Bases 6º NIFF - Navarra International Film Festival 2024
1. Normas generales y secciones
Se convoca la sexta edición del Navarra International Film Festival. Festival Internacional de Cortometrajes de Navarra 2024, que se celebrará en Pamplona entre los días 19 y 21 de septiembre de 2024.
La participación está abierta a todos los cortometrajes españoles e internacionales producidos y realizados a partir del 1 de enero de 2023.
La duración no podrá ser superior a los 35 minutos (incluyendo créditos).
Se admiten todos los géneros (ficción, animación, documental, experimental), temáticas y formatos originales de realización.
Los cortometrajes a concurso no deben haberse presentado a convocatorias anteriores del festival.
Las obras serán presentadas por una persona, organización o empresa que ostente los derechos sobre ellas o que le represente legalmente.
La persona que presente obras a concurso se responsabilizará de realizar los pagos de derechos de autor que generen sus obras.
2. Inscripción online y tasas
Para participar en el 6º Navarra International Film Festival 2024 las obras deberán inscribirse a través de las plataformas oficiales del festival: Festhome o FilmFreeway.
El plazo de inscripción se abrirá el día 1 de febrero de 2024 y se cerrará el 15 de mayo de 2024.
Se establecen las siguientes tasas de inscripción a abonar por los participantes:
Para la Sección New Generation:
Periodo Temprano: del 1 de febrero al 15 de febrero: 0€
Periodo Regular: del 16 de febrero al 31 de marzo: 3€
Periodo Extendido: del 1 de abril al 15 de mayo: 5€
Para el resto de Secciones:
Periodo Temprano: del 1 de febrero al 15 de febrero: 5€
Periodo Regular: del 16 de febrero al 31 de marzo: 10€
Periodo Extendido: del 1 de abril al 15 de mayo: 15€
Para la consideración de sus trabajos, los participantes suministrarán a las plataformas copias de visionado de sus obras en versión original. En caso de que el idioma de las mismas sea diferente del español, se presentará con subtítulos en esta lengua incrustados en la imagen.
3. Selección
El Comité de Selección, formado por profesionales del mundo de las artes audiovisuales y de la organización, será el encargado de realizar la selección de obras para las distintas secciones del festival.
La organización notificará el resultado final de la selección por e-mail a la persona de contacto.
En caso de que una obra sea seleccionada la organización se pondrá en contacto con la persona representante para solicitarle todo el material necesario.
La copia de proyección de las obras seleccionadas será enviada en el plazo y forma solicitado por la organización. En todo caso, el envío será on-line.
El formato de proyección será digital. Las características técnicas son:
1. Master Full HD (1920 x 1080) a 25 o 24 fps, códec H264
AVG Bitrate: 10MBPS o más.
Sonido: AAC 48Hz 320 o stereo.
2. Tráiler.
3. Poster por capas y 3 o 4 fotos o stills del cortometraje.
Las copias de proyección de las obras seleccionadas se enviarán en versión original. En caso de que el idioma sea diferente del español, se presentará con subtítulos incrustados en la imagen en esta lengua.
Las copias de los trabajos seleccionados podrán ser utilizadas en visionados limitados para el comité de selección y en las muestras del Palmarés del Festival que se organicen por parte del festival, siempre con fines culturales y no lucrativos, previa comunicación a los productores del uso que se haga de ellas.
Las películas seleccionadas serán exhibidas en los horarios y lugares que figuren en la web oficial del festival (www.navarrafestival.com), presuponiéndose que los participantes autorizan estas proyecciones desde el momento de su inscripción en el Festival.
Para el premio FILMIN-NIFF, el comité de selección elegirá los 10 finalistas para la participación en el premio FILMIN-NIFF, de entre las películas que deseen estar en la edición online del festival, a través de la plataforma de Filmin. Estas películas se podrán ver en Filmin durante las fechas establecidas por el festival. El ganador obtendrá el trofeo en la gala del NIFF además de una inscripción gratuita para un año en FILMIN.
En cualquier caso, se solicitará autorización expresa para su emisión online a través de la plataforma oficial del festival en el caso de que también opten a esta modalidad. La aceptación de la participación en formato online no será obligatoria para participar en la versión presencial del certamen.
Con la inscripción de una obra y la consiguiente aceptación de estas bases, los titulares de las obras que sean seleccionadas para participar en secciones competitivas ceden al Festival el derecho a proyectar dichas obras —siempre con propósitos exclusivamente culturales y no comerciales— a lo largo del año y medio siguiente a la celebración del Festival en las distintas actividades extraordinarias celebradas fuera de la semana oficial, cuya finalidad sea la promoción del festival.
En cualquier caso, estas posibles proyecciones siempre serán notificadas al titular de la obra y siempre tendrán carácter gratuito para el público.
4. Secciones
El Navarra International Film Festival 2024 contará con las siguientes secciones:
- Sección Oficial (Competición Internacional)
- Sección New Generation (Competición Internacional)
- Cortometraje navarro
- Secciones paralelas
4.1. SECCIÓN OFICIAL
En la Sección Oficial concurrirán en igualdad de condiciones cortometrajes internacionales y españoles*, y todos ellos optan a los premios de la Sección Oficial abajo indicados.
La Sección Oficial contará con un Jurado específico y propio, que concederá los correspondientes premios de forma independiente al resto de las secciones.
(*) Se considera cortometraje español todas las producciones españolas, las coproducciones donde la participación española sea superior al 40% y aquellas obras dirigidas por cineastas de nacionalidad española, aunque hayan sido producidos por otros países.
4.2. SECCIÓN NEW GENERATION
New Generation es una nueva sección competitiva que tiene como objetivo principal incentivar la creación y la formación audiovisual de los jóvenes. Creemos que el futuro de nuestro cine está en las nuevas generaciones y por eso el NIFF New Generation quiere buscar esas miradas que serán el cine del mañana.
A esta sección podrán concurrir obras europeas realizadas por jóvenes entre 18 y 30 años. Todos los jefes de equipo deberán tener una edad comprendida dentro de este rango.
Las obras no podrán superar los 10 minutos de duración, sin incluir los créditos y en ningún caso la duración total de la obra podrá superar los 12 minutos.
La asistencia al festival por parte de los finalistas es obligatoria para poder recibir uno de los premios. En caso de que no pueda asistir el director o la directora, podrá asistir cualquiera de los jefes de equipo.
Los demás criterios para esta sección son los mismos que los expuestos en las consideraciones generales. New Generation contará con un Jurado específico y propio, que concederá los correspondientes premios de forma independiente al resto de las secciones.

4.3. CORTOMETRAJE NAVARRO
En esta competición podrán concurrir todas las obras que cumplan al menos uno de los siguientes requisitos:
- Ser dirigida o producida por una persona nacida en Navarra.
- Haber sido rodada en una parte sustancial o en su totalidad en Navarra.
- Ser producido por empresa productora radicada en Navarra.
- Ser dirigido o producido por una persona que haya residido durante cinco años consecutivos o siete alternos en Navarra.
Optan también a este premio las obras que cumplan con alguno de los citados requisitos que hayan sido seleccionadas en las competiciones Sección Oficial o Sección New Generation. En la inscripción habrá que indicar que el cortometraje opta al Premio Cortometraje Navarro y acreditar esta condición si la organización lo requiere.
La Sección Cortometraje Navarro contará con un Jurado específico y propio, que concederá el correspondiente premio de forma independiente al resto de las secciones.
4.4. SECCIONES PARALELAS
El 6º NIFF - Navarra Film Festival 2024 podrá completar su programación con una serie de secciones paralelas e informativas fuera de concurso.

El Jurado de la Sección Oficial concederá los siguientes premios:

La decisión de los jurados en cada uno de los premios será inapelable. Los galardonados se comprometen a que en posteriores proyecciones figure la mención del galardón recibido en el 6º NIFF - Navarra Film Festival 2024.

6. Aceptación de las bases y Ley de protección de datos
La inscripción supone la aceptación de estas bases, así como de las decisiones de la organización, comité de selección y jurados. Cualquier cuestión no prevista en las bases será resuelta por la organización del festival.
La organización se reserva, de manera excepcional, el derecho de poder admitir obras que no cumplan algunos de los criterios arriba detallados.
La organización se compromete y obliga a que los datos de carácter personal pertenecientes al fichero de datos de los participantes, serán tratados conforme al artículo 12 de la Ley Orgánica 15/1999, de 13 de diciembre, de Protección de Datos de Carácter Personal (LOPD).
En el caso de los premios con dotación económica al importe de los mismos se le realizarán las retenciones o impuestos procedentes según marca la ley.

Rules 6th NIFF - Navarra International Film Festival 2024
1. General rules and sections
The sixth edition of the Navarra International Film Festival is convened. Navarra International Short Film Festival 2024, which will be held in Pamplona between September 19 and 21, 2024.
Participation is open to all Spanish and international short films produced and made after January 1, 2023.
The duration may not exceed 35 minutes (including credits).
All genres (fiction, animation, documentary, experimental), themes and original production formats are accepted.
Short films in competition must not have been submitted to previous festival calls.
The works will be presented by a person, organization or company that holds the rights over them or that legally represents them.
The person who submits works to the contest will be responsible for making the copyright payments generated by his or her works.
2. Online registration and fees
To participate in the 6th Navarra International Film Festival 2024, works must register through the festival's official platforms: Festhome or FilmFreeway.
The registration period will open on February 1, 2024 and will close on May 15, 2024.
The following registration fees are established to be paid by participants:
For the New Generation Section:
Early Period: from February 1 to February 15: €0
Regular Period: from February 16 to March 31: €3
Extended Period: from April 1 to May 15: €5
For the rest of the Sections:
Early Period: from February 1 to February 15: €5
Regular Period: from February 16 to March 31: €10
Extended Period: from April 1 to May 15: €15
For consideration of their works, participants will provide viewing copies of their works in the original version to the platforms. If their language is different from Spanish, it will be presented with subtitles in this language embedded in the image.
3. Selection
The Selection Committee, made up of professionals from the world of audiovisual arts and the organization, will be in charge of selecting works for the different sections of the festival.
The organization will notify the final result of the selection by e-mail to the contact person.
In the event that a work is selected, the organization will contact the representative to request all the necessary material.
The screening copy of the selected works will be sent in the time and manner requested by the organization. In any case, the shipment will be online.
The projection format will be digital. The technical characteristics are:
1. Master Full HD (1920 x 1080) at 25 or 24 fps, H264 codec

2. Trailer.
3. Layered poster and 3 or 4 photos or stills of the short film.
Screening copies of the selected works will be sent in their original version. If the language is different from Spanish, it will be presented with subtitles embedded in the image in this language.
Copies of the selected works may be used in limited viewings for the selection committee and in the Festival's Palmarés samples organized by the festival, always for cultural and non-profit purposes, with prior communication to the producers of the intended use. make of them.
The selected films will be shown at the times and places that appear on the official festival website (www.navarrafestival.com), assuming that participants authorize these screenings from the moment they register for the Festival.
For the FILMIN-NIFF award, the selection committee will choose the 10 finalists for participation in the FILMIN-NIFF award, from among the films that wish to be in the online edition of the festival, through the Filmin platform. These films can be seen on Filmin during the dates established by the festival. The winner will receive the trophy at the NIFF gala in addition to a free registration for one year in FILMIN.
In any case, express authorization will be requested for its online broadcast through the festival's official platform in the event that they also opt for this modality. Acceptance of participation in online format will not be mandatory to participate in the in-person version of the contest.
With the registration of a work and the consequent acceptance of these rules, the owners of the works that are selected to participate in competitive sections give the Festival the right to project said works - always for exclusively cultural and non-commercial purposes - throughout the year and a half following the celebration of the Festival in the different extraordinary activities held outside the official week, whose purpose is the promotion of the festival.
In any case, these possible screenings will always be notified to the owner of the work and will always be free of charge to the public.
4. Sections
The Navarra International Film Festival 2024 will have the following sections:
- Official Section (International Competition)
- New Generation Section (International Competition)
- Navarrese short film
- Parallel sections
4.1. OFFICIAL SECTION
In the Official Section, international and Spanish short films* will compete under equal conditions, and all of them are eligible for the Official Section awards indicated below.
The Official Section will have its own specific Jury, which will award the corresponding prizes independently of the rest of the sections.
(*) All Spanish productions, co-productions where Spanish participation is greater than 40% and those works directed by filmmakers of Spanish nationality are considered Spanish short films, even if they have been produced by other countries.
4.2. NEW GENERATION SECTION
New Generation is a new competitive section whose main objective is to encourage the creation and audiovisual training of young people. We believe that the future of our cinema lies in the new generations and that is why the NIFF New Generation wants to look for those views that will be the cinema of tomorrow.
European works made by young people between 18 and 30 years old may compete in this section. All team leaders must be within this age range.
The works may not exceed 10 minutes in duration, not including the credits, and in no case may the total duration of the work exceed 12 minutes.
Attendance at the festival by the finalists is mandatory in order to receive one of the prizes. If the director cannot attend, any of the team leaders may attend.
The other criteria for this section are the same as those set out in the general considerations. New Generation will have its own specific Jury, which will award the corresponding prizes independently of the rest of the sections.

4.3. NAVARRO SHORT FILM
All works that meet at least one of the following requirements may compete in this competition:
- Be directed or produced by a person born in Navarra.
- Have been filmed in a substantial part or entirely in Navarra.
- Be produced by a production company based in Navarra.
- Be directed or produced by a person who has resided for five consecutive or seven alternate years in Navarra.
Also eligible for this award are works that meet any of the aforementioned requirements that have been selected in the Official Section or New Generation Section competitions. In the registration it will be necessary to indicate that the short film is eligible for the Navarro Short Film Award and prove this condition if the organization requires it.
The Navarro Short Film Section will have its own specific Jury, which will award the corresponding prize independently of the rest of the sections.
4.4. PARALLEL SECTIONS
The 6th NIFF - Navarra Film Festival 2024 will be able to complete its programming with a series of parallel and informative sections outside of competition.

6. Acceptance of the rules and Data Protection Law
Registration implies acceptance of these rules, as well as the decisions of the organization, selection committee and juries. Any issue not provided for in the rules will be resolved by the festival organization.
The organization reserves, exceptionally, the right to admit works that do not meet any of the criteria detailed above.
The organization undertakes and obliges that the personal data belonging to the participants' data file will be treated in accordance with article 12 of Organic Law 15/1999, of December 13, on the Protection of Personal Data (LOPD). ).
In the case of prizes with a financial award, the corresponding withholdings or taxes will be applied to their amount as established by law.
