BASRA INTERNATIONAL FILM FESTIVAL (BIFF)

By submitting a film to the **Basra International Film Festival (BIFF)**, the applicant confirms full acceptance of the following Rules & Terms.

1. Official Competitions

The Festival accepts submissions in the following official competitions:

* International Feature Fiction Competition
* International Feature Documentary Competition
* International Short Fiction Competition
* Short Documentary Competition
* Iraqi Short Fiction Competition
* Basra Film Competition (Exclusively for directors from the city of Basra)
* AI Film Competition
* Animation Film Competition

2. Eligibility

Films must have been completed on or after **January 1, 2023**.

3. Completed Works

Only completed films are eligible for submission. Rough cuts, work-in-progress versions, or unfinished films will not be accepted.

4. Running Time

The maximum running time for each film shall be determined according to the regulations of its respective competition category.

5. Subtitles

All submitted films must include **English subtitles**, regardless of their original language.

6. Arabic Subtitles

Officially selected films may be required to provide **Arabic subtitles (SRT format)** before screening.

7. Copyright

The applicant guarantees ownership of all copyrights and permissions relating to the submitted film, including music, images, archive footage, trademarks, performances, and all third-party materials.

8. Legal Responsibility

The Festival accepts no legal responsibility for copyright disputes or any claims arising from submitted films.

9. Selection

The Festival Programming Committee has the exclusive authority to select films and determine the most appropriate competition or section without prior consultation with the applicant.

10. Withdrawal

Once officially selected and announced, a film may not be withdrawn from the Festival except under exceptional circumstances approved in writing by the Festival Management.

11. Screenings

The Festival reserves the right to screen selected films **up to three (3) times** during the Festival.

12. Promotional Use

The Festival may use film titles, posters, stills, trailers, and excerpts of up to three (3) minutes or 10% of the total running time (whichever is shorter) exclusively for promotional, educational, media, and publicity purposes.

13. Screening Link

The screening link and password must remain active until the official selection process has been completed.

14. Selection Decisions

The Festival is under no obligation to provide comments or explanations regarding the acceptance or rejection of any submitted film.

15. Content Policy

The Festival reserves the right to reject any film containing content that promotes terrorism, racism, discrimination, sectarianism, hatred, or incitement to violence.

16. Jury Decisions

All Jury decisions are final and cannot be appealed.

17. Acceptance

Submitting a film constitutes full acceptance of all Festival Rules & Terms.

18. Amendments

The Festival reserves the right to amend these Rules & Terms whenever necessary. Any amendments shall become effective immediately upon publication on the Festival's official website or FilmFreeway page.

القواعد والشروط

مهرجان البصرة السينمائي الدولي

بتقديم الفيلم إلى **مهرجان البصرة السينمائي الدولي**، يقر مقدم الطلب بموافقته الكاملة على القواعد والشروط الآتية.

1. المسابقات الرسمية

يستقبل المهرجان المشاركات ضمن المسابقات الرسمية الآتية:

* مسابقة الأفلام الروائية الطويلة الدولية.
* مسابقة الأفلام الوثائقية الطويلة الدولية.
* مسابقة الأفلام الروائية الدولية القصيرة.
* مسابقة الأفلام الوثائقية القصيرة.
* مسابقة الأفلام الروائية العراقية القصيرة.
* مسابقة أفلام البصرة (للمخرجين من مدينة البصرة حصراً).
* مسابقة أفلام الذكاء الاصطناعي.
* مسابقة أفلام التحريك (الأنيميشن).

2. أهلية المشاركة

يجب أن يكون الفيلم قد أُنجز في أو بعد **1 يناير 2023**.

3. اكتمال الفيلم

لا تُقبل إلا الأفلام المكتملة والجاهزة للعرض، ولا تُقبل النسخ التجريبية أو غير المكتملة.

### 4. مدة الفيلم

تُحدد مدة الفيلم القصوى وفق اللوائح الخاصة بكل مسابقة من مسابقات المهرجان.

5. الترجمة

يشترط أن تتضمن جميع الأفلام المقدمة **ترجمة باللغة الإنجليزية**، بغض النظر عن لغة الفيلم الأصلية.

6. الترجمة العربية

قد يُطلب من الأفلام المختارة رسميًا توفير ملف ترجمة باللغة العربية بصيغة **SRT** قبل العرض.

7. حقوق الملكية

يقر مقدم الفيلم بأنه يمتلك جميع حقوق الملكية الفكرية والتصاريح القانونية المتعلقة بالفيلم، بما في ذلك الموسيقى والصور والمواد الأرشيفية والعلامات التجارية والأداءات الفنية وأي مواد تعود إلى أطراف أخرى.

8. المسؤولية القانونية

لا يتحمل المهرجان أي مسؤولية قانونية تتعلق بحقوق الملكية الفكرية أو أي نزاعات قانونية تنشأ عن الفيلم المشارك.

9. اختيار الأفلام

تتمتع لجنة برمجة المهرجان بالحق الحصري في اختيار الأفلام وتحديد المسابقة أو القسم المناسب لها، دون الحاجة إلى الرجوع إلى مقدم الفيلم.

10. سحب الفيلم

بعد الإعلان الرسمي عن اختيار الفيلم، لا يجوز سحبه من برنامج المهرجان إلا في حالات استثنائية توافق عليها إدارة المهرجان خطيًا.

11. عروض الفيلم

يحتفظ المهرجان بحقه في عرض الفيلم المختار **حتى ثلاث مرات** خلال أيام انعقاد المهرجان.

12. الاستخدام الترويجي

يحق للمهرجان استخدام عنوان الفيلم وملصقه وصوره والإعلان التشويقي ومقتطفات منه لا تتجاوز ثلاث (3) دقائق أو 10٪ من مدة الفيلم (أيهما أقل)، وذلك لأغراض الترويج الإعلامي والثقافي والتعليمي للمهرجان فقط.

13. رابط المشاهدة

يجب أن يبقى رابط مشاهدة الفيلم وكلمة المرور الخاصة به فعالين حتى انتهاء عملية الاختيار الرسمية.

14. قرارات الاختيار

لا يلتزم المهرجان بتقديم أسباب أو مبررات لقبول أو رفض أي فيلم.

15. سياسة المحتوى

يحتفظ المهرجان بحقه في رفض أي فيلم يتضمن محتوى يروج للإرهاب أو العنصرية أو الطائفية أو الكراهية أو التمييز أو التحريض على العنف.

16. قرارات لجنة التحكيم

تُعد جميع قرارات لجنة التحكيم نهائية وغير قابلة للطعن أو المراجعة.

17. الموافقة

يُعد تقديم الفيلم موافقة كاملة على جميع قواعد وشروط مهرجان البصرة السينمائي الدولي.

18. تعديل اللوائح

يحتفظ مهرجان البصرة السينمائي الدولي بحقه في تعديل هذه القواعد والشروط متى اقتضت الضرورة، وتصبح أي تعديلات نافذة بمجرد نشرها على الموقع الإلكتروني الرسمي للمهرجان أو على صفحة المهرجان في منصة **FilmFreeway**.
