El FESTIVAL DE CINE ESPAÑOL EMERGENTE, dedicado a realizadores noveles, apoya el cine independiente para fomentar el cine alternativo de autor, contribuyendo al desarrollo de la cinematografía. Entre sus objetivos fundamentales está la difusión y promoción de realizadores de Castilla-la Mancha, Europa y Latinoamérica.

El FESTIVAL DE CINE ESPAÑOL EMERGENTE (FECICAM), oriented towards new producers, supports independent films and fosters alternate author’s films, thus contributing to development of cinematography. Among its basic objectives is spreading and promoting makers in Castilla-la Mancha, Spain, Europe and Latin América.

El jurado otorgará los siguientes premios y menciones:

- Mejor Película dotado de 500 € y trofeo
- Mejor Director/a dotado de 500 € y trofeo
- Mejor Interpretación dotado de 500 € y trofeo
- Mejor Serie (o piloto) dotado trofeo

- Mejor Cortometraje Internacional
- Mejor Cortometraje CLM dotado de 1.000 € y trofeo

En el caso del Premio del Público, será realizado por votación popular del público asistente a las proyecciones del Festival.

Los cortometrajes de la Sección de Castilla-La Mancha que cuenten con el respaldo o la financiación de Castilla-La Mancha Media no serán elegibles para recibir premios, de acuerdo con la política establecida por la entidad. Las obras ganadoras de esta sección se mostrarán en Castilla-La Mancha Media, y la entidad suscribirá un contrato entre los productores y la cadena televisiva.

Los premiados deberán insertar el logotipo de FECICAM, nombrando el premio concedido al principio de la película en posteriores festivales y proyecciones de la obra.

Una de las obras premiadas del Festival podrá ser exhibida en televisión (CMM Castilla-La Mancha Media) de la forma y manera que anunciará públicamente dicho ente. Éste, a su vez, firmará un contrato entre los productores y la televisión para la emisión en antena, donde detallará los requisitos técnicos y legales de dicha emisión.
Las obras coproducidas por CMM Castilla-La Mancha Media no podrán optar a estos premios.

FECICAM no se responsabiliza de los plazos temporales de dichos premios.

Audience Award shall be subject to popular vote by the audience of projections throughout the festival.

Short films from the Castilla-La Mancha Section that have the support or financing of Castilla-La Mancha Media will not be eligible to receive awards, in accordance with the policy established by the entity. The winning works in this section will be shown on Castilla-La Mancha Media, and the entity will sign a contract between the producers and the television network.

Winners shall insert FECICAM’s logotype, mentioning the prize granted, at the beginning of the film in future festivals and exhibitions of the movie.

The films awarded at the Festival for Best CLM Short Film and Best CLM Documentary may be exhibited at TV (CMM Castilla-La Mancha Media) in the form and manner to be publicly announced by said entity.
In turn, such entity shall sign a contract between producers and TV for antenna broadcasting, where technical and legal requirements shall be specified.
Works co-produced by CMM Castilla-La Mancha Media do not qualify for these awards.

FECICAM shall not be responsible for temporary terms of such prizes.

// FECHAS
Podrán presentarse obras realizadas en cualquier fecha y que no hayan sido presentadas en ediciones anteriores del Festival. La fase final del Festival se celebrará del 27 de septiembre al 4 de octubre de 2024 en Ciudad Real.

// SECCIONES
La Sección Oficial está destinada a largometrajes españoles (abierto hasta el tercer trabajo del/a director/a inclusive) de aquellos directores/as o productores procedentes de cualquier parte de España.

La Sección Cortometrajes está destinada a cortometrajes españoles (no es imprescindible que sean óperas primas) de aquellos directores/as o productores procedentes de cualquier parte de España.

La Sección Internacional (Unión Europea) está abierta a Óperas Primas (abierto hasta el tercer trabajo del/a director/a inclusive) de aquellos directores/as o productores procedentes de cualquier país de Europa.

La Sección Castilla-La Mancha para aquellos directores/as o productores/as nacidos o residentes en Castilla-La Mancha. Deberán acreditarse adjuntando su D.N.I. en la inscripción digital. En caso de ser sólo residente, deberá aportar certificado de empadronamiento.

Podrán concursar también aquellas producciones rodadas en territorio castellano manchego, adjuntando los permisos de rodaje de las localizaciones que pertenezcan a la región. Se deberá indicar si la obra es una ópera prima (abierto hasta el tercer trabajo del/a director/a inclusive).

La Sección Series (o piloto) está abierta a series de ficción de aquellos directores/as o productores procedentes de cualquier parte de España.

La Sección Babycam – Infantil, será el padre, madre o tutor quien inscriba y otorgue los derechos de exhibición de la obra. En caso de ser realizados en escuelas, talleres, etc., serán premiados los alumnos, no el monitor. Se valorará la realización de acuerdo a las capacidades de la edad.

La Sección Fecicam Off está abierta, preferentemente, a cortometrajes procedentes de jóvenes estudiantes, colectivos, alumnos de talleres audiovisuales, cursos, institutos y escuelas de cine que deseen participar en ésta sección que contará con una mención especial.

El número de obras que puede presentar cada participante es ilimitado.

Las obras deberán inscribirse en una única Sección (Oficial, Series, Cortometraje Nacional, Internacional, Castilla-La Mancha, Babycam o Fecicam Off).
La organización no podrá presentarse a competición en calidad de directores y/o productores.

// FORMATOS
Los formatos son los siguientes:

- Largometrajes de cualquier género de ficción o documental, con una duración mínima de 60 minutos.

– Cortometrajes de cualquier género de ficción, que no pertenezcan al género documental, con una duración máxima de 30 minutos.

– Documentales de cualquier temática, con una duración máxima de 30 minutos.

–Series (o piloto) de cualquier género de ficción, con una duración máxima de 50 minutos el capítulo.

– Babycam, cortos de temática libre, realizados por niños (colegios, grupos o colectivos) entre 5 y 12 años. Con una duración máxima de 10 minutos.

// ENVÍO Y PLAZO DE INSCRIPCIÓN
Solo se aceptan inscripciones online a través de movibeta o filmfreeway, para que el jurado pueda acceder y valorar las obras, no aceptándose el envío de archivos y enlaces de descarga al email del Festival.

Las obras inscritas en la sección Babycam si podrán presentarse a través del correo electrónico info@fecicam.com, incluyendo un enlace de descarga del archivo de video.

Las obras se subirán en formato mp4 o mkv en HD a 1080p, no aceptándose otros formatos. Se solicitarán una serie de datos que conformarán la hoja de inscripción, así como toda la documentación requerida. Para las inscripciones hechas por distribuidoras, es obligatorio proporcionar los datos del director.
El contenido es privado y solo accesible por el Festival y los miembros del jurado. Se recomienda emplear los navegadores Google Chrome o Mozilla para realizar la subida.

El coste de inscripción pasará a tener una cuota de inscripción de 4 € a partir del 11 de febrero.

El plazo de inscripción para el Festival finaliza el 31 de mayo de 2024. A partir del 1 de junio no podrá realizarse ninguna inscripción. El Festival reconocerá al firmante de la ficha de inscripción como único responsable de la obra frente a productoras, distribuidoras u otras empresas o personas que hayan participado en la producción de la obra, y frente a los derechos de autor.

// IDIOMA Y SUBTÍTULOS
Todas las obras que no sean en castellano deberán tener subtítulos en español o serán descalificadas automáticamente del Festival.

// JURADO Y SELECCIÓN DE OBRAS
Existirá un jurado de preselección que, según fines y criterios del Festival, seleccionará las obras que optarán a las diversas secciones.

Aquellas obras preseleccionadas que supongan un estreno absoluto en el Festival, dispondrán de un espacio preferente en el mismo.

El jurado estará formado por profesionales y artistas relacionados con el cine y las artes, siendo su juicio inapelable, pudiendo en su caso declarar ex aequo o desierto algún/os de los premios citados.

Si hay algún acuerdo, relación o atenuante entre jurado y participante, automáticamente quedará descalificado.

Cualquier acometimiento o agravio contra los miembros del Jurado y el Festival por cualquier medio, podrá suponer la exclusión del concurso o, en determinados casos, su infracción ante la ley.

// CELEBRACIÓN Y ENTREGA DE PREMIOS
Se solicitará la presencia de los seleccionados durante la celebración del Festival para dar la máxima difusión y publicidad a sus obras, convocando a los medios de comunicación a través del gabinete de prensa del Festival.

En caso de no poder asistir, se solicitará una introducción visual para presentar su película el día que se programe la proyección.

En la entrega de premios será imprescindible la presencia del premiado o, en su defecto, de una persona del equipo en quien delegue para recoger el premio, enviando además un vídeo de agradecimiento al Festival con cinco días de antelación a la gala de clausura. En caso contrario, no se garantiza la entrega del premio ni del trofeo.

La organización del Festival no podrá hacerse cargo de los gastos generados para la asistencia al Festival.

// MODIFICACIONES NORMATIVA
La organización se reserva el derecho de suprimir o modificar cualquier normativa del concurso y cualquiera de sus premios. Cualquier conflicto (de organización o funcionamiento) no previsto en las presentes bases, será resuelto por la organización del Festival.

// ACEPTACIÓN DE LAS BASES
La participación supone la aceptación y conformidad de estas normas del Festival.

La organización presupone que las personas que inscriben las obras ostentan los derechos de exhibición de las obras que presentan en el Festival, así como la autorización para recibir el premio.

Una vez inscritas, las obras no podrán retirarse del Festival.

// DATES
Works made on any date, not submitted in previous editions of this festival may be submitted. The final phase of the Festival will be held from September 27 to October 4, 2024 in Ciudad Real.

// SECTIONS
National Section Short films (not necessarily Debut Films) and works produced at Film Schools, by directors or producers from any part of Spain.

The International Section (European Union) is open to First Works (open up to and including the director's third work) from directors or producers from Europe or Latin America.

CLM Section For Directors and producers born or residing in Castilla-La Mancha (accredited by DNI or census certificate) and productions shot in Castilla-La Mancha territory (accredited by shooting authorization).

Series Section Open to fiction (or series pilots) by directors or producers from any part of Spain.

Babycam – Children’s Section Parents or guardians will be the ones to register and grant the rights to exhibit the work. In case of being produced in schools, workshops, etc., the students will be awarded, not the monitor. The works will be judged according to the capabilities of the age group.

The Fecicam Off Section is open, preferably, to short films from young students, groups, students of audiovisual workshops, courses, institutes and film schools that wish to participate in this section that will have a special mention.

Participants may summon any number of works.
The entries must be registered in only one Section (CLM, National, International, Series or Babycam).

The organization may not participate in the competition as directors and/or producers.

// FORMATS
– Feature films of any fiction or documentary genre, with a minimum duration of 60 minutes.

– Short films of any fiction genre not belonging to documentary genre, less than 30 minutes.

– Documentaries on any topic, less than 30 minutes.

– Series (or pilots) of any fiction genre, less than 50 minutes the chapter.

– Babycam Short films on free topics, made by children 5-13 years old, less than 10 minutes.

// SUBMISSION & DEADLINE
Online registrations are only accepted through movibeta or filmfreeway, so that the jury can access and evaluate the works, sending files and download links to the Festival email is not accepted.

The films registered in Babycam Section can also be submitted by e-mail to info@fecicamfilmfestival.com, including a download link.

The film shall be uploaded in mp4, mkv, avi or mpeg format, FullHD 1080p. No other format shall be accepted. We will request some information that will be included in the application process, as well as all the required documentation. For registrations made by distributors, it is mandatory to provide the filmmaker's information.

The cost of storing is free. The content is private and only accessible by the Festival and the members of the jury. It is recommended to use Google Chrome or Mozilla for uploading purposes.

The registration cost will now have a registration fee of €4 starting February 11.
The registration period for the Festival ends on May 31, 2024. After June 1, no registration will be possible. The Festival will recognize the signer of the registration form as the sole person responsible for the work vis-à-vis producers, distributors or other companies or people who have participated in the production of the work, and vis-à-vis copyright.

// LANGUAGE & SUBTITLES
All works that are not in Spanish must have subtitles in Spanish or they will be automatically disqualified from the Festival.

// JURY & SELECTION OF WORKS
There shall be a pre-selection jury which, in accordance with the Festival’s purposes and criteria, shall select the works aiming at the various sections.

The works which shall be absolutely premiered in the Festival shall have preference, in case the pre-selection jury approve their quality.

The Jury shall include professionals and artists related to the cinema and arts. Their ruling shall be uncontestable. They may declare ex aequo or void any prize. If there is an agreement, relationship or mitigation between the Jury and participant, the participant shall be automatically disqualified.

Any assault or offense against members of the Jury and the Festival, through any means, may imply exclusion from the competition or, in certain cases, infraction against the law.

// AWARDS CEREMONY
The presence of selected ones shall be required throughout the festival in order to give the maximum spreading and promotion of their works. Our press cabinet shall call for media.

In case they may not personally appear, a visual introduction shall be provided in order to present their movie on the date of its projection.

In the Awards Ceremony, the presence of the awarded person or a team member appointed to receive the prize (and a video thanking the festival five days in advance to the delivery of prizes, or the delivery of the prize shall not be guaranteed) shall be obligatory.

The festival shall not bear the expenses for attendance to the award of prizes, in accordance with rules for subsidies governing the festival.

// REGULATORY AMENDMENTS
The organisers reserve the right to remove or modify any rules and regulations of the competition and any of its prizes. Any conflict (of organization or functioning) not foreseen in the present rules, will be resolved by the organization of the Festival.

// ACCEPTANCE OF TERMS
Participation implies acceptance and agreement with the terms herein contained regarding the Festival.

Organizers assume people registering works hold the rights for exhibition of the works they register in the festival, as well as authorization to receive the prize. In any case, organizers waive to the responsibility that may be derived from breach of this term.

Films may not be withdrawn from the Festival once they have been selected.
