It would become her final overall release with Hollywood Records after signing with RCA Records in 2013. The song was written about the feelings a club's environment can lead someone to believe. "Who Owns My Heart" is musically club-oriented and driven by synths. Lyrically, the song speaks of meeting a potential love interest at a nightclub.
