1. AMAÇ
Bu yönergenin amacı, Mardin Artuklu Üniversitesi Bilimsel Araştırma Projeleri (BAP) Koordinatörlüğü tarafından desteklenen Aile temalı 1. Mardin Uluslararası Öğrenci Sinemacılar Kısa Film Yarışması’na 23 yaşından küçük öğrencilerin katılım koşullarını, başvuru usul ve esaslarını, değerlendirme süreçlerini ve yarışmaya ilişkin diğer hükümleri belirlemektir.
2. KAPSAM
Bu yönerge;
a) Türkiye’de Millî Eğitim Bakanlığı’na bağlı resmî ve özel eğitim kurumlarında öğrenim gören öğrenciler ile yurt dışında resmî otoritelerce tanınan eğitim kurumlarında öğrenim gören uluslararası öğrenciler,
b) Yarışma son başvuru tarihi itibarıyla 23 yaşını doldurmamış öğrencilerin, kendi çektikleri kısa filmlerle yarışmaya katılımını kapsar.
c) Yarışma; kurmaca, belgesel ve animasyon türlerinde üretilmiş, “aile” temalı kısa filmleri kapsamaktadır.
3. KATILIM KOŞULLARI
a) Yarışmaya, son başvuru tarihi itibarıyla 23 yaşını doldurmamış öğrenciler katılabilir.
b) Katılımcılar, Türkiye’de Millî Eğitim Bakanlığı’na bağlı resmî veya özel okul ve kurumlara ya da yurt dışında resmî makamlarca tanınan eğitim kurumlarına kayıtlı olmalıdır.
c) Her öğrenci en fazla 1 (bir) filmle başvuru yapabilir.
d) Filmler dijital formatta (örn. MP4, MOV) ve en az 1920×1080 çözünürlükte teslim edilmelidir.
e) Türkçe dışında bir dilde hazırlanan filmler için Türkçe altyazı bulunması zorunludur. Altyazının filme gömülü olarak sunulması veya ayrı bir .srt altyazı dosyasının başvuru sistemi üzerinden yüklenmesi gerekmektedir.
f) Filmde kullanılan görüntü, müzik, efekt ve diğer unsurların telif haklarıyla ilgili sorumluluk başvuru sahibi öğrenci ve velisine aittir. Üçüncü kişilerin hak ihlalleri durumunda yarışma organizasyonu sorumluluk kabul etmez.
g) Daha önce başka yarışmalara katılmış filmler başvurabilir.
h) Cep telefonu ile çekilmiş filmler yarışmaya katılabilir ancak yatay formatta çekilmiş olmalıdır.
i) Yarışmaya kurmaca, belgesel, deneysel ve animasyon türündeki filmler kabul edilir. Tüm filmler “Aile” teması ile ilişkilendirilmelidir.
j) Filmlerin süresi jenerik dahil en fazla 10 dakika olmalıdır.
k) Filmlerin yapım tarihi 1 Ocak 2024 ve sonrası olmalıdır.
l) Başvuru sahibi öğrenci 18 yaşından küçük ise ek olarak Veli İzin Belgesi’ni (Muvafakatname) imzalı olarak sisteme yüklemek zorundadır.
m) Grup çalışmalarında, grubun temsilcisi (yönetmen) olarak bir öğrenci belirlenmeli ve başvuru onun adına yapılmalıdır.
4. BAŞVURU TAKVİMİ
Başvuru tarihlerinin güncellenmesi halinde festival web sitesinden ve sosyal medya hesaplarından duyurusu yapılır.

5. BAŞVURU SÜRECİ
a) Başvurular sadece çevrimiçi olarak www.filmfreeway.com üzerinden alınacaktır.
b) Katalog ve tanıtım materyallerinde kullanılmak üzere, filme ait Türkçe ve mümkünse İngilizce kısa sinopsis (en fazla 150 kelime), yönetmenin adı–soyadı ve kısa biyografisi, filmin en az 2 adet kare görüntüsü (stills) ile varsa afiş çalışmasının dijital kopyasının başvuru sırasında sisteme yüklenmesi gerekmektedir.
c) Veli/Vasi Onam Formu: 18 Yaşının altındaki yarışmacılar için web sitesinde yer alan “Veli/Vasi Onam Formu” Word dosyası indirilecek, veli/vasisi tarafından ıslak imzalı olarak doldurulacak, taranarak veya net şekilde fotoğrafı çekilerek PDF formatında sisteme yüklenecektir. Islak imzalı orijinal nüsha, gerektiğinde ibraz edilmek üzere velide saklanmalıdır.
d) Katılımcının, Türkiye’de Millî Eğitim Bakanlığına bağlı resmî veya özel bir eğitim kurumunda ya da bir yükseköğretim kurumunda, yurt dışında ise ilgili ülkenin yetkili resmî makamlarınca tanınan bir eğitim kurumunda öğrenim gördüğünü gösteren güncel öğrenci belgesi veya okul kimlik kartının taranmış hâli sisteme yüklenmelidir.
e) Başvuru sırasında eksik belge tespit edilmesi durumunda başvuru değerlendirmeye alınmayabilir.
6. DEĞERLENDİRME SÜRECİ
a) Yarışmanın jürisi; Türkiye Cumhuriyeti’ndeki üniversitelerin Güzel Sanatlar Fakültesi ve İletişim Fakültesi bünyesinde yer alan Radyo, Televizyon ve Sinema ile ilgili bölümlerde öğrenim gören lisans öğrencileri ve yurt dışındaki üniversitelerin ilgili bölümlerinde öğrenim gören uluslararası lisans öğrencileri arasından seçilen, 25 yaş altındaki jüri üyelerinden oluşmaktadır.
b) Ön Eleme: Başvurular, teknik şartlara uygunluk ve temaya uyum açısından ön değerlendirmeden geçirilir.
c) Final Değerlendirmesi: Finale kalan filmler, Jüri tarafından senaryo, yönetim, kurgu, görüntü ve temayı işleyiş kriterlerine göre puanlanır.
d) Yarışmaya gönderilen filmler, öncelikle ön inceleme sürecinden geçer. Teknik koşulları ve tema uygunluğunu taşımayan filmler elenir.
e) Ön incelemeden geçen filmler, öğrenci jürisi tarafından; sinema dili, hikâye anlatımı, teknik yeterlilik, yaratıcı yaklaşım ve tematik derinlik ölçütleri üzerinden değerlendirilir.
f) Değerlendirme sonuçları, yarışma web sayfasında ilan edilir; ayrıca katılımcılara e-posta yoluyla bildirim yapılabilir.
7. ÖDÜLLER
a) Birinci seçilen filme 20.000 (yirmi bin) Türk Lirası para ödülü verilecektir. Eser sahibi 18 yaşından küçük ise ödül tutarı, yarışmaya başvuru sırasında beyan edilen veli/vasi adına kayıtlı banka hesabına yatırılacaktır.
b) İkinci seçilen filme 15.000 (on beş bin) Türk Lirası para ödülü verilecektir. Eser sahibi 18 yaşından küçük ise ödül tutarı, yarışmaya başvuru sırasında beyan edilen veli/vasi adına kayıtlı banka hesabına yatırılacaktır.
c) Üçüncü seçilen filme 10.000 (on bin) Türk Lirası para ödülü verilecektir. Eser sahibi 18 yaşından küçük ise ödül tutarı, yarışmaya başvuru sırasında beyan edilen veli/vasi adına kayıtlı banka hesabına yatırılacaktır.
d) Uluslararası filmler, ödül almaya hak kazandıkları takdirde, ödül ödemeleri ödeme tarihindeki güncel döviz kuru esas alınarak hesaplanır ve Türkiye’de bir bankada açılmış döviz hesabına (IBAN) yatırılır. Türkiye’de açılmış bir döviz hesabı bildirilmemesi durumunda ödül tutarı Mardin Aruklu Üniversitesi BAP Koordinatörlüğü bütçesine iade edilir.
e) Tüm finalistlere "Dijital Finalist Sertifikası" e-posta yoluyla gönderilecektir.
8. GÖSTERİM VE TELİF
a) Finale kalan ve/veya seçkiye alınan filmler; Mardin Artuklu Üniversitesi’nin belirleyeceği takvimde, üniversite yerleşkesi içinde veya paydaş kurumların salonlarında ücretsiz gösterim programına alınabilir.
b) Gösterimler; eğitim, farkındalık artırma ve tanıtım amaçlı olup ticari amaç gütmez.
c) Yarışmaya katılan filmlerden bölümler, afişler ve kare görüntüler; yarışmanın tanıtımı amacıyla üniversitenin web sitesi, sosyal medya hesapları ve basılı/dijital tanıtım materyallerinde kullanılabilir.
d) Yarışmaya başvuru yapan öğrenci ve 18 yaşından küçük ise velisi, yukarıda belirtilen gösterim ve tanıtım haklarına, başvuru formu ve ıslak imzalı Veli/Vasi Onam Formu ile onay vermiş sayılır.
9. DİĞER HÜKÜMLER
a) Bu yönergede hüküm bulunmayan hallerde, yarışma yürütme kurulu kararları esas alınır.
b) Başvuru yapılması, yönergede belirtilen koşulların tamamının kabul edildiği anlamına gelir.
c) Yarışma takvimi, teknik koşullar ve jüri yapısında zorunlu hallerde değişiklik yapılması hakkı, Festival Yönetimi’ne aittir. Değişiklikler yarışma web sitesi üzerinden duyurulur.
d) Eser sahibi ve eser sahibi 18 yaşından küçük ise velisi; filmdeki müzik, görüntü ve senaryo telif haklarından sorumlu olduğunu; üçüncü şahısların telif haklarını ihlal etmediğini kabul ve taahhüt eder. Doğabilecek hukuki sorunlardan festival yönetimi sorumlu tutulamaz.
e) Başvuru yapan herkes bu yönetmelik koşullarını kabul etmiş sayılır.

1st MARDIN INTERNATIONAL STUDENT FILMMAKERS SHORT FILM COMPETITION
APPLICATION GUIDELINES
1. PURPOSE
The purpose of these guidelines is to set out the participation requirements, application procedures and principles, evaluation processes, and other provisions regarding the family-themed 1st Mardin International Student Filmmakers Short Film Competition, supported by the Scientific Research Projects (BAP) Coordination Office of Mardin Artuklu University, for students under the age of 23.
2. SCOPE
a) Students enrolled in public or private educational institutions affiliated with the Ministry of National Education in Türkiye, as well as international students enrolled in educational institutions recognized by official authorities abroad;
b) Students who have not reached the age of 23 as of the final application deadline and who participate with short films they have made themselves;
c) Short films produced in the fiction, documentary, and animation genres and related to the theme of “Family.”
3. PARTICIPATION CONDITIONS
a) Students who have not reached the age of 23 as of the final application deadline may participate in the competition.
b) Participants must be enrolled in public or private schools and institutions affiliated with the Ministry of National Education in Türkiye, or in educational institutions recognized by official authorities abroad.
c) Each student may apply with a maximum of 1 (one) film.
d) Films must be submitted in digital format (e.g., MP4, MOV) and in a minimum resolution of 1920×1080.
e) For films produced in languages other than Turkish, Turkish subtitles are mandatory. Subtitles must either be embedded in the film or uploaded separately to the submission system in .srt format.
f) The applicant student and, where applicable, the parent/legal guardian are responsible for copyright matters relating to the images, music, effects, and other elements used in the film. In the event of third-party rights violations, the competition organizers shall bear no responsibility.
g) Films that have previously been submitted to other competitions may also apply.
h) Films shot with a mobile phone may participate, provided that they are filmed in horizontal format.
i) Films in the fiction, documentary, experimental, and animation genres are accepted. All films must be related to the theme of “Family.”
j) The duration of the films must not exceed 10 minutes, including credits.
k) The production date of the films must be January 1, 2024, or later.
l) If the applicant student is under the age of 18, a signed Parent/Guardian Permission Form (Consent Form) must additionally be uploaded to the system.
m) In group productions, one student must be designated as the representative of the group (director), and the application must be made in that student’s name.
4. APPLICATION CALENDAR
In the event of any update to the application dates, announcements shall be made through the festival website and social media accounts.

• Screening Date: June 11, 2026
• Announcement of Award-Winning Films: June 11, 2026
5. APPLICATION PROCESS
a) Applications will be accepted only online via www.filmfreeway.com.
b) For use in the catalogue and promotional materials, a short synopsis of the film in Turkish and, if possible, in English (maximum 150 words), the director’s full name and short biography, at least 2 (two) still images from the film, and, if available, a digital copy of the poster must be uploaded to the system during the application process.
c) Parent/Guardian Consent Form: For contestants under the age of 18, the “Parent/Guardian Consent Form” Word file available on the website must be downloaded, completed and signed in wet ink by the parent/legal guardian, then scanned or clearly photographed and uploaded to the system in PDF format. The original wet-signed copy must be kept by the parent/legal guardian for submission upon request.
d) A scanned copy of a current student certificate or school identity card showing that the participant is enrolled in a public or private educational institution affiliated with the Ministry of National Education in Türkiye, or in a higher education institution, or, abroad, in an educational institution recognized by the competent official authorities of the relevant country, must be uploaded to the system.
e) If missing documents are identified during the application process, the application may not be taken into evaluation.
6. EVALUATION PROCESS
a) The competition jury shall consist of jury members under the age of 25 selected from among undergraduate students studying in departments related to Radio, Television, and Cinema within the Faculties of Fine Arts and Faculties of Communication at universities in the Republic of Türkiye, as well as international undergraduate students studying in relevant departments at universities abroad.
b) Preliminary Evaluation: Applications shall undergo a preliminary review in terms of compliance with the technical requirements and relevance to the theme.
c) Final Evaluation: The finalist films shall be scored by the Jury according to the criteria of screenplay, direction, editing, cinematography, and treatment of the theme.
d) Films submitted to the competition shall first go through a preliminary review process. Films that do not meet the technical requirements and thematic suitability shall be eliminated.
e) Films that pass the preliminary review shall be evaluated by the student jury on the basis of cinematic language, storytelling, technical competence, creative approach, and thematic depth.
f) The evaluation results shall be announced on the competition webpage; in addition, participants may be notified by e-mail.
7. AWARDS
a) The film selected for first place shall receive a cash prize of TRY 20,000 (twenty thousand Turkish lira). If the creator is under the age of 18, the prize amount shall be deposited into the bank account registered in the name of the declared parent/legal guardian during the application process.
b) The film selected for second place shall receive a cash prize of TRY 15,000 (fifteen thousand Turkish lira). If the creator is under the age of 18, the prize amount shall be deposited into the bank account registered in the name of the declared parent/legal guardian during the application process.
c) The film selected for third place shall receive a cash prize of TRY 10,000 (ten thousand Turkish lira). If the creator is under the age of 18, the prize amount shall be deposited into the bank account registered in the name of the declared parent/legal guardian during the application process.
d) If international films become entitled to receive an award, prize payments shall be calculated on the basis of the current exchange rate applicable on the payment date and deposited into a foreign-currency bank account (IBAN) opened in Türkiye. If no foreign-currency account opened in Türkiye is provided, the prize amount shall be returned to the budget of the Mardin Artuklu University BAP Coordination Office.
e) All finalists shall be sent a “Digital Finalist Certificate” by e-mail.
8. SCREENING AND COPYRIGHT
a) The finalist and/or selected films may be included in a free screening program, in accordance with the schedule determined by Mardin Artuklu University, either on the university campus or in the halls of partner institutions.
b) These screenings are intended for educational, awareness-raising, and promotional purposes and do not serve any commercial purpose.
c) Excerpts, posters, and still images from the films submitted to the competition may be used for the promotion of the competition on the university’s website, social media accounts, and printed/digital promotional materials.
d) By submitting an application, the student and, if the student is under the age of 18, the parent/legal guardian shall be deemed to have granted consent to the screening and promotional rights stated above through the application form and the wet-signed Parent/Guardian Consent Form.
9. OTHER PROVISIONS
a) In cases where no provision is set out in these guidelines, the decisions of the competition executive board shall prevail.
b) Submission of an application means that all conditions specified in these guidelines are deemed to have been accepted.
c) The Festival Management reserves the right to make changes to the competition calendar, technical requirements, and jury structure in cases of necessity. Such changes shall be announced through the competition website.
d) The rights holder and, if the rights holder is under the age of 18, the parent/legal guardian accept and undertake that they are responsible for the copyrights of the music, images, and screenplay in the film and that no third-party copyrights have been infringed. The festival management shall not be held liable for any legal disputes that may arise.
e) Everyone who submits an application shall be deemed to have accepted these regulations.
