Festi-Short du Printemps Anglophone

1st ARTICLE: Date and location
The Anglophone Honeycomb’s first edition of the Festi-Short will take place from May 12th to May 15th 2022 subject to modifications, delays or cancelation regarding the measures taken towards the regulation of the COVID-19 crisis or other case of emergency. The Festi-short is part of the Anglophone Honeycomb festival.
The contest is supported by the association Les Rencontres du Chapeau Rouge and its partners the university of Avignon, the city of Avignon, and the film commission of the Luberon.
The competition between the selected short films will take place in Avignon (and maybe other locations in the Vaucluse) and will be open to all directors may they be amateur or professional directors. The contest is also open to first films.

2nd ARTICLE: Film’s criteria
This edition’s theme will be the Intertwining of Cultures. The films must be short films lasting between 5 to 25 minutes, credits included.
They must be in english or bilingual (french and english). If the film is bilingual, english must be used during the majority of it and not secondarily in a few sentences.
The activities of the festival are based on non discriminatory values. A short film with homophobic, sexist, pornographic or racist content will not be accepted.
Before the screenings, the director has to make sure that everything is in compliance with the current laws, regarding taxes, copyrights and neighbouring rights (SACEM, SACD and/or others). As employer of the film’s cast and crew, they must pay the remunerations, social benefits charges included, of the actors, technicians, press secretary and any other hired personnel. If needed, they must also ask the appropriate authorizations to the authorities for the employment of minors or foreign artists.
Generally speaking, it is required to obtain all of the authorisations needed for the publicity and the screening of the event.
French subtitles are advised.
If there aren’t, we can take care of it at a cost. In this case, the film will not be considered for the award of best subtitles. The accepted formats to send your file are HD, MOV, AVI or MP4.

3rd ARTICLE: Sending films
The short films must be registered via FilmFreeway. A director can send multiple short films, but each one will have to be properly registered. For each short-film, the director will send the documents needed (synopsis, the technical and artistic specifications sheets) and for each actor, the mention english first or second language, its record, its support, its partners and two pictures of the film which must be copyright-free and a biography/ filmography of the director. These must be sent before March 16th 2022.
The registration sheet must also specify if the soundtrack is copyright-free or if it needs to be declared to the SACEM.
If it does, the collective will take care of the screening fees of the SACEM.
The director allows the organiser to use and broadcast a 3 minute extract (maximum) for the publicity of the festival via the website (www.printempsanglophone.org) and other social networks.
The director allows the organiser or his authorised representative to take and post photographs during the festival as a way to promote the Festi-Short. The contestants retain 100% of the rights of their films.

4th ARTICLE : Registration cost
Festival registration is free of charge. Any additional fee concerning the sending of films is to be taken care of by the participants.

5th ARTICLE : Selected films
A shortlisting committee will be appointed by the coordinators of the festivals. No film sent after the deadline (cf. third article) will be considered for the 2022 edition. The jury’s choices are confidential and cannot be subjected to any complaints or contestation. The selected candidates will be informed via email.

6 th ARTICLE : Certification label ‘Anglophone honeycomb’
Every selected film will be able to add the logo and the credit « Selected by the Festi-Short of the Anglophone Honeycomb » to their record. For each selected film, the director can book up to 3 free tickets, subject to availability.

7 th ARTICLE : Short films’ utilisation
If selected, the director allows up to 3 screenings of their film, and the production and diffusion of the documents used for publicity during the 2022 edition of the Festi-Short, without a financial compensation.
The director confirms all of those conditions are allowed for the organiser to run the festival.
The Festi-short festival reserves the right to screen the selected short films up to 3 more times in the 10 years after the end of the 2022 edition. This allows the organiser to use those for promotional events or to create a ‘best of’.

8th ARTICLE : Contest and prizes
During the contest, the screenings of the short films will take place at Avignon or in the Vaucluse. No directors can pretend to a share of the income for the screening of their movie. Several prizes will be awarded.

• Best sound
• Best editing
• Best actor and actress first language
• Best actor and actress second language
• Vote of the audience

Prizes with monetary value

300€ will be awarded to the best film
100€ will be awarded to the best subtitles
100€ will be awarded for the vote of the audience
80€ will be awarded for the best production, offered by ElsaLgy_Vid
We reserve the right not to award a prize that does not have a monetary value. Other monetary awards might be associated for certain prizes. The selected directors will be let known of those possible additional awards.

9th ARTICLE: Terms and conditions
Participating in the festival implies an agreement without reservation to the terms of the hereby rules. The decisions of the shortlisting committee and the jury are final and cannot be contested.

10th ARTICLE: Cancellation or modification
If the aforementioned festival was adjourned or cancelled without indemnity, in a case of emergency according to the law and legal precedent and if the health crisis prevents the organiser to run the festival, they reserve the right to modify the rules of the contest to make sure the festival runs smoothly.

ARTICLE 1 : Date et lieu du festival
La 1ère édition du Festi-Short du Printemps Anglophone aura lieu du 12 au 15 mai 2022 sous toute réserve de modification, report et annulation, en raison des mesures de restrictions prises dans le cadre de la crise sanitaire de la COVID-19 ou en cas d’autre force majeure. Il se tient dans le cadre du Printemps Anglophone.

L’édition 2022 est soutenu par l’association Les Rencontres du Chapeau Rouge, ses partenaires, l’Université d’Avignon, la Ville d’Avignon et la commission des films du Luberon.
Le concours des courts-métrages sélectionnés se déroulera à Avignon (et éventuellement dans d’autre lieux dans le Vaucluse) et est ouvert à tous (amateurs et professionnels). Le concours est également ouvert aux premiers films.

ARTICLE 2 : Les critères requis
Le thème du festival sera les rencontres des cultures. Les films doivent être des courts-métrages et devront durer entre 5 et 25 minutes.
Ils devront être en anglais ou bilingues (français – anglais). Si le film est bilingue, l’anglais devra être utilisé de manière intégrale et ne devra pas être utilisé accessoirement sur quelques phrases.
Les activités du festival sont basées sur des valeurs non discriminatoires. Tout court-métrage d’une nature homophobe, sexiste, pornographique ou raciste n’est pas admissible.
Le réalisateur est tenu de se mettre en conformité avec la législation en cours et les services fiscaux et sociétés de droits d’auteur et droits voisins (SACD, SACEM ou autres). En qualité d'employeur du personnel attaché au court-métrage, il assure les rémunérations, charges sociales et fiscales comprises, des comédiens, techniciens, attachés de presse et de toute autre personne engagée. Il lui appartient notamment de solliciter, en temps utile, et auprès des autorités compétentes, les autorisations nécessaires pour l'emploi éventuel de mineurs ou d'artistes étrangers.
Plus généralement il est attendu d’obtenir toutes les autorisations nécessaires pour la projection et promotion du film dans le cadre du Festi-Short.
Les sous-titres français sont conseillés.
S’il n’y en a pas, nous pourrons les prendre en charge moyennant paiement. Si cette option est choisie, le film ne pourra pas concourir au prix des meilleurs sous-titres. Les supports retenus sont les fichiers numériques HD - MOV, AVI ou MP4.

ARTICLE 3 : Envoi de films
Les courts-métrages devront être inscrits sur FilmFreeway. Un réalisateur peut envoyer plusieurs courts-métrages, mais chaque film devra faire l’objet de sa propre inscription. Pour chaque court-métrage, le réalisateur devra fournir le dossier complet du film (le synopsis, la fiche technique et artistique du film) et pour chaque interprète, la mention langue maternelle/deuxième langue, son palmarès, son soutien, ses partenaires, et sa catégorie (étudiant/amateur/professionnel), deux photos du film libre de droit ou avec la mention de tout crédit obligatoire et la biographie/ filmographie du réalisateur. Ils devront être envoyés avant le 16/03/2022.
La fiche d’inscription doit aussi préciser si la bande son est libre de droit ou s’il nécessite une déclaration à la SACEM.
Le cas échéant, le collectif prendra en charge les frais associés avec la diffusion de la musique auprès de la SACEM.
Le réalisateur autorise l’organisateur à utiliser et diffuser un extrait de 3 minutes maximum pour la promotion du festival via le site Internet (www.printempsanglophone.org) et les réseaux sociaux ou autre.
Le réalisateur autorise l’organisateur (ou ses mandataires) à prendre et diffuser des photos lors du festival dans le but de promouvoir le Festi-Short. Les participants conservent 100% des droits de leurs films.

ARTICLE 4 : Coût de l’inscription
L’inscription au festival est gratuite. Tous frais supplémentaires concernant l’envoi des courts-métrages sont à la charge des participants.

ARTICLE 5 : Sélection des films
Un comité de présélection sera désigné par les organisateurs au sein de l'association. Aucun film reçu après la date butoir (voir article 3) ne sera examiné pour l'édition du festival 2022. Les délibérations du comité de présélection sont confidentielles et non sujettes à réclamations. Les candidats faisant partie de la sélection officielle seront avertis par courrier électronique.

ARTICLE 6 : Label Printemps Anglophone
Tous les films retenus pour le concours pourront ajouter la mention et le logo « primé au Festi-short du Printemps Anglophone » sur la fiche du court-métrage. Pour chaque film retenu, le réalisateur pourra réserver jusqu’à 3 billets offerts, sous réserve de disponibilité.

ARTICLE 7 : Exploitation des courts-métrages
En cas de sélection, Le réalisateur autorise un maximum de 3 projections du film, et la production et diffusion des documents de communication, lors de l’édition 2022 du Festi-Short sans aucune contrepartie financière.
Le réalisateur confirme que l’ensemble des droits sont accordés à l’organisateur du Festi-Short pour assurer le festival.
Le festival du Festi-Short se réserve le droit de rediffuser les courts-métrages retenus jusqu’à 3 fois supplémentaires dans les 10 ans après la fin de l’édition 2022. Ceci permet aux organisateurs des événements promotionnels ou de type ‘best of’.

ARTICLE 8 : Concours et remise de prix
Durant le concours, les courts-métrages seront diffusés à Avignon/ dans le Vaucluse. Aucun des auteurs du court ne pourra prétendre à rémunération pour la diffusion de son film pendant le festival. Plusieurs prix seront décernés :

• Meilleur film étudiant
• Meilleur sous-titres
• Meilleure réalisation
• Meilleure photographie
• Meilleur son
• Meilleur montage
• Meilleur interprète langue maternelle
• Meilleur interprète deuxième langue
• Vote public
Prix avec récompense pécuniaire
Un prix de 300€ sera accordé au lauréat du meilleur film
Un prix de 100€ sera accordé au lauréat des meilleurs sous-titres
Un prix de 100€ pour le vote du public
Un prix de 80€ pour la meilleure réalisation, offert par ElsaLgy_Vid
Nous nous réservons le droit de ne pas remettre certains prix à l’exception de ceux associés à des récompenses monétaires. D’autres récompenses pécuniaires pourront être associées à certains prix. Les réalisateurs retenus seront tenus au courant de ces éventuelles récompenses supplémentaires.

ARTICLE 9 : Règlement
La participation au Festival implique l’acceptation sans réserve des termes du présent règlement. En aucun cas, les décisions du comité de présélection et d’organisation et du jury ne pourront être contestées.

ARTICLE 10 : Annulation ou modification
Dans le cas ou le présent festival se trouverait suspendu ou annulé de plein droit et sans indemnité aucune, en cas reconnu de force majeure par la loi et la jurisprudence et si la crise sanitaire empêche le bon déroulement du festival, les organisateurs se réservent le droit d’apporter des modifications aux règlements pour assurer le bon déroulement du festival.
