Mangalia Youth Film Festival MyFF is the largest cinematic event on the Black Sea, dedicated to children and the young generation. The festival is an event that educates, motivates and inspires the young generations thorugh the entire toolkit of the cinematographic art, an ideal vector for sharing knowledge, culture, values, information and emotions. The event presents and promotes special screenings and simultaneous screenings, films with, about and for children and adolescents, for the general audiences, the seasoned public and for specialists in the field.
The festival is based on the principal of sustainability and awarness of the constant climate change and the protection of our environment.

Article 1
Mangalia Youth Film Festival is organized by “Studiourile Buftea” Academy dedicated to children and young people which has a short film competition. Its first edition will take place between 5 -8 september 2024 in Mangalia, near the Black Sea. The films in the Competition section and Panorama will be screened in special venues indoor and outdoor in the center of the city.

Article 2
MyFF chooses and invites the films which will be presented in Competition.

Article 3
Each short film invited to be part of the Official Selection by MyFF will receive a Certificate of Participation.

Article 4
Once a film has been selected it cannot be withdrawn from the Festival program during the event.

Article 5
During the entire duration of the MyFF, none of the films invited may be shown outside the Festival’s official venues before its official screening.

Article 6
The purpose of “Studiourile Buftea” Academy, known as the organizer of the festival, in a spirit of international friendship and cooperation, is to reveal and showcase high-quality works in order to contribute to the evolution of cinematic art and to promote the development of the audiovisual industry around the world.

Article 7
This year the Academy has a short film competition in order to award The Trophy. To organize it, it has sole discretion in the choosing of the films that will be screened in the Official Selection.

Article 8
To be chosen and invited to be a part of the Official Selection, films must meet the following criteria:
have been made in the twelve months preceding the Mangalia YFF;
not have been screened elsewhere than their home country;
not have been presented in another international film festival. If the film has featured in an international selection (whether competitive or not) of a festival, it is not eligible for the Mangalia YFF. A selection is international once it screens films from different countries.
not have been screened on the Internet.
the duration of films must not exceed 30 minutes, including credits.

Article 9
All films must be presented in their original language, with Romanian and English subtitles. By “original language” is meant the one in which a film is or will be exhibited in its country of origin. Romanian films must be subtitled in English on the print. The screening of those subtitles will be operated by the Festival service provider.

Article 10
In the event that your film is selected, you will be notified before the official press conference, which takes place each year around the middle of May.

Article 11
During the Festival, the screening of your film will take place during a “short film competition” screening that includes all of the films selected. The order of the films will be determined by the management of the Festival.
The presence of the filmmakers who directed the films is mandatory – any failure to appear must be justified to the Festival.

Article 12
Any film chosen for the short film competition shall promise to have appear on any publicity media – and especially the official poster of the film – the Mangalia YFF logo, as well as, if the case may be, the fact that it won the The Trophy. Similarly, it commits to placing, at the beginning of the film, a title card where the film’s presence in the Mangalia Youth Film Festival will be mentioned.

Article 13
The deadline to submit short films is 1 June 2024. A submission sheet must be filled in online before this date on the official website or sent via email. Short films must be uploaded online by 3 June2024, midnight, at the latest. These logos and title cards will be made available by the Festival for each film, via e-mail. Similarly, filmmakers who win awards must be present during the awarding of prizes.

Article 14
Expenses for the shipping (for both import and export), screening and translation of films presented to the Selection Committee with a view to their possible selection, are to be met by the film’s producers or relevant body.
All expenses for the transportation (round trip) and insurance of prints are also the responsibility of their owner.
MyFF covers storage and insurance costs for the prints of selected films while they are inside the official boundaries of the Festival, in Mangalia.
Should a print be lost or damaged, the Festival’s responsibility may only be engaged to the extent of the value indicated by the producer on the Technical Data Sheet.

Article 15
“Studiourile Buftea” Academy has the authority to settle all cases not foreseen in the present regulations.

Article 16
Participation in the Mangalia Youth Film Festival implies adhering to the present regulations and prior compliance with the preselection conditions.
