Rules and general rules of the festival
*Accepted films must be translated into Arabic
1) The first session of the Basra International Film Festival, located in the southernmost part of Iraq, will be held in December for the period 2019.
2) Opening of the films for the festival from 13 June to 1 October 2019.
3) The festival will accept the short films from all countries in accordance with the festival regulations and the film will be given priority in international or international performances.
4) The process of selection of films and sections is the exclusive decision of the festival management and the programming team.
5) The festival is entitled to display the film more than once during the festival.
6) The festival reserves the right to use more than three minutes for promotions on the official festival site, media and websites.
7) The festival does not provide any justification or reasons for not choosing any film presented to one of the sections of the festival.
8) The owner of the film only – the director, producer, distributor, producer – has the right to submit the film to the festival competitions.
9) The Basra Film Festival does not receive copies of the original or incomplete films.
10) The film sponsor is responsible for the validity of the information provided and otherwise will bear legal consequences and exclude the film.
11) If the film is not accepted in official competitions, the festival reserves the right to present the film outside the official competition within the various programs and sections of the festival.
12) Once the film has been selected and announced for admission to the festival, it can not be withdrawn from the festival program in any way.
13) The festival will announce its final selections for the films taking place in early November; before that, the recipients will be officially notified via e-mail, informing them of other requirements.
14) If the film is selected, the participant is not entitled to announce the acceptance of his film; before the official announcement through the festival website.
15) The film is considered as the full approval of the festival regulations and includes acceptance of the rules and regulations of the festival. The film’s responsibility lies with the film’s director (director, producer, distributor, production company)
16) In case of judicial disputes, the Iraqi courts are the only body authorized to adjudicate these disputes.
17) The festival has the freedom to change these rules and has the right to make the necessary exceptions in accordance with the festival management policy and objectives.
Terms and conditions of the festival
1) The festival receives all short film experiences (fiction – documentary – moving).
2) The registration form is a prerequisite for participation and on the basis of which the registration is accepted. The application form is available on the Festival website and FilmFreeway …
3) The festival receives short films produced after January 1, 2018.
4) The film must be submitted no later than September 1, 2019.
5) The film must not exceed 20 minutes maximum for all competitions.
6) The festival requires the film to be screened for the first time in Basra.
7) The presentation version must be provided with high-resolution technical specifications and in accordance with the available format DCP & BluRay & HD ProRes 1920×1080 (MP4).
8) The content of the participating films shall not contain any incitement material at the level of violence or sectarianism or prejudice to public taste.
9) The film should not be broadcast on any television channel, internet site, mobile phone or any other public means.
10) The festival requires English subtitles for Arabic-language films or other languages.
11) The filmmaker has the right to own all rights, including music and movies.
12) The movie’s watch link must remain available until the end of the movie selection period.
13) No fee will be charged for the films to participate in the Basra International Film Festival.

القواعد والأحكام العامة للمهرجان
*الافلام المقبولة يجب ان تترجم للغة العربية
1) تقام الدورة الاولى لمهرجان البصرة السينمائي الدولي الواقعة أقصى جنوب العراق في شهر ديسمبر للفترة – /2019.
2) افتتاح باب تقديم الأفلام للمهرجان من 13 يونيو ولغاية 1 سبتمبر 2019.
3) يقبل المهرجان بدورته الاولى الأفلام القصيرة من جميع دول العالم طبقاً للوائح وشوط المهرجان وتُعطى الأولوية للأفلام في عروضها العالمية أو الدولية الأولى .
4) كل ما يتعلق بعملية اختيار الأفلام والأقسام هي قرارات حصرية لإدارة المهرجان وفريق البرمجة .
5) يحق للمهرجان ان يعرض الفيلم أكثر من مرة أثناء فترة انعقاد المهرجان .
6) يحتفظ المهرجان بحقه في استخدام مالا يزيد عن ثلاث دقائق للإعلانات الترويجية في موقع المهرجان الرسمي ووسائل الاعلام ومواقع التواصل .
7) لا يقدم المهرجان أي تبريرات أو أسباب لعدم اختيار أي فيلم تم تقديمه لأحد أقسام المهرجان .
8) مالك الفيلم فقط -المخرج , المنتج , الموزع , الشركة المنتجة- له الحق في تقديم الفيلم الى مسابقات المهرجان .
9) لا يستقبل مهرجان البصرة السينمائي نسخ الافلام الاولية أو غير المكتملة .
10) يتحمل مُقدم الفيلم مسؤولية صحة المعلومات المقدمة وبخلاف ذلك سيتحمل التبعات القانونية واستبعاد الفيلم .
11) في حال عدم قبول الفيلم في المسابقات الرسمية, يحتفظ المهرجان في حقه بعرض الفيلم خارج المسابقة الرسمية ضمن برامج واقسام المهرجان المتعددة .
12) بمجرد اختيار الفيلم والاعلان عن قبوله في المهرجان، لا يمكن سحبه من برنامج المهرجان باي حال من الاحوال .
13) يعلن المهرجان عن اختياراته النهائية للأفلام المشاركة في مطلع نوفمبر ؛ وقبل ذلك سيتم اخطار المقبولين بشكل رسمي عبر البريد الالكتروني, وإعلامهم بالمتطلبات الأخرى .
14) في حالة اختيار الفيلم لا يحق للمشترك الإعلان عن قبول فيلمه ؛ قبل الاعلان الرسمي عبر موقع المهرجان الالكتروني .
15) يُعد تقديم الفيلم بمثابة الموافقة الكاملة على انظمة المهرجان , ويتضمن القبول بقواعد ولوائح المهرجان, وتقع المسؤولية القانونية لعرض الفيلم على عاتق مقدم الفيلم (مخرج , منتج , موزع , شركة انتاج) ,
16) في حالة حدوث نزاعات قضائية تعتبر المحاكم العراقية هي الجهة الوحيدة المخول لها الفصل في تلك النزاعات .
17) يمتلك المهرجان حرية تغيير هذه القواعد, وله الحق في تقديم الاستثناءات اللازمة طبقا لسياسة واهداف إدارة المهرجان .
لوائح وشروط المهرجان
1) يستقبل المهرجان التجارب السينمائية القصيرة كافة (روائي – وثائقي – تحريك) .
2) ملء استمارة المهرجان يعتبر شرطاً أساسياً للمشاركة وعلى أساسها يتم قبول التسجيل , استمارة التقديم متوفرة على موقع المهرجان الإلكتروني ……..لنك الاستمارة ………
3) يستقبل المهرجان الأفلام القصيرة التي تم إنتاجها بعد 1 يناير 2018 .
4) أن يتم تقديم الفيلم في موعد أقصاه 1 اكتوبر 2019 .
5) أن لا يزيد زمن الفيلم عن 20 دقيقة كحد اقصى بالنسبة لجميع المسابقات .
6) يشترط المهرجان أن يعرض الفيلم للمرة الاولى في مدينة البصرة .
7) يجب تقديم نسخة العرض بمواصفات فنية عالية الدقة وبحسب الصيغة المتوفرة (DCP & BluRay & HD ProRes 1920×1080 (MP4
8) ان لا يضم محتوى الافلام المشاركة أي مادة تحريضية على مستوى العنف او الطائفية او المساس بالذوق العام .
9) أن لا يكون الفيلم قد سبق بثه على أية قناة تلفزيونية، أو موقع إنترنت، أو هاتف متحرك او أي وسيلة عامة متعارف عليها .
10) يشترط المهرجان توفير الترجمة الإنجليزية بالنسبة للأفلام الناطقة باللغة العربية أو اللغات الاخرى .
11) يلتزم مُقدم الفيلم بملكية جميع الحقوق بما في ذلك الموسيقى ونصوص الافلام ؛ وان المهرجان لا يتحمل أي مسؤولية قانونية .
12) رابط المشاهدة الخاص بالفيلم يجب أن يظل متاحاً حتى نهاية فترة اختيار الأفلام .
13) لن يتم فرض اي رسوم على تقديم الافلام للمشاركة في مهرجان البصرة السينمائي الدولي .
