The Uruguayan Film School (ECU) and Cinemateca Uruguaya call to participate in the 23 International Film Schools Festival, to be held in Montevideo from August 15 to 18, 2023.
RULES:
1.- Participants may submit short films completed after January 1st, 2022 and made only by students from film and audiovisual schools or professional training institutions (tertiary level) from any country in the world. The student status must be properly demonstrated.
2.- Short films may be submitted in any of the following categories: fiction, non-fiction and/or animation. Each institution may submit up to 3 (three) short films in each category. If an institution decides not to participate in the pre-selection, students may participate individually; in this case, each student may submit up to 2 (two) short films in each category. The maximum duration of each work must be 30 (thirty) minutes.
3.- Films may be produced in any format but must be submitted for selection exclusively in digital format and in quality suitable for theatrical screening. The required format is: 2K Native (2048x1080), 2K Flat (1998x1080) or Full HD (1920x1080). Compression must be H264 (.mov or .mp4) with AAC audio.
4.- If the language of the short film is not Spanish, it must be subtitled in Spanish or English. In case the short film is selected and does not have Spanish subtitles, a list of dialogues in Spanish or English must be submitted (see section 5). Short films that are not spoken in Spanish and do not have subtitles or a list of dialogues in Spanish or English will not be selected.
5.- Registration will be done exclusively through the FilmFreeway platform, by registering for free and completing the online registration, with no fee, at: https://filmfreeway.com/FIEC-Uruguay
The online registration will be considered complete when the following items have been included:
- complete short film form, including contact information.
- name of the film school or university represented, clearly identified
- list of dialogues in Spanish and/or English (Word or .txt format), if the original language is other than Spanish.
- a minimum of three stills from the film in jpg or png format, 300 dpi.
- photo of the film director (300 dpi).
- link to view and/or download the short film in projection format (see section 6).
6.- For screening during the pre-selection process, the short films submitted must have an online version (Vimeo, YouTube or similar) and another (it can be the same) for free download in case of being selected (Dropbox, Vimeo, Drive or similar, free of charge and with NO requirement of access permission or registration; DO NOT use WeTransfer or any other services with expiration date). See format in section 3.
7.- The submission deadline of international short films is Sunday, April 30, 2023; and for Uruguayan short films ONLY submission deadline is Friday, 30 June, 2023. Submissions made after these dates will not be considered.
8.- The reception of each work by the Festival will imply a pre-selection process. The final selection of short films in competition will be announced on www.ecu.edu.uy after July 17, 2023.
9.- The categories in competition are as follows:
• Best Fiction Film
• Best Non-Fiction Film
• Best Animation Film
• Best Ibero-American Film.
• Best Uruguayan Film.
• Special Mentions that each Jury considers to award.
10.- There will be two independent Juries. The Professional Jury will be composed of three qualified film experts, both academically and professionally, appointed by the Festival’s organization. At least one of them shall be of non-Uruguayan nationality. The Student Jury will be composed of three film and audiovisual students representing different tertiary training institutions in Uruguay, both public and private.
11.- The Jury cannot declare any of the categories under consideration as empty.
12.- The Jury's decision will be final and will be made public during the Festival's closing ceremony on Friday, August 18, 2023. It will then be published on the website www.ecu.edu.uy.
13.- The selected films will be screened during the four days of the Festival (August 15-18, 2023) at Sala Zitarrosa (Av. 18 de Julio 1012, Montevideo) and Cinemateca Uruguaya (Bartolomé Mitre 1236, Montevideo), if sanitary conditions allow it. Admission will be free of charge. At the same time, or alternatively, the selected short films will be broadcasted through The Uruguayan Film School's YouTube channel (www.youtube.com/user/ECUcinemateca) in which case express authorization will be required from the filmmaker and/or the institution. A selection of short films may also be exhibited at alternative venues for the Festival, in agreement with other public or private institutions in Uruguay.
14.- Screening schedule will be announced in the Festival's official program, as well as on the website www.ecu.edu.uy and ECU’s social media channels.
15.- The Festival may use excerpts and stills from the selected films to promote the event in the media, including the Internet.
16.- The short films submitted to the Festival, whether selected or not, will remain in the archive of the Uruguayan Film School exclusively for educational use.
17.- Short films that do not comply with the technical specifications requested for screening will be rejected by the Festival.
18.- The Festival organization will not cover in any case transportation, travel expenses or lodging for the authors of the selected short films. It is foreseen (although not assured) the possibility of calling Uruguayan students to host, on a voluntary basis, students from other countries who wish to attend the Festival.
19.- Any unforeseen situation not contemplated in these rules will be resolved by the jury, in agreement with the Festival’s organization.
20.- Submitting a film to the Festival implies full acceptance of these rules.
VERSION EN ESPAÑOL
La Escuela de Cine del Uruguay (ECU) y Cinemateca Uruguaya convocan al 23 Festival Internacional de Escuelas de Cine, a realizarse en Montevideo del 15 al 18 de agosto de 2023.
BASES:
1.- Podrán participar cortometrajes finalizados a partir del 1º de enero de 2022 y realizados únicamente por estudiantes de las escuelas e instituciones de formación profesional en cine y audiovisual (nivel terciario) de cualquier país del mundo, debidamente acreditados como tales.
2.- Los cortometrajes podrán pertenecer a cualquiera de las siguientes categorías: ficción, no ficción y/o animación. Cada institución podrá inscribir hasta 3 (tres) cortometrajes en cada categoría. En caso de que una institución decida no realizar una pre-selección, podrán participar individualmente sus estudiantes; en ese caso cada estudiante podrá inscribir hasta 2 (dos) cortometrajes en cada categoría. La duración máxima de cada trabajo deberá ser de 30 (treinta) minutos.
3.- Podrán estar realizados en cualquier formato, pero deberán presentarse para la selección exclusivamente en formato digital y en calidad apta para proyección. El formato requerido es: 2K Nativo (2048 x 1080), 2K Flat (1998 x 1080) o Full HD (1920 x 1080). La compresión debe ser H264 (puede ser .mov o .mp4), con audio AAC.
4.- En caso de que el idioma del cortometraje no sea español, deberá estar subtitulado al español o al inglés. En caso de ser seleccionado y no contar con subtítulos en español, se deberá enviar lista de diálogos en español o en inglés (ver numeral 5). Los cortometrajes que no sean hablados en español y que no cuenten con subtítulos o lista de diálogos no serán seleccionados.
5.- La inscripción se realizará exclusivamente a través de la plataforma FilmFreeway, registrándose gratuitamente y completando la inscripción online, sin costo, en: https://filmfreeway.com/FIEC-Uruguay
La inscripción online se considerará completa siempre que se hayan incluido los siguientes ítems:
- ficha del corto completa, incluyendo datos de contacto
- nombre de la escuela de cine o universidad que representa claramente identificada
- lista de diálogos en español y/o inglés (formato Word o txt), si el corto no es hablado en español.
- mínimo tres fotogramas de la película en formato jpg o png, 300 dpi.
- fotografía del director o directora (300 dpi)
- link de visionado y/o descarga del corto en formato de proyección (ver numeral 6).
6.- Para su visionado durante la pre-selección, los cortometrajes inscriptos deberán contar con una versión online (Vimeo, YouTube o similar) y otra (puede ser la misma) para su descarga gratuita en caso de ser seleccionado (Dropbox, Vimeo, Drive o similar, sin costo y que NO requiera solicitar permisos de acceso ni registro; NO usar WeTransfer u otros servicios con fecha de expiración). Ver formato en el numeral 3.
7.- El plazo límite de inscripción para cortometrajes internacionales es el domingo 30 de abril de 2023, mientras que para cortos uruguayos el plazo límite es el viernes 30 de junio de 2023. Las inscripciones realizadas después de cada una de esas fechas no serán tenidas en cuenta para la selección.
8.- La recepción de cada trabajo por parte del Festival implicará una instancia de preselección. La selección definitiva de cortos a concurso será anunciada en www.ecu.edu.uy a partir del 17 de julio de 2023.
9.- Las categorías en competencia son las siguientes:
• Mejor Ficción.
• Mejor No Ficción.
• Mejor Animación.
• Mejor Cortometraje Latinoamericano.
• Mejor Cortometraje Uruguayo.
• Menciones Especiales que cada Jurado considere otorgar.
10.- Habrá dos jurados, uno de profesionales y otro de estudiantes. El Jurado Profesional estará integrado por tres personas competentes en el arte cinematográfico, tanto por su trayectoria académica como profesional, designadas por la organización del Festival. Al menos una de esas personas será de nacionalidad no uruguaya. El Jurado Estudiantil estará integrado por tres estudiantes de cine y audiovisual representando a diferentes instituciones de formación de nivel terciario de Uruguay, tanto públicas como privadas. Cada jurado será independiente del otro.
11.- Los Jurados no podrán declarar desierta ninguna de las categorías en consideración.
12.- El fallo de ambos Jurados será inapelable y se hará público durante la ceremonia de clausura del Festival, el viernes 18 de agosto de 2023. Posteriormente se publicará en el sitio www.ecu.edu.uy
13.- Las obras seleccionadas se proyectarán durante los cuatro días del Festival (15 al 18 de agosto de 2023) en Sala Zitarrosa (Av. 18 de Julio 1012, Montevideo) y en Cinemateca Uruguaya (Bartolomé Mitre 1236, Montevideo), siempre que las condiciones sanitarias lo permitan. La entrada será libre y gratuita. Paralela o alternativamente los cortos seleccionados podrán ser difundidos a través del canal de YouTube de la Escuela de Cine del Uruguay (www.youtube.com/user/ECUcinemateca) en cuyo caso se requerirá permiso expreso a cada realizador y/o institución. Una selección de cortos podrá también ser exhibida en sedes alternativas del Festival, en acuerdo con otras instituciones públicas o privadas de Uruguay.
14.- Los horarios de proyección serán anunciados en el programa oficial del Festival, así como en el sitio www.ecu.edu.uy y demás medios de difusión de la ECU.
15.- El Festival podrá utilizar fragmentos y fotogramas de las películas seleccionadas para difusión del evento en medios de comunicación, incluyendo Internet.
16.- Los cortometrajes inscriptos en el Festival, seleccionados o no, permanecerán en el archivo de la Escuela de Cine del Uruguay exclusivamente para su uso académico.
17.- Los cortos que no cumplan con las especificaciones técnicas solicitadas para su proyección serán rechazados por el Festival.
18.- La organización del Festival no cubrirá en ningún caso pasajes, viáticos ni alojamiento para los autores de los cortos seleccionados. Está prevista (aunque no asegurada) la convocatoria a estudiantes uruguayos que puedan hospedar, de manera voluntaria, a estudiantes de otros países que deseen venir al Festival.
19.- Cualquier imprevisto no contemplado en estas bases será resuelto por el jurado, en acuerdo con la organización del Festival.
20.- La inscripción en el Festival implica la aceptación total de las presentes bases.
