The Willoughby Shorts is Sydney’s fastest growing student film festival showcasing student talent across Australia. With no entry fee to participate and judged by some of the Australian film industry creatives, finalists will have the chance to have their short film played on the giant Urban Screen in Chatswood and be in the running for some fantastic prizes.

Entry Guidelines
1. Entrants must be Australian filmmakers aged 12 - 25 years old.
2. All works must be an original film produced within the last two years on any theme or topic.
3. The film must be no longer than 10 minutes (excluding titles and credits) and be G/PG rated, so no heavy violence, coarse language or depiction of drugs.

Categories accepted are Animation, Documentary and Narratives.

Individual awards and a prize pool of AUD$4000 is available to winning film makers with finalists and selected entrant’s films screened on the giant Urban Screen.

1. Terms and Conditions
a) Information on how to enter your film (‘Film’) into the ‘Willoughby Shorts’ (‘the Festival’) form part of these terms and conditions of entry. Entry into the Festival is deemed acceptance of these terms and conditions of entry.
b) The Promoter of the Competition is Willoughby City Council (‘WCC’) - ABN: 47 974 826 099 Victor Street, Chatswood NSW 2067.
c) Employees of Willoughby City Council are ineligible to enter.
d) All entrants aged under 18 years of age agree that they have sought and obtained their parent or guardian’s consent to enter the Competition on these terms and conditions, including granting the Promoter the rights to use the intellectual property in the entry of the Competition Winner.
2. How to Enter
a) The competition commences at 9:00am AEDST on 1 August 2017 and concludes at 11:59pm AEDST on 29 September 2017, (the “Competition Period”).
b) Entry can be made online at FilmFreeway; https://filmfreeway.com/festival/WilloughbyShorts.
c) WCC accepts no responsibility for any Film that is late.

3. Judging of the films
a) Films will be chosen by WCC, in its sole and absolute discretion (and without explanation for films not selected), as finalists for exhibition at the Festival (“Finalists”).
b) WCC will contact the Entrant by approximately 16 October 2017 if the Film has been selected as a finalist.
c) WCC selects a jury panel to judge the finalists. The members of the Jury will view the Finalist films and score them. WCC tallies those results and produces an average score for each film. The highest score wins. The judges are asked to use their own judgment but, in general, WCC instructs the Jury to evaluate the films based on execution, strength of idea, creativity and expression of the filmmaker’s talent. Budgetary constraints are not part of the Festival’s judging criteria.
d) Each Finalist as selected by WCC will have their film broadcast on Festival day.

4. Important Dates
Each film must comply with the following dates to be eligible for entry in the Festival:

29 September 2017 The Film, along with entry form, must be received by WCC on or before 29 September 2017.

16 October 2017 If the Film is selected as a Finalist, WCC intends to advise the Entrant on or before this date.

5. Entrant’s Representations and Warranties
The Entrant hereby represents and warrants to WCC that:
a) The Entrant has the sole and full right and authority to accept the Terms and Conditions and enter into this Agreement and grant the rights granted in the Agreement;
b) WCC has the right to broadcast and reproduce the Entrant’s Film in any form during the Festival period;
c) The Entrant has permission to reproduce and use all third party materials (and/or the results) contained in the Film or upon which the Film is based;
d) The Entrant is the sole and exclusive owner, or has permission from the sole and exclusive owner, of the copyright in the sound recordings comprising the soundtrack of the Film and the music and lyrics reproduced in those sound recordings;
e) All of the performers in the Film have consented in writing to the use of their performances in the Film;
f) The Entrant has obtained from each contributor to the Film (“Contributor”), including with respect to the underlying works in the Film, a written release to use the results and proceeds of the Contributor’s services and/or contributions to the Film;
g) All details submitted in the Entry Form by the Entrant are true and correct;
h) No part of the Film violates any right of privacy or publicity of any person or corporation;

The Festival Period may be changed in WCC’s sole discretion.

6. Finalist films
a) If the Film is selected as a Finalist, the License to broadcast granted by the Entrant to WCC will continue until the end of the Festival period. The Film will also be used for promotional purposes for future Film events.

7. Prizes
a) Prizes for the Entrant of each category will be awarded on the Festival day, 6:00pm, Friday 27 October at The Concourse Urban Screen, 409 Victoria Ave, Chatswood.
b) An Entrant is only entitled to a maximum of one (1) Prize.
c) A list of prizes to the total value of $4,000 will be announced at www.willoughby.nsw.gov.au.
d) WCC reserves the right to redistribute prizes in the Festival in reflection of the amount and quality of entries into the competition.
e) Any changes to the prizes and Festival will be updated on www.willoughby.nsw.gov.au.
f) No component of the Prize can be exchanged, transferred or redeemed for cash. In the event that the Prize becomes unavailable, WCC reserves the right to provide a similar product to the equal value as the original Prize, subject to any applicable laws or written directions made under applicable legislation.
g) WCC and each of its related bodies corporate, associated agencies, and companies associated with the Festival will take no responsibility for any damages, delay in delivery or loss in transit of the Prize once the Prize has left the premises of WCC.
h) WCC accepts no responsibility for any tax implications that may arise from the Prize. Independent financial advice should be sought. Where the operation of the Festival results in, for GST purposes, supplies being made for non-monetary consideration, entrants agree to follow the Australian Taxation Office’s stated view that where the parties are at arm’s length, goods and services exchanged are of equal GST inclusive market values.
i) Unless the contrary intention appears, a reference in these terms and conditions or in any advertisement relating to the Festival, to Australian dollars, dollars, AUD$ or $ is a reference to the lawful currency of Australia.
8. Dubbing/Subtitling/Editing
a) The Entrant acknowledges that WCC, shall have the right to dub and/or subtitle and to cut and/or edit the Film in any fashion that WCC deems necessary, including, without limitation, for the purpose of broadcast or online distribution, packaging the Film with other WCC films, to comply with broadcasting statutory censorship practices, standards or regulations or as otherwise may be required by law in any applicable country where the Film may be exhibited.

9. Disqualification
a) A Film may be disqualified from the Festival if WCC has reason to believe that a Film does not, for any reason, comply with the Terms and Conditions.
b) WCC may, in its sole discretion, disqualify any or all entries from, and prohibit further participation in this Competition by, any person who tampers with or benefits from any tampering with the entry process or with the operation of the competition or acts in violation of these terms, acts in a disruptive manner or acts with the intent to annoy, abuse, threaten or harass any other person.
c) WCC reserve the right, in the Promoter’s absolute discretion, to disqualify any entry, including those which it considers: is not in accordance with these terms and conditions; depicts or encourages inappropriate, offensive or dangerous behaviours of any kind; breaches individual’s privacy; infringes the intellectual property rights of others; promotes commercial, political or criminal interests and activities; is identical or near identical to another entrants entry; or is otherwise considered inappropriate or offensive.

10. The Competition
a) In the case of intervention of any outside agent or event which prevents or hinders its determination, WCC may in its absolute discretion cancel the Competition and recommence it from the start on the same conditions.
b) If for any reason any aspect of the Competition is not capable of running as planned, including by reason of infection by computer virus, telephone network failure, bugs, tampering, unauthorised intervention, fraud, technical failures or any cause beyond the control of WCC, WCC may in its sole discretion cancel, terminate, modify or suspend the Competition, or invalidate any affected entries, subject to the approval of the relevant authorities in the relevant State, if required.
c) This is a game of skill and chance plays no part in deeming the Competition Winner.
d) WCC and the Judges’ decision is final and no correspondence will be entered into.

11. Competition Winner
a) A Competition Winner must, at WCC’s request, participate free of charge and without compensation in all promotional activity, including publicity, being interviewed, photographed or filmed, surrounding the Festival, including the winning of any Prize. The Competition Winner consents to WCC and its related bodies corporate using that Competition Winner’s name and image in any forms of promotional material. Without limitation, the Competition Winner consents to being broadcast, filmed, photographed or recording in any other medium free of charge and without compensation while participating in the Competition, or in taking or using any Prize. The Competition Winner consents to WCC repeating any such broadcast, film, photograph or other recording in any media at any time free of charge and without compensation.
b) WCC reserves the right to request a Competition Winner to provide proof, in a manner WCC deems suitable of the identity and age of the Competition Winner and any other person included in the Competition Winner’s photo/entry, the status of the Competition Winner’s residency, and/or proof of the Competition Winner’s entry. In the event that a Competition Winner cannot provide proof to the satisfaction of WCC, that Competition Winner will forfeit their Prize in whole and no substitute will be offered.
c) If due to any reason whatsoever WCC becomes aware that a Competition Winner has not complied with any of the Festival’s terms and conditions, that Competition Winner will have no entitlement to the Prize, even if WCC has announced the Competition Winner, and will be required, at the direction of WCC, to return, refund or otherwise make restitution of the Prize.

12. Privacy
a) WCC collects and uses entrant’s personal information in order to conduct the Festival. The entrant agrees that this includes disclosing the entrant’s personal information to WCC and other entities, including third parties, responsible for administering the Festival or for the purposes of processing and conducting the Festival or communicating with the entrants. If the information requested is not provided, the entrant may not participate in the Competition. By entering the Festival, unless otherwise advised, each entrant also agrees that WCC, WCC’s employees, related companies and agents may use personal information, in any media for any current and future promotional, marketing, publicity, research and profiling purposes without any further reference, payment or other compensation to the entrant, including sending the entrant electronic messages and telephoning the entrant.
b) Where the entrant provides WCC details, images or any other materials of other person(s), the entrant must obtain consent (or in the case of a minor, appropriate consent required by law from the minor's parent or guardian) from the other person(s) for the other person(s) details or image to be provided to WCC, any of WCC’s related bodies corporate, or to third parties for the purposes of processing and conducing the Festival, and that the other person(s) may be contacted by WCC or any of its related bodies corporate in relation to this competition.

13. Disclaimers
a) WCC accepts no responsibility for late, lost, incomplete, incorrectly submitted, delayed, illegible, corrupted or misdirected entries, claims or correspondence whether due to error, omission, virus, alteration, tampering, deletion, theft, destruction, transmission interruption, communications failure or otherwise. WCC has no control over communications networks or services, the Internet, or computer or telephone networks or lines and accepts no responsibility for any problems associated with them, whether due to traffic congestion, technical malfunction or otherwise. WCC is not liable for any consequences of user error including (without limitation) costs incurred. Any form of automated entry using any device or software is invalid. Entries are deemed to be received at the time of receipt by WCC, not at the time of transmission by the entrant.
b) WCC and its related bodies corporate, associated agencies and companies associated with the Festival will not be liable for any loss (including, without limitation, indirect, special or consequential loss or loss of profits), expense, damage, personal injury or death which is suffered or sustained (whether or not arising from any person’s negligence) in connection with the Festival, accepting or using any Prize, and failing to claim any Prize, except for any liability which cannot be excluded by law (in which case that liability is limited to the minimum allowable by law).
c) This Festival is in no way sponsored, endorser or administered by, or associated with FilmFreeway, Facebook, Instagram or Twitter. All information the entrant provides is provided to WCC and not FilmFreeway, Facebook, Instagram or Twitter. Any information the entrant discloses will be treated in accordance with these terms and conditions and WCC’s Privacy Policy.
d) Each Entrant agrees to release FilmFreeway, Facebook, Instagram or Twitter from any liability arising in any way from the Entrant’s participation in the Festival.
e) Without limiting any other paragraph, WCC may at its discretion amend any aspect of this Festival or of these terms and conditions, subject to applicable laws and subject to the approval of the relevant authorities in the relevant State, if required.
f) Changes and updates to the Willoughby Shorts terms and conditions will be announced at www.willoughby.nsw.gov.au.
g) New subscriber personal information will be collected by or on behalf of WCC to enable it to administer the Festival and may be used to market its products to the entrant. Persons may contact WCC by post at PO Box 57 Chatswood 2057 or by emailing public.relations@willoughby.nsw.gov.au to request access to, or corrections of, any of their collected personal information that is held by WCC.
