The Festival is being organized by JYOTI CHITRABAN in association withthe Dr. Bhupen Hazarika Regional Government Film and Television Institute with the support of State Government of Assam, India and the 3rd Edition will be held between 31st October and 6th November 2019.

Film festivals plays very important role in connecting the global culture. Film is the only art which brings all the cultures in an umbrella called Film Festival. Film festivals can consolidate and maintain democracy, peace and freedom.
The theme of the Guwahati International Film Festival is

Maintain Democracy, Peace and Freedom

1. Objectives:
To provide a place for the creative film makers of the world to present the good quality of the film art; to understand various cultures of world and present them to promote peace, freedom, friendship among the humans of the world.

2. Date and Place:
The Festival will be held in Guwahati capital city of the State Assam and will held between 31st October and 6th November 2019.

3. Sections:
The following sections will be held:
I. Competition Section:
a. Indian Feature Films
II. Non competition Section:
a. Indian Panorama
b. World Cinema
c. Retrospectives
d. Tributes ( Assamese Director)
e. Country Focus
f. Cinema of North East

The Festival reserves the right to exclude films which are not in conformity with aims of the Festival, or which could offend the national feelings and susceptibilities of any participating country, or are likely to promote racial discrimination.

4. Competition Section:
4.1. Rules & Regulations:
4.1.1This competition is meant for different languagesIndian feature films only.
4.1.2They must have been completed between 1st September 2018 and 31st August 2019. Eligibility period will be determined by the Censor certificate issued by Government of India. Maximum Nine feature films will be considered from the eligible entries and the decision of the selection committee will be final. One of the producers and directors should be an Indian.The entry form for the competition should be submitted by the producer or right holder, who should have the right to sanction the participation of the film in competition in the Festival. The last date for receipt of entries is 7th September 2019.
4.1.3. The entry form along with two screeners (Bluray or HD.mov), Synopsis (three copies in A4 size paper) not exceeding in one page should reach the festival office on or before 7th September 2019(5.00 pm.)
4.2. Awards:
(i) Best Indian Feature Film: Total Prize money Rs. 2.00 Lakhs to be shared between the Producer and the director equally, a trophy, a certificate to the director and a certificate to the producer.
(ii) Best Director: Total Prize money Rs. 1.50 Lakhsto be given to the director along withatrophy and a certificate.
(iii) Special Jury Award: Rs. 1.00 Lakh to be given to an individual (Director or producer or Actor or technician- the director or producer of the above two awards will not eligible ) for artistic contribution along with a small trophy and a certificate.

4.3 Entry Fee : Applicants need to pay an entry fee as for the following dead lines

(i) Early Bird ( before 30th June ): Rs. 2000/-
(ii) First deadline entry fee ( 31st July ) Rs. 2500/-
(iii) Last deadline (7th Sept 2019) Rs. 3000/-
Submission :You can submit your entries through FilmFreeway visiting or directly along with a Demand Draft (DD) as per the above in favour of “GUWAHATI INTERNATIONAL FILM FESTIVAL” payable at Guwahati, entry form duly signed.

6. Participation intimation (For Indian Feature Film Competition):
Entrants should inform the Festival office by September 1st, 2019 about their participation, including the title and formats of films and contact details of producers / production companies and world sales companies.
7. Dispatch of Screening Material:
7.1. DCP’s selected for exhibition in the Festival must reach the Festival office at Guwahati on or before 15thOctober2019. The DCP’s should be sent by courier only and the AWB No. must be intimated immediately after the dispatch. The Festival is not responsible for any shipments that are diverted to other cities in India.

7.2. After close of the Festival, the DCP’s will be returned through Courier mode at the cost of the Festival, to the entrants or to his duly authorised representative mentioned in the Entry Form.

8. Insurance:
The Festival will insure the Screening materials against damage, partial and total, by fire, theft or any other unnatural causes from the moment it takes delivery of the prints to the moment it hands them back to the concerned airline/agency for despatch.
9.General:

9. 1. OnlyIndian Feature films are accepted. Documentaries or short films are not accepted.
9.2. Films not presenting sufficient technical qualities for good public screening can be refused.
9.3. Only English subtitled Screening materials are accepted for languages other than English.
9.4.The participants must ensure that they have the right to participate in the Festival with regard to parties connected with the production / distribution of the participating film and / or other right holders/licenses.
9.5. The selection of the films by the committee will be final and no representation will be entertained from the producer who is submitting the film in case if his/her film is not selected.
9.6. Participation in the Festival implies acceptance of the above Regulations.

    The 3rd addition that I attended was wonderful. The responses to any query were almost instant. The quality of films screened was great. The hospitality was warm and comfortable. I am happy to win Special Jury Mention for my film "Jwlwi - The Seed" and hope to come back here. My only suggestion is that it could add more categories in awards. I wish GIFF a long and successful journey ahead.
