RÈGLEMENTS

Veuillez prendre connaissance des règlements avant de remplir le formulaire d’inscription.

Courts, moyens et longs métrages sont les bienvenus, qu'ils soient du Québec ou de l'étranger.

L’édition 2023 du Festival de cinéma de la ville de Québec (FCVQ) se tiendra du 13 au 17 septembre.

DATE LIMITE DE SOUMISSION : 1er juin à minuit (heure de l’Est)
NB : La programmation se réserve le droit d’accepter des inscriptions tardives si le contexte de la programmation le justifie : il sera toutefois nécessaire d’en aviser l'équipe de programmation (films@fcvq.ca) avant la date limite.

Des frais d’inscription non remboursables sont applicables afin de couvrir les frais administratifs et sont payables par Paypal ou par carte de crédit via le formulaire de soumission :

moins de 30 minutes = 10$ CAD

entre 30 et 60 minutes = 15$ CAD

plus de 60 minutes = 20$ CAD

CONDITIONS D’ADMISSIBILITÉ POUR LA SOUMISSION D’UNE OEUVRE :

Tous les genres sont acceptés : animation, fiction, expérimental, documentaire etc. ;

Seuls les films terminés après le 1er janvier 2022 sont éligibles à cette édition 2023 du FCVQ ;

Le film NE doit PAS avoir été soumis à la présélection d'une édition précédente du FCVQ.

Le film NE doit PAS avoir fait l’objet d’une exploitation commerciale dans les salles de la région immédiate de la ville de Québec ou avoir été télédiffusé ou webdiffusé ou disponible à la vente.
NB : Cependant, la programmation se réserve le droit de sélectionner des films diffusés au préalable, si le contexte de la programmation le justifie. Cette décision reste à la discrétion de la programmation.

Pour les besoins de la présélection, il est demandé d’inclure un lien de visionnement pour que les membres du comité puissent visionner le film. Les DVD, Blu-Ray, clés USB et copies sur support physique NE sont PAS acceptés : en cas de réception d’un film sur support physique, l’oeuvre ne sera pas considérée, ni retournée à l’expéditeur;

Pour les besoins de visionnement pour la présélection, le film doit être sous-titré en français ou en anglais, si la langue originale est autre que ces deux langues.

Avant de commencer à remplir le formulaire, nous vous conseillons d’avoir les documents suivants prêts et le responsable de l’inscription DOIT inclure dans le formulaire:

Une (1) photo du cinéaste;

Une (1) photo du scénariste;

Deux (2) photos du film;

Une courte biographie du cinéaste, n’excédant pas 50 mots ; une version de la biographie traduite en anglais est aussi conseillée. Si le texte fourni est trop long, celui-ci pourra potentiellement être raccourci à des fins de mise en page en conservant le sens original, et ce, sans avis préalable auprès de l’ayant droit ou du responsable de l’inscription;

Une filmographie du cinéaste;

Une courte biographie du scénariste, n’excédant pas 50 mots ; une version de la biographie traduite en anglais est aussi conseillée. Si le texte fourni est trop long, celui-ci pourra potentiellement être raccourci à des fins de mise en page en conservant le sens original, et ce, sans avis préalable auprès de l’ayant droit ou du responsable de l’inscription;

Une filmographie du scénariste;

La liste des dialogues, de préférence timecodée (en format .srt) si votre film n'est pas sous-titré en anglais et/ou en français;

Le contact recevra une lettre par courriel au plus tard dans la deuxième semaine du mois d’août, l'avisant de sa sélection ou non. Les courriels d’acceptation ou de refus sont adressés à la personne responsable de l’inscription du film.

DROITS D'AUTEUR

Le FCVQ paie des droits d’auteurs aux ayants droit des films sélectionnés, selon la charte suivante (en $CAD) :

1 minute : 50$

de 2 à 10 minutes : 70$

de 11 à 30 minutes: 100$

de 31 à 60 minutes: 150$

Plus de 60 minutes, film catalogue ou projection gratuite: 250$

Plus de 60 minutes avec primeur: 500$

S’il y a plusieurs ayants droit pour un même film, le FCVQ paiera les droits d’auteurs au premier inscrit par ordre alphabétique dans le formulaire. Si le champ “ayant droit” n’est pas rempli de manière claire et satisfaisante dans le formulaire d’inscription, les droits d’auteur seront versés au réalisateur. Advenant qu’il y ait plusieurs réalisateurs, les droits seront versés au premier par ordre alphabétique.

Les droits d’auteurs seront versés à l’ayant droit par transfert bancaire dans les 120 jours suivant la fin du festival après réception d'une facture et d'un spécimen de chèque avant le 31 octobre.

INFORMATIONS IMPORTANTES EN CAS DE SÉLECTION

Pour les films sélectionnés, un courriel de suivi sera envoyé ultérieurement : les modalités pour le format et l'envoi de la copie de projection y seront détaillées. Les courriels d’acceptation ou de refus sont adressés à la personne responsable de l’inscription du film.

Chaque film sélectionné sera présenté dans sa version originale, avec sous-titres en français et/ou anglais.
La personne responsable de l’inscription doit également fournir la liste des dialogues (format SRT) en anglais et/ou en français.

Tout commentaire concernant le refus d’un film ne pourra être donné qu’après le mois d’octobre et une demande par courriel devra en outre être adressée à ce sujet à l'équipe de programmation (films@fcvq.ca).

L’inscription d’une oeuvre ou sa participation au FCVQ implique l’acceptation sans condition de tous les points du présent règlement par les producteurs, réalisateurs ou ayants droit.
NB : La notion d’ayant droit renvoie à toute personne ou entité (distributeur, producteur) qui détient les droits du film soumis.

L’ayant droit déclare et garantit qu’il détient tous les droits, incluant les droits de propriété intellectuelle et de propriété privée, titres et intérêts sur l'oeuvre qu’il soumet dans le cadre du FCVQ.

L’ayant droit (ou le responsable de l’inscription, le cas échéant) garantit également que l'oeuvre qu’il soumet est entièrement originale et aucun de ses éléments n'enfreint le droit à la vie privée, à l'honneur et à la réputation d’une tierce partie.
En conséquence des garanties susmentionnées, l’ayant droit s’engage à prendre fait et cause et à indemniser le FCVQ et, le cas échéant, ses cessionnaires, mandataires successeurs et ayants droit pour tous dommages, dépenses, frais et coûts raisonnables encourus ou subis par lui à la suite de toute poursuite intentée par un tiers en raison de la non-conformité à l’une ou l’autre des déclarations et garanties qui précèdent.

Le fait de soumettre une oeuvre autorise la publication des informations et photos fournies lors de l’inscription du film par les participant.e.s et est sous leur responsabilité dans le catalogue du FCVQ, communications publiques ainsi que sur son site internet.

Le FCVQ se réserve le droit d’utiliser des extraits d’œuvres sélectionnées, n’excédant pas 3 minutes, à des fins strictement promotionnelles.

Accueil des invités

Le FCVQ prend à sa charge une partie de l’hébergement d’un nombre limité de réalisateurs dont les films ont été sélectionnés.
Le responsable de l’accueil communiquera avec chacun des réalisateurs sélectionnés afin de lui transmettre les procédures pour le transport, l’hébergement et l’accréditation des invités.

Envoi des copies de projection

Le FCVQ projette uniquement en format DCP ; seuls les fichiers numériques (master du film sélectionné) sont acceptés pour être convertis en DCP. Nous rappelons que nous n’acceptons pas les DVD ou Blu-Ray.

Pour nous faire parvenir votre copie, le FCVQ privilégie fortement les transferts de fichiers par internet dans la mesure du possible. En cas d’envoi par la poste d’une clé usb ou d’un disque dur, les frais de transport ALLER sont à la charge des participants. En contrepartie, le FCVQ prend en charge les frais de transport de RETOUR mais ne couvre pas les assurances et se dégage de toute implication et responsabilité face à ce support.

Pour les films en provenance de l’extérieur du Canada, afin d’éviter des problèmes de dédouanement, veuillez indiquer sur le formulaire ou facture pro forma la valeur de remplacement de la copie uniquement ainsi que la mention :

Pour les envois par la poste, une adresse postale vous sera transmise ultérieurement suivant l'annonce de la sélection du film.

Le FCVQ couvre les frais d’assurances entre la réception et le renvoi des copies DCP à son destinataire. Le FCVQ n’est pas responsable du matériel endommagé durant le transport. En cas de perte ou détérioration pendant le festival (entre la réception et la réexpédition de la copie), la responsabilité du festival sera limitée à la valeur de remplacement de la copie de l’oeuvre.

FILM ENTRY RULES
Please read the rules before completing the registration form.

Shorts, medium length and feature films are welcome.
The upcoming edition of the QCFF - Québec City Film Festival will take place September 16 to 25, 2021.

SUBMISSION DEADLINE : June 1st at 12AM (Eastern Canada Time Zone)
NB: The programming team can accept late registrations if the programming context justifies it: it will however be necessary to inform the programming team (films@fcvq.ca) before the deadline.

Registration fees must be paid in order to complete the submission process, which are indicated at the end of the application form. The payment has to be made via Paypal or credit cards. Please note that these fees are not refundable.

Here are the different rates of registration fees according to the running time of the work submitted :

less than 30 min = 10$ CAD

between 30 and 60 min = 15$ CAD

more than 60 min = 20$ CAD

ELIGIBILITY REQUIREMENTS WHEN SUBMITTING A FILM AT QCFF:

All genres are accepted: animation, fiction, experimental, documentary etc. ;

Only films completed after January 1st of the year preceding the festival are eligible.
For instance, only films completed after January 1, 2022 are eligible for consideration for this year's edition of the Festival.

Films that have been submitted for QCFF consideration in previous years are NOT eligible for re-submission.

Films that have been released theatrically in the city of Quebec or its neighboring regions, broadcast on television or online or available for purchase or streaming are NOT eligible for submissions to the festival.
NB : However, the programming team may decide to select a film that has been released theatrically, broadcast on television or online, if it desires to do so. Such instances are solely at the discretion of the programming team.

In order to complete the registration, applicants are required to provide a web link so the members of the selection committee are able to view the submitted Film. DVDs, Blu-Rays, USB keys and any other physical format will not be accepted : if we do receive a film on disc or on any other physical format, the work will NEITHER be considered NOR returned to its sender.

Applicants submitting a film that contain significant spoken dialogue which might be in a language other than French or English, must provide on-screen English or French subtitles, so the programming committee may view the film.

Before you start filling out the form, we advise you to have the following documents ready - you MUST include in the form:

One (1) picture of each director;

One (1) picture of the screenwriter;

Two (2) stills of the film;

A short biography and filmography of the director and of the screenwriter, which ought not to exceed 50 words ; both French and English versions are strongly suggested. If the text provided is too long, there is a possibility that it will be shortened for catalogue layout purposes, while preserving its original meaning, and without notifying the Applicant.

If the film does not have French subtitles, the Applicant must also provide the dialogue list, preferably timecoded (in SRT format) in English and/or French.

IMPORTANT INFORMATION

The Applicant will be officially notified via email, at the latest during the second week of August, whether the film has been selected or not for the QCFF.

Inquiries regarding the reasons why a film has not been selected at QCFF will be addressed after October : an email regarding this matter should be sent to the Programming Team (films@fcvq.ca).

Submitting a work and entering the QCFF implies that Producers, Directors or Rightsholders have read, understood and agreed with the present rules and regulations.
NB: The notion of Rightsholder refers to the person or moral entity (distributor, producer) who owns the legal rights to the work submitted.

By agreeing to the Terms And Conditions, the person submitting the Film (hereafter called the “Applicant”) acknowledges that he or she has obtained consent from any and all owners, creators, writers, Producers and/or other authorized representatives of the Film (hereafter called the “Film’s Owners”) whose consent is required to submit the Film to QCFF.

It is the sole responsibility of the Applicant to secure authorization and permission from the copyright owner(s) of any and all copyrighted content or materials included within the submitted Film. The Festival expressly disavows any responsibility for, and will not be held responsible for, any unauthorized inclusion of any copyrighted content or materials within or relating to the submitted Film, including any content or materials that are or may become the basis for any third party claims for copyright infringement. QCFF reserves the right to disqualify, without refund of any or all submission fees previously collected from the Applicant, any Film with any unauthorized inclusion of copyrighted content or materials. In the event that any claim, dispute, action or proceeding shall be brought or asserted by any person or entity that alleges that the Film makes unauthorized or unlawful use of any copyrighted content or material, Applicant shall fully indemnify and defend QCFF from any liability in connection therewith and from any fees and expenses, including but not limited to attorneys’ fees, that any of them may incur in connection therewith. It is the sole responsibility of the Applicant to secure authorization and permission from the owner(s) of any and all trademarked content or materials included within the submitted Film.

It is the sole responsibility of the Applicant to clear all content of the Film from any and all actual or potential legal claims and issues, including, without limitation, claims based upon theories of libel, defamation, invasion of privacy, violation of rights of publicity, theft of trade secrets, breach of confidence, breach of confidential relationship, and breach of express or implied contract (“Third Party Claim(s)”). QCFF expressly disavows any responsibility for, and will not be held responsible for, any unauthorized inclusion of any content or materials within or relating to the submitted Film that are or may be the basis for any Third Party Claims based upon any of the foregoing legal theories or others. The Festival reserves the right to disqualify, without refund of any or all submission fees previously collected from the Applicant, any Film that is or may become the subject of any Third Party Claims. In the event that any Third Party Claim(s) shall be asserted by any person or entity, Applicant shall fully indemnify and defend QCFF from any liability in connection therewith and from any and all fees and expenses, including but not limited to attorneys’ fees, that each of any of them may incur in connection therewith.

When submitting a Film at QCFF, the Applicant allows the Festival to publish the material provided on the submission form in the festival catalogue, in its official communications and on its website.

QCFF reserves the right to use extracts of the selected Films, which may not exceed 3 minutes, solely for promotional purposes.

QCFF will pay rights holders films screened at the festival royalties, according to the running time (in $CAD) :

1 min : 50$

between 2 to 10 min : 70$

between 11 to 30 min : 100$

between 31 to 60 min : 150$

more than 60 min, catalogue film or screened outside : 250$

more than 60 min with a premiere status : 500$

Royalties will be paid to the rights holders via bank transfer within the next 120 days after the Festival ends, only if an invoice and bank details have been sent out to coordofilms@fcvq.ca before October 31.

If there are more than one rights holder for a film, QCFF will pay royalties to the first name filled out alphabetically in the submission form.
If the rights holder field is not filled out clearly in the form, royalties will be paid to the filmmaker.

If your film is selected :

CONGRATULATIONS !

The Director and/or the person identified as the main contact in the application form of the films selected will be officially notified with a selection letter sent via email by late August at the latest. In this letter, the requirements regarding the screening format and details about sending the screening print to the Print Traffic Department of QCFF will be explained.

Every film selected will be screened in its original version, with French subtitles, and/or with English subtitles if they are provided (in the event that the spoken language is other than English).

Festival guests information

The person in charge of guests at QCFF will contact directly each and every filmmaker who has a film selected in order to inform them of the details and possibilities of covering accommodation and transportation to QCFF.

SHIPPING OF THE SCREENING PRINTS

QCFF screens in DCP format ; only digital files (which should correspond to the selected film’s master) will be accepted to be converted into DCP. Applicants are to be reminded that we will not accept films on DVD or Blu-Ray.

As for sending the screening prints, QCFF strongly advocates sending files through the internet, as much as possible. If a physical support (such as a hard drive or a USB key for instance) had to be shipped to the festival offices, the filmmaker or Rightsholder will have to pay for the outgoing fees. Meanwhile, QCFF will cover the expenses involved to ship back the parcel to its sender.

If a print ships from abroad, in order to avoid any problem with customs (fees and delays), please indicate on the parcel and on the pro forma invoice the replacement value of the print as well as the specific mention :

When using mail, please send all material to the address that will be will be given to the Applicant following the announcement of the selection of the film.

The QCFF will cover insurance fees for DCP prints between receiving and shipping back the parcel to its sender. The QCFF is not liable for any material that could be damaged during its transportation. In the event of loss or damage during the festival, QCFF’s financial liability would be limited to the print replacement value.
