BASES
1. PARTICIPANTES
La participación del certamen está abierta a productores y realizadores de cine de todo el mundo. Puede acogerse a estas bases cualquier realizador o productor que lo solicite, sea cual sea su nacionalidad. Cada artista podrá participar con un máximo de 2 cortometrajes. En el caso de que el participante remita más de un trabajo, deberá rellenar una ficha por cada una de las obras. Se podrán presentar al certamen películas de ficción, realizadas durante los años, 2021 y 2022 cuya duración máxima no exceda de 20 minutos.
2. Tema
El tema será libre. Se admitirán películas habladas en cualquier idioma o dialecto. Las películas no habladas en castellano deberán ser subtituladas en este idioma de forma obligatoria, siendo condición indispensable para su aceptación.
Habrá dos secciones:
Sección Oficial.- Película de ficción realizada de modo tradicional en formato digital.
Sección Local.- Película de ficción creada bien por una asociación inscrita en el registro de asociaciones de Hellín, por una institución del municipio de Hellín o por una persona física o grupo de personas empadronadas o residentes en el municipio de Hellín. (Requisito imprescindible que será solicitado en el registro de la película).
Al presentar la película habrá de especificarse a que sección se presenta.
No se admitirán cortometrajes documentales.
3. Jurado
El jurado que decidirá los premios entre las películas seleccionadas, estará formado por profesionales del medio cinematográfico y de las artes escénicas. Será elegido por la entidad convocante entre personas de reconocido prestigio, no haciéndose público sus integrantes hasta el día del fallo.
4. Preselección
Los participantes subirán sus trabajos a cualquier plataforma pública o privada de exhibición: Youtube, Vimeo, Festhome, Click For Festivals, Movibeta, etcétera, asumiendo los gastos derivados que pudieran suponer. Enviarán al siguiente correo: alumbrafestivalhellin@gmail.com la hoja de inscripción adjunta, convenientemente completada, junto al enlace de acceso on-line a la película, que tendrá los permisos necesarios para poder ser visionada por el comité de selección. Este enlace también se expondrá en la hoja de inscripción. El plazo de presentación de propuestas se establece entre el 23 de septiembre y el 9 de octubre de 2022.
5. Selección Obra
El Ayuntamiento de Hellín creará un comité técnico que se encargará de seleccionar, de entre todas las propuestas recibidas, aquellas que entrarán a concurso. La resolución se comunicará a los interesados en un plazo máximo de 15 días, después de la reunión del comité, que fallará antes del día 20 de septiembre de 2022.
6. Entrega de la obra
Las películas que sean seleccionadas deberán ser enviadas en soporte disco duro, DVD o pendrive, en una resolución mínima de 1920 x 1080 -1080p- Además del cortometraje en formato digital, el soporte deberá contener el cartel, 2 fotogramas de la película y una fotografía del director o directora en formato .JPG.
Todo ello deberá ser entregado o enviado, antes del día 30 de octubre, de forma inexcusable, a la siguiente dirección:

9. Premios
Se establecerán los siguientes premios:
Con dotación económica y estatuilla
PREMIO DEL JURADO AL MEJOR CORTOMETRAJE.- 1000€
PREMIO ESPECIAL DEL PÚBLICO AL MEJOR CORTOMETRAJE.-500€
PREMIO DEL JURADO AL MEJOR CORTOMETRAJE LOCAL.- 500€
PREMIO ESPECIAL DEL JURADO "MIRADA RURAL”.- 1000€ A aquel cortometraje que presentado a la sección oficial muestre un aspecto relevante o sensible del medio rural.
PREMIO AL MEJOR ACTOR.- 500€
PREMIO A LA MEJOR ACTRIZ.- 500€
10. Premio especial del público
El premio del público será votado entre los cortometrajes presentados a la Sección Oficial, nunca entre los presentados en la Sección Local.
11. Derechos de autor y reproducción
Las películas presentadas quedarán en poder del festival para su incorporación al archivo del mismo. Las películas no seleccionadas pasarán a formar parte del archivo audiovisual del festival, pudiendo ser utilizadas, previa comunicación a la productora, para su exhibición en actos paralelos al festival.
Los productores y/o realizadores de los cortometrajes seleccionados autorizan la utilización de un fragmento de las obras (máximo tres minutos), para su difusión como materia informativa en cualquier medio de comunicación, incluido Internet.
Las películas seleccionadas a concurso, figurarán en el catálogo del Alumbra Festival de Cine y de Cortometrajes Ciudad de Hellín y se proyectarán en sesiones públicas dentro de las fechas de celebración del mismo.
12. Fallo del jurado
El fallo del Jurado será inapelable. Los productores y/o realizadores de los cortometrajes presentados autorizan expresamente la proyección de los mismos en la sesiones del festival sin que por ello la organización esté obligada ningún tipo de compensación. Todos los participantes, por el hecho de serlo, aceptan íntegramente las presentes bases, así como la resolución de cualquier problema no recogido en éstas por la organización.
13. Festival
El Alumbra Festival de Cine y de Cortometrajes Ciudad de Hellín, se celebrará los días 7,8,9,10,11 y 12 de noviembre en Hellín.
Los días 10 y 11 tendrán lugar las proyecciones de los cortometrajes tanto en Sección Oficial como en Sección Local.
El día 12 tendrá lugar la gala de entrega de premios y la proyección de los cortometrajes ganadores.

BASES
1. PARTICIPANTS
Participation in the contest is open to producers and filmmakers from all over the world. Any filmmaker or producer who requests it, regardless of their nationality, can benefit from these rules. Each artist may participate with a maximum of 2 short films. In the event that the participant submits more than one work, he must fill in a form for each of the works. Fiction films, made during the years, may be submitted to the contest 2021 and 2022 whose maximum duration does not exceed 20 minutes.
2. Theme
The theme will be free. Films spoken in any language or dialect will be accepted. Films not spoken in Spanish must be subtitled in this language in a mandatory manner, being an indispensable condition for their acceptance.
There will be two sections:
Official Section.- Fiction film made in a traditional way in digital format.
Local Section.- Fiction film created either by an association registered in the register of associations of Hellín, by an institution of the municipality of Hellín or by a natural person or group of people registered or resident in the municipality of Hellín. (Essential requirement that will be requested in the registration of the film).
When presenting the film, it must be specified to which section it is presented.
Documentary short films will not be admitted.
3. Jury
The jury that will decide the prizes among the selected films will be formed by professionals from the cinematographic and performing arts environment. It will be chosen by the convening entity among people of recognized prestige, not being made public its members until the day of the ruling.
4. Pre-selection
Participants will upload their works to any public or private exhibition platform: Youtube, Vimeo, Festhome, Click For Festivals, Movibeta, etc., assuming the derived expenses that they may entail. They will send to the following email: alumbrafestivalhellin@gmail.com the attached registration form, conveniently completed, next to the online access link to the film, which will have the necessary permissions to be viewed by the selection committee.
This link will also be displayed on the registration form. The deadline for submission of proposals is set between 23 September and 9 October 2022.
5. Selection Work
The City Council of Hellín will create a technical committee that will be responsible for selecting, from among all the proposals received, those that will enter the competition. The resolution will be communicated to the interested parties within a maximum period of 15 days, after the meeting of the committee, which will fail before October 20, 2022.
6. Delivery of the work
The films that are selected must be sent on hard disk, DVD or pendrive, in a minimum resolution of 1920 x 1080 -1080p- In addition to the short film in digital format, the support must contain the poster, 2 frames of the film and a photograph of the director in .JPG format.
All this must be delivered or sent, before October 30, inexcusably, to the following address:

SPECIAL PRIZE OF THE JURY "MIRADA RURAL".- 1000€ To that short film that
submitted to the official section shows a relevant or sensitive aspect of the rural environment.
BEST ACTOR AWARD.- 500€
BEST ACTRESS AWARD.- 500€
8. Special audience award
The audience award will be voted among the short films submitted to the Official Section, never among those presented in the Local Section.
9. Copyright and Reproduction
The films presented will remain in the possession of the festival for incorporation into the festival's archive. The films not selected will become part of the audiovisual archive of the festival, and may be used, after communication to the production company, for exhibition in events parallel to the festival. The producers and/or filmmakers of the selected short films authorize the use of a fragment of the works (maximum three minutes), for their dissemination as an informative subject in any media, including the Internet.
The films selected for the competition will appear in the catalogue of the Alumbra Festival de Cine y de Cortometrajes Ciudad de Hellín and will be screened in public sessions within the dates of its celebration.
10. Jury decision
The decision of the Jury will be final. The producers and / or filmmakers of the short films presented expressly authorize the projection of the same in the sessions of the festival without the organization being obliged any type of compensation. All participants, by virtue of being so, fully accept these rules, as well as the resolution of any problem not included in them by the organization.
11. Festival
The Alumbra Festival of Cinema and Short Films Ciudad de Hellín, will be held on November 7, 8, 9, 10, 11 and 12 in Hellín.
On the 10th and 11th the screenings of the short films will take place in both the Official and Local Sections.
On the 12th, the awards ceremony and the screening of the winning short films will take place.
