IFLC has shown to the world how important the support of art and artists is for world peace, with multiple events organized since it began this long marathon 19 years ago. And this year, encouraged by the intense interest shown in the previous international organizations and the high quality of the shows, it has decided to organize a Short Film Contest so that these achievements will be reflected in the world of cinema.

The development of two separate themes, the opening scene of which will be shot by IFLC…

This year, IFLC is asking short filmmakers to develop a prepared concept and release a brand new film with a fresh breath and perspective. Participants will try to make a movie with the development of the opening scenes of two short movie scripts that will be given to them. Movie(s) can take place before or after the given scene. Flashback or flash-forward techniques can be used.

GENERAL RULES

1. Participants are given two scripts for an opening scene.

2. You are supposed to complete the short film based on one of the two given opening scene scripts. What are the subsequent events in the story? Write a script using your power of imagination and shoot your own short film.

3. Works that serve political purposes, contain objectionable and harmful expressions, do not comply with general moral rules, contain insults and contain advertisements for any purpose will be excluded from the contest.

4. Nudity, profanity, extreme violence, or racist content is not allowed.

5. Short films can be in any language. Films not shot in English must have English subtitles.

6. IFLC will preserve the right to archive, publish and use submitted materials for academic, commercial, and non-commercial purposes.

7. All young people between the ages of 12-24 can participate in this contest, except for the members of the Selection Committee and those who are actively involved in the IFLC organization.

8. There is no participation fee.

9. Digitally fictional, documentary, animated or experimental short films can participate in the competition.

10. All the contestants can participate in the competition with a maximum of 3 (three) works.

11. Films must be at least 2 and at most 12 minutes in length; screening copies should be prepared in video (Quicktime Uncompressed or MP4 with H264 codec) format.

12. Some changes can be made in the works submitted to the contest, that will not damage the authenticity of the film
*In this regard, the opinion of the Selection Committee is final.

13. Submissions must have full clearance for all content before submitting it. Any issues that may arise due to the infringement of copyrights are the participant’s responsibility. IFLC Short Film Contest and its members are not responsible for any infringement of copyrights.

14. When submitting to the IFLC Short Film Contest participants agree to the reproduction and dissemination of their films for the display and promotion of the contest.

15. Films that have received awards in any competition held before or simultaneously with this contest and those that contain fictional differences cannot participate in the competition. Otherwise, this is considered a rule violation. The fact that the short film was published outside the contest organization is not considered a violation in terms of participation.

16. Participants who try to present the work as their own even though it does not belong to them, and who make all kinds of changes to mislead the selection committee, will be disqualified.

17. Prize and/or show canceled due to violation of rules will be left blank. If a prize has been awarded, the participant must return the prize. This situation does not entitle the contestants who have received and/or failed to receive awards.

18. All competitors participating in the contest by sending a short film are deemed to have accepted to comply with the contest conditions specified in the rules and terms. Participants who do not comply with these rules and terms will be excluded from the contest.

SUBMISSIONS & NAMING THE SHORT FILM FILES

1. Files will be uploaded through the contest page on filmfreeway.com - https://filmfreeway.com/IFLCSFC

2. Participants will first complete the membership process by filling out the required form in accordance with the instructions; then they will upload their movies.

3. Short films will not be accepted sent through other means; e-mail or CD/DVD/Removable memory delivery.

4. Short films should not have any names, logos, dates etc. related to the participant or anyone else.

5. Films to be recorded with a mobile phone or video camera must have a picture and sound quality suitable for viewing. Films with very low technical quality will be disqualified.

6. The plot of the short film should be summarized (not exceeding 1000 characters).

7. A poster should be designed and electronically sent to the organizing committee.

8. The name of each movie file should not exceed 30 characters.

9. English Alphabet should be used. All letters must be UPPERCASE.

10. Words should be separated with an underscore (_)

COPYRIGHTS

IFLC’s Rights and Responsibilities:

At the end of the competition, the financial rights of reproduction, dissemination, representation and transmission to the public by means of signs, sound and/or image transmission, as defined in accordance with the international Intellectual and Artistic Works Law, on the works that receive awards, honourable mentions and exhibitions, together with the owner of the work, will belong to IFLC indefinitely.

Within the framework of these rights, IFLC will be able to use and make the work available indefinitely in the original language and in all other world languages, in any medium and in any material content, by specifying the name of the author (in case of selection, collage, etc. graphic arrangements are made, the work owner's name cannot be used).

Rights and Responsibilities of the Participant:

The participant who receives an award, honourable mention award and exhibition accepts she/he will not make any demands from IFLC regarding the use or transfer of the work, other than the monetary awards given for the works that receive awards, honourable mentions and exhibitions. She/he accepts that the amount or type of the announced award also replaces the royalty fee.

The participant states that the work is his own original work and that third parties do not have any rights on this work; that she/he has not previously transferred the rights on her/his work; In case of a request to the contrary by third parties, the owner of the work is legally responsible; declares, accepts and warrants.
The original version of the award-winning and screened films will be submitted to IFLC by the participants in high and original resolution to be presented to the organizing committee. In addition, they should share the name and descriptive brief information of the short film.
The works that receive awards, honourable mentions and exhibitions in the competition will be published on the IFLC website and social media (Facebook, Twitter, Instagram & YouTube) accounts, and the works that receive awards and honourable mentions will be included in the (digital) IFLC Almanac.

In matters not specified in the Rules and Terms or in cases that cannot be understood, the board decision of the IFLC will be taken as a basis.

At the end of the evaluation, works other than awards, honourable mentions and exhibitions will be deleted from the online application system after 90 (ninety) days as of the deadline.

IMPORTANT

Submitting a short film does not guarantee screening or acceptance. Notification of acceptance email will be sent.

As the contestant submits the video, the contract comes into effect. With the participation, the contestants are deemed to have read and accepted the rules and terms. Competitors do not have the right to object to the rules and terms later.

The organizers may disqualify a film if they have reason to believe that it does not comply with the competition’s rules and terms.

IFLC reserves the right to withdraw the awards at any time if there is a formal complaint regarding a violation of intellectual property rights.
