REGULAMENTO OFFCINE 2024

O OFFCINE acontecerá de forma híbrida. O festival presencial será realizado de 24 a 29 de novembro de 2024. A premiação ocorrerá no dia 30 de novembro de 2024.

I - Finalidade da Mostra OFFCINE:

- Divulgar e exibir obras audiovisuais de curta, média e longa-metragem, de ficção ou documental, com temáticas livres, produzidas no Brasil e no mundo.
- Promover ações de formação, debates e encontros.

II - Categorias Competitivas:

- Curtas-metragens nacionais: até 15 minutos
- Filmes mineiros: sem limite de tempo
- Médias-metragens nacionais: até 59 minutos
- Longas-metragens nacionais: maior que 60 minutos
- Longas-metragens nacionais Documentário: maior que 60 minutos
- Longas-metragens nacionais Infanto-Juvenil: maior que 60 minutos
- Documentários nacionais: até 40 minutos
- Animações nacionais: sem limite de tempo
- Filmes infantojuvenis nacionais: sem limite de tempo
- Filmes internacionais: até 20 minutos

Art. 1º – Inscrição:
1. Estão aptos a se inscreverem obras que contemplem as categorias anunciadas acima.

2. Só poderão participar da Mostra Competitiva os diretores que se responsabilizarem em participar da votação aberta para os demais filmes, através de fichas enviadas pela organização do OFFCINE.

- Curta vota em Média, Média vota em Longa e Longa vota em Curta.
- Filmes Mineiros votam em Filmes Mineiros.
- Curta Infanto-Juvenil vota em Longa Infanto-Juvenil, Longa Infanto-Juvenil vota em Curta Infanto-Juvenil
- Curta Documentário vota em Longa Documentário. Longa Documentário vota em Curta Documentário.
- Animações e Filmes Internacionais votam nos demais filmes de sua categoria, NÃO podendo votar no próprio filme.
- Também participam do Júri, membros da AIC - Academia Independente de Cinema. Todos os AIC’s votarão de forma aberta.
- As notas serão entregues aos realizadores até 7 dias após a premiação.

3. Os diretores receberão suas fichas de votação dia 30/09/2024 e deverão enviar suas fichas votadas até o dia 05/11/2024. Diretor que não enviar suas fichas de votação até a data dita acima estará automaticamente desclassificado.

4. Em respeito à identidade de gênero de cada artista, solicitamos no formulário, no momento da inscrição via FilmFreeway, a identificação dos possíveis indicados aos prêmios de 'Melhor Ator Principal', 'Melhor Atriz Principal', 'Melhor Ator Coadjuvante', 'Melhor Atriz Coadjuvante'. O preenchimento correto do formulário é responsabilidade de quem inscreve o filme. O não preenchimento implica em desclassificação automática.

5. Todos os filmes selecionados devem disponibilizar links de visualização do filme por YouTube ou Vimeo para a organização do OFFCINE. Esta é uma regra imprescindível para a votação dos filmes.

6. Os filmes infantojuvenis selecionados concorrerão na categoria em que foram inscritos, mas participarão de uma Mostra Paralela de Exibição, desde que autorizado pelo diretor/produtor.

7. Filmes vencedores na categoria Melhor Filme serão exibidos online na Plataforma Digital do OFFCINE.

8. Filmes internacionais devem ter legenda em inglês, em formato SRT.

Art. 2º – Prazo de Inscrição:

1. As inscrições são gratuitas e estarão abertas no período de 07/08/2024 à 14/09/2024, por meio da plataforma FilmFreeway. Dúvidas no email: offcine24@gmail.com.

2. O responsável deverá preencher toda a ficha de inscrição, cuja submissão implica no aceite deste regulamento.

Art. 3º – Resultado da Seleção:
- O responsável pela inscrição será informado do resultado por volta do dia 23/09/2024.

Art. 4º – Responsabilidade Civil:
1. O Festival não se responsabilizará por imagens e/ou músicas de terceiros utilizadas nos trabalhos inscritos. Todo e qualquer ônus por problemas de direitos autorais recairão exclusivamente sobre o diretor e/ou produtor do filme e/ou responsável pela inscrição.

2. A premiação será feita de forma presencial. O premiado que não estiver presente e não mandar um representante deverá arcar com os gastos para envio do prêmio.

3. A organização enviará na semana do dia 01/12/2024 todas as notas dos demais diretores e AIC via e-mail.

4. Serão distribuídos 130 títulos de premiação no festival.

Art. 5º – Direitos:

1. A organização do OFFCINE reserva-se o direito de exibição, sem ônus, em cinema, televisão, internet e outros meios de trecho (máximo 30") ou foto da obra selecionada, para efeito de divulgação do Festival.

2. Os participantes inscritos concordam em ceder gratuitamente o direito de exibição de seus filmes em sessões extras sem fins lucrativos, organizadas ou apoiadas pelo OFFCINE, realizadas em qualquer localidade da cidade de Varginha/MG e/ou Elói Mendes/MG dentro do período da Mostra citada acima.

3. O responsável pelo filme inscrito autoriza a exibição do mesmo, no Cinemaz Clube, no ano de 2024.

Art. 6º – Disposições Gerais:

- Os casos omissos neste regulamento serão dirimidos pela organização do OFFCINE, sendo a decisão irrevogável.

OFFCINE RULES AND REGULATIONS:

OFFCINE will run in a hybrid format. The festival will take place from November 24th to November 29th, 2024. The awards ceremony will take place on November 30th, 2024.

I - The OFFCINE Exhibition has the purpose of promoting and screening short, mid-length, and feature films; fiction or documentary, with free themes, produced in Brazil and around the world. Besides promoting educational activities, debates, and meetings.
II - Promote a competitive Screenings of Brazilian short films (up to 15 minutes).
III - Promote competitive Screenings of films from Minas Gerais (no time limit).
IV - Promote competitive Screenings of medium-length films (up to 59 minutes).
V - Promote competitive Screenings of feature films (over 60 minutes).
VI - Promote Competitive Screenings of Brazilian Documentaries.
VII - Promote competitive Screenings of Brazilian Animation film (no time limit)
VIII - Promote competitive Screenings of Brazilian Kids & Family films (no time limit)
IX - Promote competitive Screenings of International films (up to 20 minutes).

Article 1 - REGISTRATION
I - Entries may be submitted in the categories announced above.
II - Only those directors who take the responsibility to participate in the OPEN VOTE for the selected films, through forms sent by the OFFCINE organization, will be able to participate in the Competitive Exhibition. Short, Medium-Length and Feature films will vote in categories opposite to their own. Short votes for Medium, Medium votes for Feature, and Feature votes for Short. Minas Gerais votes for Kids & Family, Kids & Family votes for Minas Gerais.
Documentary category votes for other films in their category, they CAN NOT vote for their own film. The Animation Film category votes for all other films in their category; they CANNOT vote for their own film. The International Film category votes for all other films in its category, they CAN NOT vote for their own film. Also participating in the Jury are members of the AIC - Independent Film Academy, composed of winners of previous editions and other festivals organized by us. All AICs will also vote openly. The scores will be given to the directors up to 5 days after the award ceremony.
III - Directors will receive their voting forms on 30/September/2024 and must send in their voted forms by 05/November/2024. Directors who do not send in their voting forms by the above date will be automatically disqualified.
IV - Concerning the gender identity of each artist, we request in the submission form, at the time of registration via FilmFreeway, the identification of possible nominees for the 'Best Actor,' 'Best Actress,' 'Best Supporting Actor', 'Best Supporting Actress' awards; thus making it the complete responsibility of those who submit the film, filling out the form correctly, exempting the organization of the festival of any misunderstanding on this matter. Failure to fill out this and other required forms will result in automatic disqualification. At registration, it is the Director's and/or Producer's responsibility to name all the technical crew, the gender they define themselves as well as the cast, indicating actor/actress and their character; protagonist and supporting actor, in a cover letter, at FilmFreeway.
V - All selected films, regardless of submission category, must provide the OFFCINE organization with links for viewing the film on YouTube or Vimeo. This is an important and indispensable rule for voting on films, as each filmmaker/artist must access the films they have been designated to vote on.
VI - The selected Kids & Family films will compete in the category they entered. But, prioritizing the children's audience, they will participate in a Parallel Screening, as long as this exhibition is authorized by the director/producer of the work submitted.
VII - The winning films of the BEST FILM Category will be screened online on the Digital Platform of OffCine.
VIII - International films must have English subtitles in SRT.

Article 2 - DEADLINE FOR SUBMISSIONS
I - The submissions are free of charge and will be open from August 7th, 2024, to September 14, 2024, through the FilmFreeway platform. For questions, please send an email to: offcine24@gmail.com
II - The applicant must fill out the registration form, whose submission implies the acceptance of these regulations.

Article 3 - RESULT OF SELECTION
The person responsible for the submission will be informed of the results around September 23th, 2024.

Article 4 - CIVIL RESPONSIBILITY
I - The Festival will not be responsible for any third-party images and/or music used in submitted works, and any liability for copyright issues will fall exclusively on the director and/or producer of the film and/or the person responsible for the submission.
II - The organization advises that the award ceremony will take place in person and that the Winner who is not present and does not send a representative should bear the costs of sending the Award.
III - The organization will send all the grades of the other judges via e-mail during the week of December 1st, 2024.
IV - 130 award certificates will be presented at the festival.

Article 5 - RIGHTS
I - The OFFCINE organization reserves the right to the exhibition, free of charge, in cinemas television, internet, and other media, of an excerpt (30" maximum) or photo of the selected film or video, for Festival publicity purposes.
II - The enrolled participants agree to concede free of charge the right to exhibit their films in extra non-profit sessions, organized or supported by OFFCINE, held anywhere in the cities of VARGINHA/MG and/or ELÓI MENDES/MG during the period of the Exhibition above mentioned.
III - The responsible for the submitted film authorizes its exhibition at Cinemaz Clube in the year 2024.

Article 6 - GENERAL PROVISIONS
Any case not addressed in these regulations will be settled by the OFFCINE organization, the decision irrevocable.
