FESTİVAL KOŞULLARI

1. Festivale, festival düzenleme kurulu, festival yönetim kurulu ve seçici kurul üyelerinin birinci derece yakınları katılamazlar. Festival yarışması bu kapsam dışında kalan ulusal ve uluslararası amatör ve profesyonel yönetmelerin katılımına açıktır.
2. Festivale katılacak eserlerin siyasi ve ideolojik sembol veya söylemleri içermemesi, insan haklarına, genel ahlâka, toplumsal huzur ve aile yapısına uygun olması gerekmektedir. Bu şartları taşımayan eserler değerlendirme dışı bırakılacaktır.
3. Başvuruda bulunan filmlerin süresi belgesel için en fazla 20 dakika, kurmaca için en fazla 20 dakika ile sınırlıdır. Filmlerin jenerikleri bu süreye dahildir. Jüri üyeleri filmlerin süre aşımıyla ilgili olarak bir dakikaya kadar esneklik gösterebilir. Belirtilen sürelerin aşılması durumunda film değerlendirme dışı bırakılır.
4. Festival “Belgesel” ve “Kurmaca” türünde eserlere açıktır.
5. Festivale 1 Mayıs 2024 tarihinden sonra tamamlanmış yapımlar katılabilir.
6. Bir katılımcı en fazla 2 eserle festivale katılabilir, fakat her film için ayrı başvuru formu doldurması gerekmektedir. Ayrıca bir yönetmenin birden fazla eserle başvuru yapması durumunda eserlerinden sadece birine ödül verilebilir.
7. Festivale katılan tüm filmlerde İngilizce alt yazı bulunmak zorundadır. Ayrıca finale kalan filmlerin Türkçe ve İngilizce alt yazı dosyaları da gönderilmelidir.
8. Festivale gönderilecek filmlerdeki özgün olmayan alıntı, metin, görüntü, müzik vb. kullanımlarından doğabilecek her türlü telif hakkı eser sahibinin sorumluluğundadır. Bu kapsamda doğacak hukuki sorumluluk eser sahibine aittir. Düzenleme kurulu ve festivale destek veren kurumlar hukuki olarak bu durumdan sorumlu tutulamaz.
9. Filmlerin daha önce herhangi bir festivale katılması ve ödül alması Sivas Uluslararası Film Festivaline katılmasına engel teşkil etmez.
10. Eser sahipleri şartnamede belirtilen maddelere uymak zorundadır. Eser sahiplerinin beyanlarında ve eserlerinde, şartnameye uymamaları durumunda festivalde elde edilen ödül, ünvan ve her türlü kazanımları da iptal edilecektir. Festivale katılan adaylar, şartnamede yer alan koşulları kabul etmiş sayılırlar. Sivas Valiliği, Sivas Belediye Başkanlığı, Sivas Cumhuriyet Üniversitesi ve Uluslararası Türk Kültürü Teşkilatı (TÜRKSOY) hukuki olarak iptal sürecinden sorumlu tutulamaz.
11. T.C. Sivas Valiliği, Sivas Belediyesi ve Sivas Cumhuriyet Üniversitesi festivalde finale kalan ve ödül almaya hak kazanan filmlerin ticari olmayan faaliyetlerde gösterim hakkına sahiptir.
12. Festivale katılacak filmler 07.05.2025 tarihine kadar; https://filmfreeway.com sitesi üzerinden Sivas Uluslararası Film Festivaline gönderilmelidir.
13. Eserlerin gösterime uygun görüntü ve ses niteliğine uygun özellikler taşıması zorunludur. Şartnamede belirtilen koşullara uymayan ve teknik eksiklikleri tespit edilen filmler festival dışı bırakılır.
14. Festivale başvuran eser sahipleri filmlerini son başvuru tarihinden sonra festivalden çekemezler.
15. Gönderilen filmler belli bir sayıyı aşarsa ön jüri oluşturulabilecektir.
16. Katılımcılar eserlerini 1080p çözünürlükte, Mov, MP4 ya da MPEG2 formatında https://filmfreeway.com web sitesine yüklemelidir.
17. Finale kalan eser sahiplerinin ödül törenine katılmaları zorunludur. Festivalin kapanış galasına katılmayan ve/veya temsilci göndermeyen eser sahipleri haklarından feragat etmiş sayılır.
18. Finale kalan yönetmenler;
- Biyografisini ( İngilizce ve Türkçe)
- Fotoğrafını
- Filmografisini ( İngilizce ve Türkçe)
- Filmin set arkasına ait üç adet fotoğrafı
- Film afişini
- Filmin konusunu özetleyen ve 200 kelimeyi aşmayacak bir metni (İngilizce ve Türkçe) göndermek zorundadır.
- Fotoğraflar baskı için uygun çözünürlükte olmalıdır.

19. Festivale katılım ücretsizdir.

TELİF HAKKI
Festival sonunda ödüle layık görülen eserler, ticari faaliyetlerde bulunmamak kaydıyla bütün telif haklarıyla T.C. Sivas Valiliğine, Sivas Belediye Başkanlığına, Sivas Cumhuriyet Üniversitesine ve Uluslararası Türk Kültür Teşkilatına (TÜRKSOY) devredilir. Festivalde finale kalan ya da ödüle değer bulunan filmler; T.C. Sivas Valiliği, Sivas Belediye Başkanlığı, Sivas Cumhuriyet Üniversitesi ve Uluslararası Türk Kültür Teşkilatı (TÜRKSOY) uzantılı internet sayfalarında, televizyon yayınlarında, internet ve sosyal medya sitelerinde, etkinliklerde ve eğitim faaliyetlerinde 5846 sayılı Fikir ve Sanat Eserleri Kanunun ilgili maddelerinde belirtilen şekilde; işleme, çoğaltma, yayma, temsil, işaret, ses veya görüntü nakline yarayan araçlarla umuma iletim hakkının yanı sıra sergilemek üzere kullanma ve gösterme hakkı da dahil olmak üzere tüm telif haklarına herhangi bir bedel ödemeksizin sahip olacaktır. Kâr amacı gütmeyen bir kurum olan T.C. Sivas Valiliği, Sivas Belediye Başkanlığı Sivas Cumhuriyet Üniversitesi ve Uluslararası Türk Kültür Teşkilatı (TÜRKSOY) söz konusu eserleri amaç ve faaliyetlerini gerçekleştirmek için kaynak oluşturmak amacıyla kullanma hakkını saklı tutar. Festivale katılan tüm filmler ticari olmayan gösterimlerde kullanabilir. Ayrıca festivale gönderilen tüm filmler tanıtım amaçlı kullanılabilir. Aday bu hususa herhangi bir itirazda bulunmayacağını ve yasal yollara başvurmak hakkından şimdiden gayrikabili rücu feragat ettiğini beyan, kabul ve taahhüt eder. Dolayısıyla festivali düzenleyen kuruluşlar dereceye giren veya girmeyen tüm eserleri kültürel ve tanıtım amaçlı kullanabilir, çoğaltabilir ve yayınlanabilir. Festivale katılanlar bu şartları kabul etmiş sayılır.

FESTİVALE İLİŞKİN DİĞER HUSUSLAR
a. Festivale katılan adaylar, festivale katılmak üzere başvurduğu andan itibaren bu şartnamedeki tüm koşulları kabul etmiş sayılırlar.
b. Şartnamede belirtilmeyen hususlarda veya tereddüt yaşanması halinde, Sivas Valiliği, Sivas Belediye Başkanlığı, ve Sivas Cumhuriyet Üniversitesi tarafından alınan kararlar geçerlidir.

FESTIVAL TERMS

1. First degree relatives of the members of the festival organising committee, festival board of directors and festival selection committee cannot participate in the festival. The festival competition is open to the participation of national and international amateur and professional directors outside this scope.
2. The works that will participate in the festival must not contain political and ideological symbols or discourses, and must be in accordance with human rights, general morality, social peace and family structure. Works that do not meet these conditions will be excluded from evaluation.
3. The duration of the applicant films is limited to a maximum of 20 minutes for documentary and 20 minutes for fiction. The credits of the films are included in this duration. Jury members may show flexibility up to one minute regarding the duration of the films. In case of exceeding the specified time limits, the film will be excluded from the evaluation.
4. The festival is open to works in the ‘Documentary’ and ‘Fiction’ genres.
5. Works completed after 1 May 2024 can participate in the festival.
6. A participant can participate in the festival with a maximum of 2 works, but must fill out a separate application form for each film. In addition, if a director applies with more than one work, only one of his/her works can be awarded.
7. All films participating in the festival must have English subtitles. In addition, Turkish and English subtitle files of the finalist films must also be sent.
8. All kinds of copyrights that may arise from the use of non-original quotations, text, images, music, etc. in the films to be sent to the festival are the responsibility of the author. The legal responsibility arising in this context belongs to the author. The organising committee and the institutions supporting the festival cannot be held legally responsible for this situation.
9. The fact that the films have previously participated in any festival and received an award does not prevent them from participating in the Sivas International Film Festival.
10. Work owners must comply with the terms and conditions specified in the specification. In the event that the authors do not comply with the specifications in their declarations and works, the awards, titles and all kinds of achievements obtained at the festival will also be cancelled. Candidates participating in the festival are deemed to have accepted the conditions in the specification. Sivas Governorship, Sivas Municipality, Sivas Cumhuriyet University and International Organization of Turkic Culture (TURKSOY) cannot be held legally responsible for the cancellation process.
11. Republic of Turkiye Sivas Governorship, Sivas Municipality and Sivas Cumhuriyet University have the right to screen the films that are finalists in the festival and entitled to receive awards in non-commercial activities.
12. Films to participate in the festival until 07.05.2025; It must be sent to Sivas International Film Festival via https://filmfreeway.com website.
13. It is compulsory that the works have suitable visual and sound qualities suitable for screening. Films that do not comply with the conditions specified in the specifications and technical deficiencies are excluded from the festival.
14. The authors who apply to the festival cannot withdraw their films from the festival after the deadline.
15. If the submitted films exceed a certain number, a pre-jury will be formed.
16. Participants must upload their works in 1080p resolution, in Mov, MP4 or MPEG2 format to https://filmfreeway.com website.
17. Finalists must attend the award ceremony. Authors who do not attend the final gala of the festival and/or do not send a representative are deemed to have waived their rights.
18. The finalist directors are supposed to send:
-Their biography (English and Turkish)
-Their photograph
-Their filmography (English and Turkish)
-Three photographs of the film behind the set
-Film poster
-A text (in English and Turkish) summarising the subject of the film and not exceeding 200 words.
-Photographs must be in a resolution suitable for printing.

19. The festival is free of charge for all the participants.

COPYRIGHT

At the end of the festival, the award-winning works are transferred to the Governorship of Sivas, Sivas Municipality, Sivas Cumhuriyet University and the International Organisation of Turkic Culture (TURKSOY) with all copyrights, provided that they do not involve in commercial activities. The films that are finalists in the festival or deemed worthy of an award; Republic of Turkiye Sivas Governorship, Sivas Municipality, Sivas Cumhuriyet University and International Turkic Cultural Organisation (TURKSOY) will own all copyrights including the right to process, reproduce, disseminate, represent, transmit to the public by means of means of signal, sound or image transmission, as well as the right to use and display for exhibition, as specified in the relevant articles of the Law No. 5846 on Intellectual and Artistic Works in websites, television broadcasts, internet and social media sites, events and educational activities.

The Governorship of Sivas, Sivas Municipality, Sivas Cumhuriyet University and International Organisation of Turkic Culture (TURKSOY) reserves the right to use the works in question to create resources for the realisation of its aims and activities. All films participating in the festival can be used in non-commercial screenings. In addition, all films submitted to the festival can be used for promotional purposes. The candidate declares, accepts and undertakes that he/she will not make any objection to this issue and irrevocably waives his/her right to take legal action. Therefore, the organisers of the festival may use, reproduce and publish all the winning or non-ranking entries for cultural and promotional purposes. Participants of the festival are deemed to have accepted these condition.

OTHER ISSUES PERTAINING TO THE FESTIVAL

a. Candidates participating in the festival are deemed to have accepted all the conditions in this specification from the moment they apply to participate in the festival.
b. In case of issues not specified in the specification or in case of any doubt, the decisions taken by Sivas Governorship, Sivas Municipality, and Sivas Cumhuriyet University are valid.
