AMAÇ
“Kısa Kısa” Film Festivali, aşağıda belirtilen amaçlar doğrultusunda düzenlenmektedir.
-Gençlerin yeni fikirler üretme ile paylaşma cesaretini artırmak ve onlara çerçevenin dışına çıkma cesaretini kazandırmak
-Sinema ile ilgilenen gençleri ve alanında uzman kişileri bir araya getirmek
-Başarılı ve etkili eserler üretmeye teşvik ederek Türk sinemasına katkıda bulunmak
- Daha geniş kitlelere ulaşma imkanı sağlayarak gençlere alan yaratmak
KAPSAM
● Marmara Üniversitesi Güzel Sanatlar Fakültesi , Film Tasarımı bölümü, ve Film ve Medya Tasarım Atölyesi Kulübü işbirliğiyle gerçekleştirilecek olan yarışma; sinemasever gençlerin katılımına açıktır.
KATILIM KOŞULLARI
● Festival “Kurmaca”, “Belgesel” ve “Canlandırma/Animasyon” türünde eserlere açıktır.
● Festival için bu tür dışında gönderilen eserler değerlendirmeye alınmayacaktır.
● Festivalde tema sınırlaması yoktur.
● Festival, kapsamda belirtildiği kişilere açıktır.
● 1 Ocak 2020'den itibaren hazırlanmış̧ olan filmler başvuru yapabilir.
● Kurmaca, belgesel ve animasyon filmlerinin süreleri en fazla 30 dakikadır. Bu şartlara uymayan filmler festivale kabul edilmez.
● Her kategori ayrı ayrı değerlendirilmeyecektir.
● Seçiciler kurulu yukarıda belirtilen kategorilere uygun olmayan bir filmi, ayrı bir kategoride özel gösterim olarak gösterebilir.
● Yarışmacılar en fazla 2 eserle festivale katılabilir.
● Orijinal dili Türkçe olan filmler İngilizce altyazılı, orijinal dili Türkçe olmayan filmler ise Türkçe ve İngilizce altyazılı olmalıdır.
● Festivale gönderilen eser içerisindeki özgün olmayan metin, görüntü, müzik, vb. kullanımları sebebiyle üçüncü kişilerden doğacak her türlü telif hakkı ihlali iddiası başvuru sahibinin (yönetmen/yapımcı) sorumluluğundadır. Marmara Üniversitesi Güzel Sanatlar Fakültesi ve işbirlikçiler bu durumdan hukuken sorumlu tutulamaz.
● Ön seçici kurulun kararı ile ön elemeden geçen filmler; gerekli mecralardan duyurulacak ve jürilerin oylarıyla seçilen filmler festivalin ikinci günü gösterime sunulacaktır.
● Finalist filmler aşağıdaki belgeleri kisakisafest@gmail.com adresine, konu bölümüne filmin ve yönetmenin adı yazılarak göndermelidir.
a- Filmin alt yazılı, şifreli Vimeo veya Youtube özel izleme linki
b- Festival kataloğu için filmden 3 adet görsel (JPEG / PNG formatında)
● Katılacak filmler “PAL” sistemiyle kaydedilmiş̧ olmalıdır. Yüklenecek filmlerin minimum 1920x1080 piksel çözünürlüğünde Full HD MPEG 4 (H264) ile kodlanmış olması gerekmektedir. Kopyaların gösterime uygun resim ve ses niteliği taşıması zorunludur.
● Şartnamede belirtilen koşullara uymayan, bozuk kayıt yapılmış, bölücü ve tehditkar içerik sahibi, festival yönetimi tarafından gösterilmesi uygun bulunmayan filmler katılımcı yönetmenin uyarılmasına gerek kalmadan festival dışı bırakılır.
● Festival şartnamesinde tek kişinin imzası bulunmalıdır ve imza sahibi, eserin yasal sahibi olmalıdır. Eserin oluşmasında kaç kişi bulunursa bulunsun, ödül sadece belgelerde imzası bulunan eserin yasal sahibine verilecektir. Ayrıca, söz konusu belgelerde belirtilecek tüm bilgilerin doğruluğu, imza sahibinin sorumluluğundadır. Bu bilgiler nedeniyle doğabilecek hukuksal sorumluluk, imza sahibine aittir.
● “Marmara Üniversitesi Güzel Sanatlar Fakültesi Kısa Kısa Festivali'ne katılan eserler, derecesi ne olursa olsun çeşitli yurt içi ve yurt dışı kültürel etkinliklerde kullanılması eser sahibi tarafından kabul edilmiş̧ sayılır. Bu konuda gerekli bilgi eser sahibine verilecektir. Ayrıca festivalin tanıtımı amacıyla filmlerden küçük kesitler veya fragmanlar farklı mecralarda (televizyon, radyo ve internet) gösterilebilir.
DEĞERLENDİRME
● Değerlendirme, Ön Seçiciler Kurulu değerlendirmesi ve Seçiciler Kurulları değerlendirmesi olmak üzere iki aşamalı yapılacaktır.
● Seçiciler Kurulları, kararlarını salt çoğunlukla verir.
● Ön elemeden geçen filmler https://www.instagram.com/kisakisafilmfestivali/ ve http://www.kisakisafest.com/ adresinden duyurulacaktır.
● Seçiciler Kurulu’nun belirlediği kazanan filmler festivalin 2. günü ödül töreninde açıklanacaktır.
● Seçiciler Kurulu kararı kesindir, değiştirilemez. Ancak festivale gönderilen eserin alıntı ve/veya çalıntı olmasından doğabilecek her türlü yasal sorumluluklar, yarışmacıya aittir. Böyle bir durumun ortaya çıkması halinde, ilgili kısa film, festivalden men edilir. Tespit festivalden sonra yapılır ise eser sahibi ödüllendirilmiş olsa dahi ödülü geri alınır. Festival düzenleyicileri ve çözüm ortakları bu durumdan hukuken sorumlu tutulamaz.

GOAL
The "Short Short" Film Festival is organized for the following purposes.
- To increase the courage of young people to produce and share new ideas and to give them the courage to get out of the frame.
Bringing young people interested in cinema and experts in their field together
- To contribute to Turkish cinema by encouraging to produce successful and effective works.
- Creating space for young people by providing access to larger masses
SCOPE
● The competition, which will be held in cooperation with Marmara University Faculty of Fine Arts, Department of Film Design and Film and Media Design Workshop Club; is open to the participation of moviegoers.
PARTICIPATION CONDITIONS
● The festival is open to works such as "Fiction", "Documentary" and "Animation / Animation".
● Works submitted for the Festival other than this type will not be evaluated.
● There is no theme limitation in the festival.
● The festival is open to the people mentioned in the scope.
Movies that have been produced as of 1 January 2020 can apply.
● The duration of fiction, documentary and animation films is maximum 30 minutes. Films that do not comply with these conditions are not accepted for the festival.
● Each category will not be evaluated separately.
● The selectors committee can show a movie that does not fit the above-mentioned categories as a special screening in a separate category.
● Competitors can participate in the festival with a maximum of 2 works.
● Films with Turkish subtitles must have English subtitles, films with original Turkish language must be Turkish and English subtitles.
● Non-original text, images, music, etc. in the work sent to the festival. Any claim of copyright infringement arising from third parties due to their use is the responsibility of the applicant (director / producer). Marmara University Faculty of Fine Arts and collaborators cannot be held legally responsible for this situation.
● The films passed through the pre-selection with the decision of the pre-selection board; The films selected with the votes of the juries will be presented on the second day of the festival.
● Participants must complete their applications by sending their films to https://filmfreeway.com/KisaKisaFilmFestivali until Sunday, February 9, 18:00.
● Participants should send the following documents to kisakisafest@gmail.com until this date by writing the name of the film and director in the subject section.
a- Movie's subtitled, encrypted Vimeo or Youtube private tracking link
b- 3 images from the film for the festival catalog (in JPEG / PNG format)
● The films to be attended must have been recorded with the "PAL" system. The films to be uploaded must be encoded with Full HD MPEG 4 (H264) with a minimum resolution of 1920x1080 pixels. Copies are required to be suitable for display and sound quality.
● Films that do not comply with the conditions specified in the specifications, are badly recorded, have divisive and threatening content, and are not suitable for display by the festival management, without the warning of the participant director.
● The festival specification must include the signature of one person, and the signatory must be the legal owner of the work. No matter how many people are involved in the creation of the work, the reward will only be awarded to the legal owner of the work with the signature in the documents. In addition, the accuracy of all information to be specified in the said documents is the responsibility of the signatory. The legal responsibility that may arise due to this information belongs to the signatory.
● “The works participating in Marmara University Faculty of Fine Arts Short Short Festival are regarded as accepted by the owner of the work, regardless of their degree, in various domestic and international cultural events. Necessary information about this subject will be given to the owner. In addition, small sections or trailers from films can be shown in different channels (television, radio and internet) for the promotion of the festival.
EVALUATION
● The evaluation will be carried out in two stages, namely the Pre-Selection Committee evaluation and the Selection Committee.
● The Selection Committees make their decisions with absolute majority.
● Pre-screened films will be announced at https://www.instagram.com/kisakisafilmfestivali/ and http://www.kisakisafest.com/.
● The winning films determined by the Selection Committee will be announced at the award ceremony on the 2nd day of the festival.
● The decision of the Selection Committee is final and cannot be changed. However, any legal responsibilities arising from the excerpt and / or stolen of the work sent to the festival belong to the competitor. If such a situation arises, the relevant short film is banned from the festival. If the determination is made after the festival, the prize is taken back even if the author is awarded. Festival organizers and solution partners cannot be held legally responsible for this situation.
SHORT FILM FESTIVAL RESERVES THE RIGHT TO CHANGE AND CANCELLATION
