In the summer of 2020, a new art festival, the Ibaraki Film Arts Festival, was born in Ibaraki City, Osaka Prefecture.
Due to the spread of the new coronavirus, many cultural events were forced to be canceled. In this situation, we launched an art festival that uses "film" as a means of expression and is accessible to everyone in any region, and widely solicited short films of 8 minutes 19 seconds or less from any region or age. 8 minutes 19 seconds is the "time it takes for light to reach us from the sun." We aimed to deliver the expression of the current era to many people beyond the region through "film," a work of light that has always faced itself and society sincerely, and to provide diverse perspectives in considering contemporary visual expression at the Ibaraki Visual Arts Festival so far, we have adopted a multifaceted evaluation process, including deliberations by judges based on specialized knowledge and experience, debates by citizen judges of multiple generations, and online voting that anyone can participate in, in order to provide diverse perspectives in considering contemporary visual expression. After that, we also held screenings and exhibitions at vacant facilities in Ibaraki City, creating a place for diverse visual experiences in the daily lives of citizens.
Now in its third year, the Ibaraki Visual Arts Festival has been renewed to consist of two pillars: the Competition, where works are submitted and judged by a new jury, and the Presentation, where the winning works are announced and screened at various locations in Ibaraki City. The Competition and Presentation will also have accompanying events, workshops, and pre-events to connect them, and the aim is for the festival to reach more creators and citizens over the two years from application to judging.
We hope that images, which are closely related to time, will connect the past and the present and serve as a catalyst for courageously stepping into the future.

2020年夏、大阪府茨木市に新たな芸術祭「茨木映像芸術祭/ Ibaraki Film Arts Festival」が誕生しました。
新型コロナウイルス感染拡大の影響により、多くの文化イベントが中止に追い込まれ、「表現すること」「感じること」についても制限を感じずにはいられない状況の中、「映像」を表現手段として、あらゆる地域のあらゆる人が触れることのできる芸術祭を立ち上げ、8分19秒以内の短編映像を地域・年齢問わず幅 広く募集しました。 8分19秒とは「太陽から私たちに光が届くまでの時間」です。いつの時代も自己や社会と真摯に向き合ってきたアートを「光」と捉え、実体のない光の作品である「映像」を通して、今という時代の表現を地域を越えて多くの人に届けることをめざしました。 これまでの茨木映像芸術祭では、現代の映像表現を考えるための様々な視点を与える試みとして、審査員による専門的な知識や経験による審議から、多世代からなる市民審査員の討論、誰もが参加できるインターネットによる投票など、多角的な評価を取り入れました。 その後、茨木市内の空き施設や上映展覧会を開催し、市民生活の中で幅広く映像体験ができる場を設けました。
第３回目を迎える今回、茨木映像芸術祭はリニューアルし、足かけ２年にわたる映像芸術祭は、作品募集と新たな審査員を迎え審査を行う「コンペティション」と、受賞発表と茨木市内各所での上映が行われる「プレゼンテーション」の二つの軸によってかたちづくられます。また「コンペティション」と「プレゼンテーション」の二つの軸には付随するイベントやワークショップ、それらを繋ぐプレイベントなども予定しており、応募から上映まで２年間を通じて、より多くのクリエイターや市民に届けることのできる芸術祭を目指します。
時間と密接に関わる「映像」が、過去と現在をつなぎ、勇気を持って未来に踏み出すものになることを願って。
