*FILM SUBMISSION GUIDELINES*

**FILM FESTIVAL CATEGORIES**
- Manassat celebrates filmmakers and showcases accepted films in a program built around the primary competition, featuring both SHORT FILMS and STUDENT FILMS.
- Films created by students, whether they are currently enrolled in school or are submitting a film completed after their graduation, should be submitted under STUDENT FILMS.
- To submit your film for consideration, please apply to one of the following categories: FICTION or NONFICTION. Animated and experimental films may be submitted to either category.
- Whether SHORT or STUDENT — or categorized as FICTION or NONFICTION — accepted films are scheduled to screen in a program that engages audiences by offering a thoughtful and diverse series of screenings. Please, see an example of a previous edition’s program for reference.
- Submissions are free of charge.

**APPLICANTS**
- Applicants can only submit one film per category — meaning you may submit one FICTION and one NONFICTION film. Kindly, refrain from submitting the same film multiple times or to multiple categories.
- All accepted films will be eligible for award consideration. Awards will be determined by our panel of guest jurors. Check AWARDS below for a complete list of prizes.
- Age: You must be at least 18 years old to submit to the festival.
- Nationality: At this time, we are only accepting submissions from Egyptian filmmakers, residing in Egypt or living abroad.
- We encourage nonresident, international filmmakers to contact us for any upcoming programs.

**FILM SPECIFICATIONS**
- Runtime: Including credits, eligible films must be under 30 minutes.
- Submitted films must have been produced and completed after December 31, 2023.
- Premiere status: You may submit films that have been previously screened at other festivals. Films that are publicly available online are ineligible for submission.
- Language: If you are submitting a film in a language other than Arabic, please note that Arabic subtitles are required.

**SUBMISSION FORMAT**
- Applicants may submit their films via FilmFreeway.
- 2026 submission dates: Submissions open on Sunday, January 18, and will close on Wednesday, February 18 at 11:59 pm Cairo local time.
- Submission forms must be filled out in full and submitted by the closing date in order to be considered.

**FILM REVIEW**
The review process consists of three rounds.
- Round One: Eligibility & Pre-selection. All films submitted will be reviewed in the preliminary round, which determines whether a film is eligible for acceptance based on festival rules and regulations. Eligible films will then be reviewed internally by the Manassat team.
- Round Two: Programmers. Qualifying films will be reviewed by our programmers. Filmmakers will be informed of the festival team’s decision at least two weeks before the upcoming edition.
- Final round: Award consideration by our panel of guest jurors. Results will be announced at the closing ceremony.

**POLICY ON ARTIFICIAL INTELLIGENCE**
As of 2026, Manassat will be implementing policies on the use of Artificial Intelligence. While we recognize that the implementation of AI is evolving, our priority has been to recognize and support emerging talent and the humans behind the films.

1.) Declaration of AI Use
Manassat requires all filmmakers to disclose any significant use of AI in their submissions. This includes, but is not limited to:
- the use of AI to generate imagery, dialogue, or sound design
- the use of AI to simulate performances by real or fictional individuals
- the use of AI in scripting, editing, or post-production
We operate in good faith, meaning that we rely on filmmakers’ self reporting.

2.) Consent
Manassat will not accept submissions that use AI to replicate or simulate real individuals (living or deceased) without their explicit consent or the consent of their estate.

3.) Judging criteria
AI generated imagery or sounds will not be eligible for the following craft award categories: cinematography, production design, editing, screenplay, performance, sound design.

**CENSORSHIP & EXHIBITION
- In accordance with Egyptian laws, public film screenings must be approved by the Censorship Authority. If a title is not cleared for screening, the film and its cast & crew will remain eligible for festival awards — excluding audience awards. The film will also remain part of our official program, both in print and on our website.
- Manassat does not offer screening fees for films accepted into the primary competition.
- All Manassat screenings and activities are open to the public free of charge.

**أقسام المهرجان**
منصات بيحتفي بصناع وصانعات الأفلام، وبيعرض أعمالهم المشاركة في المهرجان ضمن برنامج مصمم -
حول المسابقة الرئيسية، واللي بتشمل أفلام قصيرة وأفلام طلابية
:الأفلام المقدمة من طلبة -
سواء كان صناعها بيدرسوا حاليًا، أو تخرجوا بالفعل وكانوا أنتجوا أفلامهم أثناء فترة الدراسة – ينبغي تقديمها في القسم المخصص لها
:لتقديم فيلمك للمشاركة، يُرجى اختيار فئة واحدة بس -
روائي أو وثائقي تقدروا تقدموا أفلام التحريك والأفلام التجريبية في أي من الفئتين
سواء كانت الأعمال المشاركة أفلام قصيرة أو أفلام طلابية – وأيًا كانت فئتها؛ روائية أو وثائقية – فمن المقرر عرضها ضمن برنامج -
يجذب الجمهور عبر تقديم سلسلة مدروسة من العروض المتنوعة. تقدروا تطلعوا على برنامج الدورة السابقة كمثال
التقديم للمهرجان مجاني -

**المتقدمون**
من حق كل صانع وصانعة أفلام تقديم فيلم واحد في كل فئة؛ -
بمعنى إنكم تقدروا تقدموا فيلم في فئة الأفلام الروائية.وفيلم تاني في فئة الأفلام الوثائقية
.يُرجى عدم تقديم نفس الفيلم أكتر من مرة أو في أكتر من فئة

**مواصفات الفيلم**
الأفلام المؤهلة للمشاركة مدة عرضها يجب أن تقل عن ٣٠ دقيقة، بما في ذلك تترات البداية والنهاية -
يجب أن تكون الأفلام المقدمة للمهرجان قد أنتجت وتم الانتهاء منها بعد ٣١ ديسمبر ٢٠٢٣ -
.العرض الأول: تقدروا تقدموا أفلام سبق عرضها في مهرجانات تانية -
.الأفلام المتاحة للجمهور عبر الإنترنت غير مؤهلة للمشاركة
اللغة: لو هتقدم فيلم ناطق بلغة غير العربية، يُرجى مراعاة إن الترجمة العربية مطلوبة -

**طريقة التقديم**

مواعيد التقديم لدورة ٢٠٢٦ -
فتح باب التقديم يوم الأحد ١٨ يناير، وحتى يوم الأحد ١٨ فبراير في تمام الساعة ١١:٥٩ مساءً بتوقيت القاهرة
.يجب ملء استمارات التقديم بالكامل وتقديمها قبل غلق باب التقديم حتى يتسنى لنا النظر فيها -

**التقييم**
.عمليات التقييم تحتوي ٣ جولات
الجولة الأولى: الأهلية والانتقاء الأولي، واللي بيتم النظر خلالها في جميع الأفلام المقدمة في جولة تمهيدية بتحدد إذا كان الفيلم يستوفي شروط القبول حسب قواعد ولوايح المهرجان، ثم بيراجع فريق منصات داخليًا الأفلام اللي بتستوفى الشروط
الجولة الثانية: المبرمجون، واللي بيُقيموا الأفلام المؤهلة. هنبلغ صناع وصانعات الأفلام بقرار فريق المهرجان قبل أسبوعين على الأقل من إنطلاق الدورة المرتقبة
الجولة الأخيرة: تحديد جوايز الدورة من قبل لجنة التحكيم، واللي هتعلن نتايجها أثناء حفل الختام

**سياستنا حول الذكاء الاصطناعي**
بدءًا من ٢٠٢٦، منصات هيطبق سياسات حول استخدام الذكاء الاصطناعي. ورغم إدراكنا إن تطبيقات الذكاء الاصطناعي بتتطور، أولويتنا دايمًا تقدير ودعم المواهب الناشئة والبشر اللي ورا الأفلام.

١) الإقرار باستخدام الذكاء الاصطناعي
منصات بيتطلب من جميع صناع وصانعات الأفلام الإفصاح عن أي استخدام هام للذكاء الاصطناعي في أعمالهم المقدمة للمشاركة في المهرجان، وده يشمل الآتي على سبيل المثال لا الحصر:
- استخدام الذكاء الاصطناعي لتوليد الصور أو الحوار أو تصميم الصوت
- استخدام الذكاء الاصطناعي لمحاكاة أداء الأفراد الحقيقيين أو الخياليين
- استخدام الذكاء الاصطناعي في كتابة السيناريو أو المونتاچ أو أعمال ما بعد الإنتاج
إحنا بنعمل بمبدأ حسن النية، بمعنى إننا بنعتمد على إفصاح صناع وصانعات الأفلام بنفسهم.

٢) الموافقة
منصات مش هيقبل أي أعمال للمشاركة في المهرجان بتستخدم الذكاء الاصطناعي لاستنساخ أو محاكاة الأشخاص الحقيقيين (الأحياء أو الأموات) دون موافقة صريحة منهم أو من ورثتهم.

٣) معايير التحكيم
الصور والأصوات المولدة بواسطة الذكاء الاصطناعي غير مؤهلة للحصول على الجوايزالحرفية الآتية: التصوير السينمائي، تصميم الإنتاج، المونتاچ، السيناريو، التمثيل، تصميم الصوت.

**الرقابة والعرض**
.بموجب القوانين المصرية، العروض العلنية للأفلام لازم توافق عليها هيئة الرقابة على المصنفات الفنية -
في حال عدم الموافقة على عرض عمل ما، هيظل الفيلم وصناعه مؤهلين للحصول على جوايز المهرجان – باستثناء جوايز الجمهور، وهيفضل الفيلم جزء من برنامجنا الرسمي في صيغته المطبوعة وعلى موقعنا الإلكتروني

جميع عروض وأنشطة منصات متاحة للجمهور مجانًا -
