Regolamento Outsider seconda edizione
1)La finalità
La finalità del festival sarà quella di selezionare cortometraggi da tutto il mondo, incentivando la creatività dell’artista. Infatti Outsider Garbatella film festival vuole promuovere i cortometraggi che trattino in un linguaggio non convenzionale qualsiasi argomento e/o genere.
Le categorie protagoniste del festival saranno:
“Altri linguaggi”. Questa sezione comprenderà una selezione di progetti in cui l’enunciazione visiva e stilistica viene trattata diversamente da come siamo abituati a percepirla. In particolare sarà dedicata al cinema sordo, per favorire l’inclusione, la fruizione e la conoscenza di questo movimento cinematografico e alla videoarte.
“Outsider”
Cortometraggi NAZIONALI E INTERNAZIONALI rappresenta un’ affascinante categoria all'interno del festival dedicato alla divulgazione della cultura sociale globale.
Si vuole cosi esplorare e celebrare, offrendo al pubblico un'opportunità unica di immergersi in tradizioni, costumi e prospettive culturali differenti. che trattino qualsiasi tematica.
“Sezione Studenti Outsider”
Cortometraggi provenienti da tutto il mondo purchè realizzati da studenti entro i 25 anni di età.

Si possono iscrivere cortometraggi realizzati dal 1 gennaio 2021 dalla durata massima di 20 minuti inclusi i titoli di coda.
I film stranieri devono avere i sottotitoli in lingua inglese. In caso di selezioni alla finale gli autori devono inviare anche i sottotitoli in lingua italiana. Pena la squalifica.
Sottoscrivendo il vostro film al Outsider Garbatella Film Festival, dichiarate di averne tutti i diritti.
IMPORTANTE:
Ogni candidato è obbligato a sottoscrivere il proprio cortometraggio in una delle 3 categorie:
"OUTSIDER", "ALTRI LINGUAGGI" o "OUTSIDER STUDENTS” e pena l'esclusione dal concorso.
Inviando il tuo film, prendi nota che: Al Outsider Garbatella Film Festival, vengono concessi i diritti di utilizzare un estratto (trailer / teaser / poster / immagini fisse) di ogni film presentato per scopi promozionali. I film non saranno disponibili online. Ogni regista può iscrivere più film ma solo uno per categoria pagando una quota per ciascun cortometraggio. Le quote di iscrizione non sono rimborsabili in nessun caso.
NOTA BENE:
L'iscrizione esclusiva al Premio Altri linguaggi, non prevede limitazioni relative all'anno di produzione del cortometraggio.
NON ACCETTIAMO:
1. Video amatoriali.
2. Contenuti estremisti o propagandistici di organizzazioni religiose o politiche.
3. Pornografia.
4. Film con uno standard di
produzione scadente (audio scadente, mancanza di sottotitoli / didascalie per film nonitaliani, risoluzione video inferiore a 1080p HD).
5. Non accettiamo sceneggiatura.
6. Non si accettano estratti / scene di film: è necessario inviare l'intero film.
La persona fisica o giuridica che presenta il film garantisce di essere autorizzata a concedere il film per una eventuale proiezione (privata e/o pubblica) e dichiara di aver compreso e accettato tutti i requisiti, norme e regolamenti.
Outsider Garbatella Film Festival selezionerà 21 cortometraggi La persona fisica o giuridica che presenta il proprio film accetta di sollevare da ogni responsabilità l’ Outsider Garbatella Film Festival, da e contro qualsiasi pretesa, perdita, danno e spesa (inclusi ma non limitate alle parcelle degli avvocati e ai costi del tribunale) che dovessero essere sostenute per qualsiasi ragione in seguito a dei reclami riguardanti copyright, marchi, riconoscimenti, pubblicità, proiezione e perdita o danneggiamento dei video in proiezione inseriti. Inviando il tuo film, dichiari di aver letto, compreso e accettato tutte le norme e i regolamenti.
PRIVACY
Il titolare del trattamento dei dati è Elodia cinematografica unipersonale srl
L'Autore del film prende atto, iscrivendosi al Outsider Garbatella Film Festival che il trattamento dei dati personali, come stabilito dalla Comunità Europea ai sensi del GDPR 25 maggio 2018, e successivo Decreto legislativo italiano 10 agosto 2018, n.101 sulla tutela della privacy, è necessario ai fini della selezione dei cortometraggi secondo quanto previsto dal regolamento e per tutte le iniziative legate alla manifestazione.
Dichiara di accettare il Regolamento in tutte le sue parti e di detenere i diritti legali del film e di autorizzarne la proiezione pubblica senza compenso, liberando l'organizzazione del Festival da ogni responsabilità presente e futura. Con l'iscrizione al concorso ogni autore è responsabile del contenuto della propria opera. L'autore dichiara di possedere tutti i diritti dell'opera, non pregiudicando in alcun modo i diritti
di terzi, come gli sceneggiatori, attori, cessionari di diritti e compresi i diritti sulle musiche.
Dichiara inoltre che il materiale audiovisivo non è protetto dai diritti SIAE. In base alle disposizioni del D.lgs. 30/06/2003 n. 196 e successive integrazioni si informa l'autore che i dati richiesti sono necessari per completare la documentazione di iscrizione al Festival.

Garbatella Outsider Film Festival, 2nd edition – Regulations
1) Festival’s aim
The aim of the festival is to showcase the most creative short films from all over the world, dealing with any topic and/or genre, especially those that use an unconventional language.
The main categories of the festival are:
- “Other Languages”. This section will include a selection of projects in which the visual and stylistic statement is treated differently from how we are used to perceiving it. A special focus will be dedicated to deaf cinema, to encourage inclusion and spread the knowledge of this cinematographic movement
- “Outsider”. Short films on any topic.
- “Outsider Students”. Short films from all over the world made by students under 25 years of age.

We accept short films made from 1 January 2021 (except for the “Other Languages” section) with a maximum duration of 20 minutes including the credits.
Foreign films must have English subtitles. In case the film is short-listed, its author(s) must also send the subtitles in Italian.
By submitting your film to the Outsider Garbatella Film Festival, you declare that you have all rights to it.
IMPORTANT:
Each candidate is obliged to submit their short film in one of the 3 categories:
“OUTSIDER”, “OTHER LANGUAGES”, or “OUTSIDER STUDENTS” under penalty of exclusion from the competition.
By submitting your film, you acknowledge that: you grant the Outsider Garbatella Film Festival the right to use one or more excerpts (trailer/teaser/poster/stills) of each film submitted for promotional purposes. The films will not be available online. Each director can enter multiple films but only one per category by paying a fee for each short film. Registration fees are not refundable under any circumstances.
PLEASE NOTE:
Exclusively for the “Other Languages” section, there are no limitations relating to the year of production of the short film.
TO QUALIFY FOR THE “DEAF CINEMA” SECTION, THE FILM MUST HAVE A DEAF DIRECTOR(S) AND ACTOR(S).
WE DO NOT ACCEPT:
1. Amateur videos.
2. Extremist or propagandistic content from religious or political organisations.
3. Pornography.
4. Films with a poor standard of production (poor audio, lack of subtitles/captions for non-Italian films, video resolution less than 1080p HD).
5. We don’t accept scripts.
6. We don’t accept film excerpts/scenes: you must send the entire film.
The natural or legal person presenting the film guarantees that they are authorised to release the film for possible screening (private and/or public) and declares that they have understood and accepted all the requirements, rules and regulations. The Outsider Garbatella Film Festival will select 21 short films (or as many as the time limit allows). The natural or legal person submitting their film agrees to release Outsider Garbatella Film Festival from all liability, from and against any and all claims, losses, damages and expenses (including but not limited to attorneys’ fees and court costs) that should be incurred for any reason following complaints regarding copyright, trademarks, recognition, advertising, projection and loss or damage due to the screened films. By submitting your film, you agree that you have read, understood and agree to all rules and regulations.
PRIVACY
The data controller is Elodia Cinematografica unipersonale S.r.l.
The Author of the film acknowledges, by registering for the Outsider Garbatella Film Festival, that the processing of personal data, as established by the European Community pursuant to the GDPR 25 May 2018, and subsequent Italian Legislative Decree 10 August 2018, n.101 on the protection of privacy , is necessary for the selection of short films in accordance with the regulations and for all initiatives related to the event.
The Author also accepts the Regulations in all their parts, declares to hold the legal rights to the film and authorises its public screening without compensation, freeing the Festival from any present and future liability. By registering for the competition, each author is responsible for the content of their work. The author declares to own all rights to the work, without prejudice to the rights of any third parties, such as screenwriters, actors, transferees of rights and including music rights.
The Author also declares that the audiovisual material is not protected by SIAE rights. Based on the provisions of the Legislative Decree. 06/30/2003 n. 196 and subsequent additions, the Author is informed that the requested data is necessary to complete the registration documentation for the Festival.
