Join the Call for Policy Briefs of the “Youth Forum 2022 – Youth Policy Lab for Climate Action!
The Youth Forum initiative is part of the Rome MED Conference, promoted by ISPI and the Ministry of Foreign Affairs and International Cooperation and implemented in cooperation with the Representation of Italy to the European Commission, the Organisation for Economic Co-operation and Development (OECD), Boston Consulting Group (BCG), and the United Nations Industrial Development Organization (UNIDO).
This year’s edition will take an entirely new format to provide the region’s youth with an opportunity to strengthen and further develop climate change policies and practices in the broader Mediterranean.
Thematic Focus
Climate insecurity has become a growing challenge on both sides of the Mediterranean. In this context, efforts to globally reduce the impact of climate change need to go hand in hand with attempts to strengthen and integrate the resilience of countries in the broader Mediterranean that are most vulnerable to its effects. So, how will new generations in the region answer to tackle the most significant challenges the world is facing?
By gathering young leaders from both shores of the Mediterranean, this Call for Policy Briefs aims to promote innovative policy proposals and solutions to limit the region's impact on global warming and accelerate adaptation to climate effects. Participants will have the opportunity to propose, discuss and exchange ideas on critical issues in the Mediterranean area, contributing to policy-shaping solutions for the region.
Intending to exemplify the goals set by the recent United Nations climate change conferences in the United Kingdom and Egypt, each participant is called upon to produce a Policy Brief with relevant solutions for the Mediterranean region in one of the following two objectives:
· Climate Mitigation
· Climate Adaptation
Successful candidates will have the opportunity to present and discuss their policy proposals in an active workshop during the Youth Forum in Rome (scheduled on 1-3 December). The best policy recommendations will then provide the basis for the draft of a dedicated “Youth Program for Climate Action in the Mediterranean”, which will be presented during the Rome MED Conference.
This week in Los Angeles, California, SBA and Operation Hope announced a collaboration to empower Black-owned small businesses. The new alliance will help introduce business owners from historically underserved communities to counseling and learnings aimed at lowering barriers to accessing capital, developing relationships up and down the supply chain, and generating new revenue streams to scale for success.

Two Italian tapestries—one depicting a noble coat of arms and the other depicting the “return of the Ark of the Covenant”—were returned to Italy after being tracked by the FBI in the U.S.
FBI Art Crime Team agents recently returned several pieces of historical artwork back to their rightful owners—the Italian government. This is the second in a two-part series.
The FBI’s Italian counterparts, known as the Carabinieri, regularly search for Italian art and cultural property that has been taken out of the country—sometimes many decades ago.
Recently, the Carabinieri's Tutela Patrimonio Culturale (TPC), which translates to Protection of Cultural Heritage, discovered several pieces of historical art that had been thought lost forever.
16th Century Tapestries
Last year, an online publication featured a restored historical home in Florida. One of the photos showed a 16th century tapestry—missing since it was stolen in 1995. The Italians flagged the photo for the FBI’s liaison in Rome, as they believed the piece rightfully belonged to Italy.
“The Italian government and the U.S. government work very closely on art crime matters, and we’ve been doing so for years,” said Special Agent Marc Gervasi of the FBI’s Miami Field Office, who worked this case. “We’ve had a lot of success in repatriating items stolen from Italy, and Italy helps the FBI with investigations in significant ways.”
Gervasi and his colleagues approached the owner, who had bought the tapestry 22 years prior, and explained that the piece belonged to Italy. It had been stolen before the current owner bought it. The owner graciously agreed to return it.
Considering the owner purchased the piece for $27,000, it was no small sacrifice.
“They could’ve said talk to my attorney, or Italy can talk to my attorney,” Gervasi said. “It could’ve been a battle, but they chose to help law enforcement. They really wanted it to go back to the original owner.”
Similarly, the FBI’s Miami Field Office learned in May that a gallery in Jacksonville had another Italian tapestry, also believed to be from the 16th century, for sale on their website.
It had been stolen from the same gallery in Milan, Italy, in 1995. It entered the legitimate art market sometime after that and was sold for $55,000 in 2003.
Neither the gallery owner nor the homeowner had the provenance, or the ownership history, of the tapestries.
“Requesting a provenance on a piece of art can help the buyer determine the veracity and history the art,” Gervasi said. “If a seller cannot provide a provenance, the buyer should consider if they want to continue with that purchase.”
The gallery, upon learning of the history of the tapestry agreed to turn it over. “The gallery owner showed us the tapestry and said it was his favorite piece in the gallery. He had an emotional attachment to it,” Gervasi said.
By June, the FBI had the second tapestry.
Both tapestries, along with several other pieces of Italian art that the FBI had helped track down in the U.S., were then returned.
Historic Gold Coins
In 1977, 6,000 gold coins were stolen from the National Archeological Museum in Naples, Italy, as part of a massive art heist.

Decades later, in 2021, the Carabinieri TPC spotted one of the coins for sale at a Philadelphia auction house. The coin depicts the head of Nero, the fifth emperor of Rome.
The longstanding partnership among the FBI, the local U.S. attorney’s office, and the Italian investigators meant the Italian authorities got the FBI all the information they needed to reach out to the owner before the coin could be sold.
The FBI worked with the person who was trying to sell the coin and the auction house to take custody of it and return it back to Italy.
“Without their cooperation and their assistance, we wouldn’t have had this successful repatriation,” said Special Agent Jake Archer of the FBI’s Philadelphia Field Office, who investigated the gold coin matter.
Archer said it was important to return the coin to Italy where it belonged, given that it’s part of Italy’s cultural history dating back to 61 AD.
“These are important pieces of our collective past,” he said. “The coins tell an important story about history and culture. Each one has its own individual story.”

Declaration of Leaders’ Summit on Global Food Security
We, the leaders of the Governments of Spain, and the United States of America, the African Union, the European Union, Colombia, Germany, Indonesia, Nigeria, having met on September 20, 2022, affirm our commitment to act with urgency, at scale and in concert, to respond to the urgent food security and nutrition needs of hundreds of millions of people around the world.
Food systems and global food security are at a critical moment. The compounded impacts from a global pandemic, growing pressures from the climate crisis, high energy and fertilizer prices, and protracted conflicts, including Russia’s latest invasion of Ukraine have disrupted production and supply chains and dramatically increased global food insecurity, especially for the most vulnerable.
We can only overcome global food insecurity by working together to create innovative partnerships – including international financial institutions and other key stakeholders – within the global community. We commit to strengthen international cooperation and partnership initiatives between the United Nations and regional and sub-regional organizations as well as civil society organizations. As of September 20, 2022, over 100 United Nations Member States have endorsed the Roadmap for Global Food Security – Call to Action.
We underscore the need to act with sustained urgency and in coordination to fulfill the goals of the 2021 Food Systems Summit - as well as to respond to immediate humanitarian needs and build more resilient agriculture and food systems along these seven specific lines of action:
Make new, additive financial donations to key humanitarian organizations to allow for an increased provision of immediate life-saving humanitarian assistance wherever possible;
Provide, where possible and as needed, in-kind donations and necessary associated costs to key humanitarian organizations for transportation and delivery of food commodities based on assessed needs by governments of affected countries or humanitarian organizations;
Keep food, fertilizer, and agricultural markets open and avoid unjustified restrictive measures, such as export bans on food and fertilizer, which increase market volatility and threaten food security and nutrition at a global scale;
Support an increase of fertilizer production, where possible and as needed, in order to compensate for shortages, accelerate and scale-up fertilizer innovations, support their marketing, and promote methods to maximize fertilizer efficiency
Accelerate efforts to support sustainable agriculture and food systems, through strengthening agricultural productivity, particularly in the most affected countries to build their resilience and support domestic production, including as appropriate through efforts to support an energy transition that is just and equitable, to make them more resilient and available to producers of all scale, including small holder farmers;
Increase investments in research and technology to develop and implement science-based and climate-resilient agricultural innovations, including seeds, that contribute to building sustainable and resilient agricultural sectors and food systems; and
Monitor markets affecting food systems, including futures markets, to ensure full transparency, and to share reliable and timely data and information on global food market developments, especially through the relevant international organizations.

Justice Department Launches Nationwide Initiative to Combat Unlawful Acts of Hate

Attorney General Merrick B. Garland announced today during the White House United We Stand Summit that over the next year, all 94 U.S. Attorneys’ Offices (USAOs) will host a new nationwide initiative to combat unlawful acts of hate. The United Against Hate program is convening local forums that connect community groups to federal, state, and local law enforcement to increase community understanding and reporting of hate crimes; build trust between law enforcement and communities; and create and strengthen alliances between law enforcement and other government partners and community groups to combat unlawful acts of hate.

“The pandemic is over,” he said. “We still have a problem with COVID. We're still doing a lot of work on it. But the pandemic is over. if you notice, no one's wearing masks. Everybody seems to be in pretty good shape. And so, I think it's changing. And I think this is a perfect example of it.”
This surprised the president’s top health officials, according to Politico.
On Monday, Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases and the president’s chief medical adviser, told Politico, “What he really meant is that the very severe stage of the pandemic of having … 3,000 deaths a day — that stage is no longer present,” but that “people should not be cavalier that we’re out of the woods.” However, Republicans are seizing on this opportunity to further question the administration’s request for $22 billion for covid in as part of a continuing resolution as well as the administration's COVID policies.
Sen. Richard Burr, ranking member of the Senate Health, Labor and Pensions Committee, wrote a letter to the Biden on Monday that questioned the actions of the administration given the president’s declaration.
“If that is the case and you, as president, direct policy of your administration, I have questions about actions your administration is taking that do not align with your announcement,” Burr stated in the letter. “Without a clear plan to wind down pandemic-era policies, the deficit will continue to balloon and the effectiveness of public health measures will wane as the American people continue to be confused by mixed messages and distrust of federal officials.”
The senator’s questions included how the administration would now handle the emergency declaration for the pandemic, the Centers for Disease Control and Prevention’s masking guidance and the use of the covid pandemic to forgive student loans.
Burr also asked questions specifically pertaining to the federal workforce: “With the pandemic being over, when will vaccination requirements for federal workers and contractors end? Immediately? Within 15 days? 30 days?” Also, “Will you finally direct federal workers who were onsite prior to the pandemic to return to work in person?”
The vaccine mandates for federal employees and contractors are currently not being enforced due to ongoing litigation and last month the Biden administration’s Safer Federal Workforce Task Force relaxed its testing and vaccination guidance for federal employees and contractors. The task force also has been issuing guidance for agencies’ entry plans, which have varied among agencies and in some cases, sub-components. Government Executive asked the Office of Management and Budget, whose director is a member of the task force, for comment on both, but it did not respond by the time of this article’s publication.
Additionally, a group of 17 House Republicans called on Biden Monday to terminate the national emergency for the pandemic following the interview, saying the authorities it granted the federal government are unnecessary.
“Under the emergency declaration, the federal government is estimated to have spent upwards of $10 trillion, resulting in an economic crisis, record inflation, and contributing to our nearly $31 trillion national debt,” they wrote.
More lawmakers, beyond the 17, have also called for this termination.
“The COVID Public Health Emergency remains in effect [and] HHS will provide a 60-day notice to states before any possible termination or expiration,” Sarah Lovenheim, spokesperson for the Health and Human Services Department, tweeted on Monday afternoon. “As we’ve done previously, we’ll continue to lean on the science to determine the length of the [emergency.”
