REGULAMENTO OFICIAL
Eixo Temático: Aventura, Fantasia e Humanidades

Art. 1º – Da Natureza e Objetivo
1.1 O 3º Itaicine – Festival Internacional de Animação de Itaiópolis – SC tem como objetivo celebrar e promover a arte da animação como expressão estética, poética e humanista, reunindo obras que ampliem o imaginário, a empatia e a reflexão sobre o mundo contemporâneo por meio da linguagem da animação.
1.2 A edição de 2026 adota como eixo temático Aventura, Fantasia e Humanidades, orientando a programação, a curadoria e os critérios de avaliação das obras inscritas.
1.3 O festival visa fortalecer o intercâmbio entre artistas, estudantes, pesquisadores e o público, valorizando a diversidade cultural e o pensamento sensível como caminhos de transformação social e artística.
1.4 O festival busca consolidar-se como espaço permanente de formação de público, com foco especial em crianças, adolescentes e jovens, oferecendo programação acessível, inclusiva e culturalmente diversa, em conformidade com o compromisso de descentralização do acesso à cultura em territórios fora dos grandes centros urbanos.
1.5 O 3º Itaicine é uma realização da NITRAM Produções Cinematográficas, Culturais e Editora Ltda., inscrita no CNPJ nº 10.332.199/0001-09, com sede na Rua Jorge José Saliba, nº 184, bairro Restinga, cidade de Mafra, Estado de Santa Catarina, CEP 89302-310, Brasil.
Art. 2º – Da Participação
2.1 Poderão inscrever-se obras de qualquer nacionalidade e país, desde que atendam integralmente aos requisitos deste Regulamento.
2.2 As obras devem ter sido finalizadas a partir de 1º de janeiro de 2024 e possuir duração máxima de 15 (quinze) minutos, incluindo os créditos finais.
2.3 Não serão aceitas obras que já tenham sido selecionadas para alguma das duas edições anteriores do Itaicine.
2.4 Serão aceitas todas as técnicas e estilos de animação, incluindo, mas não se limitando a: animação 2D, animação 3D, stop motion, pintura sobre filme, colagem, experimental, híbrido e outras formas de expressão animada.
2.5 Obras com técnica mista (Live-Action + Animação) serão aceitas, desde que a animação quadro a quadro represente, no mínimo, 75% (setenta e cinco por cento) do tempo total de duração da obra. A comissão de seleção poderá solicitar comprovação técnica da proporção de animação quando necessário.
2.6 É expressamente proibida a utilização de imagens geradas por Inteligência Artificial Generativa (IA Generativa) na produção das obras inscritas. O uso de ferramentas de Inteligência Artificial será permitido exclusivamente para processos técnicos de pós-produção de áudio, mixagem, masterização sonora e composição de trilha musical, desde que devidamente declarado no momento da inscrição, no entanto, não concorrerão aos prêmios de Melhor Som e Melhor Trilha Musical Original. A violação desta regra implicará desclassificação imediata e irrevogável da obra.
2.7 Não há limites de inscrições, mas é obrigatória a apresentação de ficha de inscrição e ficha técnica devidamente preenchidas para cada obra, separadamente.
2.8 O responsável pela inscrição declara, no ato da inscrição, ser detentor dos direitos de exibição da obra e de todos os direitos autorais, literários, dramáticos e musicais inerentes à produção. O responsável pela inscrição deverá deter poderes para representar todos os coautores e coprodutores da obra, quando for o caso.
Art. 3º – Das Categorias da Mostra Competitiva
3.1 As Mostras Competitivas do 3º Itaicine compreendem as seguintes categorias:
• a) Curta-metragem Internacional: obras de animação de qualquer nacionalidade, exceto brasileira, com duração de 1 (um) a 15 (quinze) minutos, incluindo créditos, nas modalidades de ficção, experimental e documentário.
• b) Curta-metragem Nacional: obras de animação de autoria brasileira, com duração de 1 (um) a 15 (quinze) minutos, incluindo créditos, nas modalidades de ficção, experimental e documentário.
3.2 Uma mesma obra poderá ser inscrita em apenas uma categoria da Mostra Competitiva. A inscrição em categoria inadequada poderá ser corrigida pela comissão de seleção, mediante comunicação ao responsável pela inscrição, ou resultar em desclassificação, a critério exclusivo da organização.
3.3 As categorias acima descritas são exclusivamente competitivas. A organização poderá, a seu critério, criar Mostras Especiais não competitivas, conforme disposto no Art. 10º deste Regulamento.
Art. 4º – Das Inscrições
4.1 As inscrições são gratuitas e deverão ser realizadas exclusivamente por meio do formulário oficial disponível na plataforma FilmFreeway, no endereço http://FilmFreeway.com/itaicine. Não serão aceitas inscrições por e-mail, correio postal ou qualquer outro meio que não a plataforma oficial.
4.2 Período de inscrições e envio de materiais: 01 de julho a 02 de agosto de 2026. As inscrições encerram-se automaticamente às 23h59 (horário de Brasília) do dia 02 de agosto de 2026. Inscrições realizadas após este prazo não serão consideradas, independentemente de circunstâncias atenuantes.
4.3 No ato da inscrição, o responsável deverá anexar obrigatoriamente os seguintes materiais:
• a) Link de visualização online do filme (acesso público ou privado), em plataforma de streaming ou hospedagem de vídeo de acesso estável e confiável, com validade mínima garantida até 31 de dezembro de 2026;
• b) Sinopse da obra com no máximo 600 (seiscentos) caracteres, incluindo espaços;
• c) Ficha técnica completa, contendo: título original, título em português (quando aplicável), nome do diretor, roteirista, produtor, diretor de animação, diretor de arte, diretor de fotografia, montador, designer de som, compositor da trilha musical, elenco de vozes (quando houver), técnica(s) de animação utilizada(s), duração exata, ano de conclusão, país de origem e idioma original;
• d) 03 (três) imagens de alta resolução da obra (stills ou fotogramas) em formato JPEG ou PNG, com resolução mínima de 1920x1080 pixels, para fins de divulgação e catalogação;
• e) Arquivo de legenda no formato SRT (SubRip Text), em português ou inglês, contendo o texto dos diálogos, narrações, cartelas e letras de músicas que sejam relevantes ao entendimento da obra, quando a obra possuir elementos sonoros linguísticos em idioma diferente do português;
• f) Sugestão de Classificação Indicativa brasileira (Livre, 10 anos, 12 anos, 14 anos, 16 anos ou 18 anos), fundamentada na presença ou ausência de conteúdos violentos, sexuais, de drogas ou linguagem imprópria;
• g) Termo de aceite para eventual inclusão da obra na Mostra Infantil, quando a obra apresentar conteúdo adequado ao público infantojuvenil, conforme avaliação da curadoria;
4.4 A ausência de qualquer dos documentos e materiais elencados no inciso 4.3 poderá resultar na desclassificação automática da inscrição, sem direito a recurso, a critério da comissão de seleção.
4.5 O responsável pela inscrição deverá possuir pleno domínio da língua portuguesa ou inglesa para navegação na plataforma FilmFreeway. Em caso de dificuldade com o idioma da plataforma, recomenda-se a utilização de tradutor automático do navegador ou contato prévio com a organização pelo e-mail inscricao@itaicine.com.br.
Art. 5º – Do Formato Técnico dos Arquivos
5.1 Os filmes inscritos deverão atender rigorosamente às seguintes especificações técnicas:
• a) Resolução mínima: FullHD (1920x1080 pixels) ou superior;
• b) Formatos de arquivo aceitos: .MP4 ou .MOV;
• c) Codec de vídeo: H.264 (AVC) ou H.265 (HEVC);
• d) Taxa de bits (bitrate) recomendada: entre 10 Mbps e 50 Mbps;
• e) Áudio: estéreo (2.0) ou surround 5.1, em formato AAC ou PCM;
• f) Taxa de amostragem de áudio: 48 kHz;
• g) Proporção de aspecto (aspect ratio): livre, desde que respeitada a resolução mínima;
• h) O arquivo NÃO deverá conter legendas impressas (queimadas) no vídeo. As legendas deverão ser fornecidas exclusivamente em arquivo SRT separado, conforme Art. 4.3, inciso (e).
5.2 O Festival reserva-se o direito de recusar cópias de triagem de condições técnicas duvidosas que possam causar problemas durante a exibição, sem que isso configure obrigação de notificação prévia ao inscrito.
5.3 Somente no caso de países em que o acesso à internet é limitado, restrito ou inexistente, o envio do(s) filme(s) poderá ser realizado via Correios, em unidade de armazenamento móvel (pen drive, HD externo ou similar) ou em DVD exclusivamente em formato de dados (data), atendendo às especificações técnicas do inciso 5.1.
5.4 Para envio postal, as despesas de transporte, impostos, taxas aduaneiras e quaisquer outros encargos incidentes sobre a remessa serão de responsabilidade exclusiva do remetente. A organização do festival não pagará taxas aduaneiras, impostos de importação ou quaisquer outras despesas decorrentes do envio.
5.5 No caso de envio pelos Correios de inscrição proveniente do exterior, o envelope deverá conter obrigatoriamente a declaração: "FILM/VIDEO FOR CULTURAL PURPOSES ONLY – NO COMMERCIAL VALUE". O valor declarado da remessa não poderá exceder US$ 1,00 (um dólar americano). Qualquer filme recebido com remessa à cobrar será devolvido ao remetente sem avaliação.
5.6 O material enviado via Correios que chegar após o prazo final de inscrições estabelecido no Art. 4.2 não será avaliado pela comissão de seleção, independentemente da data de postagem.

5.8 Em nenhuma hipótese serão pagas taxas, direitos de exibição, screening fees ou qualquer outra forma de remuneração aos realizadores dos filmes selecionados para a mostra competitiva ou para as mostras especiais do festival.
Art. 6º – Da Seleção
6.1 A Curadoria Oficial do 3º Itaicine 2026 será composta por profissionais de animação, artes visuais, filosofia e estudos culturais, nomeados pela organização do festival.
6.2 A curadoria é responsável pela seleção oficial das obras que integrarão as Mostras Competitivas, pela organização da Mostra Infantil e pela definição da programação geral do festival, incluindo a distribuição das obras selecionadas nas sessões de exibição.
6.3 As decisões da curadoria são soberanas, definitivas e irrevogáveis, não cabendo recurso administrativo, judicial ou extrajudicial de qualquer natureza.
6.4 Os filmes serão avaliados com base nos seguintes critérios objetivos e ponderados:

Inovação e Relevância Cultural Abordagem contemporânea, experimentação formal, diversidade de vozes e contribuição para o campo da animação. 15%

6.5 A nota mínima para seleção é de 70 (setenta) pontos, em escala de 0 (zero) a 100 (cem) pontos. Obras que não atingirem a nota mínima serão automaticamente desclassificadas, independentemente do número de inscrições na categoria.
6.6 O resultado da seleção será divulgado publicamente no site oficial do festival e em suas redes sociais no dia 04 de outubro de 2026. Apenas o(s) responsável(eis) pela inscrição dos trabalhos selecionados receberão comunicação oficial por e-mail, contendo instruções para envio da cópia definitiva de exibição e demais procedimentos.
6.7 Após a divulgação do resultado, os responsáveis pelas obras selecionadas terão 05 (cinco) dias úteis, contados a partir do recebimento da comunicação oficial por e-mail, para enviar a cópia definitiva de exibição em formato .MOV ou .MP4, em resolução FullHD (1920x1080) ou 4K (3840x2160), com codec H.264 ou H.265. A falta de entrega da cópia definitiva no prazo estabelecido implicará desclassificação automática, sem direito a recurso.
6.8 O festival se responsabiliza pela legendagem em português de todos os filmes estrangeiros selecionados que contenham diálogo, narração, cartela ou letras de músicas relevantes ao entendimento da obra, em idioma diferente do português. Para tanto, é obrigatório o envio do texto original no formato SRT durante o processo de inscrição online, conforme Art. 4.3, inciso (e).
Art. 7º – Das Desclassificações
7.1 Serão automaticamente desclassificadas, sem direito a recurso, as obras que:
• a) Contenham conteúdo discriminatório, ofensivo, preconceituoso, xenofóbico, racista, sexista, homofóbico, transfóbico, ou que incitem à violência, ao ódio ou à intolerância de qualquer natureza;
• b) Utilizem materiais protegidos por direitos autorais – incluindo, mas não se limitando a, imagens, músicas, trilhas sonoras, textos, personagens ou elementos de identidade visual de terceiros – sem a devida autorização por escrito dos titulares dos direitos;
• c) Não atendam aos requisitos de formato técnico, resolução, codec, duração ou demais especificações previstas no Art. 5º deste Regulamento;
• d) Utilizem imagens geradas por Inteligência Artificial Generativa, nos termos do Art. 2.6;
• e) Não atinjam a nota mínima de 70 (setenta) pontos nos critérios de avaliação do Art. 6.4;
• f) Não enviem a cópia definitiva de exibição no prazo de 05 (cinco) dias úteis após a comunicação oficial de seleção, nos termos do Art. 6.7;
• g) Apresentem informações falsas, incompletas ou fraudulentas na ficha de inscrição ou ficha técnica;
• h) Tenham participado (selecionados) em edições anteriores, conforme Art. 2.3;
• i) Não atendam ao requisito mínimo de 75% (setenta e cinco por cento) de animação quadro a quadro em obras de técnica mista, conforme Art. 2.5.
7.2 É de responsabilidade exclusiva do proponente a utilização de imagens, músicas, trilhas sonoras e quaisquer outros elementos de propriedade de terceiros em suas obras, assim como qualquer ônus, indenização, multa ou sanção que decorra da quebra de direitos de imagem, direitos autorais, direitos conexos ou direitos de propriedade intelectual. O festival não se responsabiliza por demandas judiciais ou extrajudiciais decorrentes de violação de direitos de terceiros pelas obras inscritas.
7.3 Cada candidato declara, no ato da inscrição, ser o autor ou detentor legítimo dos direitos do(s) filme(s) apresentado(s) e detém todos os direitos literários, dramáticos, musicais e audiovisuais necessários à participação no festival, concedendo-os ao festival para uso gratuito com o objetivo exclusivo de competir, exibir e divulgar a obra nos termos deste Regulamento.
Art. 8º – Da Exibição
8.1 Os filmes selecionados integrarão as mostras oficiais e especiais do 3º Itaicine, exibidos gratuitamente na cidade de Itaiópolis – SC e, eventualmente, em extensões itinerantes e plataformas online, sempre com fins culturais e educativos, sem objetivos comerciais.
8.2 A organização compromete-se a divulgar amplamente os filmes selecionados em seu site oficial, redes sociais, releases de imprensa e demais canais de comunicação, garantindo créditos completos aos realizadores em todas as peças de divulgação e materiais promocionais.
8.3 Todos os arquivos de exibição serão testados previamente pela equipe técnica do festival, após o processo de transferência e/ou download. Em caso de problemas técnicos identificados no material enviado, o participante será notificado por e-mail e terá 48 (quarenta e oito) horas para enviar nova versão corrigida, seguindo as especificações técnicas da equipe técnica do festival. A não correção no prazo estabelecido poderá resultar na desclassificação da obra.
8.4 A organização do festival é a única autorizada a efetuar a escolha da programação dos filmes, de acordo com os profissionais responsáveis designados para este fim, podendo reorganizar a ordem de exibição, agrupar obras em sessões temáticas e determinar o formato de apresentação (presencial, online ou híbrido), a seu exclusivo critério.
Art. 9º – Do Júri e dos Prêmios
9.1 O Júri Oficial será composto por 03 (três) integrantes convidados pela organização do festival, escolhidos entre realizadores, críticos, curadores, acadêmicos e profissionais de cinema, arte e crítica cultural, estritamente distintos da equipe curatorial e da comissão de seleção. A composição do júri será divulgada publicamente até 30 (trinta) dias antes do início do festival.
9.2 As decisões do Júri Oficial são soberanas, definitivas e irrevogáveis, não cabendo recurso administrativo, judicial ou extrajudicial de qualquer natureza.
9.3 Serão atribuídos prêmios nas seguintes categorias, todas na forma de Troféu Itaicine:
• a) Melhor Curta-Metragem – Grande Prêmio Itaicine: atribuído à obra de maior destaque geral da Mostra Competitiva, independentemente de categoria;
• b) Melhor Curta-Metragem Nacional: atribuído à melhor obra de autoria brasileira;
• c) Melhor Curta-Metragem Internacional: atribuído à melhor obra de autoria estrangeira;
• d) Melhor Direção: atribuído ao diretor ou diretora que demonstrar maior domínio da linguagem cinematográfica e da direção de animação;
• e) Melhor Roteiro: atribuído ao roteirista cuja obra apresente maior originalidade narrativa, construção dramatúrgica e profundidade temática;
• f) Melhor Montagem: atribuído ao montador ou montadora pela qualidade do ritmo, da narrativa visual e da articulação entre as sequências;
• g) Melhor Direção de Arte: atribuído ao diretor ou diretora de arte pela concepção visual, design de personagens, cenários, paleta de cores e identidade estética da obra;
• h) Prêmio Inovação em Animação: atribuído à obra que apresentar maior contribuição técnica, estética ou conceitual inovadora para o campo da animação;
• i) Melhor Som: atribuído ao designer de som ou equipe de sonorização pela qualidade do design sonoro, mixagem e integração sonoro-visual;
• j) Melhor Trilha Musical Original: atribuído ao compositor ou compositora da trilha sonora original da obra.
9.4 A organização do festival poderá, a seu critério, instituir Menções Honrosas a obras de destaque artístico, temático ou técnico, independentemente da categoria de inscrição, bem como prêmios ou homenagens a personalidades e/ou trabalhos que considere importantes e relevantes para o festival e para a valorização e o estímulo à produção de cinema de animação.
9.5 A coordenação do festival ficará encarregada do envio dos troféus e certificados aos premiados, mediante confirmação do endereço postal completo fornecido pelo responsável pela inscrição. O prazo para envio será de até 90 (noventa) dias após a cerimônia de premiação.
9.6 Os produtores e diretores de filmes premiados estão autorizados a mencionar o prêmio, o ano e o nome do festival em seus materiais de divulgação, currículos, festivais subsequentes e demais veículos de comunicação, desde que observem a grafia oficial: "3º Itaicine – Festival Internacional de Animação de Itaiópolis – SC" ou "3rd Itaicine – International Animation Festival of Itaiópolis – SC", conforme o idioma utilizado.
Art. 10º – Das Mostras Especiais
10.1 Além das Mostras Competitivas, o festival vai incluir a Mostra Infantil, de caráter não competitivo, com finalidade cultural, formativa e de difusão;
10.2 A curadoria poderá indicar obras inscritas na Mostra Competitiva para integração em Mostras Especiais, mediante aceite expresso do responsável pela inscrição.
Art. 11º – Da Cessão de Direitos e Uso da Obra
11.1 Os realizadores dos filmes inscritos no 3º Itaicine cedem à NITRAM Produções Cinematográficas, Culturais e Editora Ltda. o direito de, gratuitamente, exibir e divulgar, em qualquer mídia – incluindo, mas não se limitando a, televisão, internet, redes sociais, streaming e projeção pública – imagens do filme (fotos, stills e trechos de no máximo 30 (trinta) segundos), por si ou por terceiros autorizados, a qualquer tempo, sem limitação de número de vezes, sem que seja devido aos participantes qualquer remuneração, compensação, royalty ou contrapartida de qualquer natureza.
11.2 A inscrição no festival implica aceitação total e irretratável deste Regulamento. O envio do filme autoriza a exibição durante o evento e em ações de difusão cultural do Itaicine, sem que seja devida qualquer remuneração ou compensação.
11.3 A obra inscrita e selecionada para a competição não poderá ser retirada e/ou ter sua exibição proibida na programação do 3º Itaicine, salvo em caso de força maior devidamente comprovada, a ser analisado pela Direção Geral do festival, cuja decisão será soberana e irrevogável.
11.4 Os participantes concordam e aceitam que os materiais enviados para seleção não serão devolvidos. Os mesmos passarão a fazer parte do acervo cultural do Itaicine, podendo ser utilizados somente para fins culturais e educativos em outras Mostras, tanto no Brasil quanto no exterior, sem objetivos comerciais, sempre com os devidos créditos aos seus realizadores.
Art. 12º – Das Responsabilidades
12.1 A organização do 3º Itaicine não se responsabiliza por extravios, danos, perdas, avarias, atrasos ou outras despesas decorrentes do envio de materiais para inscrição, seja por via postal, digital ou qualquer outro meio.
12.2 A organização não se responsabiliza por obras que, por qualquer motivo de suporte defeituoso, arquivo corrompido, incompatibilidade de formato ou erro de envio, não sejam possíveis de serem visualizadas ou que não sejam acompanhadas pela ficha de inscrição preenchida de forma correta e completa. É responsabilidade exclusiva do proponente testar o arquivo e conferir a documentação antes do envio.
12.3 A organização do Itaicine é a única autorizada a efetuar a escolha da programação dos filmes, de acordo com os profissionais responsáveis designados para este fim, sendo sua decisão soberana e irrevogável.
12.4 A organização não se responsabiliza por demandas judiciais, extrajudiciais, reclamações, indenizações ou sanções de qualquer natureza decorrentes de violação de direitos autorais, de imagem, de propriedade intelectual ou de qualquer outro direito de terceiros pelas obras inscritas.
Art. 13º – Das Disposições Gerais
13.1 Os casos omissos por este Regulamento serão analisados e resolvidos pela Direção Geral e Curadoria do 3º Itaicine – Festival Internacional de Animação de Itaiópolis, sendo sua decisão soberana, definitiva e irrevogável.
13.2 A organização se reserva o direito de alterar datas, horários, locais, formato do evento (presencial, online ou híbrido) ou qualquer outro aspecto operacional do festival em caso de situações de força maior, calamidade pública, pandemia, desastres naturais ou quaisquer circunstâncias imprevisíveis que impeçam a realização do festival na forma, data e local previstos. Os participantes serão informados por e-mail e pelo site oficial do festival sobre quaisquer alterações.
13.3 Este Regulamento está redigido em língua portuguesa e será acompanhado de tradução para a língua inglesa. Em caso de divergência, dúvida ou conflito de interpretação entre as versões, prevalecerá a versão em língua portuguesa.
13.4 Qualquer dúvida, esclarecimento ou solicitação deverá ser encaminhada exclusivamente para o e-mail oficial do festival: inscricao@itaicine.com.br. Mensagens enviadas para outros endereços de e-mail ou canais de comunicação não serão consideradas como comunicação oficial.
13.5 O presente Regulamento entra em vigor na data de sua publicação no site oficial do festival e permanecerá válido até o encerramento das atividades do 3º Itaicine.

Art. 1 – Nature and Purpose
1.1 The 3rd Itaicine – International Animation Festival of Itaiópolis – SC aims to celebrate and promote the art of animation as an aesthetic, poetic, and humanistic expression, bringing together works that expand the imagination, empathy, and reflection on the contemporary world through the language of animation.
1.2 The 2026 edition adopts Adventure, Fantasy, and Humanities as its thematic axis, guiding the programming, curation, and evaluation criteria of the submitted works.
1.3 The festival seeks to strengthen the exchange between artists, students, researchers, and the public, valuing cultural diversity and sensitive thinking as paths of social and artistic transformation.
1.4 The festival aims to establish itself as a permanent audience development space, with a special focus on children, adolescents, and youth, offering accessible, inclusive, and culturally diverse programming, in accordance with the commitment to decentralize access to culture in territories outside major urban centers.
1.5 The 3rd Itaicine is organized by NITRAM Produções Cinematográficas, Culturais e Editora Ltda., registered under CNPJ No. 10.332.199/0001-09, headquartered at Rua Jorge José Saliba, No. 184, Restinga neighborhood, city of Mafra, State of Santa Catarina, ZIP Code 89302-310, Brazil.
Art. 2 – Participation
2.1 Works of any nationality and country may be submitted, provided they fully comply with the requirements of these Regulations.
2.2 Works must have been completed from January 1, 2024, and have a maximum duration of 15 (fifteen) minutes, including end credits.
2.3 Works that have already been selected for any of the two previous editions of Itaicine will not be accepted.
2.4 All animation techniques and styles will be accepted, including but not limited to: 2D animation, 3D animation, stop motion, painting on film, collage, experimental, hybrid, and other forms of animated expression.
2.5 Works with mixed technique (Live-Action + Animation) will be accepted, provided that frame-by-frame animation represents at least 75% (seventy-five percent) of the total duration of the work. The selection committee may request technical proof of the animation proportion when necessary.
2.6 The use of images generated by Generative Artificial Intelligence (Generative AI) in the production of submitted works is expressly prohibited. The use of Artificial Intelligence tools will be permitted exclusively for technical processes of audio post-production, mixing, sound mastering, and musical score composition, provided it is duly declared at the time of submission; however, such works will not be eligible for the Best Sound and Best Original Music Score awards. Violation of this rule will result in immediate and irrevocable disqualification of the work.
2.7 There are no limits on the number of submissions, but a completed registration form and technical data sheet are mandatory for each work, submitted separately.
2.8 The person responsible for the submission declares, at the time of registration, to be the holder of the exhibition rights of the work and of all copyright, literary, dramatic, and musical rights inherent to the production. The person responsible for the submission must have the authority to represent all co-authors and co-producers of the work, when applicable.
Art. 3 – Competitive Showcase Categories
3.1 The Competitive Showcases of the 3rd Itaicine comprise the following categories:
• a) International Short Film: animation works of any nationality, except Brazilian, with a duration of 1 (one) to 15 (fifteen) minutes, including credits, in the modalities of fiction, experimental, and documentary.
• b) National Short Film: animation works of Brazilian authorship, with a duration of 1 (one) to 15 (fifteen) minutes, including credits, in the modalities of fiction, experimental, and documentary.
3.2 The same work may be submitted to only one category of the Competitive Showcase. Submission to an inappropriate category may be corrected by the selection committee, upon communication to the person responsible for the submission, or result in disqualification, at the sole discretion of the organization.
3.3 The categories described above are exclusively competitive. The organization may, at its discretion, create non-competitive Special Showcases, as provided for in Art. 10 of these Regulations.
Art. 4 – Submissions
4.1 Submissions are free of charge and must be made exclusively through the official form available on the FilmFreeway platform, at http://FilmFreeway.com/itaicine. Submissions by e-mail, postal mail, or any other means other than the official platform will not be accepted.
4.2 Submission and materials delivery period: July 1 to August 2, 2026. Submissions close automatically at 11:59 PM (Brasília time) on August 2, 2026. Submissions made after this deadline will not be considered, regardless of mitigating circumstances.
4.3 At the time of submission, the person responsible must attach the following mandatory materials:
• a) Online viewing link for the film (public or private access), on a stable and reliable streaming or video hosting platform, with a minimum guaranteed validity until December 31, 2026;
• b) Synopsis of the work with a maximum of 600 (six hundred) characters, including spaces;
• c) Complete technical data sheet, containing: original title, title in Portuguese (when applicable), name of the director, screenwriter, producer, animation director, art director, director of photography, editor, sound designer, musical score composer, voice cast (when applicable), animation technique(s) used, exact duration, year of completion, country of origin, and original language;
• d) 03 (three) high-resolution images of the work (stills or frames) in JPEG or PNG format, with a minimum resolution of 1920x1080 pixels, for publicity and cataloging purposes;
• e) Subtitle file in SRT format (SubRip Text), in Portuguese or English, containing the text of dialogues, narrations, title cards, and song lyrics that are relevant to the understanding of the work, when the work contains linguistic sound elements in a language other than Portuguese;
• f) Suggestion of Brazilian Age Rating (Livre [General], 10 years, 12 years, 14 years, 16 years, or 18 years), based on the presence or absence of violent, sexual, drug-related content, or inappropriate language;
• g) Acceptance form for possible inclusion of the work in the Children's Showcase, when the work presents content suitable for children and youth audiences, as evaluated by the curation;
4.4 The absence of any of the documents and materials listed in item 4.3 may result in automatic disqualification of the submission, without right of appeal, at the discretion of the selection committee.
4.5 The person responsible for the submission must have full command of the Portuguese or English language for navigation on the FilmFreeway platform. In case of difficulty with the platform language, the use of the browser's automatic translator or prior contact with the organization via e-mail inscricao@itaicine.com.br is recommended.
Art. 5 – Technical File Format
5.1 Submitted films must strictly comply with the following technical specifications:
• a) Minimum resolution: FullHD (1920x1080 pixels) or higher;
• b) Accepted file formats: .MP4 or .MOV;
• c) Video codec: H.264 (AVC) or H.265 (HEVC);
• d) Recommended bit rate: between 10 Mbps and 50 Mbps;
• e) Audio: stereo (2.0) or surround 5.1, in AAC or PCM format;
• f) Audio sampling rate: 48 kHz;
• g) Aspect ratio: free, provided the minimum resolution is respected;
• h) The file MUST NOT contain burned-in subtitles on the video. Subtitles must be provided exclusively in a separate SRT file, as per Art. 4.3, item (e).
5.2 The Festival reserves the right to refuse screening copies of doubtful technical condition that may cause problems during exhibition, without this constituting an obligation of prior notification to the submitter.
5.3 Only in the case of countries where internet access is limited, restricted, or non-existent, the film(s) may be sent via postal service, on a mobile storage unit (pen drive, external hard drive, or similar) or on DVD exclusively in data format, complying with the technical specifications of item 5.1.
5.4 For postal delivery, the costs of transportation, taxes, customs fees, and any other charges incident on the shipment shall be the sole responsibility of the sender. The festival organization will not pay customs fees, import taxes, or any other expenses arising from the shipment.
5.5 In the case of postal delivery of submissions from abroad, the envelope must contain the mandatory declaration: "FILM/VIDEO FOR CULTURAL PURPOSES ONLY – NO COMMERCIAL VALUE". The declared value of the shipment may not exceed US$ 1.00 (one US dollar). Any film received with cash-on-delivery will be returned to the sender without evaluation.
5.6 Material sent by postal service that arrives after the final submission deadline established in Art. 4.2 will not be evaluated by the selection committee, regardless of the date of posting.

5.8 Under no circumstances will fees, exhibition rights, screening fees, or any other form of remuneration be paid to the filmmakers of selected films for the competitive showcase or for the special showcases of the festival.
Art. 6 – Selection
6.1 The Official Curatorship of the 3rd Itaicine 2026 will be composed of professionals in animation, visual arts, philosophy, and cultural studies, appointed by the festival organization.
6.2 The curatorship is responsible for the official selection of the works that will integrate the Competitive Showcases, for the organization of the Children's Showcase, and for the definition of the general programming of the festival, including the distribution of selected works in the exhibition sessions.
6.3 The decisions of the curatorship are sovereign, final, and irrevocable, with no administrative, judicial, or extrajudicial appeal of any nature being admissible.
6.4 Films will be evaluated based on the following objective and weighted criteria:

6.5 The minimum score for selection is 70 (seventy) points, on a scale of 0 (zero) to 100 (one hundred) points. Works that do not reach the minimum score will be automatically disqualified, regardless of the number of submissions in the category.
6.6 The selection results will be publicly announced on the festival's official website and on its social media on October 4, 2026. Only the person(s) responsible for the submission of selected works will receive official communication by e-mail, containing instructions for sending the final exhibition copy and other procedures.
6.7 After the announcement of the results, the persons responsible for the selected works will have 05 (five) business days, counted from the receipt of the official communication by e-mail, to send the final exhibition copy in .MOV or .MP4 format, in FullHD (1920x1080) or 4K (3840x2160) resolution, with H.264 or H.265 codec. Failure to deliver the final copy within the established deadline will result in automatic disqualification, without right of appeal.
6.8 The festival assumes responsibility for subtitling in Portuguese all selected foreign films that contain dialogue, narration, title cards, or song lyrics relevant to the understanding of the work, in a language other than Portuguese. For this purpose, it is mandatory to submit the original text in SRT format during the online submission process, as per Art. 4.3, item (e).
Art. 7 – Disqualifications
7.1 Works will be automatically disqualified, without right of appeal, if they:
• a) Contain discriminatory, offensive, prejudiced, xenophobic, racist, sexist, homophobic, transphobic content, or incite violence, hatred, or intolerance of any nature;
• b) Use materials protected by copyright – including but not limited to images, music, soundtracks, texts, characters, or visual identity elements of third parties – without the due written authorization of the rights holders;
• c) Do not meet the technical format, resolution, codec, duration, or other specifications provided for in Art. 5 of these Regulations;
• d) Use images generated by Generative Artificial Intelligence, under the terms of Art. 2.6;
• e) Do not reach the minimum score of 70 (seventy) points in the evaluation criteria of Art. 6.4;
• f) Do not send the final exhibition copy within 05 (five) business days after the official communication of selection, under the terms of Art. 6.7;
• g) Present false, incomplete, or fraudulent information on the registration form or technical data sheet;
• h) Have participated (been selected) in previous editions, under Art. 2.3;
• i) Do not meet the minimum requirement of 75% (seventy-five percent) of frame-by-frame animation in mixed-technique works, under Art. 2.5.
7.2 It is the sole responsibility of the proponent the use of images, music, soundtracks, and any other elements of third-party property in their works, as well as any burden, indemnification, fine, or sanction resulting from the breach of image rights, copyrights, related rights, or intellectual property rights. The festival is not responsible for judicial or extrajudicial claims arising from the violation of third-party rights by the submitted works.
7.3 Each candidate declares, at the time of submission, to be the author or legitimate holder of the rights of the submitted film(s) and holds all literary, dramatic, musical, and audiovisual rights necessary for participation in the festival, granting them to the festival for free use with the exclusive purpose of competing, exhibiting, and publicizing the work under the terms of these Regulations.
Art. 8 – Exhibition
8.1 The selected films will integrate the official and special showcases of the 3rd Itaicine, exhibited free of charge in the city of Itaiópolis – SC and, eventually, in itinerant extensions and online platforms, always for cultural and educational purposes, without commercial objectives.
8.2 The organization commits to widely publicizing the selected films on its official website, social media, press releases, and other communication channels, guaranteeing full credits to the filmmakers in all publicity pieces and promotional materials.
8.3 All exhibition files will be previously tested by the festival's technical team, after the transfer and/or download process. In case of technical problems identified in the submitted material, the participant will be notified by e-mail and will have 48 (forty-eight) hours to send a corrected version, following the technical specifications of the festival's technical team. Failure to correct within the established deadline may result in disqualification of the work.
8.4 The festival organization is the sole authority to carry out the selection of the film programming, according to the professionals designated for this purpose, being able to reorganize the exhibition order, group works into thematic sessions, and determine the presentation format (in-person, online, or hybrid), at its sole discretion.
Art. 9 – Jury and Awards
9.1 The Official Jury will be composed of 03 (three) members invited by the festival organization, chosen from filmmakers, critics, curators, academics, and professionals in cinema, art, and cultural criticism, strictly distinct from the curatorial team and the selection committee. The composition of the jury will be publicly announced up to 30 (thirty) days before the beginning of the festival.
9.2 The decisions of the Official Jury are sovereign, final, and irrevocable, with no administrative, judicial, or extrajudicial appeal of any nature being admissible.
9.3 Awards will be granted in the following categories, all in the form of the Itaicine Trophy:
• a) Best Short Film – Grand Prize Itaicine: awarded to the work of greatest overall distinction in the Competitive Showcase, regardless of category;
• b) Best National Short Film: awarded to the best work of Brazilian authorship;
• c) Best International Short Film: awarded to the best work of foreign authorship;
• d) Best Direction: awarded to the director who demonstrates the greatest mastery of cinematic language and animation direction;
• e) Best Screenplay: awarded to the screenwriter whose work presents the greatest narrative originality, dramatic construction, and thematic depth;
• f) Best Editing: awarded to the editor for the quality of rhythm, visual narrative, and articulation between sequences;
• g) Best Art Direction: awarded to the art director for the visual conception, character design, settings, color palette, and aesthetic identity of the work;
• h) Innovation in Animation Award: awarded to the work that presents the greatest technical, aesthetic, or conceptual innovative contribution to the field of animation;
• i) Best Sound: awarded to the sound designer or sound team for the quality of sound design, mixing, and audio-visual integration;
• j) Best Original Music Score: awarded to the composer of the original soundtrack of the work.
9.4 The festival organization may, at its discretion, institute Honorable Mentions for works of artistic, thematic, or technical distinction, regardless of the submission category, as well as awards or tributes to personalities and/or works it considers important and relevant to the festival and to the valorization and stimulation of animation cinema production.
9.5 The festival coordination will be responsible for sending the trophies and certificates to the awardees, upon confirmation of the complete postal address provided by the person responsible for the submission. The deadline for sending will be up to 90 (ninety) days after the awards ceremony.
9.6 Producers and directors of awarded films are authorized to mention the award, the year, and the name of the festival in their publicity materials, curricula, subsequent festivals, and other communication vehicles, provided they observe the official spelling: "3rd Itaicine – International Animation Festival of Itaiópolis – SC" or "3º Itaicine – Festival Internacional de Animação de Itaiópolis – SC", according to the language used.
Art. 10 – Special Showcases
10.1 In addition to the Competitive Showcases, the festival will include the Children's Showcase, of a non-competitive nature, with cultural, formative, and dissemination purposes;
10.2 The curatorship may indicate works submitted to the Competitive Showcase for integration into Special Showcases, upon express acceptance by the person responsible for the submission.
Art. 11 – Rights Assignment and Use of the Work
11.1 The filmmakers of works submitted to the 3rd Itaicine grant to NITRAM Produções Cinematográficas, Culturais e Editora Ltda. the right to, free of charge, exhibit and publicize, in any media – including but not limited to television, internet, social media, streaming, and public projection – images of the film (photos, stills, and excerpts of up to 30 (thirty) seconds), by itself or by authorized third parties, at any time, without limitation of number of times, without any remuneration, compensation, royalty, or consideration of any nature being due to the participants.
11.2 Registration in the festival implies total and irrevocable acceptance of these Regulations. Submission of the film authorizes exhibition during the event and in cultural dissemination actions of Itaicine, without any remuneration or compensation being due.
11.3 A work submitted and selected for the competition may not be withdrawn and/or have its exhibition prohibited in the programming of the 3rd Itaicine, except in case of force majeure duly proven, to be analyzed by the General Direction of the festival, whose decision will be sovereign and irrevocable.
11.4 Participants agree and accept that the materials sent for selection will not be returned. The same will become part of the cultural archive of Itaicine, and may be used solely for cultural and educational purposes in other Showcases, both in Brazil and abroad, without commercial objectives, always with due credit to their filmmakers.
Art. 12 – Responsibilities
12.1 The organization of the 3rd Itaicine is not responsible for losses, damages, losses, deterioration, delays, or other expenses resulting from the sending of materials for submission, whether by postal, digital, or any other means.
12.2 The organization is not responsible for works that, for any reason of defective support, corrupted file, format incompatibility, or sending error, cannot be viewed or that are not accompanied by the registration form correctly and completely filled out. It is the exclusive responsibility of the proponent to test the file and check the documentation before sending.
12.3 The Itaicine organization is the sole authority to carry out the selection of the film programming, according to the professionals designated for this purpose, and its decision is sovereign and irrevocable.
12.4 The organization is not responsible for judicial, extrajudicial claims, complaints, indemnifications, or sanctions of any nature arising from the violation of copyrights, image rights, intellectual property rights, or any other right of third parties by the submitted works.
Art. 13 – General Provisions
13.1 Cases not provided for by these Regulations will be analyzed and resolved by the General Direction and Curatorship of the 3rd Itaicine – International Animation Festival of Itaiópolis, and their decision is sovereign, final, and irrevocable.
13.2 The organization reserves the right to change dates, times, locations, event format (in-person, online, or hybrid), or any other operational aspect of the festival in case of force majeure, public calamity, pandemic, natural disasters, or any unforeseen circumstances that prevent the festival from being held in the form, date, and place planned. Participants will be informed by e-mail and on the festival's official website of any changes.
13.3 These Regulations are drawn up in the Portuguese language and will be accompanied by a translation into the English language. In case of divergence, doubt, or conflict of interpretation between the versions, the Portuguese language version shall prevail.
13.4 Any doubt, clarification, or request must be sent exclusively to the festival's official e-mail: inscricao@itaicine.com.br. Messages sent to other e-mail addresses or communication channels will not be considered as official communication.
13.5 These Regulations come into force on the date of their publication on the festival's official website and will remain valid until the closing of the activities of the 3rd Itaicine.
