Amazonia and Caribbean International Documentary Film Festival (FIFAC)

ARTICLE 1 : Eligibility

Documentary films and digital content sent to the Selection Committee must have been produced on or after January 1, 2023.

They must depict the regions of Amazonia, Caribbean and the Guianas, and can address all subjects such as: social, economic, ethnological, animal, historical, cultural, heritage, etc.

All films submitted to the festival must be in their original version and, if possible, subtitled in French and/or English.

ARTICLE 2 : Films format

The festival opens its schedule to three types of programs:
- Long documentaries.
- Short documentaries.
- Documentary digital content available on tablets, smartphones or computers: web doc, web series, interactive experience, animations, virtual reality work, 360° experience content, experimental editing.

All video formats are acceptable. Filmmakers can enter more than one film. No more than one film per film director will be included in the competition categories.
- Films under 30 minutes of running time may be submitted for the "Short films competition" category.

- Other eligible documentaries will be more than 30 minutes and no longer than 120 minutes.
- For documentary series no more than 3 episodes can be submitted.

ARTICLE 3 : Terms of registration

Registration for the festival is done via the DOCFILMDEPOT platform.

The registration implies full acceptance of the rules. Registrations must reach the festival office no later than Friday May 31th 2024. Films submitted late or unfinished will be refused and their registration postponed to the next edition.

ARTICLE 4 : Registration requirements

For the needs of the selection committee, all films registered for the festival on the platforms mentioned must provide:
- the technical sheet of the film with all informations
- 3 photos minimum (300 dpi in JPEG) illustrating the film
- A biography of the director of 10 lines maximum, in French and English version
- A photo of the director (300dpi in JPEG)
- All promotional material ((press kit, downloadable trailer)

ARTICLE 5 : Films selection

The selecting Committee will choose the films to be screened during the festival. The results of the selection process will be communicated to filmmakers between 15 and 31th July 2024.

The selection of a film at Fifac does not necessarily lead to its participation in a competitive section. A film may be selected in the non-competitive “Parallel Screens” section.

The selection in competition and out of competition can only be chosen by members and organizers of the festival.

Other categories can be added if considered appropriate by the festival organizers.
All the films selected will be presented in the original version with French subtitles when appropriate.
The selection committee is independant and sovereign. It acts regarding the festival’s best interest and its decisions are final and binding.

The selection committee is not required to provide any comments or reasons, or any other information, regarding the in-competition or out-of-competition selection, or non-selection of any submitted film or regarding the process by which films were or were not selected.

ARTICLE 6 : Awards & Juries

The selection may competes for 5 Awards:

 Best Documentary Film FIFAC – France Televisions
 Jury Award
 Best Short Documentary Award
 High School Students Award
 Public Award: All the films screened (in and out of competition) during the festival compete for the "Public Award"

Other awards may be initiated by the FIFAC Association.

The prize pool will be specified when the composition of the jury is announced in September 2024.

The endowment of prizes (money or material) will be made solely for the benefit of the winning director.

Juries shall be appointed by the FIFAC Association. Juries shall include professionals from South American, Caribbean and European film, television and arts community.
A member of the Jury or the preselecting committee cannot be productor of any film presented in the competition category. The management of FIFAC may be present during the deliberations of the jury but without any participation or vote.

The selection of a film at Fifac does not necessarily imply its participation in a section in competition. A film may be selected in a non-competitive section (Parallel screens section)

ARTICLE 7 : Fee rights and film screenings

The festival does not pay fee rights on films presented in competition and out of competition.

The participants and the beneficiaries declare that they own all the exploitation rights of the works, including the musical rights.

Directors, producers and distributors of entries shall allow the festival to screen their productions for free as:

-2 screenings for all public during the festival - October 08-12, 2024
-2 screenings for school audience during the festival - October 08-12, 2024
-3 screenings (all public or school audience) during the FIFAC “off-site screening” 2024-2025
- Photographs, trailers and extracts (3 minutes maximum) of the works concerned on the festival site, in the written, audiovisual and web media in order to promote the festival.
The directors, producers and distributors of the works awarded at the festival undertake to mention the price which will have been awarded to them both in the press kits and other promotional material as systematically during any broadcast of the awarded film. A laurel-shaped billboard will be made available to rights holders, indicating the category of the prize obtained as well as the year it was obtained.
No financial compensation is payable to AFIFAC by directors, producers, distributors and broadcasters for all of these obligations.

ARTICLE 8 : Formats of documentary films for screening

The directors/producers/distributors selected in the program undertake to provide the film file and the trailer in Full HD-MPEG4 H264 format, as well as all the necessary elements related to the communication of the festival no later than August 23, 2024, via a download link.
No USB key or DVD will be accepted.

ARTICLE 9 : Subtitling

Films in languages other than French should, as far as possible, be subtitled in French.

In the absence of French-language subtitles, the organization of the festival may have the subtitling carried out by a specialized company.
In this case, a textless film file HD H264 and the original script in SRT format with time code must be sent to the organizers as soon as the selection is announced at FIFAC.

The files of films subtitled in French by Fifac will be the exclusive property of the organizers for a period of one year after the end of the festival.
They will then be given free of charge to the rights holders of the film for an indefinite period.

ARTICLE 10 : FIFAC Collection

The directors, producers and distributors of the selected films authorize FIFAC free of charge to integrate their work into the FIFAC Fund, available to professionals only (producers, broadcasters and distributors) on the FIFAC Vimeo account, for a locked upload and viewing via coded access.

A copy of the selected films will be kept in the FIFAC Fund, archived by the competent services in French Guyana. Films will only be used after the current calendar year after agreement with the producers.

ARTICLE 11 : Registration & Requirements

Producers and directors acknowledge to be rights holder of the film and that they have notified the other potential rights holders, and certify that they have all the legal authorizations from them. By delegation, all rights holders therefore accept these rules in their entirety.

The festival management is authorized to settle all cases not provided for in these regulations.
In the event of a dispute, only the French version of the rules will prevail.

By registering for the festival via the platforms mentioned, the producer and the author of the work selected at FIFAC accept the rules set out above in their entirety.

REGLEMENT DU FIFAC

ARTICLE 1 : Admissibilité

Les films documentaires et les contenus numériques envoyés au Comité de sélection doivent avoir été produits à partir du 1er janvier 2023.
Ils doivent concerner les régions des Guyanes, d’Amazonie et des Caraïbes et peuvent aborder tous les thèmes : social, économique, ethnologique, animalier, historique, culturel, patrimonial.

Tous les films envoyés au bureau du festival doivent être en version originale et si possible, sous-titrés en français et/ou en anglais.

ARTICLE 2 : Format des films

Le festival ouvre sa programmation à trois types de programmes :

- Les longs métrages documentaires.
- Les courts métrages documentaires
- Les créations documentaires numériques : web docs, web séries, expériences interactives, animations, œuvres en réalité virtuelle ou 360°, montages expérimentaux.

Tous les supports de réalisation vidéo peuvent concourir. Les auteurs peuvent inscrire plusieurs réalisations. Une seule œuvre du même auteur pourra être sélectionnée dans les catégories en compétition.

- Les films d’une durée inférieure ou égale à 30 minutes pourront être proposés pour la catégorie « Courts-métrages ».
- Les autres documentaires admissibles en section long-métrages seront d’une durée supérieure à 30 minutes.
- Pour les séries documentaires pas plus de 3 épisodes pourront être soumis.

ARTICLE 3 : Modalités d’inscription

L'inscription des œuvres implique l'acceptation entière du règlement. Les inscriptions devront parvenir au festival au plus tard le vendredi 31 mai 2024. Les films remis en retard ou inachevés seront refusés et leur inscription reportée à l’édition suivante.

ARTICLE 4 : Conditions d’inscription

Pour les besoins du comité de sélection, tous les films inscrits au festival sur les plateformes citées doivent mettre à disposition :

- La fiche technique du film
- Un lien de visionnage téléchargeable
- 3 photos minimum (300 dpi en JPEG) illustrant le film
- Une biographie du réalisateur de 10 lignes maximum, en version française et anglaise
- Une photo du réalisateur (300dpi en JPEG)
- Tout matériel promotionnel (dossier de presse, bande annonce téléchargeable)

ARTICLE 5 : Sélection des films

Le Comité de sélection choisit les films qui seront diffusés pendant le festival. Les producteurs ou distributeurs sélectionnés sont informés des résultats entre le 15 juillet et le 31 juillet 2024.

La sélection d’un film au Fifac n’entraîne pas obligatoirement sa participation à une section en compétition. Un film pourra être sélectionné dans la section non compétitive "Ecrans Parallèles"

La sélection des films EN compétition et HORS compétition est de la compétence exclusive des organisateurs du festival.
Si l’organisation du festival le juge opportun, d’autres catégories de sélection peuvent être créées au besoin.
Tous les films sélectionnés seront présentés en version originale sous-titrée en français si nécessaire. Le comité de sélection est indépendant et souverain. Il agit dans l’intérêt du festival et ses décisions sont irrévocables.

Le comité de sélection n'est pas tenu de formuler des commentaires ou des raisons, ni aucune autre information, concernant la sélection en compétition ou hors compétition, ou la non-sélection d'un film, présenté ou concernant le processus par lequel les films ont été ou n'ont pas été sélectionnés.

ARTICLE 6 : Prix et jury

La sélection officielle proposée au jury du festival concourt pour 5 Prix :

 Grand Prix FIFAC - France Télévisions
 Prix du Jury
 Prix du Meilleur Court métrage
 Prix des Lycéens
 Prix du Public (l’ensemble des films en compétition et hors compétition diffusés lors du FIFAC concourent dans cette section)

D'autres prix peuvent être créés sur décision de l’association du FIFAC.

La dotation des prix sera précisée lors de l’annonce de la composition du jury en septembre 2024.

La dotation des prix (argent ou matériel) se fera uniquement au bénéfice du réalisateur.

Le Jury est désigné par l’association du FIFAC. Le jury est composé de professionnels du cinéma, de la télévision, et du monde artistique et culturel, sud-américain, caribéen et européen. Ne pourra faire partie du jury le producteur de l'un des films en compétition.
La direction du FIFAC pourra être présente lors des délibérations du jury mais sans aucune participation ou vote.

ARTICLE 7 : Projections et droits de diffusions

Le festival ne paie pas de droit de diffusion sur les films présentés en compétition et hors compétition.

Les participants et les ayants droit déclarent détenir l’intégralité des droits d’exploitation des œuvres y compris les droits musicaux.

En cas de sélection au Fifac, les réalisateurs, producteurs et distributeurs des films sélectionnés autorisent les organisateurs du festival à diffuser :

- 2 projections tout public de leur film dans le cadre du festival FIFAC du 08 au 12 octobre 2024

- 2 projections scolaires de leur film dans le cadre du festival FIFAC du 08 au 12 octobre 2024

- 3 projections publiques ou scolaires dans le cadre du FIFAC HORS LES MURS 2024-2025

- Les photographies, bandes annonces et extraits (3 minutes maximum) des œuvres concernées sur le site du festival, dans les médias écrits, audiovisuels et web afin d’assurer la promotion du festival.

Les réalisateurs, producteurs et distributeurs des œuvres primées au Festival s'engagent à mentionner le prix qui leur aura été attribué à la fois dans les dossiers de
presse et autre matériel de promotion comme systématiquement lors de toute diffusion du film primé.

Un billboard en forme de laurier sera mis à disposition des ayants droits, mentionnant la catégorie du prix obtenu ainsi que l’année d’obtention.

Aucune contrepartie financière n’est exigible à l’AFIFAC par les réalisateurs, producteurs, distributeurs et diffuseurs pour l’ensemble de ces obligations.

ARTICLE 8 : Formats des films documentaires pour la projection

Les réalisateurs/producteurs/distributeurs sélectionnés dans la programmation s’engagent à fournir le fichier du film et la bande annonce au format Full HD-MPEG4 H264, ainsi que tous les éléments nécessaires liés à la communication du festival au plus tard le 23 août 2024, via un lien de téléchargement.
Aucune clé USB ou DVD ne sera accepté.

ARTICLE 9 : Sous-titrage

Les films en langue autre que le Français devront dans la mesure du possible être sous-titrés en français.

En cas d’absence de sous-titres en langue française, l’organisation du festival pourra faire procéder au sous-titrage par une société spécialisée.

Dans ce cas un fichier du film sans aucun sous-titres et le script original au format SRT avec time code devra être envoyés aux organisateurs dès l’annonce de la sélection au FIFAC.

Les fichiers des films sous-titrés en français par le Fifac seront la propriété exclusive des organisateurs durant une durée d’un an après la fin du festival.
Ils seront ensuite cédés gratuitement aux ayant droits du film pour une durée indéterminée.

ARTICLE 10 : Fonds du FIFAC et utilisation

Les réalisateurs, producteurs et distributeurs des films sélectionnés autorisent gratuitement le FIFAC à intégrer leur œuvre dans le Fonds FIFAC, disponible pour les professionnels uniquement (producteurs, diffuseurs et distributeurs) sur le compte Vimeo du FIFAC, pour une mise en ligne verrouillée et un visionnage par accès codé.

Une copie des films sélectionnés sera conservée au sein du Fonds FIFAC, archivée par les services compétents en Guyane. Les films ne seront utilisés ultérieurement à l’année calendaire en cours qu’après accord des réalisateurs, producteurs et distributeurs.

ARTICLE 11 : Inscription et validation du règlement

Les personnes s’inscrivant au FIFAC certifient être l’ayant droit du film et en avoir avisé les autres éventuels ayants-droits, et certifie bénéficier de toutes les autorisations légales de ceux-ci. Par délégation, tous les ayants droits acceptent donc le présent règlement dans son intégralité.

La direction du Festival est habilitée à régler tous les cas non prévus par le présent règlement.
En cas de litige, seule la version française du règlement fera foi.

En s’inscrivant au festival via les plateformes citées, le producteur et l’auteur de l’œuvre sélectionné au FIFAC acceptent le règlement énoncé ci-dessus dans son intégralité.
