The ROFIFE short film competition will be held in 4 categories: "Fiction, Experimental, Documentary, Animated Film"; Only films that comply with the application conditions will participate in the competition.

There will be an additional category specially for this year, namely ROFIFE Special Call: Migration, as a 5 th category within the scope of the 15th Rofife Festival.

Each category will be awarded a separate award statuette. Also for Fiction, Experimental, Documentary, Animation categories;

First Prize: Covering the transportation and accommodation expenses for participation in the International Film Festival held abroad.

Second Prize: Covering the transportation and accommodation expenses for participation in the International Film Festival held in Turkey.

Third Prize: Covering the transportation and accommodation expenses for participation in the International Film Festival held in Turkey.

Special Theme Immigration Category Award (First Prize Only): Covering the transportation and accommodation expenses for participation in the International Film Festival held abroad.

*The responsibility of the foreign visas to be applied to the award winners is their own responsibility.

Article – 1 ROFIFE SHORT FILM FESTIVAL COMPETITION

The ROFIFE short film competition will be held in 4 categories: "Fiction, Experimental, Documentary, Animated Film"; Only films that comply with the application conditions will participate in the competition.

Article – 2 THE SUBJECT AND CATEGORIES OF THE SHORT MOVIES

The festival competition will be held in 4 categories: "Fiction, Experimental, Documentary, Animation" films; The category of the short film will be determined by the applicants during the upload of the film to the website.

In addition, a special Rofife Special Call: "Immigration" category has been added for this year, and even if this special category can be sent in the fiction, experimental, animation, or documentary categories, the applications made to this special category must be specified separately.

If there would still be a dispute on the subject despite this information, the authority to determine the category will belong to the Competition Grand Jury. If there are not enough applications for the competition on a category basis, the ROFIFE Short Film Festival Main Committee will decide whether to combine categories or not to award an award in that category.

Although the subjects of the films that will participate in the ROFIFE Short Film Festival competition are free, films dealing with 7 fundamental themes of Rotary will have priority. These themes include WORLD PEACE and CONFLICT RESOLUTIONS, CHILD and MOTHER HEALTH, CLEAN WATER and HYGIENE, LITERACY, PREVENTION AND TREATMENT OF DISEASES, ECONOMIC and SOCIAL DEVELOPMENT, PROTECTION OF THE ENVIRONMENT.

Regardless of the competition category, "ROFIFE ROTARY 2430. Region Special Award" will be selected among the films that examine the above-mentioned Rotary's themes.

"ROFIFE Short Film Festival ROTARY Film Club Special Award" will be given films which was prepared, supported, contributed and participated by Rotary, Rotaract and Interact Clubs chartered by Rotary International and / or their members, and discussing one of the topics of Quadruple Self-Control and Rotary's 7 Fundamental themes. It will be selected from among the films and can be given to more than one club.

Article – 3 ROFIFE SHORT FILM FESTIVAL REGISTRATION AND DEADLINE OF PARTICIPATION

Application dates to participate in the festival are between October 29, 2022 and January 30, 2023. Applications for the films that will participate in the festival competition will be uploaded by the director or legal representative of the film to the area allocated on the website www.rofife.org; Details regarding the uploading process of the applications will be published on the website www.rofife.org. In the applications to be made through the website, the technical problems arising from the uploading of the films and in cases of not being able to participate in the competition due to this reason, the responsibility belongs entirely to the competitor. Films that are not uploaded by the director's legal representative in bulk uploads are excluded from the competition. It is obligatory for the legal representatives to submit the director's information and representation documents. The decision authority on this matter belongs to the Grand Jury and the ROFIFE Short Film Festival Committee.

Article – 4 TECHNICAL FEATURES OF THE FILMS

Participating works will be limited to 20 minutes. (This period includes the credits.) Films exceeding this period will be disqualified. If it is worth representing Rotary's ideals, the participation of the work in the competition will be decided by the Rotary International Short Film Festival (ROFIFE) Committee.
Submitted films can be in color or black and white.
Screen Size can be 1.33, 1.37, 1.66, 1.85, 2.35 formats.
Sound status of the films in the participation form; Optical will be specified as Dolby Stereo.
The language of the competition is English, and if the language used for the film is other than English, English subtitles must be added.

Article – 5 DOCUMENTS TO BE UPLOADED TO THE WEBSITE WITH THE MOVIES

In order for the participants to be accepted to the festival, the following documents must be uploaded to the www.rofife.org website, as described below.

The participation form must be filled in completely.
The summary of the movie should be in the relevant field in maximum 400 (four hundred) characters.
The director's biography and filmography should be in the relevant field.
A maximum of 4 (four) behind-the-scenes photos should be uploaded to the relevant field in maximum 1024*768 size and in “jpg, jpeg” format.
The director's photo should be uploaded to the relevant field in maximum 640*480 size and “jpg, jpeg” format.
The promotional poster of the movie should be uploaded to the relevant area in maximum 1024*768 size and “jpg, jpeg” format.
The list of festivals the film participated in and the awards it received, if any, should be included in the relevant field.
For the films to compete;

Participating Films must have been shot after 1th of January 2021. Films shot before are not accepted.
The films to be included in the screening section of the festival will be decided by the Rotary International Short Film Festival (ROFIFE) Committee.
Submitted works will be stored in the District UR 2430 archive (which can be stored on any digital medium including the website and youtube channel) and/or in the archive of a University Library in cooperation with UR 2430 District.
Films are not returned after application.
Films that have participated in other competitions or festivals before can participate in the festival.
Members of the Preliminary City Juries and/or the Festival Grand Jury cannot participate in this competition by submitting a film.
The judgment of the Preliminary City Juries and the Festival Grand Jury is final.
Responsibility for copyrights rests with the author.
If the author does not want his film to be seen by third parties, he will upload his film to the appropriate media for video uploading approved by the Rofife Committee, in accordance with the commands described on the www.rofife.org web page, and prevent the video from being viewed by third parties.
The right of publication, reproduction, use, etc. of the work to be won belongs to the Rotary International Short Film Festival (ROFIFE) Committee.

Article – 6 JURY FACILITY

The films uploaded to the website until January 30, 2023 will be evaluated by the City Jury of the Rotary and Rotaract Clubs appointed by the International Rotary Short Film Festival (ROFIFE) Committee regarding the Jury facility, within the third week of February 2023, and the films that will be evaluated by the Grand Jury will be determined.
The Festival Grand Jury, which is selected from among the members of the Pre-selection Juries, It will make its decision on the finalists and the films that rank in the first week of 28th February 2023 at the latest.
The Festival Grand Jury will meet face to face in Ankara until the second week of March 2023.

Article – 7 PRIZES

CATEGORY AWARD: The International Rotary Short Film Festival (ROFIFE) awards will be given to the films that will compete in the "Fiction, Experimental, Documentary, Animation, Special Category" categories, and to the films that will be in the top three and honorable mentions in each category.

Category Awards:

Each category will be awarded a separate award statuette. Also for Fiction, Experimental, Documentary, Animation categories;

First Prize: Covering the transportation and accommodation expenses for participation in the International Film Festival held abroad.

Second Prize: Covering the transportation and accommodation expenses for participation in the International Film Festival held in Turkey.

Third Prize: Covering the transportation and accommodation expenses for participation in the International Film Festival held in Turkey.

Special Theme Immigration Category Award (First Prize Only): Covering the transportation and accommodation expenses for participation in the International Film Festival held abroad.

ROFIFE UR 2430. REGIONAL SPECIAL AWARD, regardless of category, WORLD PEACE and CONFLICT RESOLUTIONS, CHILD and MOTHER HEALTH, CLEAN WATER and HYGIENE, LITERACY, FIGHT AGAINST DISEASES, ECONOMIC and SOCIAL DEVELOPMENT, DEVELOPMENT OF THE SOCIETY, PROTECTION OF THE ENVIRONMENT will be awarded to a film that explores the topics.
THE FILM CLUB SPECIAL AWARD will be awarded to a film shot by all Rotary, Rotaract, Interact, Clubs and/or members chartered by Rotary International and participating in the competition and whose theme is “Quadruple Self-Regulation”.
The ROFIFE Film Festival Grand Jury may give the "JURY SPECIAL AWARD" to encourage and support the films that were not selected among the films selected by the Pre-selection City Juries. The number of JURY SPECIAL awards and whether they are given are under the authority of the Festival Grand Jury and the Festival Committee.
As a result of the evaluations, the Festival Grand Jury has the authority to give honorable mention to one or more films.
The Festival Grand Jury may not see a work worthy of an award among the films uploaded in one or more of the 4 categories to compete in the International Rotary Short Film Festival (ROFIFE). It is up to the Grand Jury to award awards for categories or how many films it will award.
The only authority for the distribution of the awards is the International Rotary Short Film Festival (ROFIFE) Committee, and the participants have no right to object in this regard.
The winning works will be announced at the award ceremony and will be announced on the website www.rofife.org.

Article 8 RESPONSIBILITY

The International Rotary Short Film Festival (ROFIFE) Committee does not take any responsibility for the failure of the submitted films to be uploaded to the www.rofife.org web page on time, for damages and losses that may arise during loading.
The International Rotary Short Film Festival (ROFIFE) Committee may receive a maximum of 1 minute copy of trailers from all participating films. Trailers can be used for news, promotion and advertising purposes.
The International Rotary Short Film Festival (ROFIFE) Committee may exclude films that do not comply with the specified rules from the competition.

Competitors confirm that they have read and accepted the rules by ticking the relevant box on the www.rofife.org website.

Article – 9 PARTICIPATION FEE

Participation in the International Rotary Short Film (ROFIFE) Festival is free of charge.

Article - 10 EXECUTION

Authority to run the Festival Competition, Rotary International Short Film Festival

(ROFIFE) Committee and Festival Grand Jury; Rotary International Short Film Festival (ROFIFE) Committee and Festival Grand Jury have the monopoly of final decision-making authority on any problems that may arise in the competition.
