Descripción del festival
El I Festival CineAndo con mi gente: video participativo y cine comunitario que se llevará a cabo el 15 y 16 de Noviembre en Cali - Colombia, es un evento de celebración y conmemoración, que reúne a cineastas aficionados, estudiantes, artistas y miembros de la comunidad para compartir, explorar y celebrar la creatividad audiovisual que surge desde una perspectiva colectiva y colaborativa. El objetivo principal de este festival es brindar un espacio inclusivo donde las voces individuales se unan para contar historias auténticas y significativas que reflejen la realidad, la diversidad y las aspiraciones de la comunidad.
A través de la proyección de videos, cortometrajes y diversas obras audiovisuales, el festival ofrece una plataforma para la presentación de producciones fruto de la participación activa y colaboración de diferentes actores. Estas creaciones audiovisuales pueden abordar una amplia gama de temas locales y globales, desde temas sociales y culturales hasta experiencias personales y reflexiones sobre la sociedad.
El festival no se limita a la exhibición de películas, sino que también fomenta la interacción y el diálogo a través de conversatorios, charlas y talleres interactivos. Estos espacios permiten a los participantes explorar las diferentes dimensiones del cine comunitario y el video participativo, abordar temas relevantes y aprender sobre técnicas de producción audiovisual.
Además de celebrar la creatividad y la participación, el festival también tiene un componente conmemorativo y brinda un espacio de reflexión sobre temas importantes como los derechos humanos, la justicia social y la memoria histórica. En este sentido, el festival puede incluir proyecciones y debates especiales que rindan homenaje a los liderazgos territoriales y promuevan la reflexión y el cambio social a través del cine y el audiovisual.

Bases de la convocatoria
La inscripción en el “I Festival Internacional CineAndo con mi gente: Video Participativo y Cine Comunitario”, supone la aceptación de las presentes bases.
Quiénes pueden participar
La participación está abierta a todos los colectivos, productores, procesos comunitarios, comunicadores y realizadores de obras audiovisuales, nacionales y latinoamericanos que realicen producciones con enfoque social y comunitario y quieran enviar su obra.
Académicos, cineastas e investigadores con interés en la Investigación Acción Participación (IAP), la Investigación Acción para la Creación Artística (IACA), el video participativo, el cine colaborativo, el cine comunitario y los laboratorios de cocreación en cine.
No pueden participar
Organizadores del Festival, hasta tercer grado de consanguinidad. Investigadorxs Locales vinculadxs al Proyecto de Investigación Community strategies for unarmed civilian protection in south-west Colombia: local experiences and lessons learned. UAO (Colombia) - Univesity of Sheffield (UK).

Los participantes ceden al “I Festival Internacional CineAndo con mi gente: Video Participativo y Cine Comunitario ” los derechos de reproducción y comunicación pública de sus obras para su exhibición en el marco del Festival en mención. De la misma forma, autorizan al “I Festival Internacional CineAndo con mi gente: Video Participativo y Cine Comunitario” a usar el nombre, voz y/o imagen del director y/o productor, fragmentos y/o fotogramas de las obras seleccionadas, así como su material promocional para la difusión correspondiente del Festival en distintos medios.
Los trabajos seleccionados pasarán a formar parte de la videoteca y/o archivo del I Festival Internacional CineAndo con mi gente: Video Participativo y Cine Comunitario y podrán ser utilizados mediante acuerdos de exhibición con el Festival con conocimiento de las dos partes, como futuras muestras de cine que del Programa de Cine y Comunicación Digital de la Facultad de Ciencias Humanas y Artes de la Universidad Autónoma de Occidente realice, en el marco de la promoción de ésta y futuras versiones del festival, en la emisión de extractos en la publicidad del Festival, la puesta a disposición interactiva a través de su web y redes sociales, así como de la programación cultural de la carrera de Cine y Comunicación Digital de la UAO
Al enviar sus propuestas para postulación, los participantes declaran cumplir con los requerimientos establecidos en este documento y afirman que son responsables de los derechos de las obras inscritas al festival.
El contenido de las propuestas es responsabilidad exclusiva de sus autorxs No es responsabilidad de la Universidad Autónoma de Occidente, ni del “I Festival Internacional CineAndo con mi gente: Video Participativo y Cine Comunitario”
El premio se entregará a quién esté designado como representante en el formulario de inscripción a la convocatoria. El participante premiado se compromete a ceder de forma gratuita su derecho de comunicación pública y reproducción sobre la obra audiovisual.
Una vez seleccionada la obra para su participación, será necesario presentar la copia definitiva para proyección no más tardar del 3 de noviembre del 2023 El formato de proyección deberá ser en formato .mov y podrá ser enviado de manera digital con un enlace de descarga al correo festivalcineando@uao.edu.co

Categorías de Inscripción
CATEGORÍA I: Video participativo
Se entiende por video participativo aquellas producciones realizadas enteramente por comunidades de manera empírica sin la intervención externa de personal humano técnico y especializado durante la realización (aunque pueden haber tenido un proceso previo de formación). Aquí se mantiene la comunicación entre los integrantes, en la que ellos mismos hacen uso de los equipos, así como crean narrativas elegidas para comunicar lo que quieran y llegar a cambios sociales en la comunidad.

En esta categoría, se centran los proyectos surgidos de la creación, formación y aprendizaje audiovisual de la comunidad con las herramientas y medios disponibles.

Cortometrajes nacionales/internacionales: Cortometrajes de ficción, documental, animación o experimentales de cualquier origen, finalizados después del 1 de enero de 2017. La duración máxima de los cortometrajes debe ser de treinta (30) minutos, incluyendo créditos. Para la selección oficial, serán seleccionados solamente diez (10) proyectos.

La temática es libre, siempre y cuando se haya cumplido con la comunicación horizontal antes descrita durante el rodaje de la obra.
La película debe presentarse en su idioma original. Se requieren subtítulos en español solo si el idioma original es diferente a este.
El país de producción, el país de rodaje y la nacionalidad del equipo puede ser cualquiera.
Óperas primas y/o proyectos estudiantiles son permitidos.
Se aceptan videos en formato MP4, MOV, WMV, AVI, AVCHD, MKV Romper esta regla invalida su postulación.
Se aceptan máximo dos obras por postulante.
Se considerará la inscripción como una garantía de que el/la autor/a posee los derechos-permisos de imagen, música y texto para proyectar su obra en el marco del festival.

CATEGORÍA II: Cine comunitario

Se entiende por cine comunitario aquellas producciones realizadas horizontalmente entre una comunidad preestablecida y un equipo humano especializado en el componente audiovisual. En estas producciones, la comunidad participa activamente en la elección del tema, la narrativa, las formas de abordarlo, las tareas a realizar por cada participante durante la realización de la película y los medios de difusión.

En esta categoría, el Festival acoge proyectos en los que el personal técnico y profesional, en diálogo constante con la comunidad, trabaja para facilitar la realización de las narrativas y formas elegidas por la comunidad.

Cortometrajes nacionales e internacionales: Cortometrajes de ficción, documental, animación o experimental de cualquier nacionalidad, finalizados después del 1 de enero de 2017. La duración máxima de los cortometrajes será de treinta (30) minutos, créditos incluidos. Solo se preseleccionarán diez (10) proyectos.
El tema es libre, siempre que durante la producción de la película se haya respetado la comunicación horizontal descrita anteriormente.
La película debe presentarse en su idioma original. Sólo se exigirán subtítulos en español si la lengua original es distinta del español.
El Festival da la bienvenida a vídeos participativos producidos en cualquier país.
Se anima a la presentación de óperas primas y/o proyectos de estudiantes.
Se aceptan vídeos en cualquiera de los siguientes formatos: MP4, MOV, WMV, AVI, AVCHD, MKV.
Cada solicitante puede presentar un máximo de dos obras. El incumplimiento de esta norma invalida todas las obras presentadas.
La inscripción se considerará como una confirmación de que los autores tienen los derechos-permisos de imagen, música y texto para proyectar sus proyectos en el festival.

SHORT FILM and PARTICIPATIVE VIDEO FESTIVAL >1' 30'<

Festival Description
The “ I Festival CineAndo con mi gente: video participativo y cine comunitario” (First Festival “CineAndo with my people: participatory video and community cinema)”, which will take place on 15 and 16 November in the city of Cali, Colombia, is an event that brings together amateur filmmakers, students, artists and members of the community to share, explore and celebrate audiovisual creativity that emerges from a collective and collaborative perspectives. The Festival’s main objective is to provide an inclusive space where individual and collective voices come together to share their stories in ways that reflect the reality, diversity and aspirations of their communities..

Through the screening of videos, short films and other audiovisual works, the festival offers a platform for the presentation of productions resulting from the active participation and collaboration of different actors. These audiovisual creations can address a wide range of local and global issues, including analysis of socio-cultural situations, reflections on society and personal experiences.

The festival is not limited to the screening of films. It also encourages interaction and dialogue through conversations, talks and interactive workshops. These spaces seek to allow participants to explore a series of topics such as differences and similarities between community cinema and participatory video, learnings and lessons, and challenges of collaborative audiovisual production techniques.

In addition to celebrating creativity and participation, the festival also has a commemorative component as it makes memory of social leaders and communities who have been victims of the conflict in the country. In so doing, the Festival also
provides opportunities for reflection on issues such as human rights, social justice and historical memory. In this sense, the festival can include screenings that pay homage to territorial leaders and debates that promote reflection on social change through cinema and audiovisuals.

Terms and conditions of the call for applications
Registration in the "I International Festival CineAndo with my people: Participatory Video and Community Cinema '', implies the acceptance of the rules mentioned above.
Who can participate
Participation is open to all national and international collectives, producers, community organizations, communicators and film directors whose work has a social and community focus and wish to submit their work.
Academics, filmmakers and researchers interested in Participatory Action Research, Action Research for Artistic Creation, participatory video, collaborative cinema, community cinema and film co-creation laboratories.
The following are not eligible to participate:
Festival organizers and their relatives up to third degree of consanguinity; researchers and local researchers associated to the Research Project Community-based strategies for unarmed civilian protection in southwestern Colombia: local experiences and lessons learned. UAO (Colombia) - University of Sheffield (United Kingdom).
The participants assign the rights of reproduction and public communication of their works to the "I Festival Internacional CineAndo con mi gente: Participatory Video and Community Cinema " for their exhibition within the framework of the aforementioned Festival. Likewise, they authorize the "I Festival Internacional CineAndo con mi gente: Participatory Video and Community Cinema" to use the name, voice and/or image of the director and/or producer, fragments and/or stills of the selected works, as well as their promotional material for the corresponding dissemination of the Festival in different media.
Shortlisted works will become part of the Festival´s video library and/or archive, and, provided that mutual agreement is reached between the parties, they may be used in exhibitions or film shows that the Universidad Autónoma de Occidente carries out to promote this and future versions of the festival through the broadcast of excerpts in the Festival's publicity, on its website and social networks, as well as the cultural programming of the Film and Digital Communication program of the UAO.
By submitting their proposals for nomination, participants declare that they comply with the requirements established in this document and confirm that they are responsible for the rights of the works submitted to the festival.
The content of the proposals is the sole responsibility of their authors. It is not the responsibility of the "I Festival Internacional CineAndo con mi gente: Participatory Video and Community Cinema," nor the Universidad Autónoma de Occidente’s.
The prize will be awarded to the person designated as representative in the registration form. The awarded participant agrees to transfer, free of charge, the right of public communication and reproduction of the audiovisual work.
Once the work has been selected for participation, the authors will have to submit the final copy for screening no later than November 3, 2023. The screening version must be in .mov format and can be sent digitally with a download link to the e-mail festivalcineando@uao.edu.co.

Application categories
Participatory Video

Participatory video is understood as those productions made entirely by communities without —or very little— technical and specialized support from external actors during the production. They can either be done in an empirical way or be the result of a prior training process. In any case, what is important is that community members are those who create the narratives, make use of the equipment and bring about horizontal communication in and beyond the community that contributes to social change.

In this category, the focus is on projects arising from the creation, training and audiovisual learning of the community with the tools and media available.

National/international Participatory Videos: Fiction, documentary, animation or experimental short films of any origin, completed after 1 January 2017. The maximum length of the participatory videos must be thirty (30) minutes, including credits. Only five (5) projects will be shortlisted.

The theme is free and it is expected that the process of creation/production comply with the guidelines provided above.
The film must be presented in its original language. Subtitles in Spanish are required only if the original language is different from Spanish.
The Festival welcome participatory videos produced in any country.
Debut films and/or student projects are encouraged.
Videos are accepted in any of the following formats: MP4, MOV, WMV, AVI, AVCHD, MKV.
Each applicant can submit a maximum of two works. Breaking this rule invalidates all submitted works.
Registration in th Festival will be considered as a confirmation that the authors have the rights-permissions of image, music and text to screen their work in the festival.

D. CATEGORY II Community Cinema

Community cinema is understood as those productions made horizontally between a pre-established community and a human team specialised in the audiovisual component. In these productions, the community actively participates in the choice of the theme, the narrative, the ways of approaching it, the tasks to be carried out by each participant during the making of the film and the means of dissemination.

In this category, the Festival welcomes projects in which technical and professional staff, in a constant dialogue with the community, works to facilitate the realisation of the narratives and forms chosen by the community.

National and international short films: Fiction, documentary, animation or experimental short films of any nationality, completed after 1 January 2017. The maximum length of the short films must be thirty (30) minutes, including credits. Only ten (10) projects projects will be shortlisted.
The theme is free, provided that the horizontal communication described above has been complied with during the production of the film.
The film must be presented in its original language. Subtitles in Spanish are required only if the original language is different from Spanish.
The Festival welcome participatory videos produced in any country.
Debut films and/or student projects are encouraged.
