Article 1
Purpose of the Festival
The International Short Film Festival of Avignon Fenêtre Sur Courts aims, in a spirit of friendship and conviviality, to highlight quality short films, in order to promote cinema and increase the visibility of the short film, to sensitize the public, especially young people, to the process of cinematographic creation around projections, debates and meetings with authors and professionals.
Article 2
Date and place of the Festival
The next edition of the Festival Fenêtre Sur Courts will take place from Thursday 6 to 9 June 2024 at the Gorges de la Rouge and the Utopia cinema in Avignon.
Article 3
Film selection
The Festival Fenêtre Sur Courts selects the films that will be presented in competition and each selected film will receive a diploma of participation.
Only films meeting the following criteria may be selected:
- Only fiction films will be considered.
- Any natural or legal person (companies, schools, institutions, agencies) who has produced or co-produced a film in digital or analogue video, or in photographic film (directing, filming, production or post-production) may enter the competition. The registration is carried out by the producer or the director himself.
- Films must have a maximum duration of 15 minutes, including credits.
- Serve the purpose of the Fenêtre Sur Courts Festival as defined in Article 1.
- Films selected in previous editions of the Festival Fenêtre Sur Courts will not be selected.
Article 4
Closed captioning
Foreign language films must be subtitled or dubbed in French. The producer is responsible for the cost of subtitling.
Article 5
The Festival Jury Fenêtre Sur Courts 2024 :
The Festival Fenêtre Sur Courts designates the Selection Committee composed of personalities from the audiovisual, arts and media, the President and the Jury composed of professionals in the image, video and cinema. This committee will select the films sent to compete.
When drawing up the List of Winners, the Jury votes by secret ballot. Decisions are taken by an absolute majority of voters in the first two rounds of voting and by a majority in the subsequent rounds.
The Jury is the only one able to take precedence over the selected films, its judgment is indisputable.
The President and the Director of the Festival Fenêtre Sur Courts attend the Jury’s deliberations. They do not take part in the vote.
No one may be a member of the Jury who is interested in the production or exploitation of a film in competition.
Article 6
Festival Awards Fenêtre Sur Courts 2024 :
The Jury must imperatively award :
Grand Prix du Festival, Grand Prix du Jury, Best Film, Best Director, Best Screenplay, Best International, Best European, Director Beginner, Best Actor, Best Actress, Best Supporting Actor, Best Supporting Actress, Best Montage, Best Photo, Best Poster or Poster, Best Music, Best Costume, Best Drama, Best Thriller, Best Comedy, Audience Awards.

Registration deadline
The deadline for the registration and submission of the registration file and film file is 30 April 2024.
Article 8
Film Registration
To be valid, any registration package must include online pre-registration on the Festhome platforms https://festivals.festhome.com or FilmFest: https://www.filmfestplatform.com/ or FilmFreeway: https://filmfreeway.com/ by April 30, 2024.
The sum of € 50.00 for registration in all categories, or the sum of € 15.00 per category.
The films are read by the selection committee from the links submitted directly on the registration platforms.
The list of selected films will be announced to each director on 16 May 2024.
Article 9
Course of the Competition & Registration
Participants can consult the terms and conditions of participation and the rules online on the websites of the Agence Clin D'Oeil or the Festival Fenêtre Sur Courts 2024 or on the registration platform.
Each film proposed must be accompanied by the complete file and the registration fee (€ 50.00 per film any category or € 15.00 per category) to the order of the Agency Clin D'Oeil before April 30, 2024. The entrance of the selected directors and one or one accompanying person to the Festival is free during the Festival.
Article 19
Selection criteria for works
A jury composed of personalities from the audiovisual, arts and media, will examine the various works selected in order to take precedence over one work per category.
During the pre-selection phase, the jury will focus on the overall project, the creative approach and the technical means available to the production.
Article 11
The criteria prevailing at the selection
Originality of the script - Creativity and artistic research - Quality and rendering of the image and sound - Search for sets and costumes.
The jury, composed of personalities from professional audiovisual, arts and media, will assess the artistic and technical qualities of the various projects presented by the participants. The decisions of the jury are sovereign and without appeal.
Article 12
Selection media
The films will be sent via a link to the platforms mentioned above (Art. 9) and will be taken into account for the selection and the projections. No other media or format will be considered.
Article 13
Medium for broadcasting selected films
In case of selection of the film, a version of the film must be sent before May 25, 2024 in unencrypted DCP (Digital Cinema Package) or with a Key Delivery Message (KDM) generated over the duration and all the rooms of the Festival Fenêtre Sur Courts 2024, either with an unlock/decryption/activation key, and in DVD HD according to the planned projection location.
The copy will remain the property of Festival Fenêtre Sur Courts 2024. The DCPs and DVDs made available to the Festival Fenêtre Sur Courts 2024 are financially charged to the competitors. Special precautions for the projection of films must be mentioned at registration, as well as when sending the DCP or DVD.
For each film selected:
1 - A short resume of the director.
2 - The synopsis of the film. (15 lines maximum)
3 - 3 photos of the movie in jpg or tiff.
Article 14
Correctly identified media (box + DCP or DVD disc with the name of the director, producer, duration and title of the film) under penalty of elimination of the competition.
The files must be sent by regular mail or by letter followed with the mention "Non-commercial value" to the office of the Agence Clin D'Oeil at the address :

Article 15
- The costs of forwarding, screening and translation of the films presented to the members of the selection committee for their possible selection shall be borne entirely by the producers or authorised bodies.
- The costs of transport and insurance of films, DCP and DVD on the outward and return journeys shall be borne by the owner.
- The Festival Fenêtre Sur Courts covers the costs of shopping and insurance for copies of selected films in and between the official venues of the Festival Fenêtre Sur Courts and during the period from the reception of the films in the premises of the Agence Clin D'Look at the projection of these same films.
- In the event of loss, theft, destruction or any other loss that may affect the film, Festival Fenêtre Sur Courts 2024 shall be liable only to the extent of the reimbursement of the costs of duplication of a new DCP or DVD.
The Clin D'Oeil Agency cannot be held responsible for any loss or damage occurred during the shipment.
Article 16
Prize-giving
The results of the competition will be announced at a Festival Fenêtre Sur Courts 2024 Awards Ceremony on June 8, 2024.
In-kind or cash prizes will be awarded at the closing ceremony to the recipients or their representative.
In the absence of the winners, they will have until August 31, 2024 to withdraw their Prize from the Agence Clin D’Oeil.
After this date, the prizes can no longer be awarded to them and will be put back into play.
The films awarded in this 2024 edition will be automatically programmed at the International Short Film Festival in Selma (Alabama - USA). It will be imperative that the winning film be in English or subtitled in English. There can be no scene of naked or gratuitous violence. The selection committee may delete a film incriminating these scenes for programming in Selma.
Article 17
Information, publication and user rights
The information collected by the Clin D'Oeil Agency benefits from the protection of the Data Protection Act, Law no. 78-17 of January 6, 1978.
In accordance with the provisions of this law, participants have, at any time, a right of access, rectification and opposition to personal data concerning them that can be exercised at any time by contacting the email address of the Clin d'Oeil Agency.
May be the subject of publications (texts, photos, video clips or other) as part of the promotion of «Fenêtre Sur Courts». As such, each preselected participant grants a free license to the Festival Fenêtre Sur Courts 2024, Agence Clin D'Oeil and its partners.
This free, personal and non-exclusive license will publish, broadcast, represent (including the public) the programme, to exploit the right to reproduce the photographs or to broadcast a TV clip of less than three minutes as part of the Festival Fenêtre Sur Courts 2024 communication in the press, on television channels and on the Internet, notably on the websites of the Agence Clin D'Oeil or the Festival Fenêtre Sur Courts 2024 and on the partner sites, all without compensation.
It is understood that the organizers of the Festival Fenêtre Sur Courts 2024 and their partners undertake not to draw any direct income from such operations.
The results of the competition will be officially announced at a special evening on June 9, 2024. During this evening, the winning films will be broadcast, in whole or in part. The results will then be published on the Agence Clin D'Oeil website and on the Festival Fenêtre Sur Courts 2024 website, on the partner sites, in the press, as well as in some specialized magazines.
Article 19
Contents and rights
The productions presented as part of the competition are subject to French laws governing copyright and intellectual property. The participants undertake not to use content of a pornographic, violent, discriminatory, xenophobic nature or that may violate human dignity or the rights of third parties, whatever they may be. The Clin D'Oeil Agency remains the sole judge of the content of a project.
The elements used whatever they are (videos, sound, music, graphics or others) by the participants in their production must be free of all rights. As such, the participant guarantees having obtained all the necessary rights and authorizations allowing him to participate in the contest and allowing the Agency Clin D'Oeil and the Festival Fenêtre Sur Courts 2024 to exercise the rights of use previously described. The participant and the rights holders confirm the loan of a copy of the film sent to the competition and will be able to provide proof if necessary.
In addition, the participant guarantees L'Agence Clin D'Oeil, Festival Fenêtre Sur Courts 2024 and/or its partners against all actions, proceedings, damages, costs, liabilities and expenses (including legal fees and reasonable legal fees) who could be engaged by any third party, in any capacity whatsoever and in particular unfair competition or image rights (of persons and property), against Agence Clin D'Oeil, Festival Fenêtre Sur Courts 2024 and/or its partners, about the program he entered in competition

Article 20
General provisions
Participation in the Festival Fenêtre Sur Courts 2024 implies adherence to these rules and prior compliance with the pre-selection conditions.
The presence of Directors/Producers whose film has been selected is desired.
The screening of the films will take place according to the programming established by the organizers of the Festival Fenêtre Sur Courts 2024.
The decisions of the Festival Fenêtre Sur Courts 2024 team and the members of the Jury, both in terms of preselection and designation of the winning films, remain sovereign and without appeal.
The Agency Clin D'Oeil, the Festival Fenêtre Sur Courts 2024 reserve the right to cancel the holding of the contest or the awarding of a prize, in case of insufficient number of registrations or relevant projects. The Director of the Festival Fenêtre Sur Courts has the power to settle all cases not provided for in these rules.

is governed by French law.
In case of conflict related to the contest, the participants acknowledge that the conflict will be resolved in accordance with French laws and that only the Commercial Court of Avignon will be competent.
