REGULATION 2023
1. OBJECTIVES
The 12th FICEE - International Festival of Educational and Spiritual Cinema of Ciudad Rodrigo, aims to disseminate the educational, social and spiritual cinema that is made throughout the world.
The theme of the festival will therefore be educational, social and values; including all those films that favor child development in all its aspects. Value films that deal with the issue of human rights, as well as intercultural dialogue. The films of ethnographic theme, social denunciation or commitment to the development of the culture of Peace will also be accommodated. Regarding the spiritual theme, this is a very broad section where religious and / or spiritual cinema films will be accommodated regardless of the confession and creed of the film and its authors.

The twelfth edition of the FICEE will be held from 17 to 29 April 2023

2. SECTIONS
The Festival will consist of the following sections:
A. OFFICIAL SECTION
Feature films and short films may participate in the fiction, documentary or animation modalities produced after January 1, 2021 of any nationality.
Films with a minimum duration of 60’ will be considered as a feature, including credits.
Movies with a maximum duration of 20' will be considered short films, including credits.
In the documentary section they can choose documentary films with a maximum duration of 30’ including credits.
The 12th Edition of FICEE will have preference for works not previously exhibited but will admit in the Official Section films that have been commercially exhibited or have been presented at any other festival.
Movies that have already been presented in a previous edition of FICEE will not be accepted.
B. NO- OFFICIAL SECTION
Feature films and short films may be shown in the fiction, documentary or animation modalities produced after January 1st, 2021 that the organization deems appropriate for its theme within the parallel programming that the festival can perform
Movies that have already been presented in a previous edition of FICEE will not be accepted.
3. VERSIONS
All the films participating in the different sections will be presented in original version and those whose original language is not Spanish, MUST INCLUDE SUBTITLES IN SPANISH, EVEN FOR SELECTION COPIES.
4. REGISTRATION AND DOCUMENTATION
Registration forms must be completed through the festival website (www.ficee.es) prior to January 15th, 2023 in all categories.
DIRECT REGISTRATION THROUGH THE FESTIVAL WEB.
Three periods of movie presentation time are established:
I) FIRST PERIOD, from August 15, 2022 to October 31, 2022: Registration will be FREE
II) SECOND PERIOD, from November 1 to December 14, 2022: To complete the registration you must pay the amount of 4€ for registration.
III) THIRD PERIOD, from December 15, 2022 to January 15, 2023: To complete the registration you must pay the amount of 10€ for registration.
The registration payment will be made by bank transfer indicating in the concept: Registration of the film “…….” In the 12th FICEE; The title of the film as well as that of the person and / or producer who enters the work must be clearly reflected. The account number is as follows:

B. REGISTRATION BY DIGITAL PLATFORMS
They may register through the FESTHOME CLICKFORFESTIVALS or FilmFreeway platforms prior to January 15, 2023. The periods and prices of the fees will be the same as described above.
THE REGISTRATION OF FILMS BY ANY OF THESE PLATFORMS IMPLIES THE ACCEPTANCE OF THE PRESENT BASES.
C. SHIPPING METHODS
Films may be presented to FICEE in two ways:
I) Online, by download or viewing link for all those who have registered through the FESTHOME CLICKFORFESTIVALS, FilmFreeway platforms or directly through the Festival website www.ficee.es
II) By postal mail to the headquarters of the FESTIVAL:

D. MATERIAL TO BE SENT
The following documentation must be sent to the Festival offices before the date indicated:
I) Full copy of the movie in its final version on DVD PAL ZONE 2 support, data DVD with the movie file in .MP4 or .MOV or download link of the movie in digital format in any case with Spanish subtitles in the case that your original language is not this language.
II) Registration form duly completed and signed
III) Three photographs on digital media with a minimum resolution of 300 dpi of movie scenes.
IV) Synopsis of the film (maximum 8 lines).
V) Director's bio-filmography.
VI) It is necessary and obligatory to be able to be selected in any of the sections of the Festival, that all the fields of the registration form are completed and that the documentation required in the previous points be delivered within the established deadlines. Otherwise, movies may be excluded from the selection process.
VII) DVDs sent for pre-selection will not be returned unless expressly requested within one month from the end of the Festival.
SHIPPING AND RETURN EXPENSES WILL NOT RUN IN ANY CASE ON THE ACCOUNT OF THE FICEE ORGANIZATION.
E. REGISTRATIONS SHOULD BE ADJUSTED TO THE FOLLOWING DEADLINES:
I) For selection, submit before January 15, 2023: Archive, DVD, or Bluray, Technical-Artistic file, Film photographs and director. It is mandatory to send the REGISTRATION SHEET, duly completed and signed, either physically or digitally.
II) Once selected, submit before March 31, 2023: Projection copy (DVD, BLURAY, H264 FILE), Posters or Posters and advertising material, as well as excerpts from the film for promotion. Indicating clearly the title of the film, duration, footage, format and value of the copy to:

III) They must also send by email inscripcionesficee@gmail.com the shipping information (title, dispatch date, shipping method, flight number and / or air knowledge number) depending on each case.
IV) In the event that the film sends it to us in digital format, they must provide us with the download link of the film in the highest possible quality, preferably in H264.
V) Languages and subtitles. Films whose VO is not Spanish must have subtitles in that language.
VI) The costs of sending the participating films to the Official Section, from the place of issue and vice versa, will be borne by the registrants. The Festival will never be responsible for the costs of sending other materials (posters, photographs, etc.).
VII) The copies will be sent if previously requested, once the Festival is over, to the address communicated in the corresponding section of the registration form unless the owner of the copy gives other written instructions before the screening date of his movie.
5. JURIES AND AWARDS
A. JURIES.
I) The Festival Management will designate the jurors of the Official Section, whose decisions will be final and must not be justified.
II) Members of the different categories may award a maximum of four prizes to the same film.
III) The jurors may grant special mentions together with the official prizes in each of the sections.
IV) Prizes of all categories may be declared void if the jury considers so.
V) The Audience Award, in all categories in which it is awarded, will be awarded to the film that obtains a higher average score based on the votes cast, provided the number of voters exceeds the minimum established for each one of the sections.
VI) The FICEE Directorate may be present, with voice but without vote, in the deliberations and communications of the various juries.
B. AWARDS
I) OFICIAL SECTION
An International Jury, formed by professionals from the film and culture sector, will award the following awards:
- 7Tau Award for Best Fiction Feature (from 60 ’)
- 7Tau Award for Best Fiction Short Film (up to 20 ’)
- 7Tau Award for Best Documentary
- 7Tau Award for Best Animated Film
- 7Tau Award for Best Management
- 7Tau Award for Best Interpretation
- 7Tau Award for Best Photography
- 7Tau Award for Best Editing
- 7Tau Award for Best Original Soundtrack
- Denis Rafter Special Award
- Roberto Báez Special Award for “Cinematographic Merit”
- Special Audience Award
- SIGNIS Spain Special Award. Prize awarded by a jury of the Association.
- Special Mention of the School Public
The statuettes will be delivered during the awards ceremony to be held on April 30, 2023 in Ciudad Rodrigo (Salamanca). In the event that the winners or their representatives can not go to receive the statuette, they can request to send it.
THE SHIPPING CHARGES OF THE FIGURES WILL NOT RUN IN ANY CASE ON THE ACCOUNT OF THE ORGANIZATION OF THE FICEE.
6. PROGRAMMING, EXHIBITION RIGHTS AND PROMOTIONAL MATERIAL
A. The Festival Organization will agree on the order and the date of exhibition of each film.
B. During the Festival, the Organization reserves the right to display the selected films in whatever public sessions it deems appropriate. In this regard, the producers will assign the rights for the public display of their films during the time of the Festival at no cost to it.
C. The films will become part of the festival's video library as long as the producer gives their consent and can be used for non-profit audiovisual broadcasting In any case, the Festival organization will communicate to the producers the use made of these copies and this will always be cultural and non-profit.
D. The producers and directors participating in the 12th Edition of FICEE authorize, by submitting their registration form, the use of one or more fragments of their film for dissemination as information material in any media.
7. ADDITIONAL PROVISIONS
A. Once a film has been selected by the Festival for any of the Sections, it cannot be withdrawn.
B. Payment requests and royalties will not be accepted for displaying any selected films at the festival.
C. These participation bases may be complemented or modified, prior to the start date of the 12th Edition of FICEE and prior communication to the interested parties, with whatever other annexes the Organization deems appropriate.
D. The registration of a film in competition of this 12th Edition of FICEE implies full acceptance and compliance with these Participation Rules and their possible annexes.
E. The interpretation of them will be the exclusive competence of the Festival Directorate. In case of doubt, the Spanish version of this Regulation is decisive.
8. KEY DATES:
I) For the selection: From August 15, 2022 to January 15, 2023DVD-PAL ZONA 2 of the film or download link / online viewing subtitled in Spanish if your VO is in a language other than Spanish
II) Technical and artistic dossier.
III) Complete and signed Registration Form.
IV) Movie photos and director in digital format
B. Once selected: Before March 31, 2023:
I) Copy for projection in any of the following formats subtitled in Spanish in case your VO is not Spanish:
• Blu-Ray Disc
• DVD-PAL ZONA 2
• H264
II) Posters and advertising material
