Article 1
GENERAL CONDITIONS
These Regulations determine the objectives, tasks and procedures of carrying out and implementation of the LAMPA International Film Festival of socially oriented short films, videos and social advertising (hereafter – the Film Festival), its organisational and methodological support, the procedure of film submission and selection of winners.
The main idea and mission of the Film Festival is to create a unique platform in order to build up a system in the information space for promoting ideas of social serving, patriotism, volunteering and charity by film media means of artistic expression.
The Organiser of the Film Festival is International Centre for Social Innovations “Vector of Friendship”. The Organiser of the Film Festival forms the Organising Committee of the Film Festival for dealing with the current organisational issues.
The Organising Committee, headed by the Chairwoman of the Organising Committee is the advisory body of the Film Festival.
The official website of the Film Festival – www.eng.lampa.film (hereafter – the website of the Film Festival).
Article 2
OBJECTIVES AND TASKS OF THE FILM FESTIVAL
Searching for “new heroes” who are capable to commit social deeds and to solve significant social issues that set the moral guide for following.
Positioning the role of cinema in shaping universal human values for healthy lifestyle, patriotism, tolerance, respect to the history of homeland, development of socially important initiatives by children and youth.
Enhancing the quality of created social advertisement, social video, and short films as well as identifying and rewarding the authors of the most successful entries.
Drawing the attention to the most urgent social problems by means of relevant video content, shaping the cinema and information base of video entries.
Development of international cooperation and public diplomacy in the field of social media.
Article 3
CONDITIONS OF PARTICIPATION IN THE FILM FESTIVAL
Participants of the Film Festival are determined on the basis of the Competitive Selection of socially oriented short films, videos and social advertising (hereafter – the Competition).
The Competition is open to everyone wishing to participate (individually or groups) who submitted all necessary documents in accordance with terms and conditions of the Competition.
The entries compliant with the Terms and Regulations for the Film Festival are allowed for submission.
One participant (group) may submit to the Competition no more than 3 works in any nominations.
The Organising Committee of the Film Festival has the right not to include any material in the Competition without explaining the reasons.
All submissions must follow the regulations of the Russian Federation, including the law of the Russian Federation “On narcotic drugs and psychotropic substances”, the law of the Russian Federation “On the mass media” and the law of the Russian Federation “On advertising”.
The Organising Committee of the Film Festival reserve the right to use entries, submitted to the Competition, before the official announcement of the winners (indicating its author, without royalties). Once materials have been sent, they will not be returned and reviewed. The Organising Committee of the Film Festival is not responsible for any complaints from the persons and (or) organisations appearing in the submitted entries, in case of showing or online publishing and distribution in mass media.
Participation in the Competition means contest of an author (or author team) for further usage of entries on non-repayable base as per Article 9 of these Regulations.
Article 4
NOMINATIONS OF THE COMPETITION.
REQUIREMENTS FOR ENTRIES
The Competition is hold in the following nominations:
“Social video” is a short video sketch, demonstrating the ideas of social serving, volunteering and charity in an original and artistic way. The video should be concise, have an unambiguous interpretation, an optimal combination of image and text. The video can be shot using any device. Duration of the entry is no more than 5 minutes.
“Social advertising” is an advertising message, containing the popularisation of the leading universal values, attracting the society attention to socially important problems, contributing to the shaping of public opinion on challenges of social significance. Duration of the entry is no more than 2 minutes.
“Short film” is a full-length short film with a certain meaning, storyline and characters. The film is based on a story with a socially significant meaning. Duration of the entry is no more than 40 minutes.
“Short documentary” is a full-length short film with a socially significant story line. The film work is based on filming real people and events. Duration of the entry is no more than 40 minutes.
“Special focus” is a special nomination for young filmmakers at the age from 10 to 18. The entries of one of the following genres such as socially oriented short film, social video, and social advertising are welcome for submission to the Competition. Duration of the entry is no more than 40 minutes.
The procedure for submitting film works to the Competition is determined by Annex 1 to these Regulations.
In the case of a large number of works submitted to the Competition in different nominations, the Organising Committee of the Film Festival has the right to decide on the evaluation of film works in two sections: “Amateurish filmmaker” and “Professional filmmaker”.
Shortlisted films (finalists of the Competition) may be recommended for special prizes of the Film Festival. The list of special prizes is indicated in Annex 2 to these Regulations.
All submissions should be life-asserting, calling for creation, partnership, desire to change personal views and the way of life towards positive actions. Submissions should morally and spiritually enrich the audience, promote ideas of social serving, volunteering and charity, change the value compass towards kindness and tolerance.
Requirements for entries: codec (preferably) H.264, container — MP4, MPEG. Video resolution is preferably 1920*1080 (Full HD, 1080), not less than 720х576. The frequency of sound from 24 kHz and more. Compression of sound in video clips: MP3, WAV, AAC.
It is obligatory for each entry to have captions: first and last names of all participants of the project (including the people involved), and the date of publication.
Entries can be posted on the YouTube, Vimeo and other services in the mode of “Open access” or “Access by link” until the results of the Film Festival are announced with providing access passwords (if there are any). The link to the contest video has to be placed in the Film Festival application.
All entries submitted on time are allowed to be selected for the Competition if their content complies with declared nominations and topics of the Film Festival, mentioned in these Regulations.
The entry should not contain any watermarks and other logos for all timeline of the film.
Article 5
ARRANGEMENT PROCEDURES OF THE FILM FESTIVAL
The Competition is held in 4 stages:
First stage is Preliminary, which includes information sharing on the Film Festival, films submissions.
Second stage is Selection, which includes the evaluation of the entries submitted to the Competition.
Third stage is Final, which includes summarizing of the results, then based on these results the shortlist is formed and winners of the Competition are determined.
Forth stage is holding the Awarding Ceremony of the Film Festival.
Terms and detailed information on the stages of the Competition are indicated in Annex 1 to these Regulations.
Article 6
THE ORDER OF WINNERS DETERMINATION
The Organising Committee of the Film Festival confirms the Selection Committee (Jury of the Competition) in order to determine the winners of the Competition and judge the entries.
The Selection Committee (Jury of the Competition) is formed from invited experts in the field of film industry, social advertisement, state and public figures, representatives of NGOs, representatives of mass media. The Selection Committee is headed by the Chairman of the Jury of the Film Festival.
The Selection Committee (Jury of the Competition) assesses each entry in accordance with the criteria.
The Selection Committee (Jury of the Competition) has the right to decline submissions if they do not meet the requirements of these Regulations.
The Selection Committee (Jury of the Competition) will determine winners on the base of the assessment and expertise of the submissions.
The results of the Competition will be placed on the website of the Film Festival.
Article 7
AWARDS
According to the results of the Competition, winners in each nomination and owners of special prizes of the Film Festival are determined.
All winners of the Competition will be awarded with LAMPA trophies, diplomas and valuable prizes.
The best submissions included into the short list of the Film Festival will be recommended for practical implementation and broadcasting for promoting volunteering and charity within the framework of the Film Festival’s events.
Awarding of the Film Festival winners will be held at the Awarding Ceremony in Perm.
Article 8
ORGANISATION OF THE FILM FESTIVAL
The information regarding the dates and venue of the Film Festival is posted on the website of the Film Festival.
The main events of the Film Festival’s programme are public screenings of the best competitive works, educational sessions from Jury members and directors of social cinema, foresight sessions on the topic of volunteerism development, meetings with films’ main characters, interactive exhibitions from directors and authors of social projects, awarding ceremony for the winners of the Film Festival.
Article 9
COPYRIGHTS
The Organising Committee has the following rights:
Using (playback, distributing the submitted films in any way (including sale), right for import, translation or reprocessing) submissions for non-commercial purposes and without monetary rewarding to the author (or team of authors), but with the obligatory indication of author’s name (co-authors);
Holding film campaigns based on the submitted works (online catalog, Internet resources) in the territory of the Russian Federation and abroad;
Distributing videos in general education institutions and vocational education and training institutions;
Presenting the entries for the needs of the Competition and for the purposes of its advertising, while carrying out socially significant events on the territory of the Russian Federation and abroad. Also, it has the right to broadcast entries on the television and on the Internet;
Full or partial usage for informational, scientific, educational and cultural purposes.
In case if a submission is included into the short list of the Competition, the author is obliged to conclude a license agreement with the Film Festival organisers to grant the rights of using the film on a non-exclusive basis within 20 (twenty) days after the publication of the short list of the Competition on the website of the Film Festival.
The submission of entry by the participant in order to take part in the Competition means full and unconditional consent of the participant to these Regulations.
Annex 1
Procedure for holding the Competition of the
LAMPA International Film Festival
of socially oriented short films, videos
and social advertising in 2020
When submitting works for the Competition, a participation fee is to be paid:
Nomination “Short documentary Film” - 20$.
Nomination “Short film” - 20$
Nomination “Social video” - 20$.
Nomination “Social advertising” - 20$.
Nomination “Special focus” - 5$.
Applications for the Competition are accepted until 12am (Moscow time) on July 31, 2020.
Terms of the Competition:
Start of accepting applications: March 3, 2020.
End of accepting applications: July 31, 2020.
Announcement of the results: August 21, 2020. The shortlist is published on the website of the Film Festival.
Annex 2
List of special prizes of the
LAMPA International Film Festival
of socially oriented short films, videos and
social advertising in 2020
“1+1” is a prize for the promoting the best practices in the field of social inclusion and expanding the social solidarity, including the social adaptation of physically disabled people, integration into society of vulnerable population groups, etc.
“World without war” is a prize for promoting the theme of the 75th anniversary of the Victory in the Second World War and / or the 75th anniversary of the foundation of the United Nations (friendship of peoples, cooperation of states to prevent military conflicts, the idea of “world peace”).
“New hero of our time” is a prize for media professionals who took part in the shooting of the Film Festival's competitive work, actively promoting and developing the theme of volunteerism and charity, and participating in solving social problems of society.
“Meaningful business” is a prize for successful cooperation between socially oriented and commercial companies, production of socially-oriented films by business companies together with charitable foundations and voluntary organisations, and production of social advertising.
#ALLTOGETHER is a prize for media promoting and positioning of social deeds and social initiatives, for cinematic "study" on human capabilities in self-isolation mode, during the COVID-19 pandemic.
