Sivas Uluslararası Film Festivali - Sivas International Film Festival (SIVIFF)

FESTİVAL KOŞULLARI
1. Festival, seçici kurul üyeleri ile birinci derece yakınları dışında ulusal ve uluslararası amatör ve profesyonel yönetmelerin katılımına açıktır.
2. Festivale katılacak eserlerin siyasi ve ideolojik sembol veya söylemleri içermemesi, insan hakları, genel ahlâk, toplumsal huzur ve aile yapısına uygun olması gerekmektedir. Bu şartları taşımayan eserler değerlendirme dışı bırakılacaktır.
3. Başvuruda bulunan filmlerin süresi belgesel için en fazla 25 dakika, kurmaca için en fazla 30 dakika ile sınırlıdır. Filmlerin jenerikleri bu süreye dahildir. Jüri üyeleri filmlerin süre aşımında bir dakikalık esneklik gösterebilir. Belirtilen sürelerin aşılması durumunda film değerlendirme dışı bırakılır.
4. Festival “Belgesel” ve “Kurmaca” türünde eserlere açıktır.
5. Festivale 1 Haziran 2023 tarihinden sonra tamamlanmış yapımlar katılabilir.
6. Bir katılımcı en fazla 2 eserle festivale katılabilir, fakat her film için ayrı başvuru formu doldurması gerekmektedir. Ayrıca bir yönetmenin birden fazla eserle başvuru yapması durumunda eserlerinden sadece birine ödül verilebilir.
7. Festivale katılan tüm filmlerde İngilizce alt yazı bulunmak zorundadır.
8. Festivale gönderilecek filmlerdeki özgün olmayan alıntı, metin, görüntü, müzik vb. kullanımlarından doğabilecek her türlü telif hakkı eser sahibinin sorumluluğundadır. Bu kapsamda doğacak hukuki sorumluluk eser sahibine aittir. Düzenleme kurulu bu durumdan hukuki olarak sorumlu tutulamaz. Sivas Valiliği, Sivas Belediye Başkanlığı ve Sivas Cumhuriyet Üniversitesi bu durumdan hukuki olarak sorumlu tutulamaz.
9. Filmlerin daha önce herhangi bir festivale katılması ve ödül alması Sivas Uluslararası Film Festivaline katılmasına engel teşkil etmez.
10. Eser sahipleri şartnamede belirtilen maddelere uymak zorundadır. Eser sahiplerinin beyanlarında ve eserlerinde, bu kurala uymamaları durumunda festivalde elde edilen ödül, ünvan ve her türlü kazanımları da iptal edilecektir. Sivas Valiliği, Sivas Belediye Başkanlığı ve Sivas Cumhuriyet Üniversitesi hukuki olarak iptal sürecinden sorumlu tutulamaz.
11. T.C. Sivas Valiliği, Sivas Belediyesi ve Sivas Cumhuriyet Üniversitesi festivalde finale kalan ve ödül almaya hak kazanan filmlerin ticari olmayan faaliyetlerde gösterim hakkına sahiptir.
12. Festivale katılacak filmler 30.04.2024 tarihine kadar; https://filmfreeway.com sitesi üzerinden Sivas Uluslararası Film Festivaline gönderilmelidir.
13. Eserlerin gösterime uygun görüntü ve ses niteliğine uygun özellikler taşıması zorunludur. Şartnamede belirtilen koşullara uymayan ve teknik eksiklikleri tespit edilen filmler festival dışı bırakılır.
14. Festivale başvuran eser sahipleri filmlerini son başvuru tarihinden sonra festivalden çekemezler.
15. Gönderilen filmler belli bir sayıyı aşarsa ön jüri oluşturulabilecektir.
16. Festival düzenlenme kurulu ve festival yönetiminde görevi bulunan kişilerin ve jüri üyelerinin 1. Derece akrabaları festivale yarışmacı olarak katılamazlar.
17. Katılımcılar eserlerini 1080p çözünürlükte, Mov, MP4 ya da MPEG2 formatında https://filmfreeway.com web sitesine yüklemelidir.
18. Festivale katılan adaylar, şartnamede yer alan koşulları kabul etmiş sayılırlar.
19. Finale kalan eser sahiplerinin ödül törenine katılmaları zorunludur. Festivalin kapanış galasına katılmayan ve/veya temsilci göndermeyen eser sahipleri haklarından feragat etmiş sayılır.
20. Finale kalan yönetmenler;
- Biyografisini ( İngilizce ve Türkçe)
- Fotoğrafını
- Filmografisini ( İngilizce ve Türkçe)
- Filmin set arkasına ait üç adet fotoğrafı
- Film afişini
- Filmin konusunu özetleyen ve 200 kelimeyi aşmayacak bir metni (İngilizce ve Türkçe) göndermek zorundadır.
- Fotoğraflar baskı için uygun çözünürlükte olmalıdır.

21. Festivale katılım ücretsizdir.
TELİF HAKKI
Festival sonunda ödüle layık görülen eserler, ticari faaliyetlerde bulunmamak kaydıyla bütün telif haklarıyla T.C. Sivas Valiliğine, Sivas Belediye Başkanlığına, ve Sivas Cumhuriyet Üniversitesine devredilir. Festivalde finale kalan ya da ödüle değer bulunan filmler; T.C. Sivas Valiliği, Sivas Belediye Başkanlığı, ve Sivas Cumhuriyet Üniversitesi uzantılı internet sayfalarında, televizyon yayınlarında, internet ve sosyal medya sitelerinde, etkinliklerde ve eğitim faaliyetlerinde 5846 sayılı Fikir ve Sanat Eserleri Kanunun ilgili maddelerinde belirtilen şekilde; işleme, çoğaltma, yayma, temsil, işaret, ses veya görüntü nakline yarayan araçlarla umuma iletim hakkının yanı sıra sergilemek üzere kullanma ve gösterme hakkı da dâhil olmak üzere tüm telif haklarına herhangi bir bedel ödemeksizin sahip olacaktır. Kâr amacı gütmeyen bir kurum olan T.C. Sivas Valiliği, Sivas Belediye Başkanlığı ve Sivas Cumhuriyet Üniversitesi söz konusu eserleri amaç ve faaliyetlerini gerçekleştirmek için kaynak oluşturmak amacıyla kullanma hakkını saklı tutar. Ticari olmayan gösterimlerde kullanabilir. Ayrıca filmler tanıtım amaçlı kullanılabilir. Aday bu hususa herhangi bir itirazda bulunmayacağını ve yasal yollara başvurmak hakkından şimdiden gayrikabili rücu feragat ettiğini beyan, kabul ve taahhüt eder. Dolayısıyla festivali düzenleyen kuruluşlar dereceye giren veya girmeyen tüm eserleri kültürel ve tanıtım amaçlı kullanabilir, çoğaltabilir ve yayınlanabilir. Festivale katılanlar bu şartları kabul etmiş sayılır.
FESTİVALE İLİŞKİN DİĞER HUSUSLAR
a. Festivale katılan adaylar, festivale katılmak üzere başvurduğu andan itibaren bu şartnamedeki tüm koşulları kabul etmiş sayılırlar.
b. Şartnamede belirtilmeyen hususlarda veya tereddüt yaşanması halinde, Sivas Valiliği, Sivas Belediye Başkanlığı, ve Sivas Cumhuriyet Üniversitesi tarafından alınan kararlar geçerlidir.

1. The festival is open to the participation of national and international amateur and professional directors, except for the members of the selection committee and their first degree relatives.
2. The works that will participate in the festival must not contain political and ideological symbols or discourses, and must be in accordance with human rights, general morality, social peace and family structure. Works that do not meet these conditions will be excluded from evaluation.
3. The duration of the applicant films is limited to a maximum of 25 minutes for documentary and 30 minutes for fiction. The generics of the films are included in this duration. Jury members may allow one minute of flexibility in the duration of the films. If the specified time limits are exceeded, the film will be excluded from the evaluation.
4. The festival is open to works in the "Documentary" and "Fiction" genres.
5. Productions completed after June 1, 2023 can participate in the festival.
6. A participant can participate in the festival with a maximum of 2 works, but must fill out a separate application form for each film. In addition, if a director applies with more than one work, only one of his/her works can be awarded.
7. All films participating in the festival must have English subtitles.
8. Any copyright that may arise from the use of non-original quotations, text, images, music, etc. in the films to be sent to the festival is the responsibility of the author. The legal responsibility arising in this context belongs to the author. The organizing committee cannot be held legally responsible for this situation. Sivas Governorship, Sivas Municipality and Sivas Cumhuriyet University cannot be held legally responsible for this situation.
9. The fact that the films have previously participated in any festival and received an award does not prevent them from participating in the Sivas International Film Festival.
10. Work owners must comply with the articles specified in the specification. In the event that the authors do not comply with this rule in their statements and works, the awards, titles and all kinds of achievements obtained at the festival will be canceled. Sivas Governorship, Sivas Municipality and Sivas Cumhuriyet University cannot be held legally responsible for the cancellation process.
11. T.C. Sivas Governorship, Sivas Municipality and Sivas Cumhuriyet University have the right to screen the finalist and award-winning films in non-commercial activities.
12. The films that will participate in the festival must be sent to Sivas International Film Festival via https://filmfreeway.com website until 30.04.2024.
13. It is obligatory that the works have the appropriate visual and sound qualities suitable for screening. Films that do not comply with the conditions specified in the specifications and technical deficiencies are excluded from the festival.
14. The authors who apply to the festival cannot withdraw their films from the festival after the deadline.
15. If the submitted films exceed a certain number, a preliminary jury will be formed.
16. The first-degree relatives of the festival organizing committee and festival management and jury members cannot participate in the festival as a competitor.
17. Participants must upload their works in 1080p resolution, in Mov, MP4 or MPEG2 format to the website https://filmfreeway.com.
18. Candidates participating in the festival are deemed to have accepted the conditions in the specification.
19. Finalists are obliged to attend the award ceremony. Finalists who do not attend the closing gala of the festival and/or do not send a representative are deemed to have waived their rights.

21. Participation in the festival is free of charge.
COPYRIGHT
The works that are deemed worthy of the award at the end of the festival are transferred to the Governorship of Sivas, Sivas Municipality, and Sivas Cumhuriyet University with all copyrights, provided that they do not engage in commercial activities. The finalist or award-winning films in the festival will have all copyrights, including the right to process, reproduce, disseminate, represent, transmit to the public by means of means of signal, sound or image transmission, as well as the right to use and display for exhibition, as specified in the relevant articles of the Law No. 5846 on Intellectual and Artistic Works in the web pages with the extension of T.C. Sivas Governorship, Sivas Municipality, and Sivas Cumhuriyet University, television broadcasts, internet and social media sites, events and educational activities, without paying any price. As a non-profit organization, T.C. Sivas Governorship, Sivas Municipality and Sivas Cumhuriyet University reserve the right to use the works in question to create resources to realize their purposes and activities. It can be used in non-commercial screenings. In addition, the films may be used for promotional purposes. The candidate declares, accepts and undertakes that he/she will not make any objection to this issue and irrevocably waives his/her right to take legal action.
Therefore, the organizers of the festival may use, reproduce and publish all winning or non-ranking works for cultural and promotional purposes. Participants of the festival are deemed to have accepted these conditions.
OTHER ISSUES RELATED TO THE FESTIVAL
a. Candidates participating in the festival are deemed to have accepted all the conditions in this specification from the moment they apply to participate in the festival.
b. In matters not specified in the specifications or in case of doubt, the decisions taken by Sivas Governorship, Sivas Municipality, and Sivas Cumhuriyet University are valid.
