Il concorso è rivolto ai ragazzi da 0 ai 12 anni di ogni parte del mondo che producono cortometraggi.
L’obiettivo è quello di educare all’immagine i più piccoli che sono costantemente immersi in un mondo in cui l’immagine e i video sono il principale strumento di comunicazione. Vogliamo valorizzare la capacità di elaborare immagini per veicolare un contenuto.
REGOLAMENTO
1 - La partecipazione al concorso è gratuita. Il Moscerine Film Festival si svolgerà il 2-5 Maggio 2024 a Roma, presso il Nuovo Cinema Aquila
2 – Il concorso è promosso da i) Associazione Culturale Le Moscerine; di seguito indicata come “Direzione Promotrice”
3 – Il titolo del Festival è: “Moscerine Film Festival”; Il tema è Libero
4 - È prevista un’unica sezione competitiva:
Concorso Cortometraggi:
Miglior Cortometraggio - Riservato a bambini e ragazzi fino a 12 anni di età (anche compiuti alla data di scadenza del bando).
Miglior Regista - Riservato a bambini e ragazzi fino a 12 anni di età (anche compiuti alla data di scadenza del bando)
Oltre al premio sono previste delle menzioni speciali:
a) Idea originale
b) Miglior Attore
c) Miglior Attrice
d) Miglior Sviluppo dei Personaggi
E' prevista inoltre la categoria FOCUS SCUOLE, per attività realizzate all'interno delle scuole da professionisti, insegnanti e associazioni.
E' prevista infine una categoria Young Creator, destinata ai ragazzi UNDER12 per video di durata non superiore ai 90 secondi con formato video solamente in verticale.
5 – Le opere e la scheda di iscrizione dovranno pervenire obbligatoriamente entro e non oltre il 15 aprile 2024 (ora Italiana).
6 – Ogni autore può presentare un'opera (in lingua italiana o in inglese) di durata massima di 15 minuti. I cortometraggi che non saranno in lingua italiana o in lingua inglese dovranno essere sottotitolati in italiano, pena esclusione dal concorso. L'opera dovrebbe essere realizzata in formato orizzontale per le sezioni UNDER12 e FOCUS SCUOLE. Mentre deve essere necessariamente in verticale e con durata non superiore ai 90 secondi per la sezione Young Creator.
7 – La Direzione Promotrice si riserva la possibilità di non ammettere opere al concorso che siano non rispettose della serietà dello stesso ed in particolare si riserva di escludere video che contengono messaggi di pornografia e razzismo.
8 – La partecipazione al concorso può essere rifiutata ai materiali video tecnicamente non in grado di garantire una buona proiezione pubblica.
9 - Le opere presentate non devono contenere messaggi pubblicitari
10 – Ogni autore è responsabile dei contenuti dell’opera presentata e della diffusione di musica prodotta da copyright. Inoltre, come di seguito precisato al punto 14 il partecipante, inviando l’opera dichiara di essere titolare di tutti i diritti di utilizzazione dell’opera stessa, nessuno escluso e che i contenuti della stessa non violano le leggi vigenti e che l’opera non presenta contenuti a carattere diffamatorio. In ogni caso il mittente solleva l’Ente di cui al punto 2 da ogni responsabilità per il contenuto dell’opera proiettata in pubblico.
11 – Moscerine Film Festival di cui al punto 2 non sono responsabili per danni o smarrimento delle opere inviate.
12 – Moscerine Film Festival di cui al punto 2 si riservano di modificare il presente bando per cause di forze maggiore o per il miglioramento dello stesso; le eventuali modifiche verranno comunque comunicate ai concorrenti tempestivamente.
13 – La scheda d’iscrizione include la liberatoria per l’utilizzo del cortometraggio all’interno del “Moscerine Film Festival” e in tutte le manifestazioni successive al Concorso riconducibili al Concorso stesso: in mancanza l’opera inviata non potrà essere ammessa alla selezione. La scheda di iscrizione dei minorenni dovrà essere firmata anche da entrambi i genitori, allegandone copia dei documenti d’identità. In assenza dei genitori, la detta domanda dovrà essere sottoscritta da chi ne fa le veci, allegando copia del documento di identità e dei relativi provvedimenti autorizzativi.
14 – Le schede di iscrizione dovranno essere compilate e sottoscritte da chi detiene i diritti di paternità dell'opera, ai sensi di quanto previsto dalla Legge d’Autore (legge 633/1941 e s.m.i.). Il soggetto firmatario, inviando la scheda di iscrizione si dichiara unico autore dell’opera inviata, si assume ogni responsabilità in ordine a contenuto, liceità, natura, qualità e veridicità dell’opera stessa e delle proprie dichiarazioni.
Il partecipante si impegna a manlevare espressamente l’Ente di cui al
punto 2, promotore del Concorso, da eventuali pretese di soggetti terzi che, a qualunque titolo, dovessero reclamare diritti sull'opera e/o sulle musiche utilizzate e/o su altre parti ed elementi della stessa.
Con riguardo alle tracce sonore eventualmente presenti nella suddetta opera, il partecipante dichiara, altresì, che fa uso di musiche originali e ne detiene i relativi diritti, oppure dichiara che si tratta di contenuti privi di copyright, ai sensi di legge.
Qualora invece venissero utilizzate musiche commerciali protette da copyright l’autore dichiara che i contenuti delle opere presentate in concorso devono essere in regola per quanto riguarda l’assolvimento dei diritti Siae e con la vigente normativa sul diritto d’autore e si obbliga a manlevare tutti gli Enti di cui al punto 2, promotori del Concorso, da ogni richiesta avanzati da Enti/Pubbliche Amministrazioni in tal senso.
Inoltre l’autore concede per l’opera inviata la liberatoria per la proiezione
pubblica e la pubblicazione sul web in streaming live (fermo restando che i diritti sull’opera restano comunque di proprietà dell’autore).
Il soggetto firmatario, per ogni dichiarazione falsa e/o mendace da lui rilasciata, potrà essere chiamato da l’Ente di cui al punto 2, promotore del Concorso, a risponderne nelle apposite sedi civili e penali.
15 – Una giuria nominata dalla Direzione Promotrice valuterà i cortometraggi in concorso ed assegnerà il premio “Miglior Cortometraggio”. Il giudizio della giuria è insindacabile
16 – La giuria infine si riserva di non assegnare i premi qualora non si ritenga nessun prodotto adatto alla premiazione.
17 – Premi.

18 – Il programma dettagliato della manifestazione di premiazione verrà comunicato tramite mail a tutti i partecipanti. La manifestazione si terrà, dal 2 al 5 Maggio 2024.
19 – Durante la serata di premiazione saranno proiettati i cortometraggi selezionati, tra cui verranno proclamati il vincitore e le menzioni speciali.
20 – Tutte le spese inerenti i viaggi e le spese di soggiorno dei partecipanti che vorranno assistere alla serata di premiazione, sono a totale carico degli stessi.
21 - Le opere pervenute non saranno restituite ed entreranno a far parte dell'archivio del Concorso.
22 – La partecipazione al concorso implica l’accettazione delle condizioni esposte nel presente bando e la concessione all’Ente di cui al punto 2, promotore del Concorso, il diritto di riproduzione dei filmati, premiati ed ammessi, in tutte le manifestazioni legate al “Moscerine Film Festival” o che abbiano finalità di pubblicizzare il concorso e la diffusione del cortometraggio.
23 - Accettando espressamente il presente regolamento, i partecipanti autorizzano il trattamento dei propri dati sensibili e personali, in base alla normativa vigente in materia di privacy come da informativa che sarà all’uopo sottoscritta dall’interessato in sede di iscrizione.
24 - Per ogni eventuale controversia sarà competente il Foro di Roma.

READ THE RULES AND SUBMIT YOUR SHORT FILM!
The competition is open to kids from 0 to 12 years old from every part of the world who produce short films. The goal is to educate the youngest who are constantly immersed in a world where images and videos are the main means of communication. We want to enhance the ability to process images to convey content.
RULES
1 - Participation in the competition is free. The Moscerine Film Festival will take place on May 2-5, 2024, in Rome, at the Nuovo Cinema Aquila.
2 – The competition is promoted by i) Cultural Association Le Moscerine; hereinafter referred to as the "Promoting Direction."
3 – The title of the Festival is: "Moscerine Film Festival"; The theme is Free.
4 - There is a single competitive section:
Short Film Competition:
Best Short Film - Reserved for children up to 12 years old (even completed by the deadline).
Best Director - Reserved for children up to 12 years old (even completed by the deadline).
In addition to the award, special mentions are provided for:
a) Original Idea
b) Best Actor
c) Best Actress
d) Best Character Development
There is also the SCHOOL FOCUS category, for activities carried out within schools by professionals, teachers, and associations.
Finally, there is a Young Creator category, intended for UNDER12 kids for videos with a duration not exceeding 90 seconds, with a vertical video format only.
5 – The works and the registration form must be received by no later than April 15, 2024 (Italian time).
6 – Each author can submit one work (in Italian or English) with a maximum duration of 15 minutes. Short films that are not in Italian or English must be subtitled in Italian, otherwise, they will be excluded from the competition. The work should be produced in a horizontal format for the UNDER12 and SCHOOL FOCUS sections. It must be in a vertical format and not exceed 90 seconds in duration for the Young Creator section.
7 – The Promoting Direction reserves the right not to admit works to the competition that are not respectful of its seriousness, and, in particular, reserves the right to exclude videos containing messages of pornography and racism.
8 – Participation in the competition may be refused for video materials technically unable to guarantee a good public screening.
9 - The submitted works must not contain advertising messages.
10 – Each author is responsible for the content of the work presented and the dissemination of music produced by copyright. Also, as specified in point 14 below, the participant, by submitting the work, declares to be the owner of all usage rights of the work itself, with no exceptions, and that the content does not violate existing laws and that the work does not contain defamatory content. In any case, the sender releases the Entity referred to in point 2 from any responsibility for the content of the publicly screened work.
11 – Moscerine Film Festival as referred to in point 2 is not responsible for damages or loss of the submitted works.
12 – Moscerine Film Festival as referred to in point 2 reserves the right to modify this announcement due to force majeure or for its improvement; any changes will be promptly communicated to the competitors.
13 – The registration form includes the release for the use of the short film within the "Moscerine Film Festival" and in all subsequent events related to the Competition attributable to the Competition itself: in the absence of this, the submitted work cannot be admitted to the selection. The registration form for minors must also be signed by both parents, attaching a copy of their identity documents. In the absence of the parents, the aforementioned request must be signed by a substitute, attaching a copy of their identity document and the relevant authorization.
14 – Registration forms must be completed and signed by the copyright holder of the work, in accordance with the Copyright Law (law 633/1941 and subsequent amendments). The signing party, by submitting the registration form, declares to be the sole author of the submitted work, assumes all responsibility for the content, legality, nature, quality, and truthfulness of the work itself and their statements.
The participant expressly undertakes to indemnify the Entity referred to in point 2, the promoter of the Competition, from any claims by third parties who may claim rights on the work and/or the music used and/or other parts and elements of the work, for any reason. Regarding any soundtracks possibly present in the aforementioned work, the participant also declares that they use original music and own the related rights, or declares that it is content without copyright, in accordance with the law. If, however, copyrighted commercial music is used, the author declares that the contents of the works presented in the competition must comply with SIAE rights and current copyright law and undertakes to indemnify all the Entities referred to in point 2, promoters of the Competition, from any requests made by Entities/Public Authorities in this regard.
Furthermore, the author grants a release for the submitted work for public screening and publication on the web in live streaming (it being understood that the rights to the work remain the property of the author).
The signing party, for any false and/or misleading statement made by them, may be called by the Entity referred to in point 2, promoter of the Competition, to answer for it in the appropriate civil and criminal venues.
15 – A jury appointed by the Promoting Direction will evaluate the short films in the competition and award the "Best Short Film" prize. The jury's judgment is final.
16 – The jury reserves the right not to award prizes if no product is deemed suitable for the awards.
17 – Prizes.
For the first-place winner of the Short Film Competition:
Best Short Film: a plaque for "Best Short"
Best Director: a plaque for "Best Direction"
Original Idea - Plaque
Best Actor and Best Actress - Plaque
Best Character Development - Plaque
18 – The detailed program of the award ceremony will be communicated via email to all participants. The event will take place from May 2 to 5, 2024.
19 – During the award ceremony, selected short films will be screened, and the winner and special mentions will be announced.
20 – All expenses related to travel and accommodation for participants who want to attend the award ceremony are entirely at their expense.
21 - The received works will not be returned and will become part of the Competition's archive.
22 – Participation in the competition implies acceptance of the conditions outlined in this announcement and the granting to the Entity referred to in point 2, promoter of the Competition, the right to reproduce the films, awarded and admitted, in all events related to the "Moscerine Film Festival" or aimed at publicizing the competition and the dissemination of the short film.
23 - Expressly accepting this regulation, participants authorize the processing of their sensitive and personal data, in accordance with the current privacy legislation, as per the information that will be signed by the interested party during registration.
24 - For any disputes, the competent authority will be the Court of Rome.
