The Founding of the United States presented an almost unique case in the history of foreign policy. Early Americans lived on vast and lightly populated continent, facing few conventional military threats. The great European empires were mostly oceans away—in the age of sail, a long, arduous, and often dangerous journey.

America’s Founders understood the uniqueness of their young republic’s situation and worked to preserve those advantages for as long as possible. They believed in nonintervention, prioritized internal economic development, built a military strong enough to deter any threat, and sought to maintain America as the dominant power in the Western hemisphere.

The Founders’ vision for American foreign policy held fast—with ups and downs—until the end of the 19th century. Beginning with America’s entry into the Spanish–American War in 1898, our country’s foreign policy began to change, leading to our intervention in two World Wars, leadership in the Cold War, and the “democracy wars” that followed 9/11.

But the big debates about America’s proper role in the world were never really settled. Is the internationalism that a majority of the American people believed was necessary throughout the second half of the 20th century still called for today? Not everyone agrees—which is one reason why foreign policy in the early 21st century has become so contentious.

My name is Michael Anton, and I’m a lecturer in politics at Hillsdale College. I also served on the National Security Council in both the George W. Bush and Trump White Houses during times of great tumult. Over the past five years, it has been my pleasure to introduce Hillsdale students to the core concepts and debates at the heart of American strategy. It is my honor now to present this course from Hillsdale College entitled, “American Foreign Policy.”

As a school that works tirelessly to pass on the American Founders’ timeless wisdom, we believe our students ought to learn from the triumphs and trials of the statesmen who have helped our country navigate an often perilous world. This debate is more relevant than ever as the Cold War-9/11 foreign policy consensus fades into the past.

Speaking at the 14th annual Aspen Security Forum on Thursday (20 July 2023), Deputy Secretary General Mircea Geoană outlined the major decisions taken at the recent Vilnius Summit to strengthen NATO and ensure its ongoing adaption to a more dangerous world.

The Deputy Secretary General highlighted the decisions on the most robust and detailed defence plans since the Cold War, the enduring commitment to invest more in defence, and the strong package of support to bring Ukraine closer to NATO than ever before. He also outlined that increased resilience and innovation requires closer and deeper cooperation between NATO, the private sector, and its partners around the world.

Mr Geoană participated in a discussion on the Vilnius Summit outcomes with David Sanger, White House and National Security Correspondent at The New York Times. He also took part in a panel discussion on the future of European security and defence with Geoffrey van Leeuwen, Foreign Affairs and Defence Advisor to the Prime Minister of the Netherlands, and Tom Tugendhat, Minister for Security of the United Kingdom. The panel discussion was moderated by Peter Spiegel, U.S. Managing Editor at Financial Times.

During his visit, Mr Geoană also met with Ambassador Bonnie Jenkins, U.S. Under Secretary for Arms Control and International Security Affairs, Christine Wormuth, U.S. Secretary of the Army, and Michael Froman, President of the Council on Foreign Relations.
ASEAN Summit
The ASEAN Summit is the highest policy-making body in ASEAN comprising the Heads of State or Government of ASEAN Member States. As per regular practice, the ASEAN Summit Meetings shall be held twice annually at a time to be determined by the Chair of the ASEAN Summit in consultation with other ASEAN Member States, to be hosted by the ASEAN Member State holding the ASEAN Chairmanship. The First ASEAN Summit was held in Bali, Indonesia on 23-24 February 1976.

The ASEAN Summit may also be convened whenever necessary, as special or ad hoc meetings to be chaired by the Member State holding the ASEAN Chairmanship, at venues to be agreed upon by ASEAN Member States. Such Summits were held in April 2020, namely the Special ASEAN Summit and Special ASEAN Plus Three Summit on Coronavirus Disease 2019 (COVID-19). As stipulated in Article 7 of the ASEAN Charter, the ASEAN Summit shall:

be the supreme policy-making body of ASEAN;
deliberate, provide policy guidance and take decisions on key issues pertaining to the realisation of the objectives of ASEAN, important matters of interest to Member States and all issues referred to it by the ASEAN Coordinating Council, the ASEAN Community Councils and ASEAN Sectoral Ministerial Bodies;
instruct the relevant Ministers in each of the Councils concerned to hold ad hoc inter-Ministerial meetings, and address important issues concerning ASEAN that cut across the Community Councils. Rules of procedure for such meetings shall be adopted by the ASEAN Coordinating Council;
address emergency situations affecting ASEAN by taking appropriate actions;
authorize the establishment and the dissolution of Sectoral Ministerial Bodies and other ASEAN institutions; and
appoint the Secretary-General of ASEAN, with the rank and status of Minister, who will serve with the confidence and at the pleasure of the Heads of State or Government upon the recommendation of the ASEAN Foreign Ministers Meeting.
Major sectoral bodies/committees
The ASEAN Coordinating Council (ACC) is the body responsible for preparing for the ASEAN Summit. The ACC also coordinates the implementation of agreements and decisions of the ASEAN Summit, coordinates the reports of the ASEAN Community Council to the ASEAN Summit, and undertake other functions as may be assigned by the ASEAN Summit.

ASEAN Summit Documents
The ASEAN Summit’s staple document is the Chairman’s Statement, which summarizes/takes stock of ASEAN’s achievements and expected deliverables of a Chairmanship year. Additionally, numerous documents are also considered and adopted by the Leaders at the ASEAN Summits, on key issues pertaining to the realization of the objectives of ASEAN, important matters of interest to Member States and all issues referred to it by the ASEAN Coordinating Council, the ASEAN Community Councils and ASEAN Sectoral Ministerial Bodies.

Italian Prime Minister Giorgia Meloni met US President Joe Biden at the White House late on Thursday, reaffirming the strong bilateral relationship and their will to strengthen cooperation to respond to the challenges posed by China.

Meloni’s visit to Washington DC comes ahead of the upcoming Italian presidency of the G-7 nations in 2024, and is part of a foreign relations’ strategy that the far-right leader is pursuing in Europe and abroad to strengthen Italy’s international role.

Biden welcomed Meloni at the White House saying they had "become friends," even if at first the US president was “wary” of Italy's conservative leader, who is emerging as the far-right rising star in Europe.

After last year's election results, which confirmed Meloni’s wide popular support, Biden warned liberals against the dangers posed by the far-right for Western democracies.

The two leaders also differ strongly over LGBTQ+ rights, on which the Italian premier and her right-wing coalition have started controversial battles, including new rules that limit same-sex couples’ parental rights.

"Our relations are strong," Meloni said at the beginning of the Oval Office meeting. "They cross governments and remain solid regardless of their political colors. We know who our friends are in times that are tough."

From his side, Biden complimented Italy on what he defined a “strong stance” on the war in Ukraine, which Rome has pledged to support both militarily and financially, until needed.

In a joint statement, the two leaders also emphasized their will to strengthen dialogue on the "opportunities and challenges posed by the People's Republic of China."

Meloni has to make a decision in the coming months over whether to maintain Italy's membership in Beijing's Belt and Road (BRI) infrastructure plan, a program which Washington has been fiercely opposing.

Italy in 2019 became the first and only G-7 nation to join China's initiative, which critics say would give Beijing control of key technologies and infrastructures.

Meloni said in May it was possible to maintain good relations with Beijing without being part of the plan, suggesting it may exit the agreement.

On Thursday Meloni also announced she plans to visit China in one of her next diplomatic trips, when she could meet with Chinese President Xi Jinping.
