6° Festival de Cine y Derechos Humanos de Vieques [FCDHV]

La 6ta edición Festival de Cine y Derechos Humanos de Vieques [FCDHV], se llevará a cabo del 20 al 22 de marzo de 2026 y surge de la necesidad de ampliar las alternativas culturales desde un enfoque social y comprometido hacia distintas problemáticas en torno a los derechos humanos, utilizando la imagen cinematográfica como medio sensibilizador.
REGLAMENTO Y CONDICIONES 2025
1 | FECHAS
La 6° edición del Festival de Cine y Derechos Humanos de Vieques (FCDHV) se llevará a cabo del 20 al 22 de marzo de 2026.
Podrán participar de la competencia las películas que abarquen la problemática social y de los derechos humanos, realizadas a partir del 1o de enero de 2024. La fecha límite de inscripción es el 1 de octubre de 2025.
2 | OBJETIVO DEL FESTIVAL
El Festival de Cine y Derechos Humanos de Vieques nace con el propósito de profundizar y visibilizar las problemáticas más urgentes para encontrar a través del arte nuevos espacios de empoderamiento que puedan a su vez ser replicados como herramientas de transformación individual y colectiva.
3 | SECCIONES Y ENFOQUE ANUAL DEL FESTIVAL
Esta sexta edición del Festival Internacional de Cine de Derechos Humanos de Vieques lleva el nombre de "Memorias del Agua" como tema central, porque el agua no es solo un recurso; es el latido de la vida, la memoria de nuestro planeta y un derecho humano fundamental.
El derecho al agua se deriva de los derechos a un nivel de vida adecuado, alimentación y vivienda adecuadas, salud y vida. Este derecho es fundamental para la vida digna y es una condición previa para la realización de otros derechos humanos.
Junto a personalidades locales, nacionales e internacionales, universidades, organizaciones sociales, comunicadoras y comunicadores, artistas, músicos y cineastas, buscaremos dar el mayor impacto posible a los reclamos de la sociedad civil respecto a este tema, por medio de actividades artísticas sensibilizadoras y debates constructivos.
4 | PARTICIPACIÓN E INSCRIPCIÓN
Podrán participar obras nacionales o internacionales, de carácter documental o de ficción, experimental, animación, videoclips, work in progress, y nuevos formatos audiovisuales, referidas a toda temática social y medioambiental que promueva de manera original, el respeto a los derechos humanos en su concepto más amplio. No podrán participar películas o videos patrocinados por empresas comerciales que resulten ser, por su contenido, vehículos de publicidad.
Si bien el festival prioriza para su selección las obras que no hayan sido exhibidas y estrenadas para su selección general, el equipo de programación evaluará cada caso para tomar las decisiones correspondientes. El responsable de cada película seleccionada se compromete a comunicar al Festival antes del 1 de octubre de 2025 cualquier proyección adicional del trabajo antes y durante la realización del Festival. Cada situación particular será evaluada por la Organización del Festival y podrá determinar la inclusión o exclusión de dicha película en la programación final.
El acto de inscripción otorga automáticamente al Festival el derecho al uso gratuito sin fines de lucro de fragmentos extraídos de la obra por una duración máxima de 3 (tres) minutos para la difusión promocional del Festival, tanto durante el Festival como en ocasión de muestras o eventos posteriores.
Las SECCIONES NO COMPETITIVAS del Festival son las siguientes: Infancia y Juventud, Memoria y Experimental.
5 | SELECCIÓN
El Comité de Selección se reserva el derecho de seleccionar las películas a programar en el Festival, de ubicar a las mismas en las secciones, competitivas o no, y de programarlas las cantidades de veces que considere oportuno.
Los autores de las obras seleccionadas serán notificados con el tiempo suficiente para que envíen una copia de proyección en formato y calidad de exhibición, a fin de mejorar la proyección de la misma. Los formatos de exhibición podrán ser los siguientes: mp4 ó .mov (cualquier otro formato requiere previa consulta).
Una vez seleccionado un trabajo y de no poder ser contactado el director, productor o cualquier otro contacto establecido en la ficha de inscripción, el festival tendrá el derecho de proyectar el screener de selección en caso de ser considerada como óptima su calidad.
Una vez seleccionada, ninguna película podrá retirarse del programa.
Para la exhibición de las películas seleccionadas, enviar al Festival el siguiente material antes del 30 de enero de 2026:
-Copia de exhibición de la película subtitulada al español (en caso de que la película esté en otro idioma) en formato mp4.
3. Si hubiese alguna especificación particular respecto al armado o chequeo de la copia de una película, esta deberá ser informada mediante una nota escrita por el productor al momento de entregar el material.
4. Los trabajos que participen deberán entregar un acoplado promocional de imágenes de la película. Si el material no fuese entregado, el Festival podrá copiar fotogramas y fragmentos (con una duración máxima de 3 minutos) de las películas seleccionadas para fines de difusión en su sitio de internet y otros medios de comunicación.
6 | TRADUCCIONES
Las películas no habladas en español, se proyectarán con subtítulos en español. Estos deben estar ya quemados en la copia final que se envía. Si la película posee audiodescripción para personas ciegas o subtitulado descriptivo para personas hipoacúsicas, notifíquelo en la ficha de inscripción.
7 | JURADOS
El Jurado estará compuesto por profesionales calificados ajenos a la organización del Festival.
Se evaluará la ficha de inscripción, debidamente completada en todas sus partes por el dueño de los derechos y el enlace de la película.
8 | COSTOS, ENVÍOS Y DEVOLUCIONES
La inscripción a este Festival, sin fines de lucro y con entradas en su mayoría gratuitas o muy económicas, NO PROVEÉ EL PAGO DE FEE DE PARTE DE LA ORGANIZACIÓN. En caso de que una distribuidora internacional lo requiera, el equipo de programación puede evaluar excepciones según el criterio de la Dirección Artística del Festival. La inscripción al Festival es gratuita, exceptuando las sesiones competitivas. En este caso, el costo es de $20 para Mejor largometraje ficción y documental. $15 para Mejor cortometraje ficción y cortometraje documental, así como Mejor animación o proyecto de nuevas tecnologías. La categoría Mejor filme de estudiantes tiene un costo de inscripción de $10. El Festival no aceptará envíos que incurran en costos de tasas, impuestos u otros cargos.
9 | CATÁLOGO, PRENSA, PROMOCIÓN
Los responsables de las películas seleccionadas se comprometen a incluir en todo su material de prensa y publicidad la frase “Selección Oficial del Festival de Cine y Derechos Humanos de Vieques” en su material y partes de prensa.
10 | MUESTRAS ITINERANTES
Las películas seleccionadas podrán ser incluidas, luego del Festival, en ciclos itinerantes sin fines de lucro organizados a lo largo del año en y fuera de Puerto Rico.
11 | ACEPTACIÓN
LA PARTICIPACIÓN EN EL 6° FESTIVAL DE CINE Y DERECHOS HUMANOS DE VIEQUES [FCDHV], IMPLICA EL CONOCIMIENTO Y TOTAL ACEPTACIÓN DE LAS PRESENTES BASES Y CONDICIONES. CUALQUIER EXCEPCIÓN, DUDA O CONFLICTO, SERÁ EVALUADA Y RESUELTA POR LA COMISIÓN ORGANIZADORA DEL FESTIVAL.

The 6th edition of the Vieques Film and Human Rights Festival [FCDHV] will take place from March 20 to 22, 2026, and arises from the need to expand cultural alternatives from a socially committed perspective to address various human rights issues, using cinema as a means of raising awareness.
REGULATIONS AND CONDITIONS 2025
1 | DATES
The 6th edition of the Vieques Film and Human Rights Festival (FCDHV)
will take place from March 20 to 22, 2026.
Films that address social and human rights issues, made after January 1, 2024, will be eligible to participate in the competition. The deadline for submissions is October 1, 2025.
2 | FESTIVAL OBJECTIVE
The Vieques Human Rights Film Festival was created with the purpose of exploring and highlighting the most pressing issues in order to find, through art, new spaces of empowerment that can, in turn, be replicated as tools for individual and collective transformation.
3 | ANNUAL FESTIVAL SECTIONS AND FOCUS
This sixth edition of the Vieques International Human Rights Film Festival bears the title "Memories of Water" as its central theme, because water is not just a resource; it is the heartbeat of life, the memory of our planet, and a fundamental human right.
This right is fundamental to a dignified life and is a precondition for the realization of other human rights.
Together with local, national, and international figures, universities, social organizations, communicators, artists, musicians, and filmmakers, we will seek to give the greatest possible impact to civil society's demands on this issue through awareness-raising artistic activities and constructive debates.
4 | PARTICIPATION AND REGISTRATION
National or international works of documentary or fiction, experimental works, animation, music videos, works in progress, and new audiovisual formats addressing any social and environmental theme that promotes respect for human rights in the broadest sense in an original way are eligible to participate. Films or videos sponsored by commercial companies that, due to their content, constitute advertising vehicles are not eligible to participate.
While the festival prioritizes for its selection works that have not been screened and premiered for its general selection, the programming team will evaluate each case to make the appropriate decisions. The person responsible for each selected film undertakes to inform the Festival by October 1, 2025, of any additional screenings of the work before and during the Festival. Each specific situation will be evaluated by the Festival Organization and may determine the inclusion or exclusion of said film in the final program.
Submission automatically grants the Festival the right to free, non-profit use of excerpts from the work, up to a maximum of 3 (three) minutes, for promotional purposes, both during the Festival and at subsequent screenings or events.
The Festival's NON-COMPETITIVE SECTIONS are as follows: Children and Youth, Memory and Experimental.
5 | SELECTION
The Selection Committee reserves the right to select the films to be programmed at the Festival, to place them in competitive or non-competitive sections, and to program them as many times as it deems appropriate.
The authors of the selected works will be notified in advance to send a screening copy in exhibition format and quality, in order to improve the screening. The screening formats may be as follows: mp4 or .mov (any other format requires prior consultation).
Once a work has been selected and the director, producer, or any other contact listed on the registration form cannot be contacted, the festival will have the right to screen the selection screener if its quality is deemed to be optimal.
Once selected, no film may be withdrawn from the program.
For the screening of the selected films, please send the following materials to the Festival by January 30, 2026:
- Screening copy of the film with Spanish subtitles (if the film is in another language) in MP4 format.
3. If there are any specific specifications regarding the assembly or verification of a film's copy, this must be communicated in a written note by the producer when submitting the material.
4. Participating works must submit a promotional clip of images from the film. If the material is not submitted, the Festival may copy stills and fragments (with a maximum duration of 3 minutes) from the selected films for dissemination on its website and other media.
6 | TRANSLATIONS
The non-speaking films s in Spanish will be screened with Spanish subtitles. These must be pre-burned in the final copy sent. If the film has audio description for the blind or descriptive subtitles for the hard of hearing, please indicate this on the registration form.
7 | JURIES
The Jury will be composed of qualified professionals from outside the Festival organization.
The registration form, duly completed in all its sections by the rights holder, and the film link will be reviewed.
8 | FEES, SHIPPING, AND RETURNS
Registration for this non-profit Festival, which mostly offers free or very affordable tickets, DOES NOT INCLUDE PAYMENT OF A FEE FROM THE ORGANIZATION. Should an international distributor require it, the programming team may evaluate exceptions at the discretion of the Festival's Artistic Director. Please notify fcdhvieques@gmail.com in advance.
Registration for the Festival is free, except for competitive sessions. In this case, the fee is $20 for Best Feature Fiction and Documentary. $15 for Best Short Fiction and Documentary, and Best Animation or New Technology Project. The Best Student Film category has a registration fee of $10. The Festival will not accept submissions that incur fees, taxes, or other charges.
9 | CATALOG, PRESS, PROMOTION
The producers of the selected films agree to include the phrase "Official Selection of the Vieques Film and Human Rights Festival" in all their press and advertising materials.
10 | TRAVELING SCREENINGS
The selected films may be included, after the Festival, in non-profit traveling screenings organized throughout the year in and outside of Puerto Rico.
11 | ACCEPTANCE
PARTICIPATION IN THE 6TH VIEQUES FILM AND HUMAN RIGHTS FESTIVAL [FCDHV] IMPLIES AWARENESS AND FULL ACCEPTANCE OF THESE TERMS AND CONDITIONS. ANY EXCEPTIONS, QUESTIONS, OR CONFLICTS WILL BE EVALUATED AND RESOLVED BY THE FESTIVAL ORGANIZING COMMITTEE.
12 | IMPORTANT DATES
Registration deadline: October 1, 2025.
Festival: March 20-22, 2026.
