en idioma diferente al español, se recibirán copias de preselección con subtítulos en español (preferiblemente) o en inglés.
Una vez seleccionada la película no podrá ser retirada de la programación del Festival, ni podrá ser exhibida en ninguna otra zona de Bolivia antes de su presentación oficial en nuestro Festival.
Status de Premiere
Para los largometrajes en competencia, el Festival solo acepta películas que se presenten como Estrenos en el Estado Plurinacional de Bolivia.
Cualquier película extranjera que haya sido exhibida públicamente en cines, televisión, streaming o festivales en Bolivia antes del inicio del Festival Internacional de Cine de Oruro no podrá participar en las competencias de largometrajes.
El Festival exige estatus de estreno en Bolivia, incluso entre los cortometrajes.
SECCIONES
La programación del Festival incluirá secciones competitivas y no competitivas. Los filmes programados serán incluidos en la sección que el comité de selección considere apropiada.
Para la selección se tomará en cuenta su duración: El festival considera largometraje una duración mínima de 41 minutos y para cortometraje hasta un máximo de 40 minutos de duración.
El Festival incluirá tres secciones competitivas:
-Competencia internacional de cortometrajes: Se aceptan películas de ficción, animación, documental y experimental nacionales e internacionales de 40 minutos o menos.
-Competencia Internacional de Largometrajes: Se aceptan películas de ficción, animación, documental y experimental nacionales e internacionales de 41 minutos o más.
-Competencia Boliviana de Largometrajes: Se aceptan películas de ficción, animación, documental y experimental realizados por cineastas y/o productores bolivianos con una duración de 41 minutos o más.
*El comité de selección puede modificar la estructura del Festival pero siempre entregando los 3 galardones principales: Mejor Largometraje Internacional, Mejor Largometraje Boliviano, Mejor Cortometraje Internacional.

SELECCIÓN
El Comité de Selección estará integrado por miembros del OFF, quienes llevarán a cabo su trabajo según los parámetros de calidad y creatividad fijados previamente por la Dirección del Festival.
Las copias de proyección se enviarán a través de Internet. La fecha límite para recibir dichas copias será el 16 de octubre de 2026.
En caso de que la película sea seleccionada, se notificará a la persona que realizó el registro y se le informará sobre las instrucciones para el envío de la copia de proyección a través de las plataformas oficiales del Festival.
Junto al screener, los participantes seleccionados deberán subir a nuestras plataformas oficiales los siguientes materiales:
-2 (dos) stills del film, 300 DPI. Tamaño 10cm de alto por 15 cm de ancho color. Formato JPG
-1 (una) foto del director/es, 300 DPI. Tamaño 10cm de alto por 10 cm de ancho color. Formato JPG
-Biofilmografía del director máximo 450 caracteres con espacios. En el siguiente formato, NOMBRE, + 450 caracteres
-Sinopsis del film máximo 600 caracteres con espacios.

SUBTÍTULOS
En el caso de las películas seleccionadas que estén habladas en un idioma distinto al castellano, los productores tendrán la responsabilidad de facilitarle a la organización una copia con subtítulos en castellano incrustados o un archivo .srt con los subtítulos en castellano con sus respectivo time code que coincida con la copia de proyección del filme.
CLAÚSULAS FINALES
La organización del festival presupone que los productores o realizadores que se inscriben a través de la presente convocatoria cuentan con los derechos de exhibición de sus obras, quedando eximido el OFF de cualquier responsabilidad civil o penal.
Las personas vinculadas a las películas seleccionadas se comprometen a no difundir su participación hasta que la programación del Festival sea anunciada por la Organización del mismo en conferencia de prensa.
La participación en el Festival supone la aceptación del presente reglamento. Cualquier conflicto (de organización o de funcionamiento) no previsto en el presente reglamento será resuelto por la organización del Festival.
La presentación de las películas implica la total aceptación de estas bases. La interpretación y aplicación de las mismas corresponde a la organización del OFF.
