The Ocktober Film Festival (OFF) is one of the few film festivals that is housed in its own NY movie theater. OFF serves as a platform for artist to express themselves through film and new media. We are proud to announce that as an established film festival we are listed on IMDB.

The Ocktober Film Festival is heavily involved with the independent filmmaking community and therefore, has become a trusted resource for emerging and established filmmakers. OFF 2021 showcased some of the best visionaries and creatives from around the world. This year we will be expanding our efforts to include more opportunities for all of our selected filmmakers. Including a limited theatrical run for our Best Feature Film and Documentary.

We look forward to providing useful information that will enrich and empower the filmmaking community. Educational workshops in acting, writing, filmmaking, producing, distribution and financing will be available to all of our filmmakers and guests.

DEADLINES: Deadlines are firm. No exceptions.

SUBTITLES: All non-English language films must be subtitled in English

There are no restrictions on when your film was shot, we are accepting projects created before 2022.

AFTER SUBMISSION ACCEPTANCE: In order for your title to be included in the Festival, you must agree to provide the following materials to OFF within 14 days of acceptance:

1. For film, at least one screen shot of the title, and box art if available. Image must be in jpg format, 300 dpi,
2. A trailer of the film in digital format.
3. Exhibition format(s) of your project, delivered no later than 14 days after acceptance (.mp4 or .mov file sent in downloadable link).
4. Copies of press releases and additional press materials.

OFF holds no responsibility for lost or damaged prints. While the utmost care will be taken with regard to prints, it is solely up to the filmmaker to take full responsibility ( The cost of delivery and pick-up of all materials is the responsibility of the filmmaker.

  • From the moment I walked into the doors of the Stuart Cinema, there was nothing less than love and support from Ms Emelyn Stuart and her supporting cast at the Ocktober Film Festival. This is the most support I've received from any film festival. Ms Stuart and the entire crew have built an institutional landmark for filmmaking creatives in Brooklyn NY. We truly feel like we've met long term friends while networking. I'm so glad she decided to have the in person event. It was Covid safe and followed all NYC protocols.

    In the middle of a pandemic Emelyn Stuart and Stuart Cinema & Cafe rose to the occassion to still have a safe and in person excellent film festival. The Ocktober Film Festival is truly one of a kind. I am forever grateful for my short film "What Is Love?" which is one of the stories from my book TO DIE ALONE: The Suicide Chronicles, to be selected to be apart of this festival. I'm also truly honored that "What Is Love?" won for Best LGBTQ Short Film. The festival was amazing and Emelyn and her crew were awesome! What a difference a day makes and I'm enjoying the journey. Thank you so much!!

    I loved being part of the Ocktober Film Festival. My film is experimental and political and I felt that it had a home at the Ocktober Film Festival. I wasn't able to attend because of the pandemic, but I would have loved to be present at the screening. Thank you Ocktober Film Festival!

    I honestly can’t say enough about the Ocktober Film Festival. I entered this festival in the year of a unpredictable worldwide pandemic. Emelyn Stuart the owner of Stuart Café and creator of the Ocktober Film Festival could have probably produced this festival online with far less red tape and restrictions. Instead she rolled up her sleeves and followed every guideline and precaution necessary to have a physical LIVE functioning festival. The panel discussion was open and gave informative insight as to the industry expectations. This festival was so well run it didn’t feel like we were in the middle of a pandemic. Each day you were met with Dre who helped keep the ship afloat with his upbeat sense of humor, as well as the entire team. This FREE festival just kept on giving. The films were so incredibly good and unique you didn’t want to miss a day. It was an honor to be surrounded by so many talented artists and then to win Best Short Film, it was truly humbling. Emelyn and her team genuinely want you to succeed. Its eminent in how this festival was run, what she offers the independent filmmaker and the community. If you ever have the opportunity to attend this festival get in it. Greenpoint Brooklyn is so lucky to the have this quaint theatre, unique festival and an owner with a lot of heart.
