Khmelnytskyi Film Festival was established to promote Ukrainian cinema, support young people in the field of cinema and the development of the film industry in Ukraine.

The Khmelnytskyi Film Festival will be held in the cities of Khmelnytskyi and Kamianets-Podilsky from September 9 to 12, 2021 with the support of the Khmelnytskyi Film Commission, the State Agency of Ukraine for Cinema and the Khmelnytskyi Regional State Administration.

The tasks of the film festival are the development and popularization of unique locations of Khmelnytskyi region among the cinematographic community of Ukraine and the world, support of young figures in the field of cinematography and expansion of creative contacts.

Хмельницький кінофестиваль створений з метою популяризації українського кіно, підтримки молодих діячів у сфері кінематографії і розвитку кіноіндустрії в Україні.

Хмельницький кінофестиваль проводиться в містах Хмельницький та Кам’янець-Подільський у період з 9 по 12 вересня 2021 року за підтримки громадської організації «Хмельницька кінокомісія», Державного агентства України з питань кіно та Хмельницької обласної державної адміністрації.

Завданнями кінофестивалю є розвиток та популяризація унікальних локацій Хмельницької області серед кінематографічної спільноти України та світу, підтримка молодих діячів у сфері кінематографії та розширення творчих контактів.

1. Prize for the best film of the National competition program of feature films - 30,000 hryvnias, a special statuette of the festival and a diploma of the jury.
2. Prize for the best film of the National Short Film Competition Program - 15,000 hryvnias, a special statuette of the festival and a diploma of the jury.
3. Prize for the best film of the National competition program of short films shot in the Khmelnytskyi region - 10,000 hryvnias, a special statuette of the festival and a diploma of the jury.
4. Prize for the best film of the National competition program of short documentaries about famous people of Khmelnytskyi region, who made a significant contribution to the development of Ukraine for 30 years of independence - 10,000 hryvnias, a special statuette of the festival and a jury diploma.
5. Prizes and gifts in special nominations, which will be announced on the eve of the Khmelnytsky Film Festival.

Rules & Terms

1. The competition program of the Khmelnytskyi Film Festival includes the following sections:
• National competition program of feature films (feature, documentary, animated) made in Ukraine (or with the participation of Ukraine) after January 1, 2021, with a duration of more than 60 minutes
• National competition program of short films (feature, documentary, animated) made in Ukraine (or with the participation of Ukraine) after January 1, 2021, with a duration of up to 45 minutes
• National competition program of short films shot in the Khmelnytskyi region (feature, documentary, animated), made in Ukraine after January 1, 2019, with a time of up to 45 minutes
• National competition program of short documentaries about famous residents of Khmelnytskyi region who have made a significant contribution to the development of Ukraine for 30 years of independence made in Ukraine after January 1, 2019, with a time of up to 45 minutes
2. Out-of-competition program, which includes short and feature (feature, documentary, animated) films made in Ukraine, film school products, thematic film programs, retrospectives of prominent filmmakers, as well as special events.
3. Applications for participation in the competition programs of the Khmelnytskyi Film Festival are accepted from any legal entities or individuals who have reached 16 years of age, without restrictions on citizenship and place of residence, who are authors of an audiovisual work or at least have the necessary property rights to apply. Applications and permission of the Organizing Committee of the festival to use such a work within the framework of the Khmelnytskyi Film Festival.
4. Applications for participation in the National Competition Program will be accepted from June 8, 2021, to August 8, 2021 and is free of charge.
5. To apply, you need to fill in the online form posted on the official website of the film festival at the international film festival site FilmFreeway: https://filmfreeway.com/KhmelnytskyiFilmFestival
6. The selection of films is carried out by the selection committee of the National Competition Program, determined by the organizing committee of the Khmelnytskyi Film Festival, which will include representatives of the Ukrainian Film Academy, the Union of Film Critics of Ukraine and the International Film Press Federation "FIPRESCI". The organizer for independent expert evaluation of the competition program approves the composition and number of members of the selection committee, as well as the final list of films selected for participation in the National Competition Program, proposed by the selection committee. Priority will be given to films for which the screening within the National Competition Program will be the Ukrainian premiere.
7. Information on the final list of films participating in the National Competition Program will be published on August 15, 2021 on the official website of the Khmelnytsky Film Festival and will be announced at the official press conference.
8. The winners of the National Competition Program will be announced on the last day of the Khmelnytsky Film Festival at the closing ceremony.
9. Winner of each of the nominations "Best Ukrainian feature film", "Best Ukrainian short film", "Best Ukrainian film shot in Khmelnytsky region" and "Best short documentary about famous residents of Khmelnytsky region who have made a significant contribution to the development of Ukraine for 30 years of independence "can be named only one film-participant.

1. Конкурсна програма Хмельницького кінофестивалю включає такі секції:
• Національна конкурсна програма повнометражних фільмів (ігрові, документальні, анімаційні), вироблені в Україні (або за участю України) після 1 січня 2021 року хронометражем понад 60 хвилин
• Національна конкурсна програма короткометражних фільмів (ігрові, документальні, анімаційні), вироблені в Україні (або за участю України) після 1 січня 2021 року хронометражем до 45 хвилин
• Національна конкурсна програма короткометражних фільмів, які знято на території Хмельницької області (ігрові, документальні, анімаційні), вироблені в Україні після 1 січня 2019 року хронометражем до 45 хвилин
• Національна конкурсна програма короткометражних документальних фільмів про відомих жителів Хмельниччини, які зробили вагомий внесок в розвиток України за 30 років незалежності вироблені в Україні після 1 січня 2019 року хронометражем до 45 хвилин
2. Позаконкурсна програма, що включає короткометражні і повнометражні (ігрові, документальні, анімаційні) фільми, вироблені в Україні, продукцію кіношкіл, тематичні кінопрограми, ретроспективи видатних кінематографістів, а також спеціальні події.
3. Заявки на участь у конкурсних програмах Хмельницького кінофестивалю приймаються від будь-яких юридичних осіб або фізичних осіб, що досягли 16 років, без обмежень щодо громадянства і місця проживання, які є авторами аудіовізуального твору або, як мінімум, володіють необхідними майновими правами для подачі заявки та надання дозволу Оргкомітету фестивалю на використання такого твору в межах заходів Хмельницького кінофестивалю.
4. Приймання заявок для участі в Національній конкурсній програмі відбуватиметься з 8 червня 2021 року по 8 серпня 2021 року і є безкоштовним.
5. Для подачі заявки необхідно заповнити онлайн-форму, розміщену на офіційній сторінці кінофестивалю на міжнародному кінофестивальному майданчику FilmFreeway: https://filmfreeway.com/KhmelnytskyiFilmFestival
6. Селекцію фільмів здійснює відбіркова комісія Національної конкурсної програми, визначена оргкомітетом Хмельницького кінофестивалю, до якої входитимуть представники Української кіноакадемії, Спілки кінокритиків України та Міжнародної федерації кінопреси «ФІПРЕССІ». Організатор для незалежного експертного оцінювання конкурсної програми затверджує склад і кількість членів відбіркової комісії, а також фінальний список фільмів, відібраних для участі в Національній конкурсній програмі, запропонованих відбірковою комісією. Пріоритет буде надаватися стрічкам, для яких показ в межах Національної конкурсної програми стане українською прем’єрою.
7. Інформація про фінальний список фільмів-учасників Національної конкурсної програми публікуватиметься 15 серпня 2021 року на офіційному сайті Хмельницького кінофестивалю і оголошуватиметься в рамках офіційної прес-конференції.
8. Переможці Національної конкурсної програми оголошуються в останній день Хмельницького кінофестивалю на церемонії закриття.
9. Переможцем кожної з номінацій «Найкращий український повнометражний фільм», «Найкращий український короткометражний фільм», «Найкращий український фільм, який знято в Хмельницькій області» та «Найкращий короткометражний документальний фільм про відомих жителів Хмельниччини, які зробили вагомий внесок в розвиток України за 30 років незалежності» може бути названий тільки один фільм-учасник.

    Thanks a lot for accepting my work! The festival is the creation of an enterprising fantastic person who gathered like-minded people around him and created a really important festival. The opening was held in the place of stone and castles, iconic people of the industry were invited. Problems with logistics, the competition program on the first day of the show was set so that the participants themselves could not get it because they settled at this time. Many had problems with hotels. It was a plesure that the organizers took me personally at my request. Screenings take place in a real cinema with high sound quality and on the big screen. Fantastic feeling. In addition, very useful lectures were organized with leading professionals in the industry. I am sure there will be more attention to the participants next time and the festival will last more days! Thank you very much for the invitation and for your big work! Good luck with everything!
