For the LAMPA International Film Festival
of socially oriented short films, videos
and social advertising 2026
1. Article GENERAL CONDITIONS
1.1. These Rules and regulations determine the objectives, tasks and procedures of carrying out and implementation of the LAMPA International Film Festival of socially oriented short films, videos and social advertising (hereafter – the Film Festival), its organisational and methodological support, the procedure of film submission and selection of winners.
1.2. The main idea and mission of the Film Festival is to create an ecosystem for the production, promotion and distribution of inspiring socially oriented video content on the topics of social transformation in support of the Sustainable Development Goals for positive changes in the world.
1.3. The Founder of the Film Festival is the International Centre for Social Innovations Vector of Friendship with the support of the media holding National Media Group, the Ministry of Culture of the Perm Kray, and interested partners. The founder of the Film Festival – the International Centre for Social Innovations Vector of Friendship has a special consultative status with the UN Economic and Social Council (since 2014) on the basis of the Charter of the United Nations.
1.4. To resolve current organizational issues, the Founder is forming the Directorate of the Film Festival.
1.5. The Organising Committee, headed by the Chairwoman of the Organising Committee is the advisory body of the Film Festival.
1.6. The official website of the Film Festival – www.eng.lampa.film (hereafter – the website of the Film Festival).
2. Article GOALS AND OBJECTIVES OF THE FILM FESTIVAL
2.1. Goals of the Film Festival:
2.1.1. To form a unique film information base comprising the best examples of inspiring and socially significant short films from professionals and cinema enthusiasts. These films aim to promote the social initiatives of "new heroes" — individuals capable of making significant social contributions and setting moral examples for others to follow.
2.1.2. To create conditions conducive to the creative and professional growth of film festival participants. This includes educational and practice-oriented interactions at the LAMPA venues with distinguished figures from the film industry, the nonprofit sector, educational institutions, and socially responsible businesses.
2.2. Objectives of the Film Festival:
2.2.1. To establish criteria for enhancing the quality and impact of inspiring short films, including social advertisements, video projects, and fiction and documentary shorts entered in the competition. These films should not only highlight important social issues but also present potential solutions.
2.2.2. To highlight the role of impact cinema as an educational medium that fosters the adoption of universal human values in areas such as ecology, the development of inclusive practices, the preservation of family values, cultural and historical heritage, and the support of significant youth initiatives in society.
2.2.3. To foster international cooperation and public diplomacy in the sphere of socially-oriented media.
2.2.4. To draw attention to urgent social issues through pertinent video content.
3. Article CONDITIONS OF PARTICIPATION IN THE FILM FESTIVAL
3.1. Winners of the Film Festival are determined on the basis of the Competitive Selection of socially oriented short films, videos and social advertising (hereafter – the Competition).
3.2. The Competition is open to everyone wishing to participate (individually or in groups) who submitted all necessary documents in accordance with the Rules and regulations of the Competition.
3.3. The entries compliant with the Rules and regulations for the Film Festival are allowed for submission. The year of creation of the film works accepted for the Competition is indicated in Appendix No.1 to these Rules and regulations.
3.4. One participant (group) may submit to the Competition no more than 3 works in the total number of nominations.
3.5. The Directorate of the Film Festival has the right not to include any material in the Competition without explaining the reasons.
3.6. All submissions must follow the regulations of the Russian Federation, including the law of the Russian Federation «On advertising», the law of the Russian Federation «On the mass media», the law of the Russian Federation «On narcotic drugs and psychotropic substances».
3.7. The materials submitted for the Competition must not contain political propaganda.
3.8. The Directorate of the Film Festival reserves the right to use entries, submitted to the Competition, for non-commercial purposes before the official announcement of the winners (indicating its author, without royalties). Once materials have been sent, they will not be returned and reviewed. The Directorate of the Film Festival is not responsible for any claims and complaints from the persons and (or) organisations appearing in the submitted entries, in case of showing or online publishing and distribution in mass media.
3.9. Participation in the Competition means consent of an author (or author team) for further usage of entries on a non-repayable basis as per Article 9 of these Rules and regulations.
4. Article REQUIREMENTS FOR ENTRIES
4.1. The procedure for submitting film works to the Competition is determined by Appendix No.1 to these Rules and regulations.
4.2. The list of nominations and special prizes of the Film Festival is indicated in Appendix No. 2 to these Rules and regulations.
4.3. All submissions should be life-asserting, calling for creation, partnership, desire to change personal views and the way of life towards positive actions. Submissions should morally and spiritually enrich the audience, promote ideas of social serving, volunteering and charity, change the value compass towards kindness and tolerance.
4.4. Requirements for entries: codec (preferably) H.264, container — MP4, MPEG. Video resolution is preferably 1920*1080 (Full HD, 1080), not less than 720х576. The frequency of sound from 24 kHz and more. Compression of sound in video clips: MP3, WAV, AAC.
4.5. It is obligatory for each entry to have captions: first and last names of all participants of the project (including the people involved), and the date of publication.
4.6. Each work must have subtitles in English in accordance with the international standard ESIST.
4.7. Entries can be posted on YouTube, Vimeo and other services in the mode of «Open access» or «Access by link» until the results of the Film Festival are announced with providing access passwords (if there are any). The link to the contest video has to be placed in the Film Festival application.
4.8. When submitting a work to the Competition, it is mandatory to fill out all points of the application: synopsis in Russian and English; cover and stills from the film; fields «debut», «premiere of film work» and others.
4.9. All entries submitted on time are allowed to be selected for the Competition if their content complies with declared nominations and topics of the Film Festival, mentioned in these Rules and regulations.
4.10. The entry should not contain any watermarks and other logos for all timeline of the film.
4.11. The presence of information on the analysis of social problems reflected in the competition work and (or) information on measuring the impact component (the ability to measure the results declared in film technologies to solve social problems) of the competition content, with equal points in the jury, gives the director a greater chance of winning at the Film Festival. Works may also receive additional points if the authors can provide data measuring the social impact resulting from the production and/or screening of the films.
4.12. If a competitive work is included in the Shortlist, the author (finalist) undertakes to provide the Directorate with additional materials from the film. The list of additional materials is available in Appendix No. 3 to these Regulations.
5. Article ARRANGEMENT PROCEDURES OF THE FILM FESTIVAL
5.1. The Competition is held in 4 stages:
5.1.1. The first stage is Preliminary, which includes information sharing on the Film Festival, films submissions.
5.1.2. The second stage is Selection, which includes the evaluation of the entries submitted to the Competition.
5.1.3. The third stage is Final, which includes summarising of the results, then based on these results the shortlist is formed and winners of the Competition are determined.
5.1.4. The fourth stage is holding the Awards Ceremony of the Film Festival.
5.2. Terms and detailed information on the stages of the Competition are indicated in Appendix No.1 to these Rules and regulations.
6. Article THE ORDER OF WINNERS DETERMINATION
6.1. The Directorate of the Film Festival establishes the Selection Committee (Jury Members) in order to determine the winners of the Competition and judge the entries.
6.2. The Selection Committee is formed from invited experts in the field of film industry, social advertisement, state and public figures, representatives of NGOs, representatives of mass media. The Selection Committee is headed by the Chairman of the Jury of the Film Festival.
6.3. The Selection Committee assesses each entry in accordance with the criteria.
6.4. The Selection Committee has the right to decline submissions if they do not meet the requirements of these Rules and regulations.
6.5. The Selection Committee will determine winners based on the assessment and expertise of the submissions.
6.6. The results of the Competition will be published on the website of the Film Festival.
7. Article AWARDS
7.1. According to the results of the Competition, winners in each nomination and owners of special prizes of the Film Festival are determined.
7.2. The winners in each nomination of the Competition shall receive the status of Nomination Winner and be awarded with the LAMPA trophies and corresponding diplomas.
7.3. Works that are shortlisted for the Film Festival but do not receive the status of Nomination Winner shall be granted the status of Festival Nominee and be awarded the corresponding diplomas.
7.4. The best entries included in the Shortlist of the Film Festival will be recommended for practical implementation and broadcasting to promote volunteering and charity within the framework of the Film Festival’s events.
7.5. Awarding of the Film Festival winners will be held within the Closing Ceremony of the Film Festival.
8. Article ORGANISATION OF THE FILM FESTIVAL
8.1. The information regarding the dates and venue of the Film Festival is posted on the website of the Film Festival.
8.2. The main events of the Film Festival’s programme are public screenings of the best competitive works, educational sessions from Jury Members and directors of social cinema, foresight sessions on volunteerism development, meetings with films’ main characters, interactive exhibitions from directors and authors of social projects, awarding ceremony for the winners of the Film Festival.
8.3. The conditions for the finalists' stay at the Film Festival are specified in personal invitation letters.
9. Article COPYRIGHTS
9.1. If a competitive work is included in the Shortlist, the author of the competitive work undertakes to provide the Founder of the film festival with the consent of the copyright holders to use the work, including the following points: reproduction, distribution of copies of the work in any way, the right to import, translate or process the work for non-commercial purposes and without payment of monetary remuneration to the author (team of authors), but with the obligatory indication of the name of the author (co-authors) on the territory of Russia, foreign countries, and on the Internet.
9.2. The author of the competition entry agrees to send the Organizers of the film festival the Consent of the rights holders for the use of the work within 20 (twenty) days after the publication of the shortlist on the Festival's Website.
9.3. In case the authors of the shortlisted competition entries are interested in showcasing their films on TV channels and VOD platforms, cinemas, etc., the Organizers of the film festival will enter into an agreement with the rights holders of the work to realize any commercial rights for use in the territory of Russia and foreign countries. Starting from 2024, the partner platform of the film festival will be the online cinema Wink.
9.4. Submission of entries by participants for the Competition means full and unconditional agreement by the participant with these Regulations.
Appendix No.1
Procedure for the Competitive Selection
for International Film Festival of
socially oriented short films, videos
and social advertising LAMPA in 2026
Entries for the Competition are accepted via FilmFreeway online platform. The instructions for entry submission are available on the Film Festival website in the «Participate» section, you can also request detailed instructions by contacting us: competition26@lampa.film.
The film production year accepted for the Competition: 2024-2026.
Entries for the Competition are accepted until June 5, 2026, 11:00 PM (Moscow Time).
The schedule of the Film Festival:
● Submissions start on February 20, 2026.
● The deadline for submissions is on June 5, 2026.
● The announcement of the results of the Selection stage is on July 10, 2026. The Shortlist will be published on the website of the Film Festival.
● The Awards Ceremony of the Film Festival is on October 11, 2026.
(The Festival takes place from October 9 to 11, 2026).
Venue: Perm, Russia.
The organizers of the Film Festival reserve the right to add an additional city to the venue of the Film Festival.
Appendix No. 2
List of nominations of
International Film Festival of
socially oriented short films, videos
and social advertising LAMPA in 2026
Film festival nominations:
● «Short socially oriented documentary film» – a full-fledged short film with a socially significant storyline. Films must be based on real events and people, and should show practical solutions and present ways for solving a social problem.
The maximum duration for the competition work is 25 minutes.
● «Short socially oriented feature film» – a full-fledged short film with an inspiring message, storyline and characters. The central narrative must focus on a socially important issue.
The maximum duration for the competition work is 25 minutes.
● «Short socially animated film» – a short film on a socially significant topic, made with the means of animation.
The maximum duration for the competition work is 20 minutes.
● «Social video» – a short video reflecting the ideas of social service, volunteering, charity in the original and artistic form. The film should be concise, have a clear interpretation and an optimal combination of image and text. The video can be filmed using any device.
The maximum duration for the competition work is 5 minutes.
● «Social music video clip» – a short film or video fragment of social orientation, accompanying the musical composition. The use of a musical composition (a fragment of a musical composition) must be agreed with the copyright holder and not violate the copyright of third parties.
The maximum duration for the competition work is 5 minutes.
● «Social Advertising» – a non-commercial advertisement aimed at changing social behaviors and drawing attention to socially significant phenomena and problems.
The maximum duration for the competition work is 2 minutes.
Special nominations:
● «The Road to Home» accepts entries addressing the issues of refugees and stateless persons, as well as featuring assistance to people forced to leave their homes. The nomination also covers the topics of inclusion, family, and separation with the close ones. Entries from directors with forced displacement backgrounds are also accepted, provided they comply with the Regulations.
The maximum duration for the competition work is 25 minutes.
● «Special Focus» accepts entries created by young directors aged 10 to 18 years old. This nomination is open to the following formats: short socially oriented film, social advertising, short socially animated film, and social music video clip.
The maximum duration for the competition work is 20 minutes.
● «Impact Series» aims to demonstrate the relevance of socially transformative series with original scripts. The nomination is open to entries with stories and characters that provide solutions to social problems and inspire to change the world for the better.
The maximum duration for the competition work is 45 minutes per episode.
● «What Matters Most» is open to super short feature films that not only address pressing social problems but also demonstrate ways to solve them and suggest solutions.
The maximum duration for the competition work is 7 minutes.
● «Vertical Cinema» accepts socially oriented feature films shot in a vertical orientation.
The maximum duration for the competition work is 10 minutes.
● «Feature-length impact film» aims to demonstrate the relevance of socially transformative feature-length cinema. This is an invitation-only nomination, submissions are not accepted. The Organising Committee selects and invites participants directly. The nomination covers entries that contribute to the solution of significant social problems and foster positive changes in society.
The maximum duration for the competition work is 120 minutes.
● «LAMPA Grand Prix» is awarded to the best film in competition that conveys the core values of the Film Festival.
The list of special nominations may be supplemented with new nominations from the partners of the Film Festival, within the schedule set by the Regulations.
Appendix No. 3
List of materials
Short-listed filmmakers are obliged to provide the following materials at the request of the Directorate of the Film Festival by the deadline of 22.07.2026:
– Additional information about the competition work and the author in the form that is sent to the competitor by the Directorate of the Film Festival;
– Poster/movie poster;
– Stills from the film (3–4 frames), frame size 1920x1080, png or jpg format;
– A clean copy of the film (a copy of the film without watermarks, subtitles, etc.);
– Editorial scripts with timecodes;
– Dialogue sheets in srt-file in English language;
– Trailer and teaser of the film (if available).
– Distribution certificate number (if available).
